https://www.today.ng FG to boost human capital devt with Aviation University The Minister of State, Aviation, Senator Hadi Sirika, has said that he Buhari administration is bent on establishing an Aviation University to train highly qualified professional managers for the air transport industry in Nigeria Senator Sirika disclosed the government‟s plan during an inter-active session with members of the League of Airport and Aviation Correspondent (LAAC), on sundry issues affecting the industry. The minister noted that government discovered that one of the problems be-devilling airlines in the country was poor management and that once the country is able to have Aviation managers produced by the proposed university to handle all aspects of administration and management, sky is the limit for the development and growth of Nigeria domestic airlines. Senator Sirika said some “people have the wrong notion that once you are a pilot or an engineer you can successfully manage or administer an airline without adequate training in the art of aviation management. This is what we want to correct with the establishment of the Aviation University”. He pointed out that since the Nigerian College of Aviation Technology(NCAT) was established over 50 years ago, the institution has not gone beyond producing pilots and engineers with basic licence, adding that the country must move beyond that by producing aircraft designers, scientists in every field of aero-dynamics apart from the training of aviation managers. Senator Sirika said it was a shame that trainings in Aviation Fire and Safety were being carried in Cameroun for Nigeria and not in NCAT, adding that “all that has to stop”. He also stressed the need for diversification into other areas of the industry such as private driven establishment of Maintenance, Repairs and Overhaul(MRO) centres in Nigeria to end the era of carrying out aircraft maintenance by operators outside Nigeria, thereby saving costs and provide employments for the citizens. He assured that government was ready to provide support and enabling environment for such would be investors.

This is coming barely two weeks after aero and first nation suspended services for technical and solvency related matters The group chief executive officer, Arik air, Michael Arumeniikhide Tuesday signed a statement issued by the airline that they are working round the clock to resolve the necessary documentation which according to him has been a challenge due to long weekend holiday to celebrate Eid-el-kabir Flights for Tuesday were cancelled; the airline has assured passengers that they will resume normal operations soon. Investigative report reveals that insurance for the aircraft expired at all once, for the fleet acquired separately from different manufacturers. - See more at: http://www.aitonline.tv/postarik_air_suspends_operations_temporarily#sthash.fpx7poXJ.dp uf

CANSO Africa members sign safety declaration Air navigation service providers across Africa have committed to a joint initiative to improve aviation safety across the continent. Members of CANSO – the Civil Air Navigation Services Organisation – have signed a declaration to address critical safety issues in air traffic management (ATM). The Declaration on the Africa ATM Safety Peer Review Initiative commits air navigation service providers (ANSPs) to form teams to conduct peer reviews of each other‟s safety management systems, with CANSO coordinating the initiative and providing expert guidance. Speaking at the CANSO Africa Conference in Accra, Ghana, CANSO director general Jeff Poole said: “Safety is our number one priority and the Africa ATM Safety Peer Review Initiative will further enhance safety in air traffic management in the region. This initiative is a significant milestone and a great example of partnership in action as ANSPs work with each other, as well as aviation industry partners, to implement effective safety management systems.” The participating ANSPs will form teams and visit each team member to conduct peer reviews. They will assess and evaluate the implementation of safety management systems (SMS) by each participating ANSP – based on the CANSO Standard of Excellence in Safety Management Systems and other safety materials produced by CANSO and the International Civil Aviation Organization (ICAO) – and identify specific areas for improvement. The initiative will enable participating ANSPs to standardise the elements of their safety management systems, thus facilitating enhanced data analysis, safety risk management and performance measurement, which are key enablers for higher overall levels of safety performance. The results will allow ANSPs to determine the maturity levels of their safety management systems and communicate these to the satisfaction of ICAO and ANSP regulators, in turn reducing the need for regulator assessments and/or ICAO audits. Poole concluded, “All parts of the aviation industry are working hard to improve safety in Africa. This initiative will support continuous overall improvement in ATM and aviation safety in Africa in a consistent, measurable and sustainable manner. I am delighted that CANSO Members in Africa have signed this declaration, and I urge all ANSPs in Africa to embrace the initiative and make Africa‟s skies safer.”

ATM for Africa [AAD16D2] The Minister of Defence, the Hon Ms Nosiviwe Noluthando MapisaNqakula, in her media briefing at AAD spoke about “Unleashing Africa‟s Defence and Aerospace Potential”. South Africa‟s Tellumat Air Traffic Management (Hangar 4, Stand CE14) has indicated that there is plenty of room for up-and-coming technology suppliers to differentiate themselves in the emerging African aviation market. The company is mounting a challenge to industry incumbents with a mature service portfolio that is uniquely suited to the continent‟s diverse needs. Tellumat itself has been awarded a Tanzanian Civil Aviation Authority contract for the maintenance of navigation aids at four of the country‟s airports, training of airport personnel and a host of other services. “With robust tourism-driven economic growth and improving regional connectivity, African airports must handle ever more traffic volumes safely,” said Bennie Langenhoven, managing executive at Tellumat ATM. In 2012, passenger air traffic increased by 7.5 per cent south of the Sahara to a total of 163 million journeys. Growth of 16.7 per cent is expected between 2013 and 2018. “To a degree, the World Bank and selected nations are meeting current industry needs with various air safety and capacity investment programmes,” said Langenhoven. “Tellumat ATM supports these programmes where we can. But a significant portion of the market needs different help, including ongoing maintenance and support programmes.” Tellumat ATM is expanding its presence in the civilian market. “Tellumat boasts 35 years‟ experience in the supply, installation, maintenance and upgrade of radar and instrument landing systems (ILS),” Langenhoven added. Tellumat has cultivated supplier relations with leading manufacturers of navigational aid systems, including ILS and airfield ground lighting systems, precision approach systems, direction finders and weather observation systems.

ICAO discusses African civil aviation priorities with Chad President and current AU Chairman At the invitation of the government of Chad, the President of the Council of the International Civil Aviation Organisation (ICAO), Dr. Olumuyiwa Benard Aliu, was in N‟Djamena, Chad, last week to visit with the Republic‟s President and Head of State H.E. Mr. Idriss Deby Itno, who is also presently serving as theChairman of the African Union. Presidents Aliu and Itno, who were joined by the Honourable Minister of Chad for Aeronautical Development and National Meteorology, Mrs. Haoua Acyl Ahmat Aghabach, theRepresentative of Cameroon on the ICAO Council, Mr. Zoa Englebert Etundi, and ICAO‟s Regional Director for Western and Central Africa, Mr. Mam Sait Jallow, discussed at length the importance of aviation for socio-economic development in African countries, and particularly for landlocked ones such as Chad which are faced with many concerns due to under-developed land-based transportation. “ICAO has been grateful for the long-standing cooperation it has enjoyed with the Republic of Chad, and most especially for its government‟s strong support for the aviation sector and continuous compliance with ICAO Standards and Recommended Practices for global civil aviation,” President Aliu acknowledged. He then elaborated on ICAO‟s continuing mission under its „No Country Left Behind‟ initiative and stressed that human resources development remains a “key air transport challenge for African States.” President Aliu also encouraged Chad to identify aviation as a priority sector within its national development strategy, and to provide appropriate infrastructure investment and support to facilitate enhanced air transport connectivity in coordination with other transport modes. “ICAO‟s AFI Plan (aviation safety and efficiency), AFI SECFAL Plan (aviation security and facilitation), and our Human Resources Development Fund for Africa, should all be looked to for comprehensive coordination and other support on all of these objectives,” he noted. Africa for 2017 by ICAO and the

2 With respect to Africa‟s more continent-wide challenges, President Aliu positively acknowledged the on-going collaboration between ICAO and the African Union Commission for the development of aviation airport and air navigation infrastructure. The two leaders also deliberated on the terrorist threat affecting Chad and some of its neighbours in the Lake Chad Basin, the implications for aviation, and ICAO‟s related assessment missions in local states which had culminated in the development of a technical assistance programme. The Council‟s President reiterated the need to support the sector by strengthening the autonomy of the national Civil Aviation Authority and to ensure attainment of regional aviation targets for safety and security. Dr. Aliu reassured the government of ICAO‟s commitment and availability to assist Chad and other states in the region, and sought the support of President Itno in this regard. President Itno acknowledged the great potential for aviation in Chad and reaffirmed his government‟s commitment to address the situation with urgency. With respect to the African Union, he pointed out that, with the support of ICAO, aviation issues are now being given increasing attention. It was agreed that a concrete road map be developed with the assistance of the ICAO Regional Office for Western and Central Africa. The Council President also met with the Director General and senior staff of Chad‟s Civil Aviation Authority (CAA), and visited with senior executives of two locally-based Regional Safety Oversight Organisations (RSOOs) – the Autorités Africaines et Malagache de l‟Aviation Civile (AAMAC) and the Agence de Supervision et de Sécurité Aerienne en Afrique Centrale (ASSA-AC). While pointing out that the RSOO‟s role is to complement, and not compete with local authorities, President Aliu encouraged Chad, as the host state for both organisations, to make effective use of their presence. He also highlighted the planned global RSOO meeting being jointly organised in European Aviation Safety Agency (EASA).

Regional aviation safety on the up and up Cape Town - South Africa’s air traffic and navigation services is continually improving, with a latest development in regional aviation safety marking another step in the right direction. South Africa’s Air Traffic & Navigation Services (ATNS) has announced a strategic new tool on the Angola - Namibia - South Africa flight route which will "ensure that each country is exchanging data with their neighbours," Percy Morokane for ATNS says. "This is a key enabler to reducing coordination failures," he tells Traveller24. The agreement comes after the SA's Air Traffic and Navigation Services (ATNS) attended the Air Traffic Management Coordination Meeting of the Southern African Region, which was hosted by the air traffic control authority of Angola in Luanda from 6 to 9 September 2016. "There has been a safety issue for many years with the flight route that goes through the confluence of Angola, Namibia and South Africa. A number of coordination failures happened here for many years," Morokane says. But now, with the countries agreeing to work together, these coordination failures will hopefully be a thing of the past. Morokane says all three countries have agreed to implement this technology, as well as agreed to publish their regional contingency air routes, which they have been reluctant to do up until now. In the meantime, ATNS will share what has been identified as key information protocol specifications. A lot of ground has been covered in terms of regional aviation safety over the last couple of months. Earlier this year in June, SA signed an agreement allowing the access to real-time air traffic surveillance data in the country for the first time. SEE: SA signs 'game-changing' aviation surveillance agreement Initial capabilities with this surveillance will be throughout the Southern part of the African continent, as the agreement between SA's Air Traffic Navigations Services (ATNS) with Aireon to jointly develop the uses of space-based Automatic Dependent Surveillance-Broadcast (ADS-B) data adds invaluable access to some of Africa's most remote regions in the world with limited infrastructure. The move reflected the ATNS's earlier statement saying they "believe the industry offers huge potential, despite the issues of safety and infrastructure that are often seen as barriers to its development and growth." The recent development also fits well with the ATNS' final goal, which is to play a leading role in role in helping to improve safety and overcome surveillance issues by creating a single upper airspace management control capability for the Southern African Development Community (SADC) region.

Congo Airways to cut workforce Congo Airways (CGA, Kinshasa N'Djili) has begun reducing its workforce barely a year after it first commenced operations. The Brazzaville-based Agence d'information d'Afrique centrale (ADIAC) news agency reports that so far, thirty employees have been sent on extended leave. The state-owned carrier's management, now headed by CEO DĂŠsirĂŠ Balazire, has reportedly experienced difficulties in generating sufficient revenue to pay its staff given that it currently operates only four aircraft. As such, the overall target is to reduce its head count from the current 400 to 200. Congo Airways operates two Dash 8-400s and two A320-200s on scheduled passenger flights to nine destinations across the DRC. International flights are tentatively scheduled to launch in early November of this year

http://allafrica.com/ South Africa: Zuma Prefers to Use SAAF, Not Chartered Planes - Presidency The Presidency has denied claims that President Jacob Zuma prefers to use chartered aircrafts instead of the South African Air Force (SAAF) fleets. "The Presidency reiterates that it prefers the use of aircraft within the South African Air Force fleet to transport the President and Deputy President (Cyril Ramaphosa) and allegations made by aviation experts in the media that Zuma prefers chartered aircrafts are not true," Presidency spokesperson Dr Bongani Ngqulunga said in a statement. Ngqulunga said both Zuma and Ramaphosa were currently being transported in chartered aircraft locally and abroad, "due to non-availability of reliable aircraft within the SAAF fleet". Zuma was stuck in Burundi after the government-owned presidential jet experienced problems on Friday, his office said. The Presidency said it agreed with experts that the use of smaller aircrafts for local travel and the general use of the SAAF fleet, instead of hiring aircraft, would be more cost-effective option for government. In February, Zuma was also unable to leave Burundi when his aircraft, Inkwazi, developed technical problems, News24 reported at the time. Mechanical difficulties This was not the first time that Inkwazi had been grounded due to mechanical difficulties. In 2015, Zuma faced intense criticism following reports that R4bn would be spent on acquiring a new plane for him and his entourage. It was reported that the luxury jet would also have a conference room, bathroom and private bedroom, and would accommodate 30 passengers. Mosiua Lekota, who was defence minister when Inkwazi was bought, said the price included R300m for the jet, and R108m to fit and decorate the interior, according to News24's archive. During the outcry over Zuma's R4bn jet, University of Pretoria politics lecturer Roland Henwood told News24 that only US President Barack Obama had a better plane than Zuma. "There are world leaders who have presidential jets, but they are business jets. "They are much smaller than what he [Zuma] has at this stage," Henwood said. "Only President Obama has a better aircraft."

http://www.africanews.com/ Foreign airlines entering Nigeria forced to refuel outside the country As the energy crisis in Africa‟s most populous nation, Nigeria persist, Foreign airlines flying into the country have resulted to refueling abroad to avoid scarce and increasingly jet fuel as the oil producer battles a hard currency shortage. The current foreign currency shortage has resulted in a high increase in aviation fuel making some local airlines to suspend operations. This is the second blow for airlines operating in Africa‟s biggest economy, as the Country‟s Central bank had earlier made it almost impossible to repatriate profits from ticket sales while trying to prevent a currency collapse. The crash in the country‟s currency, naira since devaluation in June has led some companies such as Total, Sahara and ConocoPhillips who market jet fuel locally to double their price. Some marketers complained saying “even at a higher price, lack of dollars has made fuel scarce”. The central bank had hoped floating the naira would attract dollar inflows, but the naira sunk by 50 percent, forcing oil firms to charge airlines, stuck with piles of naira, in dollars for jet fuel. Industry sources say Airlines met with transport ministry officials last week in the capital, Abuja to press for fuel at lower prices. Nigeria is one of the most profitable markets for foreign airlines and landing planes manufacturers in the world.
