Raipur Transcending Horizons of Urban Transformation With the formation of Chhattisgarh, the newly formed stated faced various challenge to carve a niche on its own. With the nature’s abundance, and able leadership, it was not much of a difficult task for the state to rise as one of the fastest growing states of India. Similarly, Raipur and Nava Raipur or Atal Nagar, which is developed as a planned city are demonstrating urban innovation, which can easily be a case study for urban planners and policymakers. The unique vision of the state, which is ‘Gadhbo Nawa Chhattisgarh’ translating to building a new Chhattisgarh; is aimed to build a sustainable and holistic development. To assess the urban innovation of Raipur, vis-à-vis the growth charter of Chhattisgarh, Raipur Municipal Corporation & Raipur Smart City Limited, along with Elets Technomedia Pvt Ltd. are organising National Urban Innovation Summit on September 28, 2019 in Raipur. eing one of the younger states of India, Chhattisgarh had to undergo development from scratch after becoming an independent state. The capital city of Raipur, which is also the largest city in the state, is one of the major business hubs of India. It has not only seen an exponential growth in terms of industrialisation, but has undergone urban transformation as well.
The Chief Minister of the state, Bhupesh Baghel, has envisioned the flagship scheme of Narwa (rivulets and streams), Garuwa (livestock), Ghurwa (compost), and Baadi (cultivation). With this vision, the civic bodies of Raipur and marching towards a sustainable urban development ecosystem. Sharing the essence of the city, Pramod Dubey, Mayor, Raipur says, “Raipur will be counted as one of the fastestgrowing cities in the country. People are also willing to invest in various capacities. lakes or streams are regularly cleaned and filtered with the help of Sewerage Treatment Plants (STPs) to ensure clean flowing water. “We have started ‘Kharun Bachao Abhiyan’ for making our rivers pollution-free. In this Rs 303 crore programme, all the drain water that used to flow straight into the rivers is being treated by using Sewage Treatment Plants (STPs) and then released into the rivers. As a result of this, the river water that needed to be filtered four times is only required to be filtered once now. By doing this, not only the water will become clean, but we will also be saving a lot in terms of cost,” says Dubey.

Thanks to the urban architects of the city vis-à-vis the state, Raipur has undergone several technological, as well as sustainable innovation in terms of transforming into a smart yet resilient and liveable city. In the words of Shiv Anant Tayal, Commissioner, Raipur Municipal Corporation and CEO, Raipur Smart City Limited, “An ideal smart city refers to a sustainable ecosystem. We have to assure that we conserve our environment, manage our waste properly in terms of collection, segregation and disposal, conservation of water and smart drainage.”
He also adds, “We have also started water harvesting in our gardens. Most people install water harvesting at their homes, but we started this in big gardens. This also helps in maintaining the groundwater level of our city.”
WASTE MANAGEMENT Apart from practicing the regular waste management processes such as door to door garbage collection and segregation at source, RMC and RSCL have introduced Smart Fully underground Waste Collection Bin

System. Within this system, the civic bodies have installed underground collection bins. These bins are placed fully underground, having only their inlets above ground surface. RMC and RSCL state, “The overall goal of this project is the implementation of a reliable underground Waste collection and monitoring and tracking system to monitor collection of waste, vehicles movement and maintenance etc.” The project has been categorised into two high level objectives: a) Fully underground collection tracking and monitoring: One of the primary objectives of the project is to install fully underground bins in the area to collect waste fully underground and tracking of waste collected and transported. b) Bin Level Sensors (BLS) for fully underground bins monitoring: BLS installation and monitoring at each fully underground bin location with future integration with Command and Control centre.

ENSURING CITIZEN SAFETY WITH ITMS AND ICCC Intelligent Traffic Management System (ITMS) is one of the primary projects of any smart city. The ITMS works hand in hand with the Integrated Command and Control Centre (ICCC). The larger objective is to have base map having detailed information about each property, road network, Water bodies, Trees Census etc. within the jurisdiction of RMC and implement property tax assessment and asset management system which will handle automated workflows.

The RCSPS project plans to implement Open Loop based Smart Card project, City Mobile App, Mobile Wallet and Portal with an aim to offer citizens a common platform of payment facility which would enable them to pay for any services within the city. The system is envisaged to bring about an enormous ease to citizens by way of paying electronically using a smart card for all perceivable services including city transport, municipal services, entertainment and amusement activities, parking, bill payments, utility payments etc.

VISION FOR NAVA RAIPUR The Government of Chhattisgarh is building Nava Raipur or Atal Nagar as a planned and fully developed city in the lines of other planned cities such as Chandigarh, Bhubaneswar et al. To develop the city, the State Government has created an SPV, Nava Raipur Atal Nagar Vikas Pradhikaran.

Regarding the Command & Control Centre, Dubey states, “Today from our command centre, we can ensure surveillance across the city; be it the colonies or main roads. We ensure that ambulance or fire trucks are given priority on the road, by always giving them the green signal. We have adopted this feature in our ITMS.”
Apart from the above mentioned plans, there are several other projects in place aiming to develop, renovate and restructure the existing infrastructure.
Regarding the vision and aim of the city, Neelam Namdev Ekka says, “Nava Raipur Atal Nagar has now developed into a world class city with state-ofthe-art infrastructure as well as bringing in social cohesion and local inclusiveness. Today, Nava Raipur stands as a role model for other emerging capital cities. How has been the journey so far since you took over as the Chhattisgarh Chief Minister? What do you see as the greatest accomplishment of Chhattisgarh Government? I feel like we began our efforts from the scratch. We poured substantial amount of efforts in agriculture and rural areas as these were the sectors that needed immediate attention and revival. Waiving off loans of farmers and other such schemes of our government have turned these sections as our strength. This resulted in a boom in Chhattisgarh automobile sector while rest of the country is facing recession in the same sector. Also, our Labour Participation Rate has increased as compared to last year and Unemployment Rate has decreased, as the data from Central Ministry suggests. It is very significant for us that Chhattisgarh has emerged as a glowing sun in the times of dark clouds of recession.

Chhattisgarh is one of the foremost mineral rich States in the country. How are you planning to make the State the best investment destination? Qualitative mineral is certainly our strength. Putting our core sector in restricted list by previous government definitely blocked our chances to explore the area. We have opened new doors by promoting the mineral based, core sector industries in our State. Our focus is also on developing various non-polluting industries that will provide ample job opportunities to youth but won’t destruct environment.

We are focusing on job-oriented education. We have started many courses in colleges that will help the youth in acquiring good jobs immediately after they finish their college. We are planning to link industries to educational institutes so that maximum students get campus placements. Our new policy will focus on trained and proficient human resource. We have also planned several food parks to process our agro and herbal produce which will generate enormous employment opportunities for them.
Better healthcare facilities contribute to the livability index of any place. What are upcoming plans of the government to strengthen public healthcare system? We have planned universal healthcare system for upgrading Government owned health institutes right from Primary Health Centres to District hospitals. Our vision is to impart free health care facilities to all citizens. Many areas in our state are situated amongst dense forests and are hard to reach. Health care establishments are not yet possible in such places. We have started ‘Mukhyamantri Haat Bazaar Clinic Yojna’ for such areas where medical staffs, along with essential medical equipments and medicines, go to villagers’ weekly market and provide health care to them on the spot. We are also initiating ‘Mukhyamantri Urban Slum Health Scheme’ from October 2, 2019. Our medical team will visit slum areas to provide medical facilities to people living in slums in city.

In the past five years, what are the major works and innovations done by Raipur Nagar Nigam that resulted in Raipur being ranked among the top 10 Smart Cities in India? We have done Area Based Development (ABD) by implementing methodical plans every year. We have started ‘Kharun Bachao Abhiyan’ for making our rivers pollution-free. In this Rs 303 crore programme, all the drain water that used to flow straight into the rivers is being treated by using Sewage Treatment Plants (STPs) and then released into the rivers. As a result of this, the river water that needed to be filtered four times is only required to be filtered once now. By doing this, not only the water will become clean, but we will also be saving a lot in terms of cost. A lot of idol immersion used to take place in our lakes which was damaging the ecosystem. To save our lakes, we made temporary pools adjacent to the lakes for the immersion of these idols. The water going back to rivers from these immersion pools is filtered beforehand and the clay left behind is recycled to make other idols. We have done major work on 40 lakes, in which all the incoming drain water is now pre-filtered. In fact the quality of the water in the lakes has become so good, that our groundwater level is being maintained very well.
We made the Nalanda Library which cost us around Rs 20 crores. This library runs 24*7, which is very rare in the country. We have also started water harvesting in our gardens. Most people install water harvesting at their homes, but we started this in big gardens. This also helps in maintaining the

We have worked a lot on waste management. We have 100 percent door-to-door waste collection in our city. We have also started working on a plant where segregated waste can be sold. Apart from this, we have decentralised the markets. And to make the city
polythene-free, we have given two shops free-of-cost to the ‘Mahila Swacch Sahayata Samuh’ in each of our markets, so that they can sell reusable jholas or bags there. Also, we don’t take any taxes from them. To improve parking, we have started making big multi-level parking spots. Two such decentralised parking spaces have already been completed. We have installed open gyms in 185 gardens; they have been developed like big fitness centres.
We have made the Netaji Subhash Stadium and renovated the indoor stadium. The common people want their city to be the most beautiful city in the country; we have tried to fulfill all their aspirations in terms providing a resilient and liveable city. In order to provide elderly care facilities to our senior citizens, we have made ‘Siyan Sadan’ and ‘Bapu ki Kutiya’. Apart from that, we have also developed system to provide birth certificate and other documents in a convenient and effortless manner.

By using technology, you have tried to make the city hi-tech. Intelligent Traffic Management System (ITMS) and Integrated Command and Control Centre (ICCC) have also been started. What is your idea of Smart City? Most of us have the vision that a smart city means a modern city with updated infrastructure, highways and roads and transport system. While these features are indeed part of smart city, for me, an ideal smart city refers to a sustainable ecosystem. We have to assure that we conserve our environment, manage our waste properly in terms of collection, segregation and disposal, conservation of water and smart drainage. Last but not the least, smart utilisation of land resources is the primary for smart city.
What is your vision for the Raipur Smart City project? Raipur is one of the top 10 Smart City projects under the Smart City Mission of the Ministry of Housing and Urban Affairs Ministry. Our vision is in sync with that of the vision of our honourable Chief Minister, Bhupesh Baghel, which is ‘Narwa, Garuwa, Ghurwa, and Baadi’. While Narwa refers to rivulets and streams, Gauwa means livestock, Ghurwa is compost and Baadi is cultivation. The objective is to implement sustainable city planning strategy without compromising on the tradition or grassroots. The projects laid down by the Raipur Smart City Limited (RSCL),
the Special Public Vehicle (SPV) of the city is to strengthen the roots while apply innovative measures for urbanisation.
What are the technological innovations brought by RSCL? Some of the new and innovative projects initiated by RSCL include Smart Payment System, Smart Underground Waste Management System, utilising drone technology for Stereo image acquisition to prepare a Base Map to name a few.

to offer citizens a common platform of payment facility which would enable them to pay for any services within the city. The ‘Smart Fully underground Waste Collection Bin System’ refers to underground Waste collection and monitoring and tracking system to monitor collection of waste, vehicles movement and maintenance etc. Within this, waste containers are replaced by fully underground
collection bins. These bins are placed fully underground, having only their inlets above ground surface. We intend to do a Drone based survey for Stereo image acquisition to prepare a Base Map. With Drone based Survey, multiple other utility services can also be covered like Tree Census, Building Change Detection Using Remote Sensing and GIS, Identification of water bodies in Municipal limits and Catchment area, Road and Footpath
with Encroachment area, Parking Places, Water ATMs etc. The overall goal of this project is to geo-enable and to automate the various functions of RSCL and Raipur Municipal Corporation.
What are the plans to manage traffic in the city? Has RSCL implemented ITMS? Yes, we have implemented ITMS in Raipur. The features include intelligent traffic signals, surveillance cameras, red light violation detection system, emergency call box, smart poles to name a few. This project will benefit the citizens of Raipur by decreasing the average travel time by 25 percent, smart parking and improving law and order situation.
What are the steps to ensure safety among the citizens? To ensure safety of the citizens, we have launched Integrated Command & Control Centre (ICCC) at Raipur. CCTV cameras are installed across the city and these cameras are monitored in real-time through the ICCC and are equipped with various video analytics features.

Tell us about the scope of work and size of the area mandated under the Smart City Mission in Nava Raipur Atal Nagar. What recent initiatives have been undertaken by Nava Raipur Atal Nagar Vikas Pradhikaran?
Nava Raipur Atal Nagar has now developed into a world class city with state-of-the-art infrastructure as well as bringing in social cohesion and local inclusiveness. Today, Nava Raipur stands as a role model for other emerging capital cities, says Neelam Namdev Ekka, Chief Executive Officer, Nava Raipur Atal Nagar Vikas Pradhikaran (NRANVP) in an exclusive interview with Arpit Gupta of Elets News Network (ENN). Under the Smart City Mission, Nava Raipur’s Smart City proposal was ranked second when it participated in the third round. The projects in smart city mission are divided in to two categories. PAN City and Area Based Development (ABD). PAN City projects are such which have an impact on entire city. Primarily IT projects, solid waste management, solar projects come under this category. Nava Raipur considers its entire Layer-1 area i.e. 80 sq. kms as pan city. For ABD, primarily infrastructure projects are selected. The area selected under this category becomes the role model for the remaining city and successful projects in this area can then be replicated in the remaining city later. This means the area

1 Smart Governance (Application) including Common Portal
capital cities. Even before the Smart City Mission was launched, Nava Raipur Atal Nagar understood the importance of Information Technology. The infrastructure laid was made ICT ready. Later smart city systems project was initiated in year 2015 when consultants were hired to design the ICT roadmap of the city. This roadmap was then reviewed evaluated and modified by city officials. Based on this roadmap Nava Raipur has now become the benchmark for all smart cities across nation by completing first of its kind integrated Smart city project having the following components: l Smart Governance l Utility Management (Water and Electricity) l City Surveillance l Intelligent Transport Management System l City Connectivity & IT Infra (Data Centre) l Intelligent Building Management System l Integrated Command & Control Centre

It provides citizens, a single window access to all NRANVP services through a common portal within the convenience of one’s home without the need of visiting NRANVP office. Citizens get improved Service Levels. This includes all front office and back office operations of the development authority. Right from land allocation to building permission on that land to availing NOC to apply for water connection to paying water charges or lease can be availed through this portal & mobile app. Citizens can register complaints and grievances through web portal, mobile app and helpdesk. Also, the operations like Finance, HR, asset management, file movement, meeting management, legal cases are all managed through this digital platform.
2 City Surveillance High end surveillance cameras have been installed at strategic locations across Nava Raipur and at indoor location across Paryavaas Bhawan and ICCC, these cameras are monitored in real-time through the integrated command and control center and are equipped with various video analytics features. In view of the safety of commuters at the BRTS transit shelters, all the existing cameras at the shelters have also been integrated to command and control centre
3 Water Utility Management System
The SCADA based system is centrally monitored and controls water supply and distribution system of Nava Raipur. It generates alarms to city managers and field technicians in case of deviation from threshold values. As of now, the scope is right from our raw water source at Mahanadi River up to Sector level. The system is capable enough to scale up and include more sectors as the city population increases. The system shall allow remotely assessing and deciding the flow of water supplied to households through control of valves and pumps. It shall help in monitoring the flow, pressure and quality of water supplied to the citizens right from source till sector level. This results in safe and pressurized 24*7 water supply to citizens.
4 Electrical Utility Management System The SCADA based system is capable of monitoring five substations in the city as per current population. The main idea is centralised monitoring of key parameters like voltage and control of distribution line from 132 KV substation to 33/11 KV substations and distribution transformers at sectors which finally provides power to the households. Atal Nagar electrical distribution network is based on ring main unit model. In case of outage, the system can supply the power through alternate line remotely from the ICCC. This would enable uninterrupted electrical supply and ensure that the citizen household appliances are also protected from voltage fluctuations.
5 Intelligent Transport Management System (ITMS) Automatic number plate recognition system has been deployed across key entry/exit points of Nava Raipur

and speed detection system has been deployed at 10 strategic locations across Nava Raipur. Both these systems are seamlessly integrated to the ICCC and provide real time alerts in an event of an over speeding vehicle (moving above the allowed speed limit) and in an event of hot listed vehicle being detected. Both the systems will be integrated to the e-challan system.
6 Integrated Command and Control Centers (ICCC) An integrated command and control centre has been setup for monitoring and controlling of all systems discussed above in one platform. ICCC is the centralised hub of integration for various components envisaged under the Atal Nagar Smart City System. It acts as single roof for all the data capturing, processing, consolidation reporting, monitoring and control. Teams of various stakeholders shall operate on their respective areas from ICCC. The integrated GIS based Command and Control Centre (CCC) comprises of workstations, video wall, CCC Application, Contact Centre etc. to manage city operations.
7 Smart Network and other networking In order to meet the smart city network requirements, a robust and resilient captive fiber network of almost 120 kms is laid at pan city level.

8 Smart Building Management Intelligent Building Management System has been installed and configured for Paryavas Bhawan (Atal Nagar office) and Integrated Command and Control Building which shall monitor the building’s mechanical and electrical equipment such as ventilation, lighting, power systems, fire systems and security systems.

What projects have been implemented by NRANVP in Public Private Partnership (PPP) model? NRANVP has done public bike sharing project in PPP model. A network of 130 smart docks spread across 10 locations in the city. Using the State-of-the-art technology, citizens can benefit by availing the cycle facilities docked across 10 locations at a very nominal rate. About 55 kilometers ‘Cycle Track’ has been laid at Nava Raipur. The cycles are equipped with GPS tracking system and will be monitored from the Control Room in future. What new projects are in pipeline in the near future? All the projects of Smart City mission are aligned to two vision elements: namely happiness and vibrancy which are aligned to strategic pillars of the city. Our new projects are more aligned to social sector and all-round development of the city. Few of the main projects being: Smart Village, Smart Education, Smart Health, multimodal transit hub, Solar City etc. We are currently in process of hiring project management consultant for these projects. Once on boarded, they will design the projects with based on funds available and technical feasibility followed by implementation of the projects.

nown popularly as the ‘Manchester of India,’ the city of textiles Kanpur has undergone everal transformations over the years. Ranked 8th in the list of top 10 smart cities of India, and 1st in the state of Uttar Pradesh, the city has already become a shining example of urban transformation. With an aim to assess the progress of Kanpur as a Smart City, and also to discuss, deliberate and explore the best practices, challenges and solutions across India, Kanpur Nagar Nigam and Kanpur Smart City Limited in association with Elets Technomedia Private Limited, conducted the Smart City Summit Kanpur on September 24, 2019. The Summit was a congregation of stalwarts from the Urban Development sector across India.
