 measure the performance of the CAP  assess contribution of CAP to broader EU objectives  necessary requirement for every policy using EU budget  opportunity for CAP to ensure its credibility

 Monitoring  continuous process generating data on implementation (not impacts)

 Evaluation  judges interventions according to results, impacts, needs
