Etihad Airways will introduce a new two-class Boeing 787-10 Dreamliner, the largest variant of the technologically advanced aircraft, on its scheduled daily morning service from Abu Dhabi to Rome, complementing the second overnight 777-300ER departure. On 1 July, the airline will introduce the Boeing 787-9 Dreamliner on its two daily services to Frankfurt. The US Federal Aviation Administration (FAA) reiterates it has seen "no basis" to order a grounding of the Boeing 737 Max, as the USA remains the prominent outlier among a handful of countries that have not suspended operations with the aircraft after the fatal Ethiopian Airlines crash on 10 March.
The FAA continues to review extensively all available data and aggregate safety performance from operators and pilots of the Boeing 737 Max," says acting FAA administrator Daniel Elwell. "Thus far, our review shows no systemic performance issues and provides no basis to order grounding the aircraft." Despite civil aviation authorities in several countries ordering their airlines to ground the 737 Max in the last two days – and, in some cases, prohibit flights operated with the aircraft in their airspace – Elwell says: "Nor have other civil aviation authorities provided data to us that would warrant action." US carriers had operated the second largest fleet of 737 Max aircraft in the world after Chinese airlines, before China's aviation regulator grounded the type on 11 March. American Airlines, Southwest Airlines and United Airlines operate a combined 72 737 Max aircraft, Cirium's Fleets Analyzer shows. Alongside the FAA, a small number of countries with 737 Max operators have yet to order a grounding of the aircraft, including Canada, Panama, Russia and Thailand. Among these, Canadian airlines had operated the world's third largest fleet of 737 Max aircraft with 40 jets, Fleets Analyzer shows. "In the course of our urgent review of data on the Ethiopian Airlines flight 302 crash, if any issues affecting the continued airworthiness of the aircraft are identified, the FAA will take immediate and appropriate action," says Elwell.

Boeing continues to defend the safety of the 737 Max, issuing a statement saying it has "full confidence" in the type even as multiple civil aviation authorities and airlines outside North America ground the aircraft. The latest of those authorities is the United Arab Emirates, which grounded the 737 Max late on 12 March, according to reports. UAE carrier Flydubai confirms it has grounded its 13 737 Max in response to the order. A Flydubai spokesperson says the airline is adjusting its schedule to minimise disruptions and will operate affected flights with 737-800s. The carrier is the newest addition to a growing group of global airlines to have grounded the 737 Max since the 10 March crash of an Ethiopian Airlines 737 Max 8 near Addis Ababa. Boeing, however, reiterated on 12 March that it stands behind the 737 Max, saying: "SafetyisBoeing’snumberonepriorityandwehavefullconfidenceinthesafetyofthe 737 Max." "We understand that regulatory agencies and customers have made decisions that they believearemostappropriatefortheirhomemarkets,"itadds."We’llcontinuetoengage with them to ensure they have the information needed to have confidence in operating their fleets." Boeing also notes the Federal Aviation Administration has taken no regulatory action since an airworthiness directive last year. "And based on the information currently available, we do not have any basis to issue new guidance to operators," Boeing says. The company has communicated almost exclusively through statements in recent days, in response to a worldwide wave of 737 Max groundings, including those ordered by civil aviation authorities and voluntary actions by airlines. Airlines and regulators in various jurisdictions, including in Europe and the UK, as well as those in Argentina, Brazil, China, Ethiopia, India, Indonesia, Mexico, South Africa, South Korea and Singapore have grounded the aircraft. Boeing has faced pressure at home also, with some politicians urging a grounding. The Association of Professional Flight Attendants, which represents American Airlines cabin crew, has also called on the FAA to ban 737 Max flights. American operates 24 737 Max 8s, Cirium's Fleets Analyzer shows. The Fort Worth-based carrier did not immediately to requests for comment. Southwest Airlines' pilot union says it supports the airline's decision to continue operating the 737 Max. The Dallas-based carrier operates 34 737 Max 8s.

Several European air transport regulators have taken individual decisions to ban operations with the Boeing 737 Max, resulting in a patchwork response over use of the aircraft. The UK, French and Irish civil aviation authorities are among those which have ordered suspension of operations with the re-engined type in the wake of the Ethiopian Airlines accident on 10 March. Natsume added that while initial talks have reportedly been held between the carrier and the manufacturer, deliveries - if the deal is finalised - are unlikely to commence before 2022 or 2023. CEO Tewolde GebreMariam said at the time that the market was growing so fast, that the airline could think of using its narrowbodies on routes which it earlier wanted to serve with 100-seaters. Powered by CFM International LEAP-1A26s, the twinjet features 12 seats in business class and 138 in economy class. The second of the pair, UK32022 (msn 8826), is slated for delivery in April. "The flight range of a highly economical airliner has been increased from 4,500 to more than 5,000 kilometres, which will make it possible to cover the entire Central European region," it said. 1 Air Cargo Priorities: Trade, Global Standards and Modernization
Singapore - The International Air Transport Association (IATA) called on governments and the air cargo industry to focus on three priorities to accommodate the expanding demand for air cargo and ensure the economic and social benefits of aviation can be maximized. The three priorities are; Accelerating the speed of process modernization, Implementing and enforcing global standards, and Keeping borders open to trade. The call came during the opening address by Alexandre de Juniac, IATA's Director General and CEO, at the 13th World Cargo Symposium. The operating environment for air cargo is increasingly challenging. Demand for air cargo grew by 3.5% in 2018, a significant deceleration from 2017 which saw extraordinary growth of 9.7%. Weakening global trade, sagging consumer confidence and geopolitical headwinds contributed to a general slowdown in demand growth commencing in mid2018. And January 2019 saw a year-on-year contraction of 1.8%.

2 Modernization IATA called for the modernization of industry processes. This will be critical to efficiently meet the doubling of demand expected over the next two decades. And it is already being called for by customers of the industry's most promising growth markets—e-commerce and the transport of time - and temperature-sensitive goods such as pharmaceuticals and perishables. Aligned with a resolution on modernizing air cargo from the 2017 IATA Annual General Meeting, IATA called for faster progress on the digitization of the supply chain and more effective use of data to drive improvements in operational quality. The industry's digital vision is focused on four areas: Global implementation of the e-Air Waybill (e-AWB); Universal adoption of a common data language—Cargo XML standards; Smart data sharing; And use of performance data to drive quality improvements. IATA also called for modernization of air cargo facilities. "The e-commerce world is looking for fully automated high-rack warehouses, with autonomous green vehicles navigating through the facility, and employees equipped with artificial intelligence and augmented reality tools. The average cargo warehouse today is an impressive sight. But there is a huge gap to fill," said de Juniac. "The problem is not technology. The problem is the speed to market. It's exceptionally tough to drive change in a global industry with a huge number of stakeholders where safety is top priority. But it is not mission impossible. I challenge stakeholders to find ways to drive critical change at the speed our customers expect," said de Juniac. Global Standards IATA urged governments to ensure that global standards are consistently implemented and enforced when necessary. In this regard, de Juniac highlighted two examples:

3 Global standards for the safe transport of lithium batteries: "Global standards are being ignored by rogue shippers. And governments are not enforcing the rules. In some cases, we see more effort going into stopping counterfeit production of Louis Vuitton bags than lithium batteries. Both need attention. But lithium batteries are a safety risk. And we need governments to do better at enforcement," said de Juniac. Implementation of global agreements to make trade simpler, cheaper and faster: IATA called on governments to implement three important agreements: (1) The World Trade Organization's Trade Facilitation Agreement, (2) the Montreal Convention 1999 (MC99); and (3) revisions to the Kyoto Convention of the World Customs Organization. Borders that are open to trade IATA urged governments to keep borders open to trade. "Protectionism, trade friction, BREXIT and anti-globalization rhetoric are part of a genre of developments that pose real risk to our business and broadly across the economies of the world. We need to be a strong voice reminding governments that the work of aviation—including air cargo—is critically important. Trade generates prosperity. And there are no long-term winners from trade wars or protectionist measures," said de Juniac. The need to keep the world trading aligns with the theme of the 13th World Cargo Symposium—Enabling Global Trade. "Enabling global trade is a mission of great importance. It helps economies to grow. And in doing so it promotes better livelihoods and a better quality of life for real people in every corner of the planet. This is an integral part of why we call aviation the Business of Freedom. And nothing should stand in the way of air cargo delivering its unique contribution to the prosperity of our world," said de Juniac. Read the full speech.
