Could you please clarify what the scope of work is?

Refer to section "M/WBE Compliance Services" (pg. 4-5) of the RFP.

How should I address potential conflicts of interest that my team may have?

All interested bidders are able to submit a bid on any scope that fits their NAICS scope. Please identify any potential conflicts that your team may have.

Will a MBE Prime on this Professional Service contract count as credit for 100%, or will a MBE Prime also have to meet the 20% MBE and 15% WBE goals?

Will there be activity on this service contract during the month of December 2018? This question relates to costing out the proposal.

If a certified M/WBE firm is awarded the scope, Edgemoor will be able to count 100% MBE or WBE participation. If the prime subcontractor is a non certified M/WBE, then they must meet the 20% MBE and 15% WBE requirements (project goals). Edgemoor will look favorably on a MBE or WBE prime who had also brought on a sub to make up for the other requirement. We are asking bidders to price their bids on a 48 month schedule. The start date has yet to be determined. Please provide cost proposals for Scope Items 1-14 (one number) and for Scope Item 15 (one number) and a grand total. Please price in accordance as written in the RFP Tab D – Pricing for Key Services (Pg. 6-7).

Do you wish to review, as part of the proposal, the spreadsheet that cost out each of the 15 items, or just final amounts as shown on the face of the proposal?

What is your estimated number of prime and subprime contractors?

Is there a need to conduct on-site monitoring in order to assure that the numbers reported by contractors are valid, specifically related to the ethnic identity of the workforce?

Please provide, in your base price, the price for once per week on-site monitoring. As an alternate, please provide a price for once per month on-site monitoring.

In your RFP, there is no mention of the Professional Services component or Prevailing Wages. The M/WBE ordinance includes both areas under the HRD compliance requirements. Is it just an understood that we should include the subject matters in the proposal or is this RFP just for the construction services and no monitoring of the prevailing wages?

The selected bidder will be responsible for MWBE Compliance for construction, professional services, and Prevailing Wage Work Force.

You mentioned the Contractor Utilization Plan and the updating of this document. Is there an understanding between CWC and HRD that there will be an exception regarding the updating of the actual paper document or are you referencing the addition of CUP’s for each phase that is put out for bid?

We are referring to updating in B2G Now as well as any internal Edgemoor CUP updates.

Will the selected M/WBE Compliance Bidderbe responsible for overseeing advertising and bid tabulation for the Edgemoor Team?

At this time we have estimated around 150 prime and subprime contractors.

Selected bidder will not be responsible for managing the actual advertisements. The Edgemoor Team will send out the advertisements. The Compliance Services Firm will be responsible for maintaining and reporting on good faith efforts, including recording the ads placed.

Can you please clarify line item 9?

" Track project spending by U.S. Veteran, Service Disabled Veteran, and HRD Certified Small Local Business Enterprise's."

No, there are no Veteran or SLBE goals for the project, however we still want to track it.

Is there Veteran or SLBE participation on the project or spending by either of these groups? 12

Is Edgemoor looking for a fixed cost pricing?

Our question is are you asking for pricing for workforce monitoring/ and work force compliance? Item # 15 and 14 with a grand total?

At this time we have estimated around 150 prime and subprime contractors. Base your price on 150 firms, providing a deductive unit price. (price per firm not tracked) Yes, we are looking for pricing for workforce monitoring and compliance.
