Air freight alliance with ANA takes off, full of eastern promise for Lufthansa Cargo The plan is to beat off network competition and offer greater service to customers, with its joint venture with ANA Cargo being the first air freight alliance of its kind and set to be followed by others on specific tradelanes. Lufthansa Cargo has expressed interest in both the North American and Chinese markets, and expects to announce its second partnership this year – although it would not reveal which airlines it is talking to. ANA Cargo, meanwhile, has applied for antitrust immunity for a partnership with United. ”We want to build more joint ventures in other important markets,” said Peter Gerber, CEO of Lufthansa Cargo. ”The ventures are one possible strategic answer. Consolidation is now not possible in most parts of the world. ”Or you can grow organically, like Emirates, if you have the money, or you can try another way: through joint ventures.” The JV is significant in that it goes further than previous attempts at air cargo alliances – or even current groupings. (continue) All routes within the JV area are sold as one network, so Lufthansa Cargo can offer customers direct routes from Tokyo to London and Paris on ANA aircraft, as well as ANA’s and its own routes into Germany. Rates and surcharges are unified, there is a common revenue and margin management and joint sales forces and strategies. Warehouses, handling facilities and IT systems are undergoing alignment. The first phase of the partnership started in December, on Japan to Europe, with the reverse routing set to launch this summer. ”We thought we could start it in both directions,” explained Lufthansa Cargo’s Michael Stormer, director Japan and Korea. ”But too many processes had to be changed. It was too much of a challenge; there was too much training to be done and IT support wasn’t ready.” The deal has been a year and a half in the making, with both sides keen to ensure it works properly. As a result, it will take longer to phase in different products – at the moment the deal focuses only on express and general cargo, because the airlines have different standards for shipments such as pharmaceuticals, which will take longer to align.

(continue) ”We will start with the easy ones, step-by-step, and move towards harder ones later,”said Mr Stormer. ”There are quality-related issues and if we failed to get them right we’d ruin our own business. We need more preparation.” Both organisations say the deal will benefit customers through a wider network and more non-stop flights, one location for drop off and pick up, faster connections as well as standardised processes. The airlines gain a wide customer base, more flights without the need to invest in additional capacity and lower feeder costs. There is also greater sharing and utilisation. When Lufthansa had a capacity shortage at the end of last year owing to a pilots’ strike, ANA Cargo stepped in to offer additional space. The carriers claim that since the launch in December they have carried 250 more shipments than they would have done separately. There is a complex revenue-sharing arrangement based on capacity. ”Both parties want to generate growth jointly and get additional revenues,” explained Mr Stormer. ”Both parties feel treated fairly by this model and the metal neutrality means it doesn’t matter who flies the cargo.” The IT systems have been a key consideration for the partnership. ANA Cargo, Lufthansa Cargo and Narita’s International Air Cargo Terminal are all working with IT supplier IBS – uniformity which has helped the parties to

Lufhansa noted that it was unlikely to work on a similar deal with any airline still using a legacy system, but would be able to work similar agreements with carriers using new IT systems such as those offered by Champ or Mercator. Lufthansa Cargo said it had a lot to learn from its new partner. ”The Japanese perception of quality is higher than ours in handling; we can learn and improve there, and that is in the pipeline. It will have a positive effect on customers,” said Mr Stormer. While Lufthansa Cargo is proud of its quality and regularly tops Cargo 2000 tables, ANA is more focused on ensuring direct customer satisfaction rather than defining its quality through metrics. ”We told them we achieve 90% in quality measures,” said one Lufthansa executive. ”They said, ‘why not 100%?’” Lufthansa has attempted a cargo alliance before: WOW, which it founded in 2000 with Singapore Airlines and SAS, but Lufthansa pulled out in 2009. ”The problem with WOW was that there was no joint cash box,” said Mr Stormer. ”We still had to sell our own capacities, and it was used as an extension of the network or extra capacity, but it was only used for cargo not on our own flights. And there was no alignment on the IT or handling – so just normal interline business. It was a marketing tool which had no real advantage for customers.” Partnerships can win or lose for the airline cultures involved, and Singapore Airlines is known in the industry for its independence – it takes its position as national airline very seriously and airlines have reported that it tends to put those needs first, before any alliances

U.S. Airlines Should Quit Whining

The CEOs of three big U.S. airlines met last week with the secretaries of Commerce and Transportation to complain about competitors from the Persian Gulf. Their main accusation was that Gulf carriers have been receiving billions of dollars in hidden subsidies from regional governments as their business in the United States has surged. What did they want? The very thing that airlines are always whining about: government regulation. But in this case, on their behalf. The Obama administration, they argued, should start limiting the access that Gulf carriers have to U.S. airports. It's a bad idea. If Delta, United and American Airlines are truly concerned about Gulf carriers, they shouldn't be running to Washington for protection. There's plenty they could do on their own, from using profits to improve their mediocre service, to burying the hatchet with Gulf carriers by offering to form partnerships.

(continue) Last week's visit to Washington was part of a broader campaign by U.S. carriers against international agreements that guarantee reciprocal access to aviation markets free from government interference. By opening access to new markets and passengers, the more than 100 of these "Open Skies" agreements signed by the U.S. since 1992 have generally been beneficial for airlines. For example, the number of overseas tourists in the United States has surged 68 percent to 32 million since the first Open Skies agreement. Even better, they’re arriving at airports -- like Minneapolis, Dallas-Fort Worth and Portland -- that never would have become international gateways without the agreements. But U.S. carriers have always argued that small countries like Qatar benefit most from them, because the U.S. market is so large. They also accuse Gulf carriers of being willing to bend rules by accepting state subsidies (an accusation that Emirates, the biggest of the Gulf carriers, hotly disputes).

(continue) Last fall, U.S. carriers and their unions started demanding that the U.S. government change its standard from ”open skies” to ”fair skies”. Whatever that means. The airlines haven't explained, but last week’s meeting in Washington, D.C. suggests U.S. carriers would like protection from open competition in their home markets. That would cause more problems than it would solve. At a time when global aviation is booming, and countries around the world are signing open skies agreements (especially in Asia, the world’s fastest growing market), the U.S. would risk marginalizing its own airlines. That wouldn't be in the interest of the U.S. aviation industry. It also wouldn't be in the interest of U.S. air passengers, who already face constrained competition domestically. Instead, U.S. airlines could start by upgrading their service to the standard maintained by the luxurious but still competitive Gulf carriers. There's plenty of room for improvement. In 2014, the Skytrax World Airline Awards placed the three Gulf carriers in its top ten for overall service, while Delta, United and American were ranked 49, 53 and 89, respectively.

(continue) But if U.S. carriers aren't up for that kind of competition with the Gulf's subsidized airlines, they could always try partnerships. It wouldn't be the first time they've done so. For years, U.S. carriers have formed alliances with foreign airlines in order to extend their reach into regions where they wouldn't otherwise have access. Delta's SkyTeam Alliance, for example, includes stateowned and subsidized China Southern. That means a Delta customer can book a single itinerary from the United States to a hub like Shanghai and then onward to any of the dozens of small Chinese cities that China Southern services. It’s proven to be a good deal for both carriers. The U.S. government has granted such arrangements immunity from antitrust regulations. For now, at least, the Gulf carriers are particularly strong in markets where U.S. airlines are relatively weak: India, Africa and southeast Asia. In that sense, forging an alliance would help both sides. Cutting mining and aviation tax breaks could save $5.2bn a year from budget Australian Conservation Foundation submission recommends scrapping special exemptions and tax credits for aviation, oil and gas, and mining sectors The federal government could save $5.2bn a year by scaling back tax credits for the mining and aviation sectors, rather than putting the budgetary burden on families, the Australian Conservation Foundation said. The ACF’s chief executive, Kelly O’Shanassy, said: ”The last federal budget was widely seen as unfair and unwise, cutting funding for science and environment. With the next budget, the government has a clear choice: will it keep letting Australia’s biggest polluting companies call the shots, or start listening to the Australian people?” She said cutting ”unfair handouts that encourage pollution should be a no-brainer”. The ACF has made a submission to the government on how it can cut spending in the upcoming budget. It says the government could save over $3.4bn a year by reforming its fuel tax credit scheme. ”Around 40% of the value of fuel tax these credits went to the mining sector. Full restructuring of this scheme is required and should involve phasing out the subsidies for mining and road transport over a three-year period, with better targeting of remaining concessions,” the report said.

It also wants a $20,000 cap placed on fuel credits claimed from 2015-16 onwards. ”Implementing a cap on the value of credits claimed could help to support smaller rural and regional businesses that may incur higher fuel costs as proportion of total business expenses,” the report said. Abolishing tax breaks on aviation fuel will save another $1.3bn, the ACF estimates. ”The aviation fuel tax concession and the aircraft tariff exemption are costly and distortionary, promoting a more polluting mode of transport while inhibiting the development of alternatives. These concessions should be phased out,” the report said.

CEO: Ethiopian Airlines considers Airbus A3501000, Boeing 777X Ethiopian Airlines is evaluating the Airbus A350-1000 and the Boeing 777X as it considers further widebody order plans, CEO Tewolde Gebremariam has confirmed to ATW. ”We are evaluating both the Airbus 350-1000 and the Boeing 777X. We have not yet determined the numbers, but we may need up to 20 airplanes,” Gebremariam told ATW Monday. The evaluation started last month and will be finalized after three months, several Ethiopian media outlets are reporting. In the meantime, the Star Alliance carrier is preparing for Airbus A350-900 operations as it is expects to begin taking delivery of its first of 14 of the type from 2016. ”We have already started the entry-into-service process with Airbus,” Gebremariam told ATW on the sidelines of the Star Alliance chief executive board meeting in New Delhi recently, adding the new aircraft will enable the airline to grow. In 2015, he expects 10 more new aircraft for delivery, including two Boeing 777-300ERs, ”which are expected for delivery in May.” Last Sunday, Ethiopian took delivery of its latest Boeing 787 on lease from International Lease Finance Corp. (IFLC).
