HAVE - STR The Housing Alliance of Valley Employees South Texas Region is a growing and influential membership organization with over 500 organizational and individual affiliates statewide. Majority of our members are housing consumers, advocates, producers, providers or policy makers and local government officials. HAVE -STR serves the needs and interests of rural, urban and suburban communities across the Rio Grande Valley and all of South Texas. The mission of the Housing Alliance of Valley Employees South Texas Region is to ensure that all public housing authorities in South Texas are leading efficiently and equipped with the necessary tools to provide Texans, especially those with low incomes, access to safe, decent and affordable homes. HAVE - STR is here to serve the needs of low - income families and do our best to increase the availability of satisfactory, safe, and affordable housing, ensure equal opportunity in housing, promote self - sufficiency and asset development and to improve community quality of life and economic viability. Attendees, exhiboters and partners, we welcome you to the 2017 Housing Alliance of Valley Employees South Texas Region Annual Conference! We’re glad that you are here. We hope you enjoy the sun, evening social events and training sessions we bring you. We would like to start of by acknowledging everyone’s hardwork and dedication to public housing. You are the very reason associations such as HAVE - STR exist. Our purpose is to better the public way of living, by training and providing effective tools to qualified personnal.

Opening Ceremony Keynote Speaker Congressman Vicente Gonzalez, 15th District of Texas Vicente Gonzalez serves in the United States Congress as the elected representative of the 15th District of Texas which encompasses the growing suburban counties of Brooks, Duval, Jim Hogg, Karnes, and Live Oak as well as portions of Guadalupe, Hidalgo, and Wilson counties. Congressman Vicente Gonzalez came to Washington to continue fighting for South Texans and ensure that individuals and communities have the resources and opportunities they need to succeed. Congressman Gonzalez earned his GED in 1985 before attending Del Mar College where he received an Associate’s degree in Banking and Finance in 1990. He worked his way through college at Embry Riddle University where many of his classmates were active duty military personnel. He earned a Bachelor’s degree in Business Aviation in 1992 and later earned a Juris Doctorate degree from Texas Wesleyan University School of Law (now Texas A&M School of Law) in 1996. While attending law school, Congressman Gonzalez worked as an intern in the office former Congressman Solomon P. Ortiz. In 1997, Congressman Gonzalez opened his law practice, V. Gonzalez & Associates. Congressman Gonzalez was influenced by his father, a Korean War veteran, to help individuals fight for their rights and practiced law for 20 years. He stood with working families wronged by powerful corporations and took on unscrupulous vendors, recovering millions in school bond revenues for taxpayers. In Congress, he is fighting to protect Social Security and Medicare and to ensure that veterans, military members, and their families have the care and compensation they earned through their service. He is committed to improving health care for those who need it most: children with special needs, seniors, and the disabled. As a small business owner, Congressman Gonzalez understands the challenges facing American businesses. He secured a position on the Committee on Financial Services. In Congress, he is working across party lines and with local, state, and federal government to expand economic opportunity for all. A lifetime resident of South Texas, Congressman Gonzalez is married to Lorena Saenz Gonzalez, a former teacher and school administrator in Edinburg and McAllen. They reside in McAllen.

Closing Ceremony Keynote Speaker Sister Norma Pimentel, Executive Director Catholic Charities of Rio Grande Valley Norma Pimentel is a Sister with the Missionaries of Jesus. As Executive Director of Catholic Charities of the Rio Grande Valley for over 12 years, she oversees the charitable arm of the Diocese of Brownsville, providing oversight of the different ministries & services in the areas of the Rio Grande Valley through emergency assistance, homelessness prevention, disaster relief, clinical counseling, pregnancy care, food program(s), and the Humanitarian Respite Center. Sister Norma chairs the local Emergency Food and Shelter Program that distributes federal funds to local agencies providing assistance to the area’s poor. She also serves as Co-Vicar of Religious, organizing different events for religious in the Diocese of Brownsville. In addition, Sister Norma leads efforts in the community that respond to emergency needs and provide relief in times of disaster and crisis in the Valley. She was instrumental in quickly organizing community resources to respond to the surge of Central Americans seeking asylum in the United States and setting up the Humanitarian Respite Center at the Sacred Heart Church in McAllen, Texas. These efforts captured the world’s attention, drawing news media from around the globe to the Rio Grande Valley to cover the plight of the countless and distressed refugee individuals and families, thereby compelling thousands from this country and others to contribute their time, talents, and treasures to serve and support the cause. A most special moment was captured on September 2015 via satellite broadcast to the Sacred Heart Catholic Church in which Pope Francis recognized Sr. Norma for her work with the immigrants and asked her to come forward so that he could see her. He thanked her for her humility and her efforts and encouraged her to continue. In January 2015, Sister Norma received the Martin Luther King, Jr. “Keep the Dream Alive” Award from Catholic Charities USA and awards from the University of Texas–Pan American, the Texas Medical Association, and nomination for “Texan of the Year.” Also, that same month she testified before the U.S. Commission on Civil Rights on the “State of Civil Rights in Immigration Detention Facilities.” In March 2015, she spoke on “Women Upholding Human Dignity” at the United Nations. Most recently, Sister Norma was recognized and awarded the 2015 Rio Grande Valley’s “Citizen of the Year” for her advocacy for the hundreds of immigrant/ refugee families and individuals who make their way to the Respite Center every day fleeing the violence of their homelands and seeking a better life.
