At IPAA Queensland, we strongly support the Queensland Public Sector (QPS) Capability and Leadership Framework (CLF) which provides the foundations for developing capability and leadership across the Queensland Public Sector.

The CLF establishes a common language to talk about the work public sector employees need to achieve at each classification level and emphasises the special responsibility of public sector employees to meet public sector values. It has become pivotal in career planning, learning and development, performance management and the attraction and retention of staff. The CLF applies to all staff employed under the Public Service Act 2008, from entry level employees to Chief Executives. Other public sector agencies may find it useful in order to provide consistent expectations of staff and develop them to strive for continuous improvement.

By referring to the M, S, and N on the side of each page, you can determine whether the courses suit your professional development needs: New Recruit/Graduate Courses provide a range of skills suitable for anyone working in the public sector Supervisor Courses provide skills needed for supervisors and emerging leaders

Manager Courses provide higher level skills for managers and aspiring leaders Where a course has multiple symbols it will be relevant at any stage of your career.

TERMS AND CONDITIONS
Confirmation Upon receiving your course registration, a confirmation email will be sent by IPAA Queensland to the email address you have provided by the end of the next business day. Once the confirmation email has been sent, it is taken that your registration is valid for the purposes of cancellations, transfers and payments. When your registration is confirmed, it is assumed you have obtained approval from your organisation.
Payment Your registration is to be paid in full before you attend our iQ Training courses.
Cancellation and refund policy If you wish to cancel out of a face-to-face iQ Training course, without penalty you must do so in writing more than 14 days prior to the course start date via email, fax or post. If you cancel between 8 and 14 days prior to a face-to-face course, you will receive a 50% refund and a copy of the course materials (if applicable and upon request only). No refund will be given on cancellations made within 7 days before the course and a copy of the course materials will be supplied (if applicable and upon request only). If you are unable to attend a face-to-face course, a substitute may attend in your place. If you do not cancel in writing or do not attend a face-to-face course, you or your organisation will still be responsible for full payment of your registration.
Transfers If you wish to transfer to another face-to-face iQ Training course, this must be done in writing at least 14 days prior to the original course date. Transferring between face-to-face courses is not possible inside 14 days, however a substitute may be sent in your place.
Changes IPAA Queensland reserves the right to make changes to the course date if registration numbers are not met. If a course is cancelled,

you will be notified in writing and your registration will be transferred to the next available course date. If a suitable date cannot be found for the course, your fee will either be refunded in full or held in credit towards your next course choice depending on your preference. At times the content of a face-to-face iQ Training course may change to meet the needs of participants on that particular day. However, this will only happen if group objectives have been identified and if the group agrees to amending or changing the content. Any changes are made only in the interest of the participant, ensuring the best possible learning outcomes.

If you do not provide all the relevant information including your email address your registration may not be confirmed. IPAA Queensland is totally committed to protecting the information collected for this purpose and will not make your details available to any third party in any instance. iQ Training face-to-face locations Once you have registered for an iQ Training course, your confirmation email will advise the location of the course. Please note that occasionally courses will be held off-site and participants will be notified well in advance.
iQ Training face-to-face course times Full day courses are held from 9:00am –4:30pm and half day courses are from 8:30am -12:00pm or from 1:00pm - 4:30pm. Participants will be notified in advance if there are any changes to course times.

This one-day course is specifically aimed at officers involved in reforming legislation. The translation of policy into legislation is highly process-driven and requires attention to specified milestones and timeframes. This is usually carried out by an ‘Instructing Officer’. This course provides information relating to legislative and parliamentary processes, the role of the Instructing Officer, the importance of proper and timely consultation, and Cabinet and Parliamentary documentation. Deciphering what an Act of Parliament means can be a complex and frustrating task. If you want to immediately improve your understanding about how an Act is made and how an Act should be decoded, then this course is for you.

Course Content The course content includes a discussion about the power of statute law, how statutes are made, and how statute law interacts with case law. It also focuses on the types on statutes that are made, when they commence, what is part of a statute and how the standard and quality of statute law is maintained through key Parliamentary committees. It covers the difficulties involved in drafting and interpreting legislation and provides a summary of the approaches that have been developed by both judges and Parliament to overcome these difficulties. Course Outcomes
One of the more challenging aspects of writing in the Public Sector is the need to be able to prepare briefs or responses to letters on behalf of ministers. Public sector employees at many different levels are expected to undertake this responsibility. This course provides you with an opportunity to acquire the necessary skills and confidence to write clear and concise responses to ministerial letters and prepare ministerial briefs - without ageing ten years in the process!

Course Content This course runs through all stages of writing an application. In preparation, it covers reading the selection documentation (the secrets lie within when you know where to look), researching the job and developing the application plan. In writing the application, it includes the 2Rs (knowing what to include), sequencing, using positive terminology, writing reader-friendly applications, and presentation and proofreading. From there, it takes you through packaging and posting and celebrating and relaxing.

Dott Hall
Bruce is an organisational psychologist and has taught at universities and consulted to public and private organisations since 1989. He has helped organisations and thousands of individuals develop useful and streamlined practices. Caroline Hart Caroline is a practising solicitor and lecturer with the University of Southern Queensland. Caroline teaches in Legal Process and Research, Electronic Law and Introductory Law. She has been responsible for coordinating legislative reform programs, including the drafting of reforms and the passage of legislation through Parliament. Caroline is a keen advocate of the need for the development of skills and training to build excellence and confidence within the workplace.
Vi-Mary Hartridge For over 20 years, Vi-Mary has studied and worked with organisations, teams and individuals within the public sector to assist them in achieving excellence. Josephine has a PhD in social marketing, having investigated the use of the internet in online social marketing strategy. She is interested in a critical marketing analysis of consumption and marketplace behaviours, and has other interests in the study of gender, social media and the sociology of technology. Josephine is currently a lecturer in marketing in the Business School at the University of Queensland and she has published in the areas of technology, gender and social marketing in books, articles and conference proceedings.

Haig Patapan
Dr Dennis Grube is a Lecturer in Politics and Public Policy at Griffith University, where he is Coordinator of the Graduate Certificate in Policy Analysis. Dennis has spent several years as Senior Adviser and Speechwriter to the Premier of Tasmania, and is an experienced educator with degrees in education, law and arts. He has authored keynote speeches for both State and National audiences across the full spectrum of government policy. He is interested in the points of intersection between the sometimes competing demands of good politics and sound public policy.
Haig is a Professor in the Department of Politics and Public Policy, Griffith University, Australia. His research interests include political theory, political leadership and democratic governance. He is the author of Judging Democracy (2000) and Machiavelli in Love: the Modern Politics of Love and Fear (2006); and coeditor of Globalization and Equality (2004); Westminster Legacies: Democracy and Responsible Government in Asia and the Pacific (2005); and most recently, Dissident Democrats: the Challenge of Democratic Leadership in Asia (2008).
John Kane John is a Professor in the Department of Politics and Public Policy and Deputy Director of the Centre for Governance and Public Policy at Griffith University. His research interests include political theory, political leadership, foreign policy and public management. He is the author of numerous articles in books and international journals, co-editor of Rethinking Australian Citizenship and Dissident Democrats: The Challenge of Democratic Leadership in Asia, and author of The Politics of Moral Capital and Between Virtue and Power: The Persistent Moral Dilemma of US Foreign Policy.
Jenny Menzies From 1998 to 2005, Jenny worked in the Department of the Premier and Cabinet as Executive Director of Strategic Policy and from 2001 to 2004, as Cabinet Secretary. More recently, she has also served as Secretary of the Australian Council for the Federation. Jenny is a PhD student at Griffith University, and is investigating the role of the states and territories within our federation.
Anne Tiernan Dr Anne Tiernan is an Australian Research Council (ARC) Postdoctoral Fellow with the Centre for Governance and Public Policy at Griffith University, and the Australia and New Zealand School of Government (ANZSOG) Research Program. She is Director of Griffith University’s Graduate Certificate in Policy Analysis (GCPA) program. A qualified educator, she has developed and conducted professional development programs for public sector managers, policy officers and ministerial staffers. Dr Tiernan was an invited participant at the Prime Minister’s Australia 2020 Summit.
Elizabeth van Acker Dr Elizabeth van Acker is a senior lecturer in the Department of Politics and Public Policy at Griffith University. Her research interests include comparative examinations of social policies. She is the author of ‘Governments and Marriage Education Policy: Perspectives from the UK, Australia and the US’ and ‘Different Voices: Gender and Politics in Australia’.
