Abney defeated Angela Gasper by a vote of 125 to 117 in the tight race for econd hief.

Williamson defeated challenger Channa L. Tiger by a vote of 146 to 96. U nopposed candidates for seats on the Grievance Committee were Krishna B ear and Dee Manatowa.

The two tribal leaders took oaths of office during an installation ceremony conducted ept. by newly-installed ac and ox ation istrict udge Gregory B igler. The installation was conducted in the courtroom of the ac and ox ation ustice Center.

The ceremony was attended by the tribal leaders’ friends, family members, fellow B usiness Committee members Principal hief ustin ood, ecretary acklyn ing, Treasurer ared ing, outgoing econd Chief Audrey Rose Lee, former members of the B usiness Committee and several current employees of the ac and ox ation. A reception followed in

the ustice enter lobby.

Thank you for an outstanding Governing Council. We began on time and treated each other with respect and understanding.

I appreciate the incredible turnout and participation from our tribal members. I would like to personally thank the veterans and honor guard for their presence throughout the entire meeting. To our cooks and elders, I thank you for your dedication.

I left the meeting encouraged about the future of our people.

I want to thank Audrey Rose ee, our outgoing econd hief, for her two years of service on the B usiness Committee. There are few people I know who love the ac and ox ation as much as Audrey.

Congratulations to our new econd hief on Abney and our re-elected Committee Member Robert Williamson. Thank you to everyone who turned out to vote in the 2019 General Election. Our new B usiness

Committee is dedicated to moving our ation to success and better services.

by Donald Stotts Agricultural Communications Services Oklahoma State University Insights about trends and expectations regarding agriculture and rural economies will be the focus of the Rural Economic Outlook Conference taking place Oct. 9 on Oklahoma State U niversity’s Stillwater campus. The 8: 45 a.m. to 3: 30 p.m. conference will take place at the OSU ConocoPhillips Alumni Center, located on Hester Street across from the Student U nion. “ Think of the conference as ‘ one-stop shopping’ in that we will be examining many key issues that may significantly affect decisions made by agricultural lenders, community and rural leaders, and people in similar positions during the coming year,” said B rent Ladd, OSU Cooperative Extension assistant agricultural finance specialist.

Keynote speakers will be Sarah Low, holder of the U niversity of Missouri’s Fred V. Heinkel Chair in Agriculture, and Pia Orrenius, a labor economist and manager of the regional and microeconomics group in the Dallas Fed Research Department. “ Rural areas and small towns and cities are on the forefront of one of the most significant and impactful trends limiting the growth potential of the U .S. economy: falling birth rates and the aging of the American workforce,” Orrenius said. “ Immigration can be part of the solution, bringing workers to the industries and geographic areas that need them most.

We will be discussing how that might occur most effectively.”

Low’s presentation will provide an overview of the rural economy, nationally and regionally. She will be providing insights about trends in nonfarm rural business, including rural entrepreneurship, manufacturing and amenity-based business opportunities. “ We’ll also be examining Federal

policy related to the rural economy, including infrastructure spending and the relocation of two U SDA agencies to the region,” Low said. “ Asset-based rural economic development strategies will play a large part in rural America’s economic future.”

Also featured will be OSU agricultural economists Dayton Lambert, Amy Hagerman, Rodney Jones, Kim Anderson and Derrell Peel. Topics covered by the OSU experts will include the state of Oklahoma’s rural economy, 2019 agricultural policy, agricultural finance areas of interest and overviews of the U .S. grain and livestock markets, as well as agribusiness-related research being conducted in the OSU Department of Agricultural Economics. “ We ask that participants pre-register if possible,” Ladd said. “ It greatly aids

the planning process and helps ensure sufficient numbers of meals, refreshments and conference materials are on hand. We want to make the conference as useful and enj oyable as possible to all participants.”

Cost is $50 per participant if pre-registering through Oct. 2 and $75 thereafter.

Obituaries Bill Thorpe B ill Thorpe, son of legendary Sac and Fox athlete Jim Thorpe, passed away in Arlington, Texas, on Thursday, July 4, 2019 at the age of 90.

He was born on August 16, 1928 to Jacobus Franciscus “ Jim” Thorpe and Freda V. Kirkpatrick Thorpe in Marion, Ohio.

B ill attended Indian boarding schools in California and Nevada after his parent’s divorce, then j oined the U .S. Navy for the end of World War II. Eventually, he was drafted into the Army and served in Korea. He later went to work for Vaught Aircraft Manufacturing and was transferred to Texas in the late 1970’s where he retired there after 40 years.

The Jim Thorpe Award, presented by the Oklahoma Sports Hall of Fame, was dear to B ill’s heart, and he was in Oklahoma City for this past year’s award banquet. A memorial service in honor of B ill Thorpe was hosted by the Oklahoma Sports Hall of Fame on Thursday, July 25, 2019 in Oklahoma City. He is survived by his brother, Richard Thorpe,

of Waurika, Okla. and, his niece, Anita Thorpe, of Oklahoma City.

call to reach out to us with needs and solutions to problems. Since my last address, I have received Facebook messages, emails, calls, and mail providing valuable insight to the current status of our tribal services.

Please be on the lookout for the upcoming notice for our 2019 Special Council to approve RAP budgets and the 2019 Per-capita payments. We are still waiting on final certified numbers from our auditors. Once we receive those

numbers, I will call the meeting with the constitutionally required 10-day notice.

We will post the meeting on buildings, the website and social media.

And finally, please consider filling out interest to serve forms for our tribal boards and committees. I appreciate those of you willing to serve in these important positions. As I have said before, we need all hands on deck. We are stronger when we all work together.

Activity Committee Meetings are Held First Tuesdays; Membership, Input Encouraged The Sac & Fox Nation Activity Committee is comprised of tribal member volunteers who have the desire to promote activities within our tribe. The Activity Committee is open to all Sac & Fox tribal members as well as non-tribal members.

The Activity Committee will hold a regular meeting the first Tuesday of every month at 6 p.m. in the Sac and Fox Nation Cultural Center.

Meetings are open to the public. The Activity Committee encourages membership, ideas, suggestions and/or concerns of the organization and hosting events. Ketepi.

Construction Update on Transportation Bldg.

Work that began in early July remains on schedule for the new Sac and Fox Nation Transportation Facility, and progress continues in spite of several rain delays. The facility will be the new home for the transportation, elders and veterans programs. Representatives from the Transportation Program, Elders Advisory Committee and the Veterans Honor Guard spent six months advising the architects and engineers in developing the design, layout and features of the building.

All of the preliminary trenching and installation of the underground utilities has been completed. The utility lines (water, gas, sewer, and electricity) have been increased in size to accommodate the building’s needs and requirements.

The 40 geothermal wells and piping are completed.

The building plans call for a solid, deep foundation. Footings are an important part of the foundation construction.

The purpose of the footings is to support

the foundation, load-bearing walls, the steel frame structure itself, and to prevent settling over time. The footings are made of concrete with steel rebar reinforcement that has been poured into an excavated trench.

The addition of rebar in the cement footings is to prevent cracking. All footings and trenches are at least 24 inches deep. The minimum width is 18 inches wide, with spot footings (such as the above-ground shelter) being as much as 4-feet by 4-feet in size.

The next stage of construction includes the pouring of the concrete slab floors.

Archaeological Day Activities Set Oct. 19 At Spiro Mounds October is Archaeology Month in Oklahoma and internationally, and Spiro Mounds Archaeological Center will celebrate on International Archaeology Day, Saturday, October 19, 2019, with a special event including a lecture, guided walk, and many other activities. Oklahoma Archaeology Month is sponsored and promoted by the Oklahoma Anthropological Society and the Oklahoma Public Archaeology Network and includes events throughout Oklahoma during the month of October.

Lectures about the prehistory and history of this region will start at 11 a.m.

There also will be a guided tour of the site at 2 p.m. led by manager Dennis Peterson. The regular exhibits will be available throughout the day as well. Several expert ‘flintknappers,’ or stone tool makers, will be on hand to show off their skills from 10 a.m. to 4 p.m. An archaeologist will be available to identify artifact collections for visitors during that same time. Educational games and activities will be available throughout the day.

Spiro Mounds Archaeological Center is the only prehistoric American Indian archaeological site in Oklahoma open to the public and is the perfect place to celebrate Archaeology Month. by Asst. C hief B randi Crisp Greetings from the Sac and Fox Nation Police Department! This month our employee spotlight will be focused on the newly-appointed Chief of Police, Andrew Selfridge. Chief Selfridge was appointed as the new chief of police on July 2, 2019. Chief Selfridge is a longtime member of the Sac and Fox Nation Police Department, having started his career with us in February 2002, and is a veteran law enforcement officer with over years of experience in the field.

Chief Selfridge also has extensive training in severe weather recognition, making him even more of an asset to the Nation when tornado season comes around. Throughout his tenure with the Sac and Fox Nation Police Department, Chief Selfridge has tailored his training and career interests towards tribal policing, familiarizing himself with the customs of the Sac and Fox Nation tribe along the way.

Chief Selfridge extends an invitation to all Sac and Fox Nation tribal members to stop by and meet him. His door is always open and, he would happily welcome input from tribal members. The safety and wellbeing of our tribe and its members are always Chief Selfridge’s top priority.

The Chisholm Trail Museum in Kingfisher, kla. is hosting a traveling exhibit of photography by Lewis Hine from September 3 t o November 22, 2019. hild abor in klahoma hotographs by Lewis Hine, 1916–1917,” sponsored by klahoma umanities, is a traveling exhibit from the klahoma History Center curated by Theresa ragg, im eeks and ori den. This exhibit highlights a collection of 25 powerful photographs taken by Lewis Hine while he was in klahoma more than years ago.

Lewis Hine was able to capture the soul of the child laborer in North America in the early 1900s. He mainly focused on maj or cities, but took brief trips to other parts of the country to document child labor, including klahoma. ine photographed in Tulsa, klahoma ity, awton, hawnee, kmulgee, ulphur and a few other small communities in the state.

In 1938 President Franklin D. Roosevelt signed the Fair Labor Standards Act into law. The National Child Labor ommittee, founded in , had finally accomplished its first goal. iring ewis Hine in 1908 to document child laborers was pivotal to their cause. He was one of the first photographers to utili e the medium to document the human condition in order to make positive changes. Hine once said, “ If I could tell the story in words, I wouldn’t need to lug a camera.”

Although his photographs moved the nation to create child labor laws, Hine died in poverty and unrecognized in 1940. Decades later his life’s work would become synonymous with social reform documentary photography.

Clinic Generator Placed in Position Workers are pictured Sept. 17 using a 90-ton industrial crane to place a 20,000 lb. electrical generator on a prepared concrete pad at Black Hawk Health Clinic. The 1,200 amp, diesel-powered generator was delivered to the site several months ago, however, wet soil conditions required that a short stretch of reinforced gravel roadway be installed to allow safe access to the concrete pad. Construction Inspector Cecil Bernard said the generator is s ient to ower the health clinic and the clinic expansion planned for construction in the near future. The generator includes a 1,000-gallon fuel tank that will serve the clinic facility at full capacity for a 24-hour period, when necessary in the event of an electrical power outage. As the behavioral health unit, our contribution is in the areas of behavioral health services, including assessment, prevention and treatment. esearch at Texas A and the niversity of lorida interviewed high school seniors to determine which substances were the initial or gateway drug that was used that has lead to drug addiction. f the study, it was found that identified the first drug used was Alcohol, and was Tobacco, with identified ari uana. t is important to know, that treatment is available, that includes a Tobacco cessation as well as substance use counseling.

As of now, the dominant gateway drug is Alcohol - having scourged ative eoples for many generations. rinking too much alcohol increases people’s risk of in uries, violence, drowning, liver disease, some types of cancer and use of other illegal drugs. lack awk ealth enter encourages you to educate yourself and your loved ones about the dangers of drinking too much and ways to promote a drug free lifestyle.

The implications are significant, in klahoma alone, there have been drunk driving fatalities within the past year. To spread the word and prevent

Submitted by M ary F . M cCormick, D eer Clan A tribal member, Donna Couteau, New Y ork City, NY honored me, Mary F. McCormick, with an Indian blanket, during her visit at July’s annual Pow-Wow. The ceremony took place at our camp, the Coker Camp. Donna expressed her deep appreciation and gratitude for all the work I have accomplished for the Sac and Fox Nation.

Donna especially appreciated the drama that the Sac and Fox Nation presented years ago, which told the story of the Sac and Fox Nation. Tribal members, remember years ago: Donna played the spirit of the Sac and Fox Tribe, and Joe played the role of B lack Hawk, during our drama presentation, years ago.

Donna noted she wasn’t in the dancing arena, with a microphone for public announcement, but she wanted to present the blanket to me, to honor me now.

She and her husband, Joe Cross, were on their way to her father’s home in Corpus

Christi, Texas. Her father is tribal elder Don Wayne Couteau, and his wife, LaNell.

Donna and her husband, Joe, work in the theater in New Y ork City, as well as other places where they can perform their act. In fact, they had j ust returned from Canada where they presented a program on Indian lore and stories. Donna noted that she and Joe are doing all they can, to share Indian history with the public wherever they can give a presentation.

Donna and Joe love their work, whether it be acting, or speaking, and telling stories of the various Indian tribes they have studied, beside their own tribe.

Donna noted that they read with interest, the article in the tribal newsletter where I had made a presentation to the students at Oklahoma State U niversity.

Donna, and Joe: Keep up the wonderful work, and acting, you are doing on Indian themes, to tell our story to other people. Thank you for your wonderful gratitude to me.

All that solid material left after the brewing process, all the solid waste, is brewer’s spent grain. is the most abundant by-product created from the brewing process, and more than million tons are produced each year. ast off as a waste product, ellmer said is practically given to livestock producers to be used as feed or sent to a landfill. ven when repurposed as a livestock feed, ellmer said is moisture, so it has an extremely short shelf life. hile possesses nutritional value for livestock, ellmer said the product’s full potential is not being reached. ellmer has begun to work on a new research pro ect at A in hopes of evaluating methods for developing a human snack product made of brewers’ spent grain. t has a lot higher value if it’s used in human food, she said. e’re ust trying to make a value-added food product that contains a significant amount of . espite containing valuable nutritional components such as protein, fiber and antioxidants, is not often seen in food production for human consumption. revious food products such as cakes or cookies containing were found to be brittle in texture and contain strong nutty flavors and dark color profiles, all traits deemed to be undesirable by consumers. ellmer’s research has taken those

at is probate? hen an American ndian passes away and owned trust or restricted fee lands and or trust funds at the time of death, there must be a way of transferring the trust lands funds to the deceased person’s heirs or to whoever is to take ownership under the terms of a will. The epartment of the nterior will determine what trust lands funds the deceased person owned, determine the deceased person’s legal heirs or devisees, and order distribution of the trust or restricted fee lands or funds to the appropriate persons.
