وزٌر الطٌران بعد لقاءة بوزٌرالنقل الروسى..اتفاقٌة ثنائٌة لعودة السٌاحة واالتنهاء من تركٌب االجهزة استقبل شرٌف فتحى وزٌر الطٌران المدنى الٌوم الثالثاء مكسٌم سوكولوف وزٌر النقل الروسى والسٌد نٌكوالي زخرٌابن نائب وزٌر النقل المدروسً و ٌوري بتروف مساعد وزٌر النقل الروسً و سٌرجى كٌروتشٌنو سفٌر روسٌا لدى جمهورٌة مصر العربٌة والوفد المرافق لهما الستكمال المباحثات المصرٌة الروسٌة حول استئناف الرحالت الجوٌة بٌن مصر وروسٌا. وخالل االجتماع تم استعراض االجراءات االمنٌة المطبقة بمطارات القاهرة والغردقة وشرم الشٌخ وما تم اتخاذه من خطوات لزٌادة أمن الطٌران بالمطارات المصرٌة من تأمٌن للركاب والحقائب والطائرات واالستعدادات الخاصة لعودة الرحالت الروسٌة الى مصر ،كما تم مناقشة كافة القضاٌا التقنٌة الخاصة بأمن الطٌران والمتطلبات التى تم االتفاق علٌها من أجهزة ومعدات ومواعٌد وصولها وتركٌبها فى المطارات المختلفة. وصرح وزٌر الطٌران المدنً بأن الوزارة ممثلة فى سلطة الطٌران المدنى تقوم بدراسة وضع إتفاقٌة ثنائٌة بٌن البلدٌن تتضمن االجراءات االمنٌة واأللٌات التى سٌتم إتباعها عند استئناف حركة الطٌران بٌن البلدٌن ،وتعتمد اإلتفاقٌة فى بنودها على االجراءات التى أقرتها منظمة االٌكاو ومدرجة بالفعل فى البرنامج القومً ألمن الطٌران المصري. هذا وقد دعا فتحى الوفد األمنى المرافق لوزٌر النقل الروسى لزٌارة مبنى الركاب رقم 2 بمطار القاهرة الدولى للتعرف على األجهزة األمنٌة المتطورة التى سٌتم استخدامها بالمبنى والذى من المقرر ان ٌتم افتتاحه تجرٌبٌا ً غدا األربعاء. ومن جانبه صرح وزٌر النقل الروسى أن محادثات استئناف الرحالت الجوٌة الروسٌة إلى مصر والمتوقفة منذ نهاٌة العام الماضً قطعت شوطا ً كبٌراً بفضل تعاون الجانب المصري، مشٌداً إنهبالمباحثات التى تمت مع وزارة الطٌران خالل زٌارته الحالٌة لمصر ،كما أكد ان هناك أمل كبٌر لتحقٌق نتائج بناءة ،وان هناك استعدادات كبٌرة الستئناف الرحالت الجوٌة بٌن البلدٌن فى القرٌب العاجل وكان

مطار دبً ٌستأنف الرحالت بعد إغالق وجٌز للمجال الجوي استأنف مطار دبً الدولً حركة الطٌران ،بعد تعلٌقها لفترة وجٌزة ،نتٌجة تحلٌق طائرة من دون طٌار ،األربعاء ،حسبما ذكرت وكالة األنباء اإلماراتٌة "وام". ونقلت الوكالة عن بٌان لمطارات دبً ،أنه تم إغالق المجال الجوي حول مطار دبً الدولً صباح األربعاء من الساعة 8:08وحتى الساعة 8:35بالتوقٌت المحلً ،بسبب نشاط غٌر مصرح له لطائرة بدون طٌار "درون" ،مما أدى إلى تأخٌر عدد من الرحالت القادمة والمغادرة من وإلى المطار. وأشار المطارات فً بٌان لها ،إلى أنه تم استئناف الرحالت القادمة إلى المطار فً تمام صباحا مع بعض القٌود ،وتم صباحا والرحالت المغادرة الساعة 8:40 الساعة 8:35 ً ً صباحا. فتح المطار بشكل كامل الساعة 9:0٧ ً وأكد البٌان ،أن مطارات دبً تعمل بشكل وثٌق مع أصحاب العالقة الستعادة العملٌات إلى طبٌعتها والحد قدر اإلمكان من اإلزعاج الذي قد تسبب به هذا األمر للمسافرٌن ،مشددًا على أن السالمة تقع على رأس سلم أولوٌاتها. وأضاف البٌان" :نذكر جمٌع مشغلً الطائرات بدون طٌار أنه ال ٌسمح لهم القٌام بأي استخدام لطائراتهم بدون تصرٌح أو إذن من السلطات المعنٌة". وبحسب البٌانٌ" ،منع منعا با ًتا أي نشاط فً المناطق المحظورة خاصة فً محٌط مسافة 5كٌلومترات من أي مطار أو منطقة هبوط".

Atlanta First US airport to contribute to ACIIATA Smart Security Program Montréal – A new Memorandum of Understanding (MoU) was signed today at the Airports Council International (ACI) North America/World Annual General Assembly, Conference and Exhibition by and between ACI World, the International Air Transport Association (IATA) and the City of Atlanta, the owner and operator of Hartsfield-Jackson Atlanta International Airport (ATL). The MoU will see ATL as the first airport in the United States to participate in the Smart Security project.
Smart Security is a joint program between ACI and IATA, on behalf of their respective members, and in collaboration with governments and industry stakeholders, that aims to define new concepts in passenger security screening at airports. The program‘s goal is to strengthen aviation security while increasing operational efficiency and improving passenger experience. In Atlanta, some of the goals are to improve the checkpoint environment including queuing and repacking areas; to implement passenger tracking and queue management; and, to test innovative security lane configuration, including automation and design.
(2) The Signatories‘ intention is to share information and expertise regarding innovations in passenger and cabin baggage screening, conduct practical operational testing and evaluation of Smart Security components at the airport. Trials will be conducted in collaboration with the Transportation Security Administration. ―The 2015 ACI World Annual Traffic Report ranks ATL as the world‘s busiest airport in terms of passenger traffic,‖ said Angela Gittens, Director General, ACI World. ―As such, the results and lessons learned from ATL‘s Smart Security pilot will make an invaluable contribution to the project and the Smart Security Guidance Material, which will ultimately benefit all airports in the deployment of Smart Security concepts.‖ ―Smart Security solutions have been successfully implemented in airports across Europe with significant benefits to all stakeholders. And ongoing trials in Australia, the Middle East and Canada are looking positive,‖ said Nick Careen, Senior Vice President Airports, Passenger, Cargo and Security, IATA. ―We are excited to see ATL assuming a leadership role in bringing these concepts to the United States. Airlines Support ICAO on Cusp of Historic Emissions Agreement

Montreal - The International Air Transport Association (IATA) urged governments at the 39th Assembly of the International Civil Aviation Organization (ICAO) to agree a global market-based measure to help the aviation industry manage its carbon footprint. At the top of the agenda for the ICAO Assembly is the proposal for the Carbon Offset and Reduction Scheme for International Aviation (CORSIA). ―The global aviation industry has turned out in force to encourage governments to make history by agreeing to implement CORSIA. This will be the first global agreement of its kind for an industrial sector. We are committed to carbon neutral growth from 2020. CORSIA, along with measures to improve technology, operations and infrastructure, will keep aviation at the forefront of industries responsibly managing their climate change impact,‖ said Alexandre de Juniac, IATA‘s Director General and CEO.
IATA member airlines passed resolutions at their Annual General Meeting (AGM) in 2013 and again in 2016, calling on governments to implement a global market-based measure (GMBM) to help manage aviation‘s carbon footprint. The GMBM must focus on real emissions reductions (not revenue raising for governments), take into consideration differing circumstances of airlines based on maturity of markets, and not distort competition.
(2) We have a pragmatic compromise in the current CORSIA proposal. And with some 60 states already committed for the voluntary period, momentum is building. We still need more states to demonstrate their leadership and commitment to sustainability by joining,‖ said de Juniac.
A GMBM must be implemented as part of the package of measures in the industry‘s four-pillar strategy on climate change. The GMBM is a critical gap-filler until improvements in technology, operations and infrastructure can fully realize the industry‘s sustainability goals. These goals are: An average fuel efficiency improvement of 1.5% annually to 2020 Carbon neutral growth from 2020 Reducing net 2050 carbon emissions to half 2005 levels Security Security will also feature prominently at the Assembly in light of UN Security Resolution 2309 passed on 22 September 2016. Under the leadership of ICAO, the Security Council reinforced the importance for national governments to invest in measures to keep aviation secure in light of evolving terrorist threats. ―The terrorist menace is hovering over our world, including the aviation industry. It is encouraging to see governments addressing the threats to aviation security at the highest international levels. We fully support ICAO‘s leadership in helping states to meet their responsibilities on security. Keeping our passengers and crews safe from harm is a top priority for aviation. We look forward to contributing our operational expertise to help in any way that we can,‖ said de Juniac.
(3) The Rest of the Agenda IATA submitted some 25 Working Papers to the 39th ICAO Assembly, covering a broad cross-section of subjects where global standards play a role. These include safety, security, the ratification and application of global treaties, efficiency of infrastructure, slot allocation, addressing excessive levels of taxation, promoting smarter regulation and a plethora of other issues. All working papers are available on the ICAO website. ―Aviation is built on global standards. And that is the common theme across our full agenda at ICAO. The aviation industry supports some 63 million jobs and $2.7 trillion in economic activity. This year airlines will move about 3.8 billion people and 50 million tonnes of cargo safely to their destinations. That adds tremendous value to our world. I firmly believe that we are in the business of freedom—which has a big and growing positive impact on our globe. Our focus at the 39th ICAO Assembly is to reinforce the global standards that are at the core of aviation‘s remarkable contribution to modern life,‖ said de Juniac.

Collaboration Needed to Stem Unruly Passenger Incidents Geneva - The International Air Transport Association (IATA) released figures showing that reports of unruly passenger incidents onboard aircraft increased in 2015. Some 10,854 unruly passenger incidents were reported to IATA by airlines worldwide last year. This equates to one incident for every 1,205 flights, an increase from the 9,316 incidents reported in 2014 (or one incident for every 1,282 flights). The majority of incidents involved verbal abuse, failure to follow lawful crew instructions and other forms of anti-social behavior. A significant proportion (11%) of reports indicated physical aggression towards passengers or crew or damage to the aircraft. Alcohol or drug intoxication was identified as a factor in 23% of cases, though in the vast majority of instances these were consumed prior to boarding or from personal supply without knowledge of the crew. “Unruly and disruptive behavior is simply not acceptable. The anti-social behavior of a tiny minority of customers can have unpleasant consequences for the safety and comfort of all on board. The increase in reported incidents tells us that more effective deterrents are needed. Airlines and airports are guided by core principles developed in 2014 to help prevent and manage such incidents. But we cannot do it alone. That’s why we are encouraging more governments to ratify the Montreal Protocol 2014,” said Alexandre de Juniac, IATA’s Director General and CEO.

The Tokyo Convention was modernized with the Montreal Protocol 2014, closing gaps in the international legal framework dealing with unruly passengers. To date, six states have ratified the Protocol. ―More are needed in order to have a consistent global approach to this issue,‖ said de Juniac. Also in 2014 the airline industry set out core principles for a balanced, multi-stakeholder strategy for tackling unruly behavior, based around enhancing the international deterrent and more effective prevention and management of incidents. In some countries there has been a focus on the role of alcohol as a trigger for disruptive behavior. Airlines already have strong guidelines and crew training on the responsible provision of alcohol. IATA is supporting initiatives, such as the code of practice pioneered in the UK, which includes a focus on prevention of intoxication and excessive drinking prior to boarding. Evidence from an initiative by Monarch Airlines at London‘s Gatwick Airport has shown instances of disruptive behavior can be cut 50% with this pro-active approach before passengers‘ board. The industry believes that adopting this cooperative voluntary approach is preferable to heavy-handed regulation and licensing. ―There is no easy answer to stem the rise in reported unruly behavior. We need a balanced solution in which all stakeholders can collaborate. The industry‘s core principles can help to manage the small percentage of passengers who abuse alcohol. And it must be balanced with efforts by governments taking advantage of all their deterrence mechanisms, including those provided through the Montreal Protocol 14,‖ said de Juniac.

IATA: Unruly passenger incidents up 16.5% in 2015 Unruly passenger incidents aboard commercial aircraft increased 16.5% in 2015 over 2014, according to IATA figures. IATA said there were 10,854 unruly passenger incidents in 2015 compared to 9,316 in 2014, or one incident every 1,205 flights in 2015 compared to one incident every 1,282 flights in 2014. ―The anti-social behavior of a tiny minority of customers can have unpleasant consequences for the safety and comfort of all on board,‖ IATA DG and CEO Alexandre de Juniac said in a statement. ―The increase in reported incidents tells us that more effective deterrents are needed.‖ He encouraged more governments to ratify the Montreal Protocol adopted by ICAO in 2014. Among other provisions, the Montreal Protocol would allow states other than the state to which an aircraft is registered to exercise jurisdiction over unruly passengers. So far, only six countries have ratified it. IATA said ―verbal abuse‖ accounted for the majority of reported unruly passenger incidents. Some 11% of the unruly passenger reports ―indicated physical aggression towards passengers or crew or damage to the aircraft,‖ according to IATA, which noted that alcohol or drug intoxication was identified as a factor in 23% of the unruly passenger incidents. ―Though in the vast majority of instances [the alcohol or drugs] were consumed prior to boarding or from personal supply without knowledge of the crew,‖ IATA said.

MH17: Now round up the criminals Was it an error? Was it intentional? Who was in charge? Who issued the instructions? Those are the key questions, raised by the international team that investigated the shooting down of a Malaysia Airlines Boeing 777. Those questions must now be answered and those responsible rounded up. The Dutch-led Joint Investigation Team (JIT) has done an excellent job in extremely difficult circumstances to pin down not just what brought down flight MH17, but also how the Russian-made BUK missile got there in the first place. Like the Dutch Safety Board, which established what happened to cause the crash, investigators had to operate in a dangerous war zone and within the highly politically-charged environment in which all fingers point to Russia‘s involvement, direct or indirect, although Moscow has vehemently denied this. All 298 people onboard the aircraft were killed July 17, 2017, when the missile locked on to the 777 as it flew over eastern Ukraine, where pro-Russian rebels were fighting. The missile exploded close to the aircraft, as designed, as it flew at 33,000ft on its scheduled flight from Amsterdam to Kuala Lumpur. The JIT‘s meticulous investigation work concludes there was ―irrefutable evidence‖ that MH17 was shot down by a BUK missile. Intercepted telephone conversations, witness statements, photographs and videos also reveal that the missile system was transported from Russian territory into eastern Ukraine and later transported back to the Russian border, which the convoy crossed during the night

(2) ―It came from Russia and was returned to Russia,‖ JIT says. As with any criminal act, there are real individuals who can be tracked, brought to trial and be held accountable for what at the least was a grievous act of manslaughter, but which many would say was mass murder of completely innocent civilians. Russia has most to answer for in the key questions of who and how? The US government, whose intelligence agencies clearly knew all along about the weapons in the area and the potential danger they posed to airliners, even at 30,000ft in approved airspace, has questions to answer also about why such information was not shared with relevant authorities. But government resources must now be brought to bear to complete the work that JIT and the safety board have done so thoroughly. They established cause. Governments must identify the likely suspects, bring them in and take them to trial.
