Welcome to the 2018 HAVE - STR Annual Conference! Attendees, exhiboters and partners, we welcome you to the 2018 Housing Alliance of Valley Employees South Texas Region Annual Conference! We’re glad that you are here. We hope you enjoy the sun, evening social events and training sessions we bring you. We would like to start of by acknowledging everyone’s hardwork and dedication to public housing. You are the very reason associations such as HAVE - STR exist. Our purpose is to better the public way of living, by training and providing effective tools to qualified personnal. We expect that this year’s 2018 HAVE - STR training conference will once more provide you with an opportunity to network with colleagues, and participate in relevant and engaging sessions. The Housing Alliance of Valley Employees South Texas Region offers scholarships to studetns from low-income families. These scholarships are awarded to qualified residents who live in Section 8 and Public Housing. HAVE - STR The Housing Alliance of Valley Employees South Texas Region is a growing and influential membership organization with over 500 organizational and individual affiliates statewide. Majority of our members are housing consumers, advocates, producers, providers or policy makers and local government officials. HAVE -STR serves the needs and interests of rural, urban and suburban communities across the Rio Grande Valley and all of South Texas. The mission of the Housing Alliance of Valley Employees South Texas Region is to ensure that all public housing authorities in South Texas are leading efficiently and equipped with the necessary tools to provide Texans, especially those with low incomes, access to safe, decent and affordable homes. HAVE - STR is here to serve the needs of low - income families and do our best to increase the availability of satisfactory, safe, and affordable housing, ensure equal opportunity in housing, promote self - sufficiency and asset development and to improve community quality of life and economic viability. Keynote Speaker Zuleika K. Morales-Romero HUD San Antonio Field Office Director In 2016, Zuleika K. Morales-Romero joined HUD’s Region VI San Antonio Field Office. She is responsible for overseeing all HUD’s programs in the 57 Texas counties. Prior, to joining the field, Ms. Morales-Romero was a Field Operations Director in HUD’s Office of Field Policy and Management in Washington, D.C., where she coordinated HUD place-based initiatives in field offices across the country including Promise Zones and Community Needs Assessments. Before moving to FPM, she served as the Grants and Budget Director for the Office of Sustainable Housing and Communities (OSHC), where she managed over $100 million in Sustainable Communities Regional Planning Grant Program, that encouraged metropolitan regions, to develop integrated housing, land use, and transportation plans. Mrs. Morales-Romero is a Jan Tinbergen Scholar that completed studies in the Universteit of Utrecht, Netherlands and a Bachelor of Arts, Economical Sciences, from the Universidad Mayor de San Simon, Bolivia. Mrs. Morales-Romero lives in San Antonio, TX with her husband and two children, ages 15 and 12.

Keynote Speaker David Pohler HUD San Antonio Director As Director of the San Antonio Office of Public Housing, Mr. Pohler supervises a 10-member staff working to support 93 Public Housing Agencies administering HUD programs in South Texas. Mr. Pohler began his HUD career in 1986 in HUD’s Single-Family Valuation and REO Branches before joining the Office of Public Housing in 1993. During 2015, he also served as the Acting Regional Public Housing Director for the five-state Southwest Network. David has a BA Degree in Finance and Real Estate from Angelo State University. He is recognized as a national expert on the Housing Choice Voucher program and he considers creative problem solving as one of his greatest strengths. Teaching is his favorite part of his job. David is married to Dr. Eva Pohler, a College English Professor and USA Today Best-Selling Author who just published her 21st book. Together, they have three children. Mason is a senior Computer Science major at UTSA working part time as a software developer. Travis is an artistically and musically talented freshman at A&M Corpus Christi, and Candace is an aspiring designer completing her Junior year of High School.


Keynote Speaker Rodolfo Cantu 2017 HAVE - STR Scholarship Recipient

Rodolfo “Rudy” Cantu is a resident of the Edinburg Housing Authority and the winner of the 2017 HAVE-STR Scholarship. Rudy is an honors graduate of Edinburg High School and was recognized as an AP Scholar as well as a National Hispanic Scholar. He is a student at the University of Texas Rio Grande Valley and is majoring in Mechanical Engineering. As a recipient of the HAVE-STR Scholarship, Southwest NAHRO Scholarship, and NAHRO National Merit Scholarship, Rudy understands the importance of financing in preparation for college. He is also a participant in the Edinburg Housing Authority’s College Ring Challenge. His goal is to encourage public housing students to obtain a higher education and believes that the cooperation between public housing authorities and their residents is crucial towards making it happen.
