Technical Insights ECM Spotlight: Heat Pumps Each quarter, we will be highlighting a valuable energy conservation measure (ECM) that our Energy Optimization Services team has conducted or implemented in a project. In H1, against the backdrop of New York City's Climate Mobilization Act, we explore clean heating and cooling opportunities: THE SITUATION This ECM was uncovered on behalf of a city agency who contracted Edison Energy’s Energy Optimization Services team to perform work on a portfolio of facilities. For one facility, the domestic hot water needs were being met via a hot water storage tank with an integral steam to hot water heat exchanger. As the unit appeared to be original to the building, the design required the boilers to operate year-round to provide domestic hot water to the facility, resulting in inefficient operation and elevated annual operating costs as a result.

THE SOLUTION Edison Energy determined that energy savings could be achieved by replacing the storage tank with integral steam to hot water heater with an electric Heat Pump Water Heater. A Heat Pump Water Heater is a highly energy efficient alternative to traditional steam, electric or gas fired water heaters and allows use of off-peak power. The heat pump operates based on the principles of a refrigeration cycle, but in reverse. It essentially absorbs heat from the boiler room air or mechanical room in which it is installed and delivers heat to heat domestic water. For this measure, it was recommended that a single 119 gallon tank be installed entirely in the boiler room (including the condenser) and with a timer to ensure the unit is turned off when the facility is not occupied.

THE RESULTS While not yet implemented, upon implementation of the heat pump water heater, the client will see increased efficiency to their domestic hot water system, thus lowering annual operating costs. Research shows, heat pumps are two to four times as efficient as conventional oil, propane, or electric resistance heating. Sites in New York City? Concerned about Local Law 97? Program Spotlight PACE Program What is it? Property Assessed Clean Energy (PACE), is an initiative, that helps finance energy efficiency, renewable energy, and water conservation projects. Despite being a nationwide initiative, the program operates locally, which allows regional markets to tailor the program to their needs. The funding is allocated to property owners, at no out-of-pocket cost, allowing them to secure low-cost, long-term loans for their projects. In some cases, PACE can cover up to 100% of a project's hard and soft costs. PACE can also be combined with utility, local, and federal incentive programs, making it an attractive option for property owners. In this edition, we spotlight PACE Wisconsin. PACE Wisconsin's commercial financing has achieved over $1.5 billion in projects financed. The program starts with a state-level government policy that classifies clean energy upgrades as a public benefit. These upgrades can be financed with no money down and then repaid as a benefit assessment on the property tax bill over a term that matches the useful life of improvements. The assessment transfers on the sale of the property and can be passed through to tenants where appropriate. As an approved third party contractor, Edison Energy has been working with programs nationwide, but specifically, within the Wisconsin PACE ecosystem, providing energy optimization services, such as: commissioning and retro-commissioning, energy assessment/audits, measurement and verification, performance contracting, and project development/management.

Capital Constraints? Think you may be a good fit for the program? Eligible PACE Projects must meet the following criteria: › PACE Project improvements must reduce energy usage, water usage, or generate renewable power for the property. › Improvements associated with the PACE Project must have a useful life of at least five years. › Improvements must be permanently affixed to the real property.

› The PACE Financing amount plus the outstanding principal amount of all mortgage liens secured by the property shall not exceed 95% of the property value, unless otherwise approved by PACE Wisconsin. PACE Lenders may have additional limits based on their underwriting criteria. › PACE Projects with PACE Financing amounts both above and below $250,000 are subject to specific requirements.

PACE Financing Helps Breathe New Life into Old Facility

PROJECT BACKGROUND One of Edison Energy's most recent case studies involving the PACE Program is Oscar Mayer Station, a former Oscar Mayer site located at 910 Mayer Avenue in Madison, Wisconsin. For 94 years, the site was a beacon of commercial activity and prosperity for the community, providing nearly 4,000 jobs to the north end of Madison, until the site was shut down 2017. Edison Energy was brought on board to perform an energy audit of the site, as a third party provider through Wisconsin's PACE Program. The facility consists of 285 square feet of commercial space, and 300,000 square feet of industrial space. Projected PACE scope of work included: › Lobby Window › Lighting Upgrades

› Low Flow Fixtures › Electrical Optimization › Brownfield Measures

PROJECT RESULTS & CUSTOMER VALUE As a result of the study, Edison Energy identified a number of eligible savings for the site. As a third party entity, Edison Energy is able to use PACE knowledge to help installation and turnkey projects get the financial support they need, while also helping property owners identify and implement long-term sustainable solutions. Through PACE financing and the implementation of energy efficiency measures, the redevelopment of Oscar Mayer Station has the potential to recoup the 4,000 jobs that were lost after the site shut down, thus revitalizing the local community.
