Egyptair Shot Down by BIS for Sudan Airways Lease Today the Bureau of Industry and Security (BIS)announced that Egyptair has agreed to pay a penalty of $140,000 to settle charges that Egyptair leased two Boeing 737566 commercial aircraft to Sudan Airways. The penalty is payable in four equal installments every three months starting on February 1, 2016. The Settlement Agreement further provides that should Egyptair not make any of these payments in a timely fashion, BIS can enter a one-year export denial order. Since such an order, which would forbid any U.S. person to export any item to the airline, would be a one-year kiss of death, it seems likely that Egyptair will make each $35,000 payment in a timely fashion. It was hardly a secret that Egyptair had leased these aircraft to Sudan Airways. BIS hardly had to use its secret decoder rings and shoe phones to uncover the deal. It was publicly reported in various aviation databases such as this one here. The highly public nature of the transaction also suggests that Egyptair thought the lease was permissible and simply was unaware of the meglomaniacal position of BIS and the U.S. government that the U.S. has jurisdiction over anyone anywhere in the world who touches any item that was ever in the United States. One more thing: Sudan Airways is on the Specially Designated Nationals and Blocked Persons List of the Office of Foreign Assets Control, so it should not be too long before OFAC chimes in and gets more cash from Egyptair for leasing these aircraft not just to Sudan but to an SDN in Sudan.

EgyptAir bans freight from US, UK-bound pax flights EgyptAir (MS, Cairo Int'l) has stopped ferrying mail and freight on its US and UK-bound flights with effect from Saturday, November 21. From now on, only passenger luggage will be allowed on-board the carrier's flights to New York JFK and London Heathrow with all other freight to be shipped by cargo aircraft. The Cairo Post says US Transportation Security Administration (TSA) officials carried out an inspection of Cairo Int'l airport in the wake of the Islamic State-sponsored bombing of MetroJet (Russia) (7K, Kogalym) flight 7K9268 over the Sinai Peninsula late last month which killed all 217 passengers and seven crew. Part of the recommendations include more frequent security checks of passengers, luggage, and cargo. All commodities and goods must also remain at Cairo Airport for 48 hours and in the transit country for further 48 hours. Several European carriers have also imposed the same limitations on their own flights out of Egypt. As previously reported, Russia has already banned Egyptair from its territory while forbidding local carriers from operating flights to Egypt.

South African Airways announces new CEO South African Airways (SAA) has appointed Musa Zwane as temporary acting CEO, its seventh executive to hold the top post in less than four years. Zwane is the head of the airline’s maintenance division. SAA spokesman Tlali Tlali told ATW the latest appointment is part of a ”rotation” of senior executives into the CEO’s chair on an acting basis. He said the South African carrier is seeking a permanent holder of the position and would be appointed ”as soon as the process has been finalized.” He could not give any timescale for when this would happen. Loss-making SAA has been in turmoil for some time, with a succession of senior executives being suspended or resigning. Earlier this year, the airline was said to be technically insolvent and has been reliant on governmental financial support. The company has been under pressure for several reasons, including the drop in value of the South African rand against the US dollar, its continuing use of uneconomic Airbus A340 widebodies (although this problem has eased with the drop in fuel prices), and increasing competition in African markets from the Persian Gulf ”Big Three” carriers, which are rapidly expanding into the continent.

Hot idea: Airlines fly coat storage service Domestic airlines will offer coat storage for customers traveling to warmer countries during winter. Korean Air's service begins Dec.1 and operates to Feb. 29 for customers taking a flight from Incheon International Airport. After completing boarding procedures, customers can go to the Hanjin Transportation counter on the passenger terminal's third floor to store their coat. They will be able to pick them up at the same place. The counter will be open around the clock and each customer can store one coat free for five days. From the sixth day, there is a daily fee of 2500 won. Asiana Airlines also will offer the service during the period to Asiana Club and Star Alliance members, and first and business class passengers. Passengers can join the Asiana Club at the airport on the day of departure. Customers can leave their coats at "Cleanup Air," in the basement of the passenger terminal. One coat can be left free for five days. After that, it is 2,000 won a day.

Etihad Airways eyes 'options' for adding more flights to Australia Etihad Airways is "considering its options" for adding more flights between Abu Dhabi and Australia after a new bilateral air services agreement signed on Friday increased the capacity available to Etihad and fellow United Arab Emirates carrier Emirates to fly to major Australian airports from next October. The move comes as rival Qatar Airways plans to double the number of flights to and from Australia by May through new services from its hub in Doha to Sydney and Adelaide. Etihad offers 42 weekly return flights between the UAE and Australia, three of which are operated by partner Virgin Australia. The new bilateral air services deal will increase the capacity to 56 return services a week from October, up seven from the prior agreement. Etihad last month announced it would boost capacity to and from Australia by upsizing one of its two daily Melbourne flights to its flagship A380 from next June.

An Etihad spokesman said his airline was "considering its options for using the extra capacity" available as a result of the new bilateral agreement signed on Friday. The rights offered under the deal are to Australia's four largest airports Sydney, Melbourne, Brisbane and Perth - with smaller airports like Adelaide, Gold Coast and Cairns not having capacity caps under the bilateral agreement. Rival Emirates, which is a partner of Qantas, said it also welcomed the new bilateral agreement. Emirates offers 77 weekly flights from Dubai to five Australian cities. The new deal will allow it to boost flights to as many as 105 a week to Sydney, Melbourne, Brisbane and Perth, which would represent a major expansion in capacity. An Emirates spokeswoman said there were no current plans to increase the number of services between Australia and Dubai. "However, the airline constantly assesses the needs of its Australian passengers," she said. Qantas and Virgin are allowed to offer up to 168 services to and from the UAE as part of the new bilateral deal, up from a previous 154. However, the pair combined currently offer just 17 weekly return services. Infrastructure and Regional Development Minister Warren Truss said Australian travellers had benefited enormously from improved access to the global hubs of Dubai and Abu Dhabi, with over 3 million passenger journeys in the last 12 months alone. Tourism and International Education Minister Richard Colbeck said air services were vital for increasing Australia's tourism, education, trade and investment connectivity. The number of visitors from the UAE to Australia rose by 3 per cent to 38,100 in the year ended September 2015.

Lufthansa cabin crew to strike Thursday, Friday Lufthansa (LHAG.DE) cabin crew have been called to another round of strikes starting Thursday and Friday, the head of trade union UFO, Nicoley Baublies, told Reuters on Monday. The cabin crew union staged a week of strikes earlier this month, costing the company tens of millions of euros and forcing the cancellation of about 4,700 flights. Lufthansa said it took note of the strike announcement with "consternation", saying the company had tried to defuse the conflict by inviting all the unions involved in various strike actions at the carrier to a meeting on Dec. 2. Baublies said that if Lufthansa did not react to the union's demand for more wide-ranging negotiations over pay and conditions, the strike would continue next Monday. He added that it was not yet decided which flights would be affected. Lufthansa is pushing expansion of low-cost brand Eurowings over growth of its main Lufthansa brand and is trying to introduce new defined-contribution pension schemes and revamp a decades-old programme that allows crews to retire at 55. Shares in Lufthansa were down 1.9 percent at 13.47 euros (ÂŁ9.4) by 1356 London time, and were the third-biggest decliners in a 0.4 percent-lower German blue-chip index .GDAXI.
