Statement: Airlines Welcome Vote To Expand Heathrow The International Air Transport Association welcomed the UK House of Commons vote in favour of the National Policy Statement (NPS) on airports. This opens the way to the long-overdue expansion of Heathrow airport. "After years of delay, the approval of the NPS is a momentous day for air travel not just in the UK, but for the global air transport network. This decision will create new jobs and new economic opportunities in the UK and strengthen ties to growing export markets. But these benefits will only be safeguarded if the expansion is delivered at a competitive cost. Passengers and airlines must not pay increased charges. And operational flexibility is essential, especially to continue to allow a small number of essential early morning flights. It would be a shame if, having waited so long for the fruits of expansion, the UK were to shoot itself in the foot by creating an overpriced, uncompetitive airport," said Rafael Schvartzman, IATA's Regional Vice President for Europe.

Sell SA Express and redeploy skilled staff, analyst suggests The state-owned regional airline South African Express (SAX) is unlikely to recover from being grounded by the Civil Aviation Authority and should be sold, says transport economist and aviation specialist Joachim Vermooten. The authority grounded the airline in May over noncompliance with safety regulations. Vermooten said on Monday that it would be extremely difficult for the airline to recover revenue and market share when it resumed flying. "The best thing would be to redeploy [SAX‟s] skilled personnel to SAA, where there is a shortage, and then to sell it," he said. Enormous cost In the context of a R21.1bn shortfall at parent company SAA, he said the cost to get SAX back into the market would be enormous. "And that is not counting the cost of restructuring and paying off creditors." Vermooten said the state (as shareholder) would have to contemplate whether it would be better to shut it down and start afresh with a new, smaller operation, or whether to try to recover. SA‟s airline market was not yet saturated, he said, but the problem was that state subsidies to SAA and its franchises had quashed competition. He said that 28 years after the start of deregulation of SA‟s aviation industry, all domestic routes were in effect monopolistic — even if they were operated by different carriers — because the market was never allowed to develop through competition. .

‫صورة أرشٌفٌة‬

2 https://www.businesslive.co.za Earlier in June, Matsietsi Mokholo, SAX‟s acting CEO, told the Financial Mail‟s Chris Barron that although she arrived at the airline too late to prevent the grounding of nine of its 21 aircraft, the carrier could still be saved. "The airline still has time." SAX was grounded in 2016 for 36 hours but was allowed to resume operations based on undertakings to improve safety and maintenance. SAA group spokesman Tlali Tlali said that partner airlines SAA, SA Airlink and low-cost subsidiary Mango were offering customers a year-long schedule that was intended to ensure business continuity for all stakeholders and the markets. "We are confident that the capacity we have deployed will sustain the network operated by SA Express until it is reinstated into service by the regulator." Mango acting CEO Nic Vlok said on Monday that although "it may seem that there is a gap to be filled, the truth is that Mango doesn‟t operate the same routes as SA Express. The only overlap is in two routes — Bloemfontein to Cape Town and Johannesburg to George — in which, at this stage, we have not seen reason to increase capacity." Comair‟s head of communications Susan van der Ryst said Comair and its low-cost partner, kulula.com, were similarly only marginally affected. Mokholo preferred not to comment ahead of a board meeting on Thursday

Aviation sector overview 201 For the Nigerian aviation industry 2018 began on a relatively high note, particularly following the country's recovery from recession. In 2017, the sector experienced a number of milestones which should serve as leverage for building success as the country becomes an air travel hub in West Africa. Some of these positive developments include the country's increased ranking in the global aviation safety rating in the Level 3 State Safety Programme Implementation Process, joining countries including the United States and the United Kingdom. Further, the Murtala Muhammed Airport in Lagos and the Nnamdi Azikiwe International Airport in Abuja received International Civil Aviation Organisation (ICAO) certification from the Nigerian Civil Aviation Authority, which serves as an endorsement of its safety standards and alignment with global best practices. Another major achievement was the rehabilitation of the Nnamdi Azikiwe International Airport within the initial timeframe and prescribed budget. Arguably one of the most significant developments occurred on 28 May 2017, when Vice President Yemi Osinbajo initiated one of the greatest reforms to affect the nation's aviation sector; the signing of the Executive Order on Ease of Doing Business in Nigeria. This order has enhanced safety, security and passenger facilitation within and around Nigerian airports. The order bans touting by official and unofficial personnel at airports and requires that on-duty staff are properly identifiable by their uniform and official cards. Finally, Nigeria invited key global industry players to the country when it hosted the ICAO World Aviation Forum in November 2017. This was a record breaking event as it was the first time that it has been hosted outside of the ICAO's headquarters in Montreal, Canada. The event attracted the global aviation community to Nigeria and Minister of

2 https://www.lexology.com Aviation Sirika Hadi endeavoured to showcase the nation's aviation potential to foreign investors. This update provides a review of the Nigerian aviation sector in 2018. Current economic state The aviation sector is poised for greater expansion as a result of the developments within the industry. According to the National Bureau of Statistics in its gross domestic product (GDP) Report,(1) the air transportation and storage sector grew by 10.22% in the first quarter of 2018 from 4.71% in the fourth quarter of 2017 and 0.48% in the third quarter of 2017. The growth experienced in the sector is primarily due to an increase in the sale of tickets within the country, which has been stimulated by the relatively stable economy. In the past year, the naira has maintained a reliable margin in the exchange rate against the US dollar and other globally tradable currencies. The stability in the economy has renewed stakeholder trust in the aviation industry. As a result, foreign airlines have increased the frequency with which they operate in the country and have opened more routes through Nigeria. This is a promising indication for the aviation industry, as increased travel will help to achieve the objective of becoming the primary travel hub in West Africa and ultimately generate more revenue for the country. Some of the foreign airlines opening new routes in Nigeria include: Delta Airlines; RwandAir; and Emirates. In addition, Nigeria was among the member nations to ratify the Single African Air Transport Market (SAATM). It is expected that the SAATM will triple passenger movement in the West African coastal

3 https://www.lexology.com region and throughout the rest of Africa, thereby boosting the GDP of member nations. Ongoing business activities Stakeholders in the aviation industry have recently recommenced discussing the creation of a new national air carrier. In 1958, the first national airline was established and despite possessing a fleet of over 30 aircrafts, its debt exceeded $60 million by the time that it was liquidated in 2003. Since then, the nation has had issues with national and foreign investors when attempting to create a successful national airline. The most recent attempt to establish an airline occurred in May 2017 when the Federal Executive Council (FEC) approved the allocation of N1.52 billion ($4.99 million) to finance: the preparatory steps towards reintroducing a national airline; the establishment of an aviation leasing company; the concession of Nigeria's airports; the establishment of a maintenance, repair and overhaul facility; and the development of aerotropolis and agro cargo terminals. The FEC also announced the appointment of the Lufthansa Group as the transaction adviser and tasked it with designing a plan for the establishment of the airline. Before the unveiling of the Lufthansa Group as the transaction adviser, the government indicated that it was in talks with Boeing and Airbus about leading a consortium of airline companies to facilitate the re-establishment of the airline. However, in 2018 Lufthansa presented an offer that the federal government found unfavourable. This led to the cancellation of the offer and Lufthansa being replaced by Airline Management Group as the adviser for the project. The benefits of a national carrier cannot be overemphasised. It would create more jobs, increase the level of skill and development in the sector,

‫صورة أرشٌفٌة‬

4 https://www.lexology.com and work towards the achievement of the nation's objective of becoming the primary travel hub in West Africa and a major tourist location. However, the government would have to create a favourable environment for the success of the airline. The energy and telecommunications sector has proven that the privatisation of industries leads to faster innovation and the growth of sectors which in turn generates more revenue for the nation. In its plan to reestablish and maintain the national airline, the federal government should consider the privatisation of the prospective national carriers and possibly own a minimum stake in the airline in order to reduce political interference and maintain efficiency levels. Comment An analysis of aviation trends conducted by Oxford Economic in collaboration with the International Air Transport Association found that the role of aviation and the development of its infrastructure is instrumental in the growth of a country's economy. The research concluded that global economic growth is linked to and dependent on growth in aviation. Despite the fluctuation of the naira and the inability to purchase aviation fuel, the aviation sector has made great strides in recent times. The federal government should consider viable ways to reestablish a national carrier and explore the ways in which it can be operated successfully. This would help to achieve the industry objectives of: providing cheaper air fare particularly for Nigerian citizens; transforming the country into the primary travel hub in West Africa; increasing tourism to the country; and improving the overall economy.

http://www.travelweekly.co.uk Virgin Atlantic to axe Heathrow-Dubai flights Virgin Atlantic is axing fights to Dubai from Heathrow after more than a decade serving the Gulf state. The service will be withdrawn from March 31, 2019, the carrier confirmed yesterday. “After conducting a thorough review of its network, the airline has made the difficult decision to stop flying between Dubai and London due to a combination of external factors which mean it is no longer economically viable,” Virgin Atlantic said. The airline will continue to operate daily flights between London and Dubai until the end of March, with new bookings still available until the last flight. Virgin Holidays will also continue to provide holiday packages to Dubai. Virgin Atlantic chief commercial officer Shai Weiss, who is stepping up to succeed Craig Kreeger as chief executive in January, said: “It„s never an easy decision to withdraw a route, and we‟d like to thank our customers and dedicated team in Dubai for their loyalty over the last 12 years. “We‟ll continue to offer daily flights between Dubai and London Heathrow until 31 March 2019, and will be sad to say goodbye to this fantastic city.”

https://www.finchannel.com Lufthansa Open API integrates booking functionality The FINANCIAL -- The Lufthansa Group is expanding its Lufthansa Open API (= Application Programming Interface) to include the direct booking of flights. External developers can now integrate the sale of airline tickets into their own websites and applications using the open programming interface, specifically designed for startups. By providing access to the airline‟s booking functionality via the Lufthansa Open API, Lufthansa seeks to facilitate new ways of travel planning. Customers are thus presented flights in a context-relevant and seamless manner. Trade fair organizers, event ticket portals or conferences, for example, can now integrate flight search, selection, and ticketing into their own web or app offers along with their own services. For travelers, this reduces and simplifies the trip-planning effort. One possible application: Travelers receive offers for event tickets and flights via a platform, where they may also complete their booking. Potential partners for the implementation of the first applications include any companies that can enhance their own online offer through Lufthansa flights, according to Lufthansa. "With the integration of the booking functionality into the Lufthansa Open API, we have opened a new field of experimentation for startups. We hope to inspire ideas for numerous innovative and context-based travel offers and look forward to our first partners for implementing such solutions," said Reinhard Lanegger, Senior Venture Development Manager Lufthansa Innovation Hub and Project Lead Lufthansa Open API. The booking functionality is now available for Lufthansa flights from the UK. The goal is to gradually offer it to other markets. There is also news for travel agency partners, travel technology providers, and corporate clients: In May, Lufthansa Group launched the NDC Partner Programme, which provides partners with technological advantages, unique services and offers, as well as strategic cooperation opportunities.

1 http://www.aircargonews.net Qatar Airways Cargo takes aim for top spot When Guillaume Halleux joined Qatar Airways as vice president cargo Asia Pacific in 2016 he found a company managing relentless growth, with new freighters and passenger aircraft arriving on a regular basis, new routes being launched and the overall airfreight industry entering an upward cycle. Before joining the airline, he worked for the Air France KLM group in London, Paris and Hong Kong, as well as spending some time at the group‟s Sky Team Cargo alliance in New York. He also held a sales position for freight forwarder Bolloré Logistics, working in Vietnam and then Singapore. Halleux says that he was attracted to Qatar Airways because of the speed of its development and because its service levels have continuously improved over recent years. “I am very happy with the choice I made to join, because the ambition is there. It is up to us to make sure we don‟t lose what makes us so special, which is flexibility, agility and the human touch,” he says. Frantic growth In October last year, Halleux was promoted to chief officer. Halleux says the frantic pace of growth he has experienced at Qatar Airways Cargo has been in stark contrast to many of his other roles in airfreight where he was essentially managing decline. He adds that managing fast growth can be tiring but says overall it is “super enjoyable” and “great for adrenaline levels”. The company has the aim of becoming the number one air cargo carrier in the world and is making rapid progress. IATA‟s World Air Transport Statistics show that while in 2014 Qatar Airways Cargo ranked as the world‟s sixth-busiest cargo airline (not including express operators) with 5.9bn scheduled freight tonne kms, by 2016 (the latest figures available) it was ranked third with 9.2bn scheduled freight tonne kms — an increase of 53.8% over two years. .

‫صورة أرشٌفٌة‬

2 http://www.aircargonews.net “I have worked with companies that were downsizing, that were regressing, that were shutting down,” Halleux says. “It is sad but it is easier to manage because you control the timeline.” Another key difference compared with his time at other airlines, he explains, is the support cargo gets from the overall company and the amount of influence the freight business has in decision making. For example, Halleux is part of the fleet planning committee, a reflection of the fact that 50% of the airline‟s cargo volumes are moved in the bellies of passenger aircraft. “The group is very cargo minded and cargo friendly,” he says. “I‟ve worked at airlines where cargo is not listened to, but that is not the case here. “Cargo has a voice; it is respected and listened to. There are a number of aircraft type decisions — passenger planes — that are being made because of the input of cargo.” Fleet expansion Qatar Airways Cargo currently operates two Boeing B747-8Fs, eight Airbus A330-300Fs and 13 B777Fs. But there are plans for the airline to continue increasing the number of freighters it operates. In April, Qatar Airways Cargo signed up for a further five 102 tonne capacity B777Fs, valued at a list price of $1.7bn. This is in addition to another two B777Fs that will soon join the fleet to replace three of its A330Fs, which are leased and due to be returned in the first quarter of next year. “The remaining five [A330Fs] that we own, we are considering what we are going to do with them but at the moment we can‟t say if the five B777Fs will replace the five A330s or come on top, or even a mix.” Halleux says that Qatar Airways Cargo decided to opt for the B777F rather than adding to its fleet of larger B747s because the nose loading jumbo only really comes into its own when it is fully utilised. “Not every market can give you 140 tonnes with the right commodity mix in order to max out the weight of the aircraft,” he explains.

‫صورة أرشٌفٌة‬

3 http://www.aircargonews.net “Currently we have them in Hong Kong and Korea connecting into Germany and returning. For us that works well and our load factor is high.” Blockade One other major development that continues to affect the airline is the diplomatic crisis that resulted in Saudi Arabia, United Arab Emirates, Bahrain and Egypt imposing a land, sea and air blockade on Qatar, starting in June last year. As a result, Qatar Airways was forced to cancel all services to those locations and alter routes because it is no longer able to enter their air space. This led chief executive Akbar Al Baker to warn that the airline would post “a very large loss” for the financial year ending March 2018. However, for the cargo business, it created a very different challenge. The closure of land borders with Saudi Arabia meant the airline was essentially called upon to perform an airlift of food into Qatar. Although Halleux was not based in Qatar at the time, he still felt the effects of the blockade: “June last year was a tsunami,” he says. “Luckily, because our commercial presence is quite strong, our customers did not really hold grudges against us because they recognised the crisis. “It was a slow moment of the year for the market, but we still cancelled flights in June so we had aircraft to go and pick up cherries, meat, fish and whatever food we could bring. “We were fortunate to have our new Climate Control Centre commissioned in May last year, offering 2,470 sq m of cool storage for perishables and food imports that came in large volumes in June in Doha.” One example of the type of project carried out by Qatar Airways Cargo during the initial months of the blockade was the transport of cattle. The contract involved the transport of 4,000 Holstein cows on 20 flights from Europe, the US and Australia to Doha.

‫صورة أرشٌفٌة‬

4 http://www.aircargonews.net Upon arrival at Hamad International Airport, the cattle were transferred to Baladna Farm, a huge livestock farm in Qatar owned by Power International. The farm is built over 700,000 sq m and includes 40,000 Awassi sheep, a breed which is able to withstand high temperatures and produce lamina na dna staog 000،5 sesuoh osla mraf ehT .klim ytilauq
highfeed mill yielding 100 tonnes per day. The plans for the dairy farm were already in place ahead of the blockade, but were brought forward in light of the diplomatic row. The transport operation allowed the farm to cover 30-35% of the imported demand in the country within two months. Halleux says that after the first month of the blockade the situation began to get back to normal as shipping services from non-embargoed countries were set up. “In the longer term, the blockade created a slight increase in demand for airfreight in Doha as the food that used to come by truck from Saudi Arabia now comes from other countries, some of it by sea, some by air. “But Doha for us is only 15% of our business, 85% is transit cargo. So the impact was not that strong overall. “We lost [services] to Saudi Arabia, Dubai and the rest of the blockade countries, but those extra block hours that we gained allowed us to operate additional flights to Beirut, Tehran and many other additional destinations — what we have lost on one hand we have regained on the other hand.” He adds that in some cases the airline even gained destinations that are higher yield than locations in the blockade countries. Keeping it real Looking at the overall market, Halleux says business continues to progress nicely after a busy 2017, although he adds that Qatar Airways Cargo strives to remain “humble and realistic”. “We all know our industry is a cyclical industry — it goes up and down..

‫صورة أرشٌفٌة‬

5 http://www.aircargonews.net This one is a big up that nobody saw coming and I don‟t see any signals of it going down this year. “But there will be a moment when recession will kick in again, when capacity will kick in again, there will be less demand and the market dynamics will be fully reversed. “That‟s why the key word for us is humility — we don‟t brag. The market is the market and we have no control over it. We support our customers the best we can.” When asked what he believes has caused the current uptick, Halleux cites a number of different reasons: faster product cycles, particularly when it comes to fashion; the growing middle class; general economic growth in Europe and the US; demand for perishables year round and in new regions; consumers wanting products delivered as quickly as possible; and the exchange rate of Chinese renminbi. Last year, the peak season saw airfreight struggling to cope with demand growth, resulting in congestion at airports and space shortages on aircraft. This year, freight forwarders have been looking to book up space early to make sure they are not caught out again. Principled approach This is a trend also noticed by Halleux: “I would like to stress that we have a few principles in Qatar Airways and one of them is that we stick to our word. “We didn‟t let anybody down last peak season. I heard a lot of complaints about other carriers being opportunistic but we are too big to be opportunistic; if we start to play that game we will end up paying a much bigger price, so we stick to our word and we honour our commitments. “We have seen clearly from the market a stronger demand for block space agreements and for firm capacity commitments.

‫صورة أرشٌفٌة‬

6 http://www.aircargonews.net “We have also seen charter requests, ACMI [lease] requests and we have answered all of these and there are more in the pipeline. This, to me, is the best indication that the market is strong.” Looking to the longer term future, Halleux says there is a massive task ahead as the carrier looks to develop its in-house capabilities in line with its fleet and traffic development. “Our goal is to become the number one air cargo provider in terms of scale, reliability and customer preference. “So why is it a massive task? Because we need to reinforce the foundation of our own organisation. “I mean more IT, stronger processes, I mean more innovation, automation. It is the typical syndrome of a company that has grown double digit per year for the last decade. We have been busy growing, now is the time for preparing for the future. We have started a lot, but none of these things have come to maturity.” It seems, then, that the rapid fleet growth experienced by Qatar Airways Cargo that has seen it shoot up the carrier table will continue for the time being. With this, the rapid market growth, the need to “reinforce the foundation” and the embargo, Halleux will have his hands full for the foreseeable future
