همسة طائرة غول الحكومات عبد الخالق خلٌف من قال ال أعلم ..فقد أفتى المشتاقون ..حائرون..مرعوبون «مبنى الركاب »2حكاٌة ..متى تنتهى؟ عروس سما مصر تحلق باألوبرا فى خطوة غٌر متوقعة تقدم وزٌر التموٌن باستقالته بعدما أكد فى أكثر من مناسبة أنه لن ٌتقدم بها ...المإسف هنا أنه قد تدفع أزمة فساد صوامع القمح التً ضحى ألجلها خالد حنفى بمنصبه الوزاري ،المهندس شرٌف إسماعٌل ،إلجراء تعدٌل وزاري جدٌد ،والخوف أننا قد نصل إلى السٌنارٌو األخطر ،وهو إقالة الرئٌس عبدالفتاح السٌسً للحكومة الحالٌة برئٌسها، على خلفٌة قضٌة فساد القمح الكبرى ،مثلما حدث فً أواخر عام ،2015حٌنما أطاحت قضٌة الرشوة الكبرى التً تورط فٌها الوزٌر صالح هالل وزٌر الزراعة بحكومة المهندس إبراهٌم محلب وتشكٌل الحكومة الحالٌة. ما حدث ٌا سادة ٌإكد ما قلته وأعٌده دائما فى كتاباتى عن مراكز قوى الفساد التى بدأتها فى 3أكتوبر 2015والتى أكدت فٌها أن الوزراء أصبحوا ال حول وال قوة لهم ،بل ٌطاح بهم على أى فساد أو إفساد فى وزارتهم ٌ ...طاح بالوزٌر وٌؤتى غٌره لدرجة أننا أحرقنا رموزاً وشخصٌات بل وحكومات أٌضا لم ٌكن أحد ٌتوقع أن ٌطاح بها ..المإسف أن الوزٌر ٌطاح به باق ومعشش فى دروب الوزارات ال ٌستطٌع أحد اإلطاحة به ..بل هو من ٌطٌح ولكن الفساد ٍ بالجمٌع و ٌُخرج لنا جمٌعا ً لسانه ..وهذا فى رأٌى ٌإكد حقٌقة أن هناك «مراكز قوى للفساد» فى الوزارات تملك من اآللٌات والمفردات ما تستطٌع به أن تسقط أٌا ً من فكر أن ٌقترب منها أو ٌظهرها ،بل على الفور «تستف األوراق والمستندات والتقارٌر المضروبة» وٌلبسها فى النهاٌة الشرفاء من الوزراء الذٌن شاء حظهم التعس أن ٌإتى بهم لوزارات عشش فٌها الفساد لسنوات طوٌلة وهو ما حدث مع خالد حنفى فقد دفع وحده الثمن رغم أن مصادر كثٌرة قرٌبة من المشهد أكدت تورط شخصٌات عامة وأشخاص بارزٌن فى وزارتى الزراعة والتموٌن وتورط نواب بالبرلمان فى ملف التورٌد للقمح.

كذلك فإن ظهور قضٌة فساد كبرى أخرى فً الحكومة خالل أقل من عام بعد قضٌة صالح هالل ،دلٌل على أن الفساد بات متفشٌا ً بمفاصل الدولة، وزٌرا لعدم االهتمام بتقارٌر الذمة المالٌة للوزراء ،فقد كان خالد حنفً ً للتموٌن لمدة عامٌن ،وكان ٌشار له بالبنان مثلما كان ٌشار لهالل عندما أعلن أنه سٌحارب مافٌا األرضى فى وزارة الزراعة ورغم ذلك ،لم ٌُكتشف فسادهم إال فً وقت متؤخر والسإال هنا :كٌف تم اختٌارهم وعلى من تقع المسئولٌة إذا كانوا حقا ً فاسدٌن؟ همسة طائرة ...خالل مإتمر صحفى عقده وزٌر الطٌران شرٌف فتحى مع «صحفٌى الطٌران» فتح فٌه الزمالء كل الموضوعات الحدٌث منها والقدٌم ما ٌستحق أن نتحدث فٌه وما ال ٌستحق ،ما ٌحق لنا أن نسؤل عنه وما ال ٌحق ،ألنه ٌعد فى وجهة نظرى من أسرار الدولة ولكن كعادته الدائمة لم ٌمتنع فتحى عن الرد عن أى سإال بمنتهى الشفافٌة واألمانة وكذلك «الحنكة» كعادته أنه لم ٌبح بؤى معلومة ال ٌرٌد أن ٌقولها ألنه ٌعلم أنه لٌس وقتها ..ما أعجبنى حقا ً هو ثقته المعهودة عندما سؤله أحد الزمالء عن صفقة الطائرات واألرقام والمغالطات التى أثٌرت حولها فكانت إجابته القاطعة كالعادة أن من لدٌه أرقام غٌر المعلنة فإن النٌابة العامة موجودة فلٌذهب الٌها ..هكذا ٌجٌب الشرفاء وهكذا ٌجب أن ٌكون المسئول ،ومثلما قالها وزٌر الطٌران فى مإتمره الصحفى أكده وزٌر التنمٌة المحلٌة الدكتور أحمد زكى بدر عندما سؤله الزمٌل حمدى رزق فى برنامجه «نظرة» هل الفساد فى المحلٌات مازال للركب؟ فؤجاب أن الفساد فى كل مكان ولكن من لدٌه مستندات فالنٌابة العامة موجودة ...وأشار إلى أن طموحات الناس أصبحت كبٌرة ،وهناك نوع من االستعجال فى إلقاء االتهاماتٌ ..ا سادة.. ٌجب أن ٌكون الوزراء بالمرصاد لمراكز قوى الفساد فى وزارتهم قبل أن تطٌح هى بهم وخاصة أنها أصبحت «غوالً ٌلتهم الحكومات».

قال النائب أحمد إدرٌس وكٌل لجنة السٌاحة بالبرلمان ،إن اللجنة تضع مالحظاتها للجهات التنفٌذٌة المسئولة عن السٌاحة ،مشٌرا إلى أن اللجنة تتابع مع وزارة السٌاحة والطٌران والداخلٌة االستعدادات الستقبال السائحٌن . وأضاف وكٌل لجنة السٌاحة لـ"الٌوم السابع " أن اللجنة تتعاون مع جمٌع الجهات المعنٌة الستقبال السائحٌن ،مشٌرا إلى أنهم ٌنتظرون تقرٌر الوفد الروسى عن تؤمٌن المطارات بمصر، موضحا أن جمٌع الجهات المعنٌة تعمل على إزالة السلبٌات استعدادا الستقبال السائحٌن. وأشار "إدرٌس " أن هناك شركة لتؤمٌن المطارات قد وقعت عقدا مع وزارة الطٌران لتؤمٌن جمٌع المطارات المصرٌة .

محمد عبده" :المطارات عاملة زى موقف أحمد حلمى والبد من حل شركة مصر للطٌران" قال النائب محمد عبده ،عضو لجنة السٌاحة والطٌران المدنى بمجلس النواب ،إن السٌاحة المصرٌة لن تعود إلى وضعها الطبٌعى أو على الحد األقصى إلى ما كانت علٌه من قبل إال بعد عودة مستوى األمن بالمطارات إلى المستوى العالمى لألمان بالمطارات ،الف ًتا إلى أن هناك قصورا كبٌرا فى أداء القائمٌن على السٌاحة ممثلة فى وزارة السٌاحة ووزارة الطٌران المدنى. وتابع "عبده" فى تصرٌح لـ"برلمانى" ،أن المطارات المصرٌة فى أسوأ حاالتها، معل ًقا" :المطار عامل زى موقف أحمد حلمى ،والزم نعٌد النظر فى وضع العاملٌن فى المطارات المصرٌة" ،حٌث إن السٌاحة كانت تمثل مصدر الدخل الثانى لمصر وفقا لتقارٌر 2011بإجمالى 12.5ملٌار دوالر بالعام ،مإكدًا أن تقرٌر الجهاز المركزى للمحاسبات ٌإكد القصور الكبٌر فى الشركة. وأضاف النائب الوفدى ،أن التقرٌر أكد أن رأس مال الشركة هو 1.8ملٌار جنٌه، فى حٌن حققت خسائر مالٌة فى العامٌن الماضٌٌن بلغت 10ملٌارات جنٌه بنسبة خسائر %560من قٌمة رأس المال ،معل ًقا" :فى قانون ٌإكد أن الشركة التى تبلغ خسائرها أكثر من نصف رأس المال ال بد من حلها ،ومن األجدى أن نعمل على وقف نزٌف هذه الخسائر". واستطرد "عبده" ،أنه سٌتقدم بطلب للبرلمان ٌطالب فٌه الجهات المسإولة بشركة مصر للطٌران بتقدٌم بٌان بمرتبات قٌادات الشركة فى ظل الخسائر التى حققتها الشركة فى العامٌن الماضٌٌن من مكافآت وبدالت وحوافز وغٌرها.

وأشارت عضو مجلس النواب الوزٌر إلى ضرورة إعادة النظر فى المطارات وتؤمٌنها وشكلها الحضارى باعتبارها الواجهة األولى لمصر للسٌاح فور وصولهم ،مطالبة بتشدٌد العقوبات وتطبٌق القانون على المخالفٌن ،مستنكرة تدنى خدمة الطٌران المدنى فى ظل ارتفاع أسعاره.

www.flightglobal.com NTSB probes Southwest 737 uncontained engine failure The US National Transportation Safety Board (NTSB) says it is investigating an uncontained engine failure on a Southwest Airlines Boeing 737-700 that diverted to Pensacola earlier today. The aircraft was operating flight 3472 from New Orleans to Orlando when the flight crew diverted following a ―mechanical issue‖ with the aircraft‘s number one engine, says the Dallas-based carrier. The flight landed safely at Pensacola at 09:40 Central Time. No injuries were reported among the 99 passengers and five crew members, says Southwest. Photos posted on social media show extensive damage to the aircraft‘s CFM International CFM56 powerplant. ―We have notified the NTSB, and when authorised, we will be inspecting the aircraft to assess the damage,‖ says the airline. The aircraft involved in the incident is registered N766SW, and was built in 2000, Flight Fleets Analyzer shows. It had accumulated more than 57,200h and 33,400 cycles as of April.

Egypt working with IATA regarding blocked funds It has been reported from Geneva that the International Transport Association )IATA( and Egypt‘s authorities are attempting to find a solution for the repatriation of funds owed to airlines operating in Egypt. The current value of blocked funds stands at US$275 million. To date ongoing discussions between airlines, the Central Bank of Egypt and Egypt‘s Civil Aviation Authority has seen US$240 million released while discussions continue regarding an appropriate time schedule for further payments to be made. Air connectivity is crucial to the Egyptian economy as aviation supports the employment of over 1 million people and produces US$13.1 billion in social and economic benefits. It is imperative from the aspect of both businesses and tourism that IATA, the airlines and the Egyptian government create a solution to the current problem that will comply with international obligations. Egypt has struggled against the country‘s foreign exchange black market since the January 2011 uprising and from December 2012 the central bank had been controlling the official exchange rate through frequent foreign currency auctions. However, in March 2015 further restrictions were placed on the level of dollar deposits allowed in Egyptian banks in a move to fully eradicate the disruptive influence of the black market. The consequence of this though has been a shortage of dollars, and hence the underlying reason behind blocked funds. Egypt imports most of its basic commodities and relies heavily on income generated by the Suez Canal and tourism. At the end of December 2014 foreign exchange reserves stood at US$15.3 billion. In June this year it was announced that these reserves had risen to US$17.5 billion, but figures released for July show this figure had fallen dramatically to US$15.54 billion.

The first A350 XWB for China Airlines (CAL) has rolled out from cabin furnishing & engine installation at the Airbus Toulouse Final Assembly Line. The aircraft is now ready to proceed to further ground and flight testing. This first A350-900 for CAL is scheduled for delivery in Q3 2016. China Airlines has 14 A350-900 on order. The aircraft is expected to be deployed on the carrier‘s long-haul routes to Europe and on selected regional routes. The A350-900 will join China Airlines‘ other Airbus fleet including A330s and A340s on its regional and long haul services.

ANA: Turbine blade erosion causing 787 engine failures Turbine blade erosion is causing engine failures on some of its Boeing 787s and Rolls-Royce is developing a new blade, Japanese carrier All Nippon Airways (ANA) has told ATW. The Tokyo-based carrier said in a statement to ATW that engine failures had occurred on three separate flights since February 2016. One incident occurred in February, a second in March and the most recent incident occurred Aug. 25. ―We identified the cause of these failure are erosion and cracking of the turbine blade of the engine. ANA is continuously receiving information from Rolls-Royce, which is further investigating these issues. ANA identified that multiple engines need to be serviced, so we canceled some flights for the servicing,‖ ANA said. The Star Alliance carrier also said it was ―continuously changing the existing turbine blades with new ones for identified engines‖ and that Rolls was developing a new type of turbine blade which would be ready by the end of 2016. ―ANA will replace the conventional type of turbine blades with the new type ones in sequence,‖ ANA said. The engine on ANA‘s 787 Dreamliners is the Rolls Trent 1000. There are three turbine sections in that engine, but ANA did not specify where the affected blades were located. ATW sources said there is believed to an issue with the coating of the intermediate pressure turbine (IPT) blades. All affected flights landed safely. The February flight was enroute to Tokyo-Narita from Kuala Lumpur; the March flight from Hanoi to TokyoHaneda; and the August flight from Haneda to Fukuoka, Japan. As of Aug. 26, ANA had grounded six aircraft and canceled nine domestic flights for that day. This was on top of ANA a further nine flights the airline previously announced would be cancelled through the rest of August. Cancellation information for September will be released Monday, Aug. 29. ANA was the launch customer for the 787 and has 50 of the type in its fleet.

The aircraft, operating flight 3472, was enroute from New Orleans to Orlando Aug. 27. It diverted to Pensacola, Florida, after reporting an engine malfunction. Southwest confirmed the incident, saying the captain decided to divert because of a mechanical issue with the number one engine. Southwest said the aircraft landed without incident and there were 99 passengers and five crew onboard. "We have notified the NTSB, and when authorized, we will be inspecting the aircraft to assess the damage. The aircraft is out of service, and we will work to accommodate the passengers to Orlando or their final destination as soon as possible," the airline said. The US National Transportation Safety Board confirmed in a tweet it was investigating the incident, saying the Southwest flight had experienced "an uncontained engine failure". Dallas-based Southwest operates an all-737 fleet of 720 aircraft, some 490 of which are -700s. The -700s are powered by CFM International CFM56s. There was no word on what caused the engine problem; a photo tweeted by the Southwest Pilots Association shows the engine to be severely damaged with its cowling missing. Another photograph shows two dents in the aircraft fuselage, one just below the window line and one in the wing root faring.

IATA and Egyptian Authorities Working Together to Address Airline Blocked Funds The International Air Transport Association (IATA) and Egyptian authorities are working together to find a practical solution to release, for repatriation foreign exchange funds due international airlines operating to Egypt. Since March, airlines have been unable to repatriate the full amount due them under international conventions, as a result of restrictions imposed by the Government of Egypt. The current value of funds blocked in Egypt stands at US$275 million. Discussions between airlines, the Central bank of Egypt and Egypt's Civil Aviation Authority have resulted in the release of US$240m for repatriation. Talks continue towards establishing a realistic and achievable payment schedule to settle the remaining amount. Connectivity is critical for Egypt. Aviation supports over 1 million jobs and provides US$13.1 billion in social and economic benefits to the country. The economic impact of the connectivity that aviation provides is essential for Egypt to overcome current economic challenges. Airlines struggle to provide vital connectivity if they are not able to recover revenues which are essential to covering their costs. IATA, the airlines serving Egypt and the Government of Egypt are working closely to find a solution that will comply with international obligations and facilitate effective air links in support of Egyptian business, including trade and tourism.

Nesma‘s chairperson Ashraf Lamloum said the company increased the number in its fleet to four aeroplanes after it had received the new Airbus 319 at the beginning of last month. The company plans to buy a new aeroplane before the end of 2016, to increase its fleet size to five aeroplanes. He said the new aeroplane will be an Airbus 320 model, but the negotiations for its purchase have not yet begun. Lamloum added that the company operates its fleet through leasing agreements, for a period that varies between five to seven years, after which they will own the aeroplane. Nesma Airlines, a member of Saudi Arabia‘s Nesma Group, is a flag carrier of two countries, Saudi Arabia and Egypt. The company began operating flights in 2010. It has a fleet that consists of four Airbus 320 models, one Airbus 319 model, and ATR72-600 models. The company is currently negotiating with tourism companies to open five new airlines in Kuwait, the UAE, Iraq, Bahrain, and Sudan by facilitating charter flights. Lamloum explained that the company held a meeting with the Ministry of Civil Aviation and welcomed the company‘s expansion plan in the Arab market. He pointed out that the downturn in European tourism has resulted in the company losing 300,000 European tourists to Egypt each year, specifically tourists from Germany, Serbia, Poland, Russia, Italy, and Romania. Al-Hamdan handed over on Wednesday the national air operator license for chartered flights to the CEO of Sky Prime Aviation Salem Abaid Al Muzaini, the Saudi Press Agency said. Speaking following a ceremony held at the Four Seasons Hotel in Riyadh, AlHamdan said 2017 would be an important turning point in the air transport industry, as new companies have obtained licenses and would start operating soon in the Kingdom. The minister said that SaudiGulf, Nesma and Sky Prime, which obtained their license during the last quarter of 2016, are expected to begin operations in 2017. Al-Hamdan said that this move, which falls under Saudi Arabia‘s Vision 2030, would solve the problem of scarcity of seats that most of the Kingdom‘s regions and governorates have been suffering from for many years. He also noted that such measure would create a balance in the air transport market in the Kingdom and would have a positive impact on the standards of prices and services provided to passengers. Al-Hamdan praised the big efforts exerted by GACA in this regard. He also revealed plans to monitor airline companies and evaluate their performance on a continuous basis. ―The objective is to obtain the best results,‖ he said, adding that the private sector would be given the opportunity to provide services to the new operating companies. For his part, Assistant GACA Chief for Safety, Security and Air Transport Captain Abdul-Kareem Muhammad Al-Badr highlighted the importance of chartered flights in the Kingdom‘s air transport industry, especially during Haj and Umrah seasons and vacations. Al-Badr said the demand for air travel is much higher than the supply provided by air carriers operating in the Kingdom, even during off season periods. He said this is one of the indicators confirming that the air transport market in the Kingdom is promising and can accommodate more air carriers and provides them with distinctive investment opportunities. Meanwhile, Sky Prime CEO announced that the company would use King Abdulaziz International Airport in Jeddah and King Khalid International Airport in Riyadh as main stations for its operations. He said Sky Prime would launch its first flight before the end of 2016.
