On a recent visit to Hail province, Dr. Abdullah Dabbagh, Ma’aden’s President and CEO, congratulated His Royal Highness Prince Saud bin Abdulmohsen bin Abdulaziz, Governor of Hail Province and Chairman of the Province Council, for spearheading the remarkable industrial and economic developments underway in the area. The construction of Prince Abdulaziz bin Musaed Economic City and the North-South Railway, which will be used by Ma’aden’s phosphate and aluminium operations, are just some of the notable projects that have been carried out in Hail. During a meeting with the Hail Province Council and local businessmen, Dr. Dabbagh noted that the establishment of industrial projects and infrastructure like these will support economic development, attract domestic and foreign investment and enhance the creation of new industrial projects in the province, including mining enterprises. Speaking to the media, Dr. Dabbagh emphasized the importance Ma'aden places on sustainable development programs in the communities in which it operates by providing job opportunities to local residents and supporting development projects. “Ma'aden stands by its policy of contributing positively to the Kingdom’s economic and

social development. We are fully committed towards consolidating the concept of social responsibility at all levels in the company by adopting training and development programs at its business sites. The infrastructures being developed by Ma'aden will maintain an advanced social and economic pattern, serving the region and society. It is aimed towards reduction of migration from village to town and support growth of sustainable development programmes,” Dr. Dabbagh said. Dr. Al-Dabbagh cited Hail province as one of the key areas identified by the company for its mining projects, where work is under way at the magnesite project in Ghazala, south of Hail. The project will convert raw magnesite to caustic and dead burned magnesia. Magnesite in the area is characterized by its high degree of purity. Commissioning of the project is planned for the fourth quarter of 2010. He added that the company production at its kaolin and industrial grade bauxite quarry at Az Zabirah in 2008. Last year the drilling programme in all areas of the quarry was completed, increasing confirmed reserves to 9.2 million tons of industrial grade bauxite and 1.9 million tons of kaolin. This has increased the life span of the quarry to more

than twelve years. Moreover, the company conducted a study to utilize new technologies to produce kaolin products for use at Ma'aden's phosphate project. Dr. Dabbagh also gave an update on the status of the company’s aluminium project which is proceeding as planned. He highlighted Ma’aden’s joint venture project with Alcoa to build an integrated aluminium complex at a cost of SR40.5 billion. The production from the smelter and rolling mill is expected to begin in 2013 and the mine and refinery in 2014. The project will exploit the bauxite resources extending between Hail and Qassim provinces. All licenses required for the project have been obtained to produce aluminium for domestic and global markets. Dr. Dabbagh underlined Ma’aden’s commitment to perform all of its activities in accordance with international environmental standards and to work continuously to improve its performance with regard to maintaining the integrity of the environment. Ma’aden’s environmental policy applies the criteria and standards set by the Presidency of Meteorology and Environment. The company also utilizes the best industrial technology to ensure the reduction of potential environmental impacts.

General Safety Awards Announced

The President and CEO of Ma’aden, Dr. Abdullah Al-Dabbagh recently announced the results of the general safety audit conducted at a number of Ma’aden sites throughout November and December 2009. The Corporate Industrial Security Department supervised the internal audit which was conducted by cross functional teams to ensure consistency across the different audits. Criteria were laid out against which the level of safety excellence at each of the ten sites was measured. The final award of gold, silver, bronze and participation certificates represent the percentage of safety compliance achieved by the sites.

Saad Al-Thawad, Director, Corporate Industrial Security Department, said that three sites received silver certificates, AlAmar, MIC and MPC-Ras Az Zawr. Bronze certificates were given to Bulghah, Al- Hajar, Sukhaybarat and Mahad Mines while participation certificates were given to the Kaolin, Magnesite and MPC Al-Jalamid sites. Dr. Dabbagh presented the awards at a ceremony held at the company’s headquarters in Riyadh. He said that the management is looking forward to improving the results in future safety audits. “I strongly recommend that all sites regularly audit themselves to ensure that we achieve a cycle of continuous

improvement. The awards signify our continued effort to achieve safety excellence,” Dr. Dabbagh said. The President added that it was excellent to see the ever-increasing emphasis on safety awareness and the high priority given to safety issues. He urged the Corporate Industrial Security Department to continue its thorough and continuous application of the company's safety programs and procedures. Dr. Dabbagh also encouraged all employees to adhere to the company's safety guidelines and procedures, and help promote a safe working environment.

Air Quality Monitoring Unit at MIC Ma’aden continued its commitment to the management of environmental risk with the recent deployment of its Ambient Air Quality and Meteorological Monitoring Mobile Station (AMS) at the Ma’aden Infrastructure Company (MIC) site at Ras Az Zawr. The highly mobile AMS is used to monitor key meteorological and air pollutant parameters and will be deployed at the MIC staff accommodation camp for a period of four months prior to operations in order to develop a background database for the Ras Az Zawr site. According to MIC General Manager Dhafer AbuHetlah, the deployment of the AMS in Ras Az Zawr is in pursuance to the Royal Commission and Presidency of Meteorology and Environment’s (PME) environmental standards and regulations. ambient environment.

“These environmental standards and regulations are part of the comprehensive environmental program developed by Royal Commission to balance industrial development with environmental protection. Compliance is therefore essential. Controlling and monitoring pollution at all Ma’aden plants is vital to the protection of the environment and the safety of our employees as well as the general population,” AbuHetlah said. The most important compounds monitored in the air are sulphur dioxide (SO2), hydrogen sulphide (H2S), ammonia (NH3), nitrogen oxides (NOx), carbon monoxide (CO), ozone (O3), particulates (PM10 and PM2.5), methane (CH4) and non-methane hydrocarbons. The information from the monitoring unit shall determine compliance of the Raz Az

Zawr plants with PME and Royal Commission’s ambient air quality standards. Any pollutant anomalies detected from the plants will be recorded and corrective measures implemented. Ma’aden’s environmental policy strongly supports environmental standards that promote the prevention or minimising of environmental pollution and conservation of natural resources. Other Ma’aden sites have already been using AMS to constantly monitor for air pollutants which if not controlled may increase the chance of health problems and cause ecological impacts. AbuHetlah explained that future monitoring plans include relocating the AMS to other facilities in Ras Az Zawr such as the Ma’aden Phosphate Company (MPC) and Ma’aden Aluminium Company (MAC).

Canadian Delegation Visits Ma’aden

A high level Canadian delegation led by Canadian Ambassador to Saudi Arabia, David Chatterson, was received by Ma’aden President and CEO, Dr. Abdullah Al-Dabbagh, at the company’s headquarters in Riyadh recently. The Canadian delegation included top business executives from the Royal Bank of Canada (RBC) and Ogilvy Renault Law Firm. During the meeting both sides discussed future business opportunities. Ma’aden provided updates on current projects in the mining sector including a brief history of Ma’aden, highlighting the various stages in the company’s development. The President emphasised that Ma’aden was established primarily to facilitate the development of the Kingdom’s ¬non-petroleum mineral resources and diversify the economy. “The government has given support to

the industry by providing infrastructure and other facilities required for the successful development of mining projects. Key infrastructure elements such as the railway and port are near completion. Ma’aden’s projects that will diversify the company’s revenue stream into the phosphate and aluminum businesses,” Dr. Dabbagh said. The President’s presentation also looked at the joint ventures (JVs) that Ma’aden has with prominent industry players including SABIC for Ma’aden Phosphate Company, Alcoa for the aluminum project and Sahara Petrochemical Company for caustic soda and ethylene di-chloride. Ma’aden’s biggest diversification to date is its aluminum joint venture with Alcoa worth SAR 40.5 billion to exploit bauxite resources for domestic and export markets.

Michael Norris, RBC Deputy Chairman, spoke about the delegation’s aim to explore and familiarize themselves with the business opportunities in Saudi Arabia. He cited RBC’s extensive history in managing mining industry transactions and explained that RBC serves more than 18 million personal, businesses, public sector and institutional clients through offices in Canada, the U.S. and 53 other countries. The Royal Bank of Canada is Canada’s largest bank in terms of assets and market capitalization. It is also one of North America’s leading diversified financial service companies, providing personal and commercial banking, wealth management services, insurance, corporate and investment banking and transaction processing services worldwide.

MPC Leads Blood Donation Campaign Ma’aden Phosphate Company (MPC) has successfully concluded a two-day blood donation campaign as part of its community involvement program in Jubail. Abdulaziz Al-Harbi, MPC President led the campaign with the slogan ‘Donate Blood and Help Save a Life’. The overwhelming response from employees and the huge turnout was a positive affirmation of the company’s commitment to actively support social and humanitarian events as a way of fulfilling its corporate social responsibilities. Al-Harbi said that the successful outcome

of the campaign provides great encouragement to the management and staff of MPC to continue its community-related activities. He added that donating blood is a noble deed that could help save a life. The campaign was organized in collaboration with the Royal Commission Hospital in Jubail. The donated blood will be used for patients in the Jubail Industrial Zone. Employees have expressed their eagerness to support future blood donation campaigns and have commended management’s initiative to reach out to the community.

Engr. Abdullah Busfar, Vice President Aluminium SBU and Project Management, joined sector leaders, senior decision makers and global experts at the recent Middle East Aluminium Conference 2010 in Dubai. Busfar was among five panel session participants invited to present project updates and address topics concerning the aluminium industry following the recent financial crisis. Busfar presented an overview of Ma’aden and gave an update of projects currently in the pipeline inlcuding the joint ventures with Alcoa for aluminium project, with Sabic for the phosphate project and with Sahara

Petrochemical Company for caustic soda and ethylene di-chloride. He also discussed the key opportunities in building an integrated mine to metal project with a large smelter and rolling mill. Entitled “Building a sustainable downstream industry’”, the conference provided a comprehensive outline of the MENA region’s aluminium production and processing sector and its place in the global market, with a focus on building a sustainable downstream sector for regional industry. According to Busfar, the conference presented an ideal opportunity for the local aluminium sector to forge strategic partnerships and

alliances with regional and international partners that will help expand Middle East aluminium sector growth. “There are major opportunities for investment in the region and huge potential to capitalize on the production of primary metal by the region’s major smelters which includes Ma’aden”, he added. The event also featured the first Middle East Aluminium Leadership Award given to Emirates Aluminium (EMAL). The line-up of speakers included Juan Gomez-Cordobes, Vice President, ADBIC; Bruce Hall, CEO, Sohar Aluminium; Marco Georgiou, Principal Analyst, CRU and Jan-Arve Haugan, CEO, Qatalum.

Highlights Ma’aden Role in Latest Aluminium Report The National Commercial Bank (NCB) has recently published an in-depth review of the Saudi aluminium sector which highlights the current status of aluminium in the global and Saudi market, international prices, local market determinants and aluminium sector outlook. The report highlights Ma’aden’s contribution to the development of the aluminium industry in Saudi Arabia with the company’s joint project with US aluminum giant Alcoa at the helm. The project will play an important role in the Kingdom’s move towards economic diversification as it spearheads the development of bauxite and phosphates reserves and help transform the country into a major producer of aluminum and fertilizers. Ma’aden’s aluminium project includes a bauxite mine

with a production capacity of four million metric tones. The material will be shipped by rail to a 1.8 million metric ton-a-year alumina refinery and a 740,000 metric tona-year aluminum smelter in Ras Az Zawr. The project is expected to generate compelling commercial and macroeconomic benefits to the domestic economy and exports through the creation of new job opportunities, industrial diversification, and development of the sector’s downstream industry, to name a few. The project will also bring value added energy export diversification and provide competitive supply to MENA beverage can industry. The Ma’aden Alcoa project will be the lowest cost aluminium production complex in the world that will utilize fully developed infrastructure, including low-

cost natural gas power. It will be developed and financed in two phases, with the rolling mill and smelter in the first phase to be followed by mine and refinery. First production from the smelter and rolling mill will start on 2013 and the refinery in 2014.

Ma’aden Joins GAC Board Ma’aden officially joined the Gulf Aluminium Council (GAC) by becoming its sixth board member it was announced in the recent meeting held in Dubai. The Board of the GAC consists of the Chief Executive Officers of the six founding member companies. Five of these companies operate smelters for aluminium production in the region, namely: Aluminium Bahrain (ALBA), Dubai Aluminium Company (DUBAL), Emirates Aluminium (EMAL), Qatar Aluminium Company (QATALUM), and Sohar Aluminium (Sohar) in the Sultanate of Oman. In 2008, the producers of primary aluminium in the GCC announced the formation of GAC, a body created to represent, promote, and protect the interests of companies and workers in

the field of manufacturing aluminium in the region. The producers worked intensively to speed up the formation process which bore fruit with the official launch of the Dubai-based Council in March. According to Abdullah Jassem bin Kalban, President and CEO of DUBAL CEO and Chairman of the Board of the GAC, the council’s main objectives will be to support the successful growth of the aluminium industry in the GCC by enhancing the working environment within the industry by adopting internationallyaccepted and benchmarked safety practices; reinforcing the regional industry players' commitment to protecting the environment and safeguarding the health and well-being of communities; and developing a talent pool for

the aluminium industry in the Gulf. Marketing and pricing aluminium fall outside the council's scope. Kalban pointed out that the Gulf region has the acknowledged potential to become a major producer in the global aluminium industry. He said that the council would continue to explore opportunities for synergy between the processes of producers, such as logistics and transport. Most importantly, the council will provide a forum to develop strategies for common issues and concerns, and share best practices so as to improve the efficiency of the industry, thereby contributing to its sustainable development. This he said would accelerate the pace of social and economic development in the region.

GCC Aluminium Surges Ahead 13% rise in global production expected New investments in the Gulf’s aluminium industry are expected to exceed $20 billion over the next decade, which will keep the Gulf at the cutting edge of aluminium sector growth and put the region among the top aluminium producers in the world. The latest initiative is Ma’aden’s recent announcement that more than SR40 billion will be invested in establishing its joint venture aluminium project with Alcoa. Ma’aden President and CEO, Dr. Abdullah AlDabbagh said that through this super project, the Kingdom will become a key player in the aluminium industry in the next ten years. The integrated project will include a bauxite mine with an initial annual capacity of four million metric tons, an alumina refinery with an initial capacity of 1.8 million metric tons per year; an aluminium smelter with an initial capacity of 740,000 tons per year and a rolling mill with an initial production capacity of between 250,000 to 460,000 tons annually. Over the past ten years, the GCC states have been implementing long-term strategies aimed at developing the aluminium industry. The region’s total production in

2008 amounted to about 2.2 million metric tons, equivalent to 5.4 percent of global production. Aluminium production in the Gulf region is expected increase to six million tons in 2015, and nine million tons in 2020, equivalent to 13 percent of world production.
