قال الطٌار سامح الحفنً ،رئٌس سلطة الطٌران المدنى المصرٌة ،إن سلطة الطٌران المدنً هى الجهة المنوط بها حفظ حقوق الدولة ،ومن ضمن اختصاصاتها التفتٌش والرقابة والتشرٌعات الخاصة بالطٌران المدنً ،كما تمثل الدولة فى االتفاقٌات المدنٌة. وأكد الحفنً أن مطارات مصر كلها محررة بالكامل ما عدا مطار القاهرة ،وٌتم السماح ألي تشغٌل لطٌران داخلً من مطار القاهرة عبر أى شركة ،مبررا قوله بأنه ال ٌوجد مطار محوري فى العالم بدون شركة طٌران أساسٌة ،وهو ما ساعد على الدخول فى تحالف ستار. وأشار الحفنً إلى وجود العدٌد من التسهٌالت التً وضعتها سلطة الطٌران المدنى فى إنشاء شركة طٌران، مضٌفا أنه لم ٌكن ٌُشترط تملك طائرة حتى قبل 6سنوات فقط لضمان شرط السالمة ،وقال إن الحدٌث عن السموات المفتوحة ٌدور بٌن العالم كله ،ولكن دول كبرى مثل أمرٌكا وأوروبا قٌدت النقل الجوي فى السموات المفتوحة خوفا من الكٌانات الكبٌرة فً بعض دول الخلٌج وتركٌا ،والتى تحصل على دعم قوى من دولها. وأكد الحفنً أن عدم فتح مطار القاهرة فى صالحنا ،ألننا نحتاج وجود مطار محورى ٌعمل علٌه شركة أو شركتٌن كبٌرتٌن ،ومع ذلك ٌتم السماح ألى شركة ترغب فى التشغٌل المنتظم من القاهرة ألي مطار داخلً منذ حوالى 10سنوات ،وطالب بأن تشمل الدراسة اإلجابة على سؤال "ما حجم السٌاحة التً ٌأتً بها الطٌران المدنً المنتظم؟" حتى ٌمكن الجزم باتخاذ القرار المناسب. وأعلن الحفنً عن وجود برنامج إلعادة هٌكلة شركة مصر للطٌران فى الوقت الحالى ،حٌث ٌُجرى التعاقد مع مكتب استشاري كبٌر فى هذا المجال ،وذلك ردا على المطالب بضرورة إعادة هٌكلة الشركة. وكان المركز المصري للدراسات االقتصادٌة قد عقد أمس األحد ندوة بعنوان" :تحرٌر السماوات المصرٌة: فرصة ضائعة أم هدر للموارد؟" ،حضرها مجموعة من خبراء الطٌران والسٌاحة واالقتصاد ،بهدف حسم هذا الموضوع الهام بصورة علمٌة محاٌدة؛ وخاصة مع إنشاء المجلس األعلى للسٌاحة الذي أوصى بدراسة الموضوع بصورة مفصلة؛ حٌث تم تناوله من قبل بطرٌقة سطحٌة ودون الوصول لنتٌجة حاسمة.

Freight Volumes Continue to Trend Upward in August, Up 2.3% Geneva - The International Air Transport Association (IATA) released data for global air freight markets showing that demand, measured in freight tonne kilometers (FTKs), rose 2.3% in August 2018, compared to the same period the year before. This pace of growth was unchanged from the previous month but was less than half the five-year average growth rate of 5.1%. Freight capacity, measured in available freight tonne kilometers (AFTKs), grew by 4.5% year-on-year in August 2018. This was the sixth month in a row that capacity growth outstripped demand growth. Yields, however, appear to be holding up. Growth is being supported by a number of factors, including buoyant consumer confidence, an upturn in the global investment cycle and growing international e-commerce. However, demand is being negatively impacted by three factors: A broad-based weakening in manufacturing firms’ export order books. Specifically, export order books in Europe, China, Japan and Korea have fallen in recent months. Longer supplier delivery times are being reported by manufacturers in Asia and Europe, the top two global trading areas by volume. Regional Performance All regions reported year-on-year demand growth in August 2018, except Africa which contracted. All regions reported that capacity growth exceeded growth in demand. Asia-Pacific airlines saw demand for air freight grow by 1.6% in August 2018 compared to the same period last year. This was an increase over the previous month but a marked slowdown in growth from the past year. Weaker manufacturing conditions for exporters, particularly in Japan and China, have impacted the demand. As the largest freightflying region, carrying more than one-third of the total, the risks from protectionist measures are disproportionately high. Capacity increased by 3.4%. North American airlines’ freight volumes expanded 2.8% in August 2018 compared to the same period a year earlier. Capacity increased by 3.2% over the same period. The recent momentum of the US economy and solid trade flows across the Atlantic have helped strengthen demand for air cargo, benefiting US carriers. A pick-up in supply chain bottlenecks, which is typically alleviated by the speed of air freight, may also be benefiting the demand. European airlines posted the fastest growth of any region in August 2018, with an increase in demand of 3.7% compared to the same period a year earlier. Despite a weakening in manufacturing firms’ export order books in Europe, particularly Germany, international air cargo demand has trended upwards at an annualized rate of 8% over the last six months. Strong conditions on the transatlantic market and a pickup in demand between Europe and Asia have driven this growth. Capacity increased by 5.2% year-on-year.

Middle Eastern carriers’ carriers posted a 2.2% increase in freight volumes in August 2018 compared to the same period last year. This was a significant deceleration in demand over the 5.4% recorded the previous month. The decrease mainly reflects developments from a year ago rather than a substantive change in the near-term trend. International cargo demand is trending upwards at an annualized rate of 6% in the region supported by a pick-up in trade to/from Europe and Asia. Capacity increased 7.9% year-on-year. Latin American airlines experienced an increase in freight demand growth in August 2018 of 1.6% compared to the same period last year and capacity increased by 5.3%. Some of the smaller markets within the region have seen strong growth in international freight volumes so far this year. Nevertheless, the broader pick-up in demand seen over the last 18 months has now paused African carriers saw freight demand contract by 7.1% in August 2018, compared to the same month last year. This was the fifth time in six months that demand contracted. Capacity increased by 6.0% year-on-year. After a peak in demand at the end of 2017, seasonally-adjusted international freight volumes have stopped declining in recent months. However, they remain 8% lower than the November 2017 peak. Demand conditions on all key markets to/ from Africa remain weak. .

Record Load Factor Highlights Strong August Passenger Demand Geneva - The International Air Transport Association (IATA) announced global passenger traffic data for August 2018 showing that demand (measured in total revenue passenger kilometers or RPKs) climbed 6.4% compared to the year-ago period. This was slightly above the 6.1% annual increase for July. August capacity (available seat kilometers or ASKs) increased by 5.5%, and load factor climbed 0.7% percentage point to 85.3%, which was the highest for any month since at least 1990. "The industry experienced continued strong traffic growth in August, putting the cap on a very good peak travel season. The all-time record load factor reflects that airlines are maximizing the efficiency of their assets at a time of rising fuel prices and other costs that are limiting the opportunities for low fare stimulation," said Alexandre de Juniac, IATA's Director General and CEO.

International Passenger Markets August international passenger demand rose 5.6% compared to August 2017, in line with 5.5% year-over-year growth achieved in July. All regions recorded increases, led by airlines in the Asia-Pacific region. Capacity climbed 5.1%, and load factor edged up 0.4 percentage point to 85.0%. Asia-Pacific airlines' August traffic increased 7.5% compared to the year-ago period, which was an acceleration compared to a 7.2% rise in July. Capacity rose 6.1% and load factor rose 1.1 percentage points to 82.6%. The upward trend in passenger traffic remains very strong, supported by structural changes, including ongoing rises in living standards in the region, as well as more route options for passengers that translate into time savings and ultimately stimulate demand. European carriers saw August demand climb 5.1% year-toyear, which was also an increase from the 4.5% growth recorded in July. However, in seasonally-adjusted terms, growth has tracked sideways since late spring. Capacity rose 4.5%, and load factor climbed 0.5 percentage point to 88.9%, which was the highest among regions. European demand is being affected by mixed signs on the economy as well as possible disruptions from air traffic control strikes. Middle Eastern carriers posted a 5.4% traffic increase in August, which was a slowdown from 6.2% in July. Passenger volumes have trended upwards at an 8% annualized rate since the start of the year. Capacity increased 6.3%, with load factor slipping 0.7 percentage point to 80.7%.North American airlines' international demand rose 3.7% compared to August a year ago. While this was a slowdown from 4.1% growth recorded in July, this largely reflected developments a year ago rather than any change in the current healthy trend. Capacity rose 3.3%, and load factor grew by 0.4 percentage point to 87.2%.

Latin American airlines experienced a 4.8% demand increase • in August compared to the same month last year, up from 3.5% annual growth in July. Capacity increased by 6.5% and load factor slid 1.3 percentage points to 81.4%. Year-to-year comparisons are distorted by the hurricane-related disruptions of a year ago, and traffic has largely tracked sideways since April in seasonally adjusted terms. •African airlines' traffic climbed 6.8% in August. While this was a slowdown from the 7.4% growth recorded in July the bigger picture is that demand remains strong, despite an increasingly challenging environment in the continent's largest economies. South Africa slipped back into recession in the second quarter and business confidence in Nigeria has moderated in recent months. Capacity rose 3.8%, and load factor surged 2.2 percentage points to 78.2%. Domestic Passenger Markets Demand for domestic travel climbed 7.7% in August compared to August 2017, up from the 7.2% growth recorded in July. Capacity rose 6.2% and load factor increased 1.2 percentage points to 85.7%. All markets reported demand increases albeit with wide variation. •

Indian airlines achieved their 48th consecutive month of • double-digit traffic growth as demand rose 22.6%. Traffic continues to be stimulated by sizeable increases in the number of domestic routes served. •China airlines' domestic traffic climbed 14.9% in August, which was a four-month high. In both China and India, huge demand increases are being supported by rising living standards and large increases in the number of flight choices.

The Bottom Line "Aviation is the business of freedom, reuniting friends and families and connecting businesses to markets. To preserve that freedom, air links need to be maintained. For that reason, it is absolutely critical that UK and EU aviation negotiators achieve a post-Brexit agreement. It is not just about permission for flights to take off and land. Everything from pilots' licenses to security arrangements, and much more besides, needs to be agreed upon. Mutual recognition of existing standards can address much of this, but we cannot wait until the eleventh hour. An assumption that 'it will be all right on the night' reveals little understanding of the complexities involved. Preparations should be made for every contingency, in an environment of far greater transparency than we have seen to date," said de Juniac.

Regulators Mandate More Inspections for 737NG Fan Blades
The European Aviation Safety Agency and the Federal Aviation Administration are requiring all Boeing 737NG operators in Europe and the U.S. nearly to double the frequency of repetitive ultrasonic or (in the case of the FAA) eddy current inspections of each fan blade in the CFM56-7B engines powering their 737s. In new airworthiness directives published by EASA on September 28 and by the FAA on October 1, the regulators mandate all 737NG operators in their jurisdictions to reduce from 3,000 flight cycles to 1,600 cycles the interval between each repetitive CFM56-7B fan-blade inspection. EASA’s new AD becomes effective on October 5 and the FAA’s new directive takes effect on October 16. The agencies began requiring operators to inspect each blade every 3,000 cycles after a Boeing 737-700 operating as Southwest Airlines’ Flight 1380 from New York La Guardia to Dallas Love Field on April 18 suffered an uncontained fanblade fracture in its number-one engine as the aircraft climbed through Flight Level 320. Debris from the fractured blade shattered a passenger-cabin window above the aircraft’s left wing, depressurizing the cabin and causing the death of the passenger seated next to the window. The aircraft’s pilots performed an emergency descent to land the 737 at Philadelphia International Airport.

Following the Southwest accident, the FAA and EASA initially issued ADs requiring all 737NG operators to begin inspecting their CFM56-7B fan blades for possible cracks within a period of 43-133 days after April 20, depending on how many cycles each blade had accumulated. The new EASA and FAA requirements come as a result of analysis by CFM of the cause of the April 18 blade fracture. By July, CFM’s research into the root cause of the blade failure indicated that the repetitive fan-blade inspection interval needed to be reduced and the OEM notified operators of its recommendation in a service bulletin dated July 27. Southwest Airlines, which had already inspected the CFM56-7B fan blades in its entire 737NG fleet of nearly 700 aircraft following its April 18 accident, voluntarily adopted CFM’s 1,600-cycle inspection interval immediately. For newly introduced CFM56-7B engines, operators must perform an initial inspection of each CFM56-7B fan blade before the blade has accumulated 20,000 flight cycles. The FAA specifies that replacement blades for any CFM56-7B fan blade must not be installed unless the replacement blade has accumulated less than 20,000 flight cycles since new or if it has already undergone inspection in accordance with the new AD. The EASA AD includes a similar specification The FAA estimates that its new AD will affect 1,858 U.S.registered aircraft. The agency estimates each repetitive inspection of an individual blade will take two hours of one person’s work time at $85 per hour, for a total of $170 per inspection. EASA’s AD provides no estimate for the number of aircraft affected in Europe..

In its original CFM56-7B blade-inspection AD of May 17, the FAA originally assumed incorrectly that the $204,000 cost for replacing two fan blades specified by CFM in its initial blade inspection and replacement service bulletin referred to the cost for replacing all 24 fan blades. As a result, in its new AD the FAA has amended the estimated cost of replacing one fan blade from $8,500 to $51,485, or $51,400 for the cost of the blade and $85 for one hour of one person’s work time to perform the replacement.

Airports to become senior citizen-friendly The Senior Citizen Welfare Fund will be used to purchase electric buggies for ferrying senior citizens at airports. An Inter-Ministerial Committee which administers the fund has cleared the expenditure of around Rs 1 crore for the purchase of these electric buggies. The senior citizen friendly initiative comes in the midst of a pending decision of the government to revise the two decade old National Policy for Older Persons. Sources said the government is ready with the draft but the clearance from the Union Cabinet is awaited. There are several provisions in the policy which encourages children to support parents in their old age. The Senior Citizen Welfare Fund was set up around three years ago in which unclaimed amounts are transferred. The fund gets money from unclaimed deposits of Public Provident Fund (PPF) and Employee Provident Fund (EPF). The money in accounts which have been inoperative for more than seven years is also diverted to this fund. A proposal to spend Rs 1.27 crore was given to the Inter-Ministerial Committee for purchase of 30 golf carts which has finally cleared expenditure of Rs 97 lakhs. These golf carts or electric buggies will be purchased for the airports in Kolkata, Ahmedabad, Chennai, Jaipur, Lucknow, Trivandrum, Goa and Bhubaneswar. A Ministry of Social Justice and Empowerment official said that a final go-ahead will have to be taken from Department of Economic Affairs, Finance Ministry for the expenditure The new initiative will be to introduce golf carts for transporting old age people at airports from the check-in point to the departure gate. While private airports have provisions for facilitating aged passengers, airports falling under Airport Authority of India (AAI) do not have such facilities..

A spokesperson of Delhi International Airport Limited (DIAL) said that PPP airports have better facilities for disadvantaged people compared to AAI airports as they have to maintain the worldwide ratings. Indira Gandhi International Airport (IGIA) has been ranked number one in the world on airport service quality ranking. Last year, in the highest category of handling over 40 million passengers per annum, IGIA was number two. Both the airports at Delhi and Mumbai have the facility of ferrying senior citizens from check-In point till boarding gate. Similar facilities for passengers with limited mobility are there at other PPP airports. Along with this, there are ramps, disabled-friendly toilets and travelators at both the IGIA and Mumbai airport.

The 10 best airlines in North America
Consumer aviation website Skytrax recently released their ranking of the best airlines in the world. Asian and European airlines dominate the top of the rankings. Airlines for North America once again struggled in the Skytrax rankings. No airline from North America cracked the top 25 while no US airline managed to crack the top 35. For the second year in a row, Air Canada was named the best airline in North America by Skytrax. Delta finished as the highest ranked US airline.

Consumer aviation website Skytrax has released updated rankings of the best airlines in the world. For 2018, airlines from Asia and Europe such as Singapore, Emirates, Cathay Pacific, and Lufthansa once again dominate the upper echelons of the list. Airlines from those two continents have taken the top spot every year since 2001. Unfortunately, North American airlines once against struggled to keep up with the pack. In fact, no airline from the US, Canada, and Mexico managed to crack the top 25. The highest ranked North American airline doesn't appear on the list until Air Canada in 30th place. "We are very pleased that Air Canada has again been recognized as the Best Airline in North America by the highly respected Skytrax World Airline Awards," Air Canada CEO Calin Rovinescu said in a statement. "This is the seventh time in nine years Air Canada has been honored with this award, demonstrating our successful transformation into a leading global carrier No US airline cracked the top 35. Delta got the closest with a 37th place finish. In fact, major players like United Airlines and Aeromexico both missed out on a top 10 finish in the Skytrax rankings for the best airlines in North America. The Skytrax rankings are based on the impressions of 20.36 million travelers from more than 100 different countries. The unpaid survey, which covered more than 335 airlines, measured 49 parameters ranging from boarding procedures to seat comfort to the quality of service.

www.zdnet.com Brazilian carrier Latam Airlines offers inflight Wi-Fi The offering, provided by inflight internet and entertainment provider Gogo, is available in the carrier's domestic routes and will soon be extended to flights to destinations in Latin America. Nine A319 aircraft have been equipped to provide the service. It is expected that about 30 Airbus A319 and A320 planes will offer the service by year end, with 90 planes due to provide inflight connectivity in the next 12 months. The service will cost 7,50 reais ($1,86) per hour, with options available for messaging and e-mail use as well as web browsing and streaming services. "[Offering in-flight Wi-Fi] is part of the transformation of our experience on board and aims to give an option to the passenger who wants to be connected at all times," said Jerome Cadier, chief executive at Latam Airlines Brazil. Other airlines in Brazil have already been offering on-flight WiFi in the last couple of years. At Gol, more than 90 planes are fitted in with the Gogo technology since its launch in October 2016 - a month earlier, Avianca launched its own service, provided by Global Eagle Entertainment.
