‫قال أحمد حنفً المدٌر التنفٌذي لشركة "دٌجٌتال بالنتس" المتخصصة فً توفٌر حلول التأمٌن اإللكترونً‪ ،‬إن شركته‬ ‫تنفذ حالٌا ً مشروع تأمٌن نظام حجوزات ركاب شركة "مصر للطٌران"‪.‬‬ ‫وأضاف حنفً لمصراوي‪ ،‬أن الشركة تجرى مفاوضات مع الهٌئة العامة للبترول لتقدٌم حلولها التأمٌنٌة للهٌئة‪.‬‬ ‫وتوفر "دٌجٌتال بالنتس" مجموعة من أنظمة الربط واالتصاالت‪ ،‬فضالَ عن الحلول التأمٌنٌة التً تخدم الشركات‪،‬‬ ‫وتعد الشرٌك األول فً مصر لتوزٌع حلول شركة " "‪Sophos‬البرٌطانٌة لتأمٌن المعلومات والبٌانات ومواجهة‬ ‫الفٌروسات الخطرة‪.‬‬ ‫كما تعد الشركة شرٌكا رئٌسٌا لحلول قطاع الشركات مع الشركة المصرٌة لالتصاالت‪ ،‬وتقدم خدماتها لعدد من‬ ‫الشركات منها بنكً المشرق‪ ،‬وأبو ظبً‪ ،‬وكوكاكوال‪.‬‬ ‫وعن التوسعات الخارجٌة‪ ،‬قال حنفى إن شركته وضعت خطة توسعٌة فً منطقة الخلٌج خالل العامٌن المقبلٌن بداٌة‬ ‫من السوق اإلماراتً‪.‬‬ ‫وعن أضرار الهجمات الفٌروسٌة‪ ،‬قال إن الدراسات تشٌر أن الخسائر الناجمة مثالً عن فٌروس الفدٌة " ‪wanna‬‬ ‫"‪cry‬وصلت إلى ‪ 4‬ملٌارات دوالر بعد أن هاجم أكثر من ‪ 150‬دولة حول العالم‪ ،‬وٌعد واحداً من أكبر الهجمات‬ ‫الفٌروسٌة تأثٌراً من الناحٌة المادٌة واالقتصادٌة فً السنوات األخٌرة وهو ما ٌعكس األضرار الضخمة التً تتسبب‬ ‫بها هذه الفٌروسات‪.‬‬

‫كشف وكٌل شؤون الطٌران المدنً بوزارة المواصالت واالتصاالت محمد الكعبً "عن زٌادة نسبة الحركة الدولٌة‬ ‫للطٌران الذي ٌعبر اإلقلٌم البحرٌنً دون الهبوط فً مطار البحرٌن الدولً بنسبة ‪ ،"%12‬عازٌا ذلك إلى "تعدٌل‬ ‫العدٌد من خطوط الطٌران الدولٌة لمساراتها"‪.‬‬ ‫وعن تأثٌر التوترات الدولٌة فً خلٌج عمان على خطوط الطٌران المدنً كشف الكعبً لـ"الوطن"‪ ،‬عن "قٌام شؤون‬ ‫الطٌران المدنً بمراقبة األوضاع الراهنة فً خلٌج عمان عن كثب وٌتم التنسٌق مع المختصٌن بالمالحة الجوٌة‬ ‫بالمنطقة لضمان سالمة انسٌاب الحركة الجوٌة بإقلٌم البحرٌن لمعلومات الطٌران"‪.‬‬ ‫وأضاف "أن تعدٌل المسارات للخطوط البحرٌنٌة رهن األوضاع التً سٌشهدها خلٌج عمان‪ ،‬ففً حالة زٌادة‬ ‫التوترات سنالحظ زٌادة فً تعدٌل العدٌد من الخطوط الدولٌة لمساراتها"‪.‬‬ ‫وكانت الخطوط الجوٌة السعودٌة أعلنت عن تغٌ​ٌر مسار رحالتها الدولٌة بعٌداً عن خلٌج عمان ومضٌق هرمز‪،‬‬ ‫وقالت الخطوط السعودٌة إنه إجرا ًء احترازٌا ً لضمان سالمة الطٌران‬ ‫وأضافت أن التغٌ​ٌر ٌشمل رحالت إلى بعض الوجهات اآلسٌوٌة عبر أجواء الخلٌج العربً‪ ،‬وسٌتم استخدام مسارات‬ ‫أخرى بعٌدة عن المجال الجوي اإلٌرانً وأكثر أمانا ً لسالمة الطٌران‪ ،‬مشٌرة إلى أنه لن ٌكون لهذا التغٌ​ٌر تأثٌر‬ ‫ملموس على مواعٌد مغادرة ووصول هذه الرحالت‬ ‫كما أعلنت شركة طٌران اإلمارات‪ ،‬الجمعة‪ ،‬عن تغٌ​ٌر مسارات تحلٌق طائراتها "لتفادي منطقة أي مخاطر محتملة"‪،‬‬ ‫بعد إسقاط إٌران طائرة استطالع أمٌركٌة فوق مضٌق هرمز‪.‬‬ ‫وقال متحدث باسم طٌران اإلمارات "نظرا لألوضاع الراهنة‪ ،‬فقد اتخذت طٌران اإلمارات إجراءات احترازٌة‪ ،‬بما فً‬ ‫ذلك تغٌ​ٌر مسار جمٌع الرحالت بعٌدا عن منطقة أي مخاطر محتملة"‪.‬‬ ‫ونقلت وكالة أنباء اإلمارات "وام" عن المتحدث قوله فً بٌان‪" :‬نحن على اتصال دائم مع السلطات الحكومٌة‬ ‫المعنٌة فٌما ٌخص عملٌاتنا الجوٌة‪ ،‬وسنقوم بأي تغٌ​ٌرات أخرى ضرورٌة فً العملٌات"‪.‬‬ ‫وبدأت شركات طٌران كبرى من جمٌع أنحاء العالم‪ ،‬الجمعة‪ ،‬فً إعادة توجٌه رحالتها لتجنب المناطق المحٌطة‬ ‫بمضٌق هرمز فً أعقاب إسقاط إٌران طائرة استطالع عسكرٌة أمرٌكٌة هناك‪ ،‬حٌث حذرت أمرٌكا من أن الطائرات‬ ‫التجارٌة قد تتعرض للهجوم عن طرٌق الخطأ‪.‬‬ ‫وحذرت إدارة الطٌران الفٌدرالٌة األمرٌكٌة من "احتمال حدوث سوء التقدٌر أو خطأ فً التعرٌف" فً المنطقة بعدما‬ ‫أسقط صاروخ أرض ‪ -‬جو إٌرانً ٌوم الخمٌس طائرة من طراز آر كٌو ‪ 4 -‬إٌه غلوبال هوك تابعة للبحرٌة‬ ‫األمرٌكٌة‪ ،‬وهً طائرة غٌر مأهولة جناحها أكبر من طائرة بوٌنغ ‪ 737‬وتكلف أكثر من ‪ 100‬ملٌون دوالر‪ ،‬وفقا ً‬ ‫لوكالة "أسوسٌ​ٌتد برس"‪.‬‬

‫أعلنت هٌئة الطٌران المدنى السعودٌى عن عودة المالحة فى مطار أبها الدولى واستئناف الرحالت‪ ،‬وذلك بعدما‬ ‫وقع هجوم إرهابى من ملٌشٌا الحوثى اإلرهابٌة على المطار الٌوم‪ ،‬حسبما نقلت "سكاى نٌوز"‪.‬‬ ‫وكان المتحدث الرسمى باسم قوات التحالف "تحالف دعم الشرعٌة فى الٌمن" العقٌد الركن تركى المالكى‪ ،‬قد صرح‬ ‫أنه عند الساعة ‪ 9:10‬من مساء الٌوم وقع هجوم إرهابى من الملٌشٌا الحوثٌة اإلرهابٌة المدعومة من إٌران‬ ‫بمطار أبها الدولى ‪ ،‬والذى ٌمر من خالله ٌومٌا ً آالف المسافرٌن المدنٌ​ٌن من مواطنٌن ومقٌمٌن من جنسٌات‬ ‫مختلفة‪.‬‬ ‫وأوضح العقٌد المالكى أن الهجوم اإلرهابى نتج عنه شهٌد من الجنسٌة السورٌة‪ -‬رحمه هللا‪ ، -‬وإصابة‬ ‫(‪ )7‬مدنٌ​ٌن‪ ،‬وسٌتم إصدار بٌان إلحاقى عن هذا العمل اإلرهابً‪.‬‬

‫اإلمارات تدعو شركات الطٌران التخاذ التدابٌر الالزمة مع األوضاع الراهنة بالمنطقة‬

‫•‬ ‫•‬ ‫•‬ ‫•‬ ‫•‬ ‫•‬ ‫•‬ ‫•‬ ‫ذكرت وكالة أنباء اإلمارات أن هٌئة الطٌران المدنً اإلماراتٌة حثت ٌوم السبت المشغلٌن الجوٌ​ٌن المسجلٌن‬ ‫بالدولة على اتخاذ التدابٌر الالزمة فً ظل األوضاع الراهنة بالمنطقة‪.‬‬ ‫وقال بٌان للهٌئة "وجهت الهٌئة المشغلٌن الجوٌ​ٌن المسجلٌن فً الدولة بتقٌ​ٌم مناطق الطٌران المتأثرة ووضع‬ ‫التدابٌر الالزمة لتفادي التشغٌل فً المناطق التً قد تعرض عملٌات الطٌران المدنً للخطر"‪.‬‬

Court pushes for quick resolution of Jet Airways insolvency India's National Company Law Tribunal is pushing for the corporate insolvency resolution process for Jet Airways to be fast-tracked, citing the national importance of the matter. An order from the Mumbai bench of the court appointed Ashish Chhawchharia from Grant Thornton as the interim resolution professional (IRP) and declared a moratorium on any action be creditors to recover assets or lodge legal action against Jet. That moratorium will run until the completion of the insolvency process, the court approves a resolution plan, or a liquidation is ordered. Chhawchharia has been ordered to provide fortnightly progress reports to the court, with the first due on 5 July. He was also directed to "make every possible effort to complete the corporate insolvency process at the earliest possible time". Under India's Insolvency and Bankruptcy Code, the IRP has a statutory 180 day period to complete the resolution plan, which can be extended by a further 90 days. The court, however, asked the IRP and creditors to "expedite the matter and try to finalise the resolution plan on the fast track mode and they should not preferably wait for the completion of the statutory period of 180/270 days timeline permissible under IBC." Insolvency proceedings have also been launched in the Netherlands against Jet, however the Mumbai court directed Chhawchharia not to be influenced by that, given there is no specific agreement on insolvency between the two governments. State Bank of India, which is owed Rs18 billion ($258 million) from the carrier, filed for insolvency resolution after it failed to secure an investment deal with Etihad Aviation Group and other investors to take over the airline. The order notes that Jet's debts to operational creditors had exceeded $340 million by mid-December 2018. Pilots are also owed around Rs5.5 billion in unpaid wages, while the airline's engineers submitted a similar sized claim to the court. Jet was forced it to ground most of its fleet in late 2018 and reduce its operations until it suspended them on 17 April after it could not secure additional funding to maintain its operations.


HK Express to fly Hong Kong-Okinawa Hong Kong-based low-cost carrier HK Express will launch Hong KongOkinawa flights on 26 September, joining two other compatriot airlines. The flight will be operated daily with its A320 family aircraft, according to HK Express. Cirium‟s schedules data shows Hong Kong-based carriers Hong Kong Airlines and Cathay Dragon operate the route. Hong Kong Airlines has 20 flights a week, while Cathay Dragon flies daily. Japanese low-cost carrier Peach Aviation also flies Hong Kong-Okinawa daily. Okinawa will be HK Express‟ 12th Japanese destination. Concurrently, it will begin thrice-weekly flights to Shimojishima in July.

Indonesia to extend VAT relief to leased aircraft Indonesia is close to extending its value added tax (VAT) relief to imported leased aircraft as a measure aimed at lowering airline's operating costs.Provision of the tax relief will likely be done through the revision of a 2015 government order, and be made public sometime this week, Suahasil Nazara, head of the country's Fiscal Policy Agency, said at a press conference on 21 June. He adds discussions to extend the relief have been going on "for a while," and coincided with the recent changes to the domestic airfare price floor and ceiling. He also stressed that the relief will help carriers to reduce their cost base. Since 2016 the government has provided VAT relief to airlines importing owned aircraft and aircraft components."In the latest revision, we hope that providing a VAT relief on imported leased aircraft, which is in the final stages of planning, will help to reduce the cost structure of airlines, says Nazara. His comments came one day after the transport ministry indicated that a policy to further reduce domestic airfares is being worked on by Jakarta. The transport ministry says this will be achieved by pushing low-cost carriers to reduce their domestic airfares on selected flights, encourage key industry players to lower their charges, along with the VAT relief. However, it remains unclear if this means that there will be further changes to the domestic price floor and ceiling. In March, the price floor on more than 1,000 domestic routes from 30% to 35% of the maximum limit. Two months later, Jakarta moved to reduce the price ceiling by up to 16%.

Air India gears up for Africa return; Express eyes more jets

Air India (AI, Mumbai Int'l) will resume scheduled passenger flights to Africa later this quarter, Indian Minister of Civil Aviation Hardeep Singh Puri has announced. In a tweet, Puri said 4x weekly Mumbai Int'l-Nairobi Jomo Kenyatta, Kenya flights would start from September 27. The service, which will reportedly be onboard B787-8 equipment, will help to bolster ties between India and Kenya. The state-owned flag carrier offers regular flights throughout Asia, Australia, Europe, and North America. Meanwhile, Air India Express (IX, Mumbai Int'l) is gearing for its own international growth. The CEO of Air India's low-cost subsidiary, K Shyam Sundar, told The Times of India this past weekend that its board had recently approved a proposal to induct 11 more aircraft on a dry-lease basis given stronger than expected demand. Air India Express currently operates twentyfive B737-800s on flights to 33 cities across India as well as Oman, the United Arab Emirates (UAE), Kuwait, Saudi Arabia, Singapore, Qatar, and Bahrain. "The matter has been referred to the (aviation) ministry for government clearance in view of the prevailing circumstances (hinting at the proposed divestment)," he said. "We have already drawn up a viable plan of operations for the proposed fleet expansion. There has been tremendous growth in AI Express‟ load factor and revenues in the current fiscal. At the current rate, the airline‟s turnover should go well past INR50 billion (USD719 million) in FY 19-20 against budgeted figure of INR47 billion (USD675.9 million). Revenue in FY 2018-19 was just a little over INR42 billion (USD604 million(,” he added.

Problems within the Civil Aviation Authority (CAA) must be very bad to prompt an employee to go public with their concerns, an industry expert says. The whistleblower told Newshub the authority has a "toxic work environment" that is putting the public at risk. "This is a safety regulator. The CAA's job is to protect the travelling public of New Zealand," he told Newshub. "How can you assure safety in an organisation that has this level of distrust and dysfunction?" •Explosive allegations from within the Civil Aviation Authority Aviation commentator Irene King told The AM Show on Monday it's "very unusual that an employee... felt forced to go into the public domain" in order to be heard. He wants the allegations to be investigated "thoroughly and very quickly". "We can't have them hanging around and people wondering what is going on." King said in the meantime, Kiwis should have confidence they can fly safely. "I'm not saying that today, tomorrow, the next day we're going to have an accident - that's just hysteria." Transport Minister Phil Twyford has invited the whistleblower to talk, guaranteeing anonymity.


1 Chinese Aviation Ties Are Growing In Africa

As part of a wider diplomatic trend during the past decade, Chinese aviation ties with Africa are growing. In this issue of our forthcoming three-part series on the topic, we focus on the wider economic and political factors involved, as well as the needs and tools of the different parties. Diplomacy first As reported by The Economist, Africa has been attracting an “unprecedented” amount of foreign engagement lately, namely from China. Although Sino-African ties can be linked back to the Ming Dynasty, it really wasn‟t until the 1950s that modern relations were established. During that time, Sino-African ties were ideologically driven around anti-imperialism and lasted until the 1980s, when China sought to focus on developments at home. By the 2000s China had greatly industrialized and started seeking new markets, and new natural resources, to fuel it‟s „peaceful rise‟. Many African states, aggrieved by Western development practices of the past, look to China as an alternative path to change though cooperation and southsouth solidarity. And, the numbers are telling. According to World Bank data, 8.73% of SubSaharan exports are destined to China, only topped by India (9.28%). However, China makes up 16.42% of all imports into Sub-Saharan Africa, beating the next nations by 10 percentage points or more. Africa‟s aviation challenge number one – protectionist regulations Although Africa is home to a few successful airlines such as Ethiopian and Royal Air Maroc, challenges such as punitive and protectionist regulations have kept wide-scale success at bay.

Back in 1999, 44-member states of the African Union (AU) signed the Yamoussoukro Decision, and were set to liberalize the African sky as a way to promote growth and increase interconnectivity. 20 years later, this decision has yet to be fully implemented. In 2018, the AU launched the Single African Air Transport Market (SAATM) with the hopes of implementing the 1999 Yamoussoukro Decision as part of the Agenda 2063 project. For its part, China has said that it will assist Africa in implementing SAATM, and continue cooperating on technical issues such as satellite tracking and communication – an issue in the region. According to a 2017 press release by airline trade group IATA, African airlines face “high fixed costs”. Indeed, everything from fuel and taxes to insurance seems more expensive when operating from Africa compared to global industry averages.


3 Here, China has been categorical in its support to African states. Under the 2015 China-Africa regional aviation cooperation plan, the People‟s Republic is set to encourage Sino-African joint ventures in commercial aviation and “render greater support to guarantee policy environment and capital”. Indeed, China has many tools at its disposal to reach this goal. On one hand, the concerted push for joint ventures may raise investor appetite and decrease individual shareholder exposure, promoting long-term viability. On the other, our research finds 13+ aviation finance firms owned and/or controlled by Chinese entities. These firms, some of which are state-owned, can offer attractive lease terms and thus, spur fleet growth on the continent.

With an increasing amount of direct flights between China and Africa, such as Air Madagascar and more recently RwandAir flights to Guangzhou, this right has been used repeatedly. Chinese ties with African aviation have a unique, developmental, political dimension.
