Press Release European Commission – Climate and Energy package Fertilizers are needed to feed the world and represent 50% of food supply.
European production is the global leader in efficiency we therefore welcome any initiatives in the European Commission’s Climate & Energy package to ensure a balanced level of emission targets by 2030. It is fundamental that any targets are based firmly on a sectorial basis and in this regard the fertilizer industry is well on course, with ETS III, in delivering over 50% reductions on 1990 figures. However, elements of climate policy have previously been flawed and do not provide sufficient protection to sectors at high risk of carbon leakage resulting in some of our members legally challenging the Cross Sectorial Correction Factor (CSCF) calculations in their member states. The European Commission’s own calculations on carbon intensity show that the fertilizer industry is the sector at the highest risk of carbon leakage. We sincerely believe that future climate policy should provide protection to sectors at high risk. In the case of particular fertilizer production, 2/3 of gas used is as raw material and therefore should be exempted from future ETS calculations. The European fertilizer industry exists in a competitive global environment. In order to work towards ensuring our competitiveness it is important the EU institutions work towards developing all sources of energy supply particularly shale gas and LNG terminals. We once again call for the early implementation of the 3rd Gas directive. “The fertilizer industry has taken great strides in recent years to reduce its emissions and will deliver on average 50% reductions by 2020.
