Scope This report contains information on the main activities and initiatives of the International Association of Educating Cities (IAEC) in 2013. All the activities that are carried out aim at consolidating our achievements and responding to the new challenges that are arising at a time of major transformations on a world scale.

Prologue I t i s m y pl ea sur e to p re se n t the Report on Activities of the International Association of Educating Cities (IAEC), which now unites a total of 477 cities in 36 countries in their commitment to comply with the principles of the Charter of Educating Cities. From this window open to the world, in 2013 we have kept on working to facilitate access to information and offer new opportunities to all those cities that are committed to build more educating and more inclusive communities, cities capable of adapting quickly to a plural, changing society that is more and more demanding such as today. Especially significant about 2013 has been the invitation that the IAEC has received to sit on the governing bodies of United Cities and Local Governments (UCLG), the largest world organization of local governments. In addition to giving international recognition to the work of our association, it will allow us to make the voice of Educating Cities heard and to express our vision at the United Nations Conference on Housing and Sustainable Urban

Furthermore, this has been a year of tremendous vitality for our territorial networks, which strengthen our Association. New thematic networks have been created and the existing ones have been consolidated as spaces for collective work, which allow us to move forward along the lines set down in a consensusbased action plan adopted by the Assembly. Having a common axis of action guarantees consistency between the work done by all the networks. In each network we find unique, interesting methodologies and projects that enrich the Association as a whole. A constant throughout the year has been regularly reporting on the work underway. Thus, the website, bulletins and other publications and dissemination activities have been our main forms of communication for stimulating thought and sharing best Educating City practices. In 2013, here in Barcelona, we have also worked to lay a solid foundation to make the 13 th International Congress of Educating Cities, scheduled for November 2014 in Barcelona, a meeting space for debate, which allows us to learn about and share the most important advances in social policy. Besides, having created a technical Secretariat, we have set up an Organising Committee where

practically all the municipal areas and departments are represented, as well as a Scientific Committee, with academics and experts of international prestige, who are working to give the Congress the best possible content. Although we are aware that we are living through difficult times, we encourage you to make room in your schedules to come to Barcelona to share your ideas, knowledge and projects with us. Together we will be able to find solutions to the challenges, that cities are facing in the field of social inclusion. Finally, I would like to express my most sincere appreciation to all the individuals and member cities involved in the different networks and working groups, which are enriching the debate and fostering progress in our action lines, as well as the institutions which in one way or another have collaborated with the IAEC during the year. The different initiatives that we set out in this report would not have been able without the enthusiasm and commitment of their promoters. No doubt, with everyone’s involvement, we will persevere in supporting of educating cities in order to reinforce local governments’ capacities and competences. I am convinced that the balance sheet we draw will be positive for us to continue moving forward and building on what we have learned.


Who we are? Founded in 1994, the International Association of Educating Cities (IAEC) is a non-profit Association, constituted as a permanent collaborative structure uniting local governments committed to the Charter of Educating Cities, which is the road map of the cities that comprise it. Any local government that accepts this commitment can become an active member of the Association, regardless of its administrative competences. At the 2013 year end, the Association has 477 member cities in 36 countries on all continents.

Objectives

Strategic Targets

To proclaim and champion the importance of education in the city.

The strategic targets for 2011-2014 are:

To publicise the educative axes of the political projects of the member cities.

To promote, inspire, foster, and assure compliance with the principles of the Charter of Educating Cities (Declaration of Barcelona) by the member cities, and provide advice and information to the members on fostering and implementing the same.

To consolidate, expand and strengthen the IAEC.

To foster collaboration amongst member cities.

To promote and spread reflection on education as a major factor in local governance.

To consolidate the existing services and roll out the Association’s organisational capacity in order to improve its effectiveness.

To represent the Members in the undertaking of the purposes of the association, in relating to and collaborating with international organisations, states, territorial entities of all kinds, so that the IAEC can be a valid, significant interlocutor in the processes of influencing, negotiating, decision-making and the drafting of documents.

To establish a relationship and collaboration with other associations, federations, bodies or territorial networks and, especially, with cities, in similar, complementary or competing areas of action.

Organizational framework

To cooperate in all territorial areas within the framework of the purposes of the Association.

General Assembly

To boost the membership in the Association of the cities of the world.

To boost the deepening of the Educating City concept and its specific applications to the policies of cities through exchanges, encounters, shared projects, congresses and other activities and initiatives that reinforce the links between the member cities, in the area of the delegations, territorial networks, thematic networks and other bodies.

Organisation General Assembly

Executive Committee

The General Assembly is the supreme governing body of the IAEC and is made up of all the member cities.

The functions of direction, management, execution and representation of the Association pertain to the Executive Committee.

The General Assembly has, amongst others, the following functions:

c) Decision or ratification of the new members to and leavers from the IAEC proposed by the Executive Committee.

d) Modification of the statutes of the IAEC and adoption of the Internal Regulations, and other rules pursuant thereto. e) Adoption of the reports on activities, which are presented by the Executive Committee and monitoring of the undertaking of the same. f) Adoption of the management of the Executive Committee. g) Adoption of the Action Plan intended to achieve the objectives of the IAEC.

During 2013, the Executive Committee met in Katowice (March 15-16) and Barcelona (November 15-16).

Secretariat The Secretariat is responsible, amongst others, for the following: •

The day-to-day operations of the Association.

h) Adoption of the annual dues.

i) Adoption of the profit and loss accounts for the year, and adoption of the budgets and their control.

Execution of the resolutions of the General Assembly and the Executive Committee.

j) Agreeing to the association, federation and any other form of union with third parties

Preparation of proposals to the Executive Committee and the General Assembly.

Providing support to the territorial networks.

Promoting dialogue and peer-learning amongst cities.

k) Adoption of any modification to the system of organisation and functioning of the IAEC. (Art. 13, IAEC Statutes)

Our member cities At the end of December 2013, the IAEC had 477 member cities in 36 countries. Throughout 2013, 38 new cities in 7 countries joined the Association: France (23): Belley, Bezons, Boulognesur-Mer, Carbon Blanc, Chalon-sur-Saône, Clamart, Collégien, Creil, Eybens, Figeac, Frouard, Gignac-la-Nerthe, Gières, Labouheyre, Le Pellerin, Le-Puy-Sainte-Réparade,

Longvic, Loperhet, Metz, Reims, Saint-Marcellin, Saint-Martin-d’Hères and Saint-Médard-en-Jalles. Republic of Korea (5): Busan Yeongdo-gu, Damyang, Gyeongsan, Hoenseong-gun and Saha-gu.

Another 29 cities in 8 countries expressed their interest in joining the Association and have begun the necessary paperwork.

Networks In order to offer a better service to its members, the IAEC promotes the creation of territorial and thematic networks. The territorial networks are decentralised structures made up of IAEC member cities in a specific territory. For their part, the thematic networks bring together cities interested in working jointly on specific themes either with cities in their own country or in other countries. The IAEC earmarks approximately one third of its income from dues to supporting the territorial networks and Delegations. Of special note is the fact that different coordinating cities contribute to the operations of the network by providing a properly equipped office and the necessary human resources to operate it dynamically. The territorial networks foster the expansion and consolidation of the IAEC in countries and territories where their activities take place. Through the organization of all kinds of activities, the networks reinforce exchanges, cooperation and common projects amongst their members. They are also a space for preparing and putting forward proposals to the

Executive Committee or other levels of their respective governments. Within the framework of the territorial networks, collective strategies are developed in order to establish common positions on issues that could have an impact on local policies. Cooperation with other networks of municipalities, institutions or groups with shared interests is also promoted. Most of the networks are represented on the Executive Committee of the Association either by their coordinating cities or other cities in the network. This makes the meetings of the Executive Committee a space for exchanging information, coordination and mutual learning amongst the different networks. In order to set up new territorial or thematic networks a formal request must be presented to the Executive Committee setting forth the objectives, working method and action plan of the network to be created. Furthermore, a minimum of 5 interested cities is needed, 1 city to take on the coordination with the support of 2 other cities.

What we do ? The International Congresses of the Association The International Congress takes place every two years and constitutes a milestone in the life of the Association. The Congress is a unique tribune to disseminate both inside and outside the work developed by the cities, on a specific thematic area. During the Congresses, member cities have the possibility of disseminate and exchange best practices and delve deeper into certain aspects of the Charter of Educating Cities. The organisation of the event also contributes to ensuring that different municipal departments and institutions

linked to the theme of the congress become aware of their educating role. Congresses provide member cities the opportunity to establish new contacts, create synergies and foster peer to peer-learning. Moreover, they play an important role in the dissemination of the Charter of Educating Cities and in the extension and consolidation of the Association in countries and continents where they are held. Study visits to the initiatives developed by the host city and contact with the local agents are other relevant elements in the programme of IAEC congresses.

For the host city, the Congress is a unique opportunity to visualize its commitment to education in the broad sense, to attract the attention of mass media and make itself known to the rest of the world. The Declarations coming out of the Congresses are also very relevant for member cities. They contribute to back up the work in progress, they foster changes that will guide future action and highlight the salience of proximity policies to other governmental spheres.

For their part, the networks have begun to reflect on and exchange ideas on social inclusion policies and their concretions in specific practices. The 13th International Congress of Educating Cities, “An Educating City is an Inclusive City�, will be held at the Congress Hall of Barcelona from 13 to 15 November 2014, coinciding with the 20th anniversary of the creation of the IAEC.

The Organising Committee is made up of representatives of different municipal areas and is chaired by the Deputy Mayor on Presidency and Territory. The Congress Direction Office is responsible for the day-to-day preparations of the 13th Congress and budget management. The Executive Committee and Secretariat provide advice and monitor the progress. Furthermore, the Organising Committee has the support of a Scientific Committee made up of renowned academics, experts and representatives of entities related to the theme of the congress. In 2013 the organising city, with the support of the Scientific Committee and the Executive Committee, defined the major lines along which the reflections and debates of the Congress would pivot. The Organizing Committee has also worked on the logistical planning and dissemination of the Congress. The Congress Direction Office and the Secretariat have participated in the meetings of the territorial networks of the

“Educating City and Local Governance” Training Seminar

In an interdependent, globalised world in which new challenges are constantly emerging, new more creative, participatory and coordinated forms of working together are needed. In this context, cities need to have access to information on the successful practices of other cities as well as spaces for dialogue and peer-learning opportunities. That is why, the IAEC, through its networks, is driving forward the organisation of in-person conferences, seminars and meetings. These meetings allow for the dissemination and exchange of experiences, and can give rise to joint projects with cities with similar priorities or challenges. Moreover, they facilitate the optimization of resources and avoid the dispersion of efforts since they allow the cities to learn from each other. The IAEC is also working so that the educative component promoted by the IAEC is present in the different areas of political action and so that education in its broadest sense is incorporated into the proposals for cooperation and solidarity. Furthermore, the territorial meetings are a unique platform for carrying out preliminary work for the International Congresses and publicising their results. In 2013 several member cities have hosted conferences and meetings of the various territorial networks. Thus, for example, the cities of Lisbon (24 January) and Torres Vedras (4 July) hosted two Meetings of the Portuguese Network while the 5th National Congress of the Portuguese Network was held in Braga (16-17 May). Sorocaba was the site of a new meeting of the Brazilian Network (20 June). For their part, the cities of Montpellier (5 and 6 July) and Brest (4 November) hosted meetings of the General Assembly of the French Network. Rosario, host city of the Delegation for Latin America, was the site for the 1st Meeting of the Latin American Educating Cities (3-5 September). The Mexican Network and the Brazilian Network also held their meetings in Rosario. The 11th Meeting of the Spanish Network took place in Gandía (16-18 October) while a seminar of the Italian Network took place in Turin (20 November).

Through the Seminar “Educating City and Local Governance”, the IAEC intends to raise awareness on the educating potential of the policies implemented by the different areas and municipal services and foster the planning of transversal local policies and the establishment of collaboration between local governments and civil society. This seminar, wich is carried out in the cities that request it, is divided into 3 sections. The first session is internal for politicians and decision makers from different departments, services, agencies and municipal companies. The second session, open to the city, includes the participation of representatives of citizen entities. Both sessions have a dual character: training and prospection. They are training-oriented in the concept of the Educating City and prospective with regards to exploring and discovering the educating potential of the different areas and services of the city, as well as analysing the potential for collaboration amongst the different urban actants who share the principles of the Charter of Educating Cities. The sessions comprise an introductory lecture and a workshop. A third session is held between the IAEC team and the City Council Staff in order to evaluate the workshops and to agree on a small number of possible activities (new relations or forms of organization, future projects, etc.) to be implemented, started up or promoted (within a relatively short period) by the municipal government.

The Seminar took place in 2013 in the city of Lisbon –Portugal– (22-23 January), in Praia, –Cape Verde– (27-28 February) and in Godoy Cruz –Argentina– (30-31 July), and has received the support of the Spanish Agency for International Cooperation for Development (AECID, acronym in Spanish).

Educating Cities International Documents Databank (BIDCE) The IAEC has fostered since the beginning the creation of spaces and tools so that the cities can share models of action and best practices and learn from each other. It has also valued highly the compilation of materials discussing and sustaining these practices. To date the BIDCE is made up of an Experiences Bank and a Documents Database that can be consulted freely via Internet and which stores a large amount of organized, cross-related information.

In 2013, 25 new innovative experiences capable of being adapted and started up by other cities were published. As a complement to consulting the Bank, the Secretariat periodically publishes best practices of different member cities, either by e-mail, in a format called “Focus Experiences” or through other publications such as the monographs or the bulletins.

The Experiences Bank contains information on more than 1,000 initiatives, which illustrate different concretions of the principles of the Charter of Educating Cities, which can be consulted in the three official languages of the Association: Spanish, French and English.

“A dynamic databank that is constantly growing and being revised” “Innovation, Effectiveness, Transferability and Diversity are the criteria that are prioritised when selecting experiences” In 2013, the Focus Experiences took on issues such labour inclusion for the disabled, the renovation and improvement of public spaces, the fostering of the culture of transparency and legality, lifelong learning, the preparation of green routes using QR codes, and solutions to coexistence problems in the city. Selection criteria: • Experiences that have involved positive urban and social transformations to the benefit of the citizenry. • Innovative experiences that contribute added value or something new in relation to existing experiences in the bank. • Experiences that can be replicated and/or adapted by other cities. • Experiences from all areas of local political action. • Experiences that illustrate the diversity of the cities that make up the Association.

The Documents Bank contains references of books, magazine articles, dossiers, lectures, conclusions of conferences, seminars, congresses, etc. that contribute to theoretical reflection on the educating potential of the cities. At this time it has approximately 150 documents in written or audio-visual format.

Communication The IAEC provides its members with various channels of dialogue and communication that guarantee that their activities are known by the other member cities and that their concerns are duly dealt with and included in the day-to-day management of the Association.

In order to make the Charter of Educating Cities and the activities of the Association and the different territorial networks and regional delegation known, dissemination materials have also been published.

On-line Communication In 2013 progress has been made in the design of a new portal of the Association, which will be more intuitive, attractive and self-manageable. The portal is expected to be running by 2014.

In addition, the IAEC and the territorial networks have progressed in the use of interactive tools as are the social networks, content-broadcasting portals such as YouTube, Dailymotion or Issuu, electronic bulletins, online collaborative working spaces or thematic blogs. This facilitates working in a network, easing exchanges and allowing access to a large volume of content in different formats

Exhibitions The Secretariat and the territorial networks are working on the design of communications materials that contribute to the consolidation of the work carried out and the development of synergies between local governments and civil society. The second stage of the exhibition of “Educating Cities: Local Actions, Global Values”, which has received funding from the Spanish Agency for International Cooperation for Development (AECID, acronym in Spanish) was hosted by 4 cities (Lisbon, Praia, Gandia and Sorocaba) in 2013.

The objectives of this Exhibition are: • to facilitate awareness of the educative potential of our cities, • to publicise experiences of member cities that illustrate different applications of the Charter of Educating Cities; • to publicise their commitment to education in the broad sense of the word; • and to establish new forms of cooperation amongst the member cities. Health and Culture are the issues that constitute the shared nexus of the experiences included in the second exhibition: • Paysandú: Access to culture. • Sorocaba: Fostering health. • Rosario: Urban hygiene and caring for the environment. • Praia: Democratisation of sport. • Lisbon: Training municipal workers. • Gandía: University for the elderly. And this in addition to a project from Tampere (Finland) promoting social cohesion through information technologies that act as a link between the experiences of the first edition and the second one. Of special mention is the production of the IAEC travelling exhibition in Brazil. The materials for the exhibition were presented in Sorocaba (June 2013) and it is expected that they will be used by the other cities in the network. At the same time, the Portuguese Network has conceived and designed a national exhibition that illustrates examples of the principles of the Charter of Educating Cities through experiences of Portuguese cities.

Personalised attention The Association and its networks open channels of dialogue in order to offer personalised attention to its members and be able to respond to their concerns and needs. Thus, the establishment of contacts is fostered between member cities and there is collaboration in the organisation of study visits in order to favour on-the-ground knowledge of key projects. Furthermore, after elections (in 2013, there were local elections in Portugal and Mexico), advice and support is provided to the new municipal teams with regards to the commitment of their cities to the principles of the Charter of Educating Cities. Support and advice is also provided to those cities that wish to join the Association or which have joined it recently.

In order to comply with the Action Plan adopted by the General Assembly, collaboration has taken place with other organisations and institutions with similar or coinciding interests in the organisation of meetings and the start-up of joint projects. Furthermore, the IAEC is invited to participate in different events and forums in order to publicise its work, share knowledge and methodologies.

Also of special note is the active collaboration of the Association with the Agency for Education through Sport (APELS, acronym in French) for the World Educasport Forum, which was held in Paris on 27-29 November.

During 2013 of special note has been the invitation received by the IAEC to form part of the governing bodies of United Cities and Local Governments (UCLG), the world’s largest organisation of local governments.

The Association coordinated the contents of the panel discussion entitled “Networking and fostering different synergies among different agents for the start up of innovative initiatives through sport”. Representatives of the cities of Barcelona, Lille, Lisbon, Praia, Paris and Tampere participated in the panel.
