PROJECT PROGRESS

FAA Simulation Activities Underway As the project nears the start of construction, the airport’s air traffic control operators will soon start preparing for opening day. The Federal Aviation Administration (FAA) Airway Facilities Tower Lab (AFTIL) is in the process of creating a virtual model of how the runways and taxiways at KCI will operate once the new terminal is fully operational. “Once AFTIL’s virtual model of the airport is complete, KCI’s operators will travel to the AFTIL and participate in a three-day simulation exercise, where they will virtually guide planes in and out of the new terminal,” says Tahir Edwards, Design and Construction Integration Manager with Clark | Weitz | Clarkson. The simulation will also provide an opportunity for operators to gain hands-on experience with a Virtual Ramp Control operation. This technology, which will

be implemented at KCI when the new terminal opens, is a camera-based system that allows a set of operators in the new terminal to virtually manage planes on the apron, while operators in the air traffic control tower visually manage planes on the runways and taxiways. The Virtual Ramp Control System allows one set of operators to focus on each area of the airfield in realtime, creating more efficient plane movements and a seamless hand off between the two groups. The AFTIL simulation exercise is just one step in an extensive training process that culminates with testing and commissioning inside the new terminal, once it is substantially complete. “When the new terminal is ready to operate, airport operations will transfer from Terminals B and C to the new terminal over a roughly 24-hour time period,” says Pat Klein, Aviation Director, Kansas City International Airport. “The entire team is taking steps to ensure every aspect of the new terminal will operate safely and efficiently on opening day.”

Kansas City’s Next “Great Room” Design of the New Terminal continues to evolve. New project renderings revealed a grand gateway for the structure. In the spirit of iconic architectural landmarks like Union Station, the Kauffman Center, and Kirk Hall, the New Terminal is intended to be Kansas City’s next “Great Room”. The latest renderings feature a distinctive entrance with Y columns that provide both structural support and a unique design aesthetic.

A soaring canopy covers the roadway, welcoming passengers into the terminal and protecting them from the elements.

The terminal will be built with innovative and sustainable materials that reflect Kansas City’s warm, welcoming character, as well as its identity as a center for new technologies.

Distinctive “Y” columns support the roof and eliminate the need for columns within the check-in hall - making for a light, open, and airy space.

The AFTIL simulation considers anticipated “flow scenarios,” or how many planes will arrive and depart from the new terminal during specific time periods.

2018 Environmental Assessment Begins

The Kansas City Aviation Department and Edgemoor teams continue to work collaboratively with the Federal Aviation Administration, State Historic Preservation Office, and local Native American tribes to address issues and secure approval of the Environmental Assessment (EA). New developments in this process are predicted to have an impact on the delivery date for the terminal. To avoid opening the facility in the middle of the airport’s and its airline partners’ busiest season, opening day is now targeted for January 2023. The project team is looking for opportunities to regain time in the schedule with hopes of opening the New Terminal in advance of the 2022 holiday travel season.

When Will Construction Start? A. The first significant major construction activity

will be demolishing the existing Terminal A (which is currently closed), and is anticipated to start this winter. FAA approval of the project’s Environmental Assessment document is required before any construction activity can begin.

Second Class of KC Strategic Partnership Program Kicks Off Twenty-nine small business owners gathered on October 25 to kick off the second session of the KC Strategic Partnership Program (KC SPP). The first day of class included an intensive, full-day orientation, led by Dr. Leonard Greenhalgh from the Tuck School of Business at Dartmouth College. The

class will meet weekly for six months at Morningstar Youth & Family Life Center. The program is open to any minority-, woman- or veteran-owned (SVOB or SDVOB) business, as well as businesses designated as Small Local Business Enterprises (SLBE). The Edgemoor Team has committed to continuing the program as long as there are small business owners interested in participating. The KC SPP is offered at no cost to participants and provides an MBA-style curriculum in key areas such as accounting, bonding, estimating and project management.

Representatives from the City, KCAD, and Edgemoor have been meeting with and coordinating with the airlines and FAA to answer any questions and provide clarifications on the Community Benefits Agreement (CBA). The FAA must approve the agreement to move the project to Financial Close; however, even if the airlines or FAA decide to not fund one of the items in the CBA, the Edgemoor Team remains committed to providing every benefit that is included in the agreement.
