http://www.iata.org New Partnership for Aviation Security in Europe IATA and Organization for Security and Cooperation in Europe (OSCE) Secretariat sign MoU to enhance aviation and border security Geneva - The International Air Transport Association (IATA) and the Secretariat of the Organization for Security and Cooperation in Europe (OSCE) signed a Memorandum of Understanding (MoU) to strengthen, promote, and develop cooperation on aviation facilitation and border integrity issues—two of the key components for governments to fulfill their national security responsibilities. Under the MoU, IATA and OSCE have agreed to work on issues including harmonized passenger data exchange programs, border security, airport security and the security of travel documents (including issuance). A particularly key issue for the aviation industry is aligning the requirements for Advance Passenger Information (API) with global standards, which include IATA and World Customs Organization guidelines, and the provisions of International Civil Aviation Organization (ICAO) Annex 9. IATA welcomes the OSCE‘s cooperation among its 57 participating States on this increasingly important matter. The provision of more data on passengers to border control authorities in advance of arrival should also lead to more effective screening of passengers and reduced wait-times. ―Aviation security is a top priority for IATA and its members. With passenger numbers set to double over the next 20 years, it is essential that the global aviation security network is fit for purpose. IATA and OSCE are natural partners in the security facilitation and border integrity fields. We share the objective of achieving a more efficient and effective aviation security system,‖ said Alexandre de Juniac, IATA‘s Director General and CEO. ―Our organizations enjoy excellent co-operation in the areas of aviation facilitation, national security and border integrity. The signing of this Memorandum marks another important milestone in further expanding and strengthening this co-operation. We are very pleased to join hands with IATA today to promote aviation security and facilitation measures in furthering the implementation of UN Security Council Resolutions 2178 on Foreign Terrorist Fighters, and 2309 on aviation security across the OSCE region,‖ said Lamberto Zannier, Secretary General of OSCE. To ensure a close working relationship, OSCE and IATA have agreed to share information, consult each other on policy issues, participate in each other‘s relevant committees, and work on joint training and technical assistance.

http://economictimes.indiatimes.com Aviation Ministry's push for pilot training; to install 1 simulator for every 20 new planes MUMBAI: India‘s aviation ministry is planning to enforce a set of rules under which airlines increasing their fleet size will have to invest in infrastructure for training pilots. The rules would improve pilot training in the country but potentially make plane deals more expensive.Aircraft makers planning to sell planes will also have to invest in training infrastructure in India. One of the directives would be that for every 20 planes an airline purchases or already owns, it will have to install an aircraft simulator of the same type. Under the directive, since IndiGo has about 120 Airbus A320 planes in its fleet, it would need to install six simulators. The airline‘s parent Inter-Globe Enterprises has four in a pilot training establishment set up with simulator maker CAE and Airbus. ―There are no aircraft manufacturers in the country, but all of them are interested in the Indian market, because Indian market is a growing market. So they visit India, they want their aircraft to be certified by the regulator. Now we have been expressing that they should have their ecosystem in place too,‖ civil aviation minister Ashok Gajapathi Raju told reporters on the sidelines of an event Friday. India now accounts for 63% of the fleet size of airlines in South Asia but its orders constit ..

http://atwonline.com US DOT bans Samsung Note7 smartphones from air transport The US Department of Transportation (DOT) has issued an emergency order banning Samsung Galaxy Note7 smartphones from being transported by air in the US—either by passengers or as air cargo—because of fire concerns. The ban goes into effect Oct. 5 at 12 p.m. eastern time in the US. ―If passengers attempt to travel by air with their Samsung Galaxy Note7 devices, the phones may be confiscated and passengers may face fines,‖ DOT said in a statement issued Oct. 14 in conjunction with FAA and the US Pipeline and Hazardous Materials Safety Administration (PHMSA). ―Passengers who attempt to evade the ban by packing their phone in checked luggage are increasing the risk of a catastrophic incident. Anyone violating the ban may be subject to criminal prosecution in addition to fines.‖ The statement instructs US airline staff that it they observe a passenger ―in possession of a Samsung Note7 device prior to boarding an aircraft, the air carrier must deny boarding to the passenger unless and until the passenger divests themselves and their carry-on and checked baggage of the Samsung Galaxy Note7 device. Passengers absolutely should not pack the phones in their checked luggage.‖ If a flight crew member spots a Samsung Galaxy Note7 device aboard an aircraft already in flight, ―the crew member must instruct the passenger to power off the device, not use or charge the device while aboard the aircraft, protect the device from accidental activation, including disabling any features that may turn on the device, such as alarm clocks, and keep the device on their person and not in the overhead compartment, seat back pocket, nor in any carry-on baggage, for the duration of the flight,‖ DOT said. FAA had previously warned airline passengers not to use Samsung Galaxy Note7 devices on board aircraft, but there were no legal consequences that went with that warning. On Oct. 5, a Southwest Airlines Boeing 737-700 preparing for takeoff from Louisville, Kentucky was evacuated because of a smoking smartphone FAA confirmed was a Samsung device. ―We recognize that banning these phones from airlines will inconvenience some passengers, but the safety of all those aboard an aircraft must take priority,‖ US transportation secretary Anthony Foxx said in a statement. ―We are taking this additional step because even one fire incident inflight poses a high risk of severe personal injury and puts many lives at risk.‖ manufacturing on Oct. 11.

http://atwonline.com Air France-KLM hikes winter season capacity Air France-KLM Group has announced a year-over-year 3.7% capacity increase for the upcoming northern winter season. The Franco-Dutch Group announced 52 new services compared to a year ago, most of them to be performed by its Transavia lowcost carrier (LCC) arm, although many of the ―new‖ services are continuations of services begun over the summer season. The group also intends to continue its move upmarket in terms of onboard facilities in a bid to differentiate its product from that of competitors. This trend was being assisted, the group said, by continued infusion of new or refurbished equipment; by the end of the 201617 winter season, KLM will have eight Boeing 787s in its fleet, while Air France‘s first 787 will be introduced in January 2017, with Cairo its initial routing. KLM aims to have installed its latest business class cabins on all 13 of its Boeing 777-300s by the end of the winter season while, by June 2017, Air France will have equipped all 25 of its 777-200s and 19 of its 777-300s with upgraded cabins. At Air France‘s Paris Charles De Gaulle (CDG) hub, the French flag-carrier will reschedule services to create new banks of connecting flights aimed at providing a more even distribution of flights throughout the day and improving connection rates. The Group will increase long-haul services by 2%, with this rise including the revival of KLM‘s Amsterdam-Miami service, which will operate 3X-weekly. Air France will extend the summer season‘s Paris Orly-New York JFK service into the winter season. Air France will also inaugurate a seasonal 2X-weekly service between Paris CDG and the Costa Rican capital, San Jose. Given the depressed economy in Brazil, it will reduce Paris CDG-Rio de Janeiro to a daily frequency and has suspended services to the capital, Brasilia. .

http://atwonline.com

In the Middle East AF-KLM, capitalizing on what it described as the ―booming‖ Iranian market, will offer 7X-weekly flights to Tehran – a new, 4X-weekly KLM service from Amsterdam joining the 3X-weekly route from Paris CDG launched this summer by Air France. Egypt, which has seen tourism badly affected by terrorism, will lose KLM‘s Amsterdam-Cairo service from January. However, the expansion of tourism in Sri Lanka will see KLM starting a 2X-weekly Amsterdam-Colombo service. Elsewhere in Asia, AF-KLM will extend its presence in the fastgrowing Indian market by improving its codeshare with Jet Airways. In Africa, KLM will offer a new Amsterdam-Windhoek service, adding the Namibian capital as a continuation of its current service to Luanda, Angola. Air France will start a new 3X-weekly service to the Ghanaian capital, Accra, from Feb. 2017. On short- and medium-haul routes, the Group will add 3.3% capacity compared to last winter, with many services introduced over the summer being continued. The Group noted that on its HOP! Regional operation, capacity was stable having experienced considerable restructuring in recent years and it wouldadd a fifth ‗Navette‘ (‗Shuttle‘) service between Paris Orly and Montpellier. The most visible jump in services, however, comes from LCC Transavia, whose capacity will leap 28.8%, with 31 new routes originating in Munich, Amsterdam, Paris Orly and Lyon. Transavia, which the Group described as its fastest-growing activity, was experiencing strong growth in demand, the Group noted. Paris-Orly to Tel Aviv, Israel, for example, was doubling to 10X-weekly services. Seven new Boeing 737-800s will join the fleet, taking the fleet to 50.

http://atwonline.com PAL signs to purchase Bombardier Q400s Philippine Airlines (PAL) has signed a letter of intent (LoI) to acquire ―up to 12‖ Bombardier Q400 regional turboprops, the Canadian OEM announced Oct. 14. The aircraft will be the first in Bombardier‘s new two-class, high-density 86seat configuration to enter service. The aircraft will have 10 ―premium service‖ seats. Bombardier previously announced an 86-seat variant, but with a singleclass cabin. "As Philippine Airlines looks to develop its domestic operations from secondary hubs and increase intra-island connectivity, the 86-seat Q400 aircraft…will increase the carrier's competitiveness by offering the lowest seat-mile and operating costs in the regional aircraft market," Bombardier‘s VP sales, SE Asia and Australasia, François Cognard said. "Integrating the extra-capacity, two-class Q400 aircraft into its operations is the ideal solution for Philippine Airlines as it reshapes its domestic air travel strategy," Bombardier Commercial Aircraft president, Fred Cromer, added. "The 86-seat Q400 will offer Philippine Airlines significant opportunities to differentiate itself in the region's fiercely competitive environment. "We look forward to working with Philippine Airlines to reach a firm purchase agreement,‖ Cromer said. "For close to a decade, the Bombardier Q Series family of aircraft has been instrumental in evolving our domestic network operations," said PAL‘s president and COO Jaime Bautista. "Our continued fleet growth now makes us the first airline to launch service with the two-class, 86-seat Q400 aircraft. ―As we strive to become a five-star-rated airline, the Q400, featuring a modern and innovative configuration, will be instrumental in providing our travellers with a world-class, in-flight passenger experience." Bombardier has more than 25 customers in the Asia Pacific region for its Dash 8/Q Series turboprops and CRJ Series regional jets, including more than 165 Dash8/Q Series turboprops in service, or on order.

http://www.theedgemarkets.com NWP ventures into private charter air transport services biz KUALA LUMPUR (Oct 14): NWP Holdings Bhd is venturing into the private charter air transport services business via the acquisition of a 30% stake in US-incorporated Aviation AI Inc (AAI). The timber products manufacturer said its wholly-owned subsidiary, NWP Builder Sdn Bhd, has entered into an agreement with Datuk Ismail Hassan to acquire his 30% stake in AAI for US$1.5 million (RM6.3 million). AAI is principally involved in provision of private charter air transport services. It owns a Gulfstream G-1159A aircraft. In a filing with Bursa Malaysia today, NWP said it is exploring various business opportunities to increase its sources of income. ―AAI intends to provide private charter air transport services to public and private corporate customers, such as government agencies and commercial entities. ―As AAI was relatively recently-incorporated on June 30, 2016, it views business development and marketing activities as crucial for it to establish market presence and [to] grow the business,‖ said NWP. It added that the aircraft owned by AAI will be chartered on terms to be tailored to each customer‘s requirements. ―Charter contracts are usually priced on an hours-of-use basis that is subject to minimum usage requirements, or on a monthly or hourly charge that is agreed with the customer. ―AAI seeks long term charter contracts which pay fixed rate per hour flown for a monthly minimum usage of 10 hours. This arrangement will allow AAI to mitigate the exposure to direct risk on fuel prices and passenger numbers,‖ it explained. AAI‘s aircraft will fly out of Redland Terminal Centre & Hangar Complex at Subang‘s Sultan Abdul Aziz Airport. NWP‘s share price traded unchanged at 27 sen today, giving the company a market capitalisation of RM86.4 million.

http://www.skyteam.com Never miss a mile! SkyTeam launches frequent flyer retro-crediting AMSTERDAM, October 4th, 2016 – SkyTeam, the global airline alliance, has introduced an online, retroactive credit tool to make it easier for frequent flyers to keep their account balances up-to-date. Already available across most of SkyTeam‘s 20 members, the tool works in real-time to validate retroactive requests for eligible flights in a matter of clicks. The new tool eliminates the need for manual processing of post-travel claims such as when a Frequent Flyer Program (FFP) number has not been entered into a reservation. Customers simply log into their FFP account, enter their flight details and the system validates the request in seconds. Eligible flights are credited to their account automatically and retroactive requests can be made as little as one week after the date of travel – the shortest time frame in the industry. ―We are offering a fast, simple and seamless way to claim missing miles across the alliance for our more than 200 million frequent flyers,‖ said Michael Schutzbank, SkyTeam‘s Director for Customer Loyalty. ―Uncredited flights can make a difference when it comes to a customer‘s status level or being able to claim an award ticket, but this quick and easy solution ensures our frequent flyers benefit from every mile flown.‖ ―SkyTeam‘s new retroactive credit tool is another example of how our alliance is leading the industry in customer-centric innovation,‖ said Perry Cantarutti, SkyTeam‘s CEO and Managing Director. ―Loyalty is a key focus for SkyTeam. We greatly value our frequent flyers and our ongoing investment in technology will continue to deliver value both for customers and our member airlines by enhancing every aspect of the travel experience.‖ Offering aligned customer benefits alliance-wide is a priority for SkyTeam and the remaining airlines will be implementing the new tool over the coming months. SkyTeam was also the first airline alliance to deliver a consistent series of airport benefits across its network, when it launched

SkyPriority in 2012.

https://www.flightglobal.com OPINION: Qatar's Boeing commitment sends clear message As the Qatar Airways spotlight swings pendulum-like around its supply chain, OEMs can breathe a sigh of relief when it is not their turn to be in the laser focus of its notoriously demanding chief Akbar Al Baker. But this can be a double-edged sword, as Boeing will testify. It was not so long ago that Al Baker was publicly chastising Seattle over the teething troubles being suffered by the 787. Airbus, meanwhile, was basking in praise as it prepared the first A350s for Qatar, with the airline chief declaring that the twinjet would be ―a fantastic aeroplane‖. That situation has dramatically reversed, with Al Baker venting his frustration this summer about how Airbus has managed quality problems dogging A350 production. Meanwhile, Boeing has secured option conversions from Qatar on 30 Dreamliners (along with 10 additional 777s), with the carrier‘s boss waxing lyrical during a Washington DC press briefing about ―the quality of its product and its dedication to providing world-class customer service‖. Boeing But the real concern for Airbus will be at the other end of its product line, where it has been locked in a wrangle with Qatar Airways over the technical issues suffered by Pratt & Whitney‘s PW1100G geared turbofan on the A320neo. After exercising walk-away clauses on the first four of 50 A320neos it has on order, Al Baker has made his point firmly to Toulouse by signing a commitment for 60 737 Max aircraft to ―mitigate that risk‖ around deliveries. While the Boeing deal is not a firm contract, it is difficult to see the Max being a hollow gesture after being trumpeted in such a public way. Al Baker‘s actions transmit clear signals from his Washington gathering across the pond about the seriousness of his intent. But there is no mistaking that the deal also sends a key message across town to Capitol Hill amid the open-skies dispute begun by the major US airlines over $40 billion-plus of subsidies that the Gulf carriers have allegedly enjoyed. In a comment that must have rankled the US airline chiefs, Boeing Commercial Airplanes chief Ray Conner was clearly ―on message‖ during the event with Qatar, when he pointed to ―the impact an agreement like this has on American lives‖. .

https://www.flightglobal.com OPINION: How the World has changed with Airbus Forty-two years ago, as Airbus was handing over its first A300 to Air France, much of Asia was a mess. War raged in Cambodia and Vietnam and, at the end of Chairman Mao‘s calamitous rule, China‘s economy lay in tatters. While Japan, Malaysia and South Korea had embarked on industrial revolutions, and countries such as Singapore were exceptions to the rule, living standards throughout the region languished. Airbus, too, barely posed a threat to US dominance. A necessary union pooling the assets of Europe‘s aircraft builders to create some transatlantic competition, it relied on early orders from its ―home‖ customers. Nine thousand, nine hundred and ninety-nine deliveries on, things have changed for Airbus and the world. Who would have forecast in 1974 that Asia-Pacific would end up as Airbus‘s biggest market, with 3,500 of its first 10,000 aircraft heading to the region, and two of its largest three customers being Chinese? Today, Airbus and Boeing represent a new hegemony. But when the European manufacturer marks its 20,000th delivery, how will things have changed? China has gone from 1970s basket case to 21st century super marketplace. It is not unreasonable to imagine it being a powerhouse in aerospace by the 2040s. And what then? Would anyone bet against another merger, this time of the legacy players – Airbus and Boeing – to take on the new beast from the east? .

USA TODAY First U.S. commercial flight in 5 decades lands in Cuba The scheduled flights are the first in more than 50 years since the Communist revolution, under an initiative from President Obama to restore relations with the country 90 miles from Florida. The flights remain contentious in Congress, where lawmakers have filed legislation to block them until better security is confirmed at Cuban airports for travelers heading to the U.S. But the flights began in August under the administration's approval. JetBlue Airways landed first in Santa Clara on Aug. 31. Others are joining suit, including Silver Airways on Sept. 1 with turboprop service and American Airlines, which flew first to Cienfuegos and Holguin on Sept. 8. .

http://kimatv.com Horizon Air invests in Central Washington University's Aviation students ELLENSBURG, Wash.- Some students at Central Washington University are now soaring to new heights with the University's adoption of a pilot development program for those pursuing a Bachelor's of Science and a Professional Pilot major. CWU's Aviation Program is the 1st institution in the country to receive a direct financial investment from a commercial airline. This year, Horizon Air informed the program's department chair they wanted to provide a stipend to aviation students, agreeing to give $7,500 each to 17 students for the academic year, as well as donating a $10,000 flight simulator to the department. "It speaks... The quality of the program, the credibility of the program, how our graduates and alumni are doing well in the industry ... That speaks very well basically. We are so proud of it. As a chair ... It's a great honor for us,‖ said Dr. Sundaram Natareja, chair for CWU Department of Aviation. While the stipend directly benefits the students, it's also a win for the airline due to a current pilot shortage. Once offered the stipend, students also agree to work for Horizon for their first two years of their professional career. An agreement student, Clayton Davis was happy to accept. "I‘ve got a job now with a company that I‘ve always wanted to work for. So having that lined up, having the money in place, having everything laid out for me is ... It really has made me feel a lot more comfortable about finishing up here,‖ said Davis. With students typically spending anywhere between $40-$60,000 dollars to complete the program, Clayton says the call came just in time. "I was on the verge of having my parents needing to take out retirement loans so I could finish up and I was running out of money in my account for flying. I wasn't sure what was gunna happen for my career if I didn't get it because I wasn't sure I‘d be able to finish the last stage of my training. Um, so when I got that phone call ... It was pretty good news,‖ said Davis.
