فى بحث حصل على المركز األول مصر للطٌران بٌن زٌادة اإلٌرادات وتقلٌل النفقات حســٌن الزنـاتى
بحثا عن أفكار خالقة ومتمٌزة نظمت شركة مصر للطٌران مسابقة بٌن العاملٌن بشركاتها حٌث تقدم للمسابقة 111بحثا وتم تكرٌم أصحاب األبحاث الحاصلة على المراكز الستة األولى ،كما تم وضع جمٌع األبحاث األخري المتمٌزة فى خطة التنفٌذ. وتتلخص فكرة البحث الذى فاز بالمركز األول بالمسابقة وقدمه خالد عدلى حسٌن فً استخدام أصل من أصول الشركة غٌر المنظورة وهو «األسم التجارى» و «العالمة التجارٌة» لمصر للطٌران وذلك لتعظٌم إٌرادات الشركة وخفض النفقات، وذلك عن طرٌق منح االسم الخاص بمصر للطٌران لشركات طٌران أخري أو ألى مستثمر ٌرغب فى إنشاء شركة طٌران على أن ٌلتزم بالشكل الخارجى والداخلى للعالمة التجارٌة للشركة وكل الخدمات التى تقدمها مصر للطٌران بحٌث ٌجد الراكب وكأنه ٌطٌر على رحلة لمصر للطٌران، بٌنما المالك والمشغل شركة طٌران أخرى وٌتم ذلك بعقد ومقابل رسوم بٌنما تقوم الشركة الحاصلة على العالمة التجارٌة بتوفٌر الطابرة وكل ما ٌخص انشاء الشركة وتحقق الشركة الحاصلة علً االسم التجارى فوابد منها تجنب مخاطرة البدء بدون خبرة واالستفادة من العالمة التجارٌة لمصر للطٌران وأسواقها وعمالبها وٌمكن أن تمنح مصر للطٌران «األسم التجارى» لشركات طٌران أخرى مصرٌة أو غٌر مصرٌة وتحصل على إٌرادات مقابل ذلك وقد قامت الشركة البرٌطانٌة وإٌرفرانس واإلٌطالٌة وشركة جنوب افرٌقٌا بتطبٌق هذه التجربة مع شركات أخرى.

شركات الطٌران العربٌة ..كٌف تواجه األزمات؟ أشــرف الحـدٌدى
لن تنعم شركات الطٌران بفترات طوٌلة دون أزمات ...فما تكاد تخرج من أزمة حتى تدخل فى أخري ،بهذه الكلمات لخص خبراء صناعة النقل الجوى حال شركات الطٌران العالمٌة فى ظل العدٌد من التحدٌات التى تواجهها وتؤثر بالطبع على الشركات العربٌة، ومن أهمها متغٌرات االقتصاد العالمً ،وسٌاسات تحرٌر األجواء ،وارتفاع تكالٌف التشغٌل والمنافسة القوٌة ،والضرابب والرسوم المفروضة على أنشطة الطٌران المدنى من جانب العدٌد من الحكومات ،وغٌرها من المتغٌرات التى تجعل هذه الصناعة تواجه تحدٌات صعبة تهدد األنشطة االستثمارٌة للعدٌد من شركات الطٌران العربٌة التى تواجه أٌضا تحدٌات اقلٌمٌة تتمثل فى األوضاع السٌاسٌة واالقتصادٌة الصعبة التى تمر بها دول المنطقة. ومن هنا فإن خبراء الطٌران ٌرون أن النظرة الى سوق النقل الجوى العالمى حالٌا تغٌرت بشكل كامل وهذا ما ٌحتم على شركات الطٌران العربٌة أن تكون خالقة ومبدعة فى تبنى سٌاسات تكتٌكٌة واستراتٌجٌة مرنة و متغٌرة لمواجهة التحدٌات.. ولعل أحدا كما ٌشٌر الخبراء ـ لم ٌكن لٌتوقع ما سٌشهده والطٌران المدنى من أزمات متالحقة منذ أحداث سبتمبر 2001فما كادت شركات الطٌران تخرج من األزمة المالٌة العالمٌة خالل 2010حتى دخلت مجددا مع بداٌة عام 2011فى سلسلة من األزمات العالمٌة واإلقلٌمٌة وحتى اآلن استنفدت خاللها هذه الشركات -تقرٌبا -كل ما تملك من وسابل إلعادة الهٌكلة وترشٌد النفقات

()2 وباإلضافة إلى ذلك تواجه شركات الطٌران تكالٌف مرتفعة إلى جانب عنصر جدٌد فى التكالٌف وهو تجارة االنبعاثات التى أعلن عنها االتحاد األوروبً ،كما أن صناعة الطٌران مطالبة بالتعامل مع ارتفاع التكالٌف الخارجة عن سٌطرتها وأهمها الضرابب والرسوم التى تفرضها الحكومات وهى تؤثر تأثٌرا مباشرا ،على أسعار التذاكر والشحن الجوي ،إلى جانب أن هذه الشركات تعمل فى إطار تنظٌمى لم ٌتطور بشكل ٌواكب ما حدث فى قطاعات اقتصادٌة أخرى وهناك األوضاع السٌاسة الدولٌة. أما عن المشهد التنافسى العالمى فى أسواق النقل الجوى فإن هناك ثالثة تحالفات كبرى تهٌمن اآلن على هذا المشهد وهى «ستار ووان وورلد» «وسكاى تٌم» حٌث وصلت الحصة االجمالٌة لهذه التحالفات فى سوق الطٌران العالمى إلى أكثر من %75 بما ٌؤثر على المنافسة فى أسواق النقل الجوى وٌضع شركات الطٌران امام تحدٌات كبٌرة ..هذه األوضاع مجتمعة تتضامن إلنتاج وضع صعب لصناعة الطٌران ،وهو ما ٌتطلب من شركات الطٌران العربٌة تبنى خطط استراتٌجٌة وتكتٌكٌة لمواجهة هذه الظروف، كما أن الحكومات مطالبة بالتخلى عن سٌاساتها غٌر الداعمة للصناعة ..وأوضح الخبراء أن ما تشهد منطقة الشرق األوسط من تغٌٌرات دراماتٌكٌة سٌاسٌا واقتصادٌا واجتماعٌا أٌضا باإلضافة الى العوامل السابقة ستؤدى إلى مرور صناعة النقل الجوى العربً ،خاصة فى العدٌد من البلدان العربٌة التى تشهد تغٌٌرات سٌاسٌة واقتصادٌة بفترة صعبة فاألوضاع االقتصادٌة العالمٌة واستسهال بعض الحكومات الضغط سلبا على قطاعى السٌاحة والطٌران عبر زٌادة الضرابب والرسوم المكلفة والقواعد التنظٌمٌة التى قد تمنع شركات الطٌران من التكتل معا ..كل ذلك ٌجعل الشركات العربٌة معرضة لألزمات وٌؤثر على خطط تطوٌرها ،بل وٌهدد بقاء بعضها فى منظومة النقل الجوى العالمى وهو ما ٌتطلب تبنى رؤٌة عربٌة متكاملة وتعاونا عربٌا فى مجال صناعة الطٌران للحفاظ على حصة الطٌران العربى من السوق العالمٌة للطٌران..

شركة «سٌبر» األمرٌكٌة التى تم االستعانة بها إلعادة هٌكلة مصر للطٌران اقترحت ضم عدة شركات الى شركة الخطوط الجوٌة كشركة الشحن الجوى واكسبرٌس وقطاع الكرنك ترشٌدا للنفقات واغالق بعض المحطات التى ال تحقق الربحٌة ولألسف لم تطبق تلك المقترحات حتى اآلن.الطرٌف أنه سبق االستعانة «بسٌبر» منذ عدة سنوات ولم تطبق مقترحاتها .فما جدوى صرف مالٌٌن الدوالرات لالستعانة بشركة عالمٌة وتظل مقترحاتها حبرا على ورق! أزمة ٌومٌة تواجه العدٌد من السابحٌن بمطار القاهرة بسبب الدوالر ألن معظمهم ٌستخدم الفٌزا ولٌست معه سٌولة وعند التوجه للبنك لشراء تأشٌرة الدخول ٌطلب منه سداد قٌمتها بالدوالر فقط! وفى ماكٌنات الصرف اآللى ال ٌجد سوى العملة المصرٌة كما أن البنك ٌرفض تحصٌل قٌمة التأشٌرة بالعملة المصرٌة! ذات المشكلة تواجه السابح عند المغادرة فالبنك ٌرفض تغٌٌر ما تبقى معه من عملة مصرٌة وإذا فكر فى الشراء بها من األسواق الحرة ٌجد البٌع فقط بالعمالت األجنبٌة! ..فهل نجد حال لتشجٌع السابحٌن على القدوم لمصر بدال من هذه القٌود والمعاناة التى تؤثر على مكانتنا السٌاحٌة؟ كرمت نقابة الضٌافة الجوٌة بمصر للطٌران برباسة أسامة عبد الباسط قدامى أبناء المهنة الذٌن أحٌلوا للتقاعد فى تقلٌد جمٌل لمن اعطوا الشركة خالصة جهدهم وخبرتهم وكانت لفتة جمٌلة حظٌت بتصفٌق الحضور ارسال تهنبة من رباسة الجمهورٌة لهم وحضور العدٌد من مندوبى الوزارات المختلفة ولكن الشا المؤسف كان عدم حضور أى ممثل عن وزارة الطٌران أو الشركة القابضة لمصر للطٌران أو الخطوط الجوٌة للمشاركة فى تكرٌم من أفنوا حٌاتهم فى خدمة شركتهم!

فكرة جٌدة من األسواق الحرة بالمطار بفتح منفذ بٌع خارج الدابرة الجمركٌة فى محاولة لتنشٌط المبٌعات خاصة البٌع بالعملة المصرٌة واألجنبٌة لمختلف السلع والبضابع ..نقترح تدعٌم الفكرة ببٌع أجهزة ومالبس مصرٌة بالتعاقد من كبرى الشركات لمحاولة تنشٌط حركة البٌع. < تم تعٌٌن اللواء عادل محجوب عضوا منتدبا للشركة الدولٌة للمطارات التى تدٌر مطار العلمٌن والذى ٌعد واحدا من المطارات المهمة التى تعمل بنظام «بى أو تى »فى مصر وقال محجوب أن هناك خطة للنهوض بمنظومة العمل داخل المطار لجذب الحركة السٌاحٌة وتوفٌر فرص عمل للشبابٌ .ذكر أن محجوب كان الربٌس السابق للشركة المصرٌة للمطارات التابعة للقابضة للمطارات والمالحة الجوٌة بوزارة الطٌران. < تدرس مصر للطٌران للخطوط الجوٌة دمج عدة مكاتب خارجٌة فى بعض المدن داخل دولة واحدة لترشٌد النفقات. < أعلنت االكادٌمٌة المصرٌة للعلوم والطٌران عن تخرٌج المجموعة األولى من ضباط معلومات الطٌران وعددهم 20خرٌجا.

الخطوط العراقٌة تلغً عقد الصٌانة مع "مصر للطٌران" وتسنده لشركة تركٌة ألغت الخطوط الجوٌة العراقٌة عقد الصٌانة مع شركة مصر للطٌران بالعاصمة العراقٌة بغداد وأسندته إلى إحدى الشركات التركٌة ،دون االلتزام بشروط فسخ العقد بإخطار "مصر للطٌران" قبل إنهاء التعاقد بشهرٌن. وقالت مصادر بشركة مصر للطٌران ،فً تصرٌح ألصوات مصرٌة الٌوم الثالثاء، إن "عقد الصٌانة موقع منذ دٌسمبر 2012وموقف الخطوط العراقٌة غامض، والشركة تتعاون منذ سنوات مع الخطوط العراقٌة وتمدها بأطقم من الطٌارٌن". وأضافت المصادر أن "هناك مفاوضات تجرى حالٌا لفتح مكتب لمصر للطٌران للصٌانة فً أربٌل عاصمة كردستان العراق". وفً أواخر أكتوبر الماضً ،وقع وزٌر الطٌران المدنً شرٌف فتحً ووزٌر النقل العراقً كاظم الحمامً اتفاقٌة فً مجال الطٌران والصٌانة والتدرٌب بٌن البلدٌن. وتضمنت االتفاقٌة ،بحسب بٌان لوزارة الطٌران المصرٌة تلقت أصوات مصرٌة نسخة منه" ،إٌفاد مدربٌن مصرٌٌن فً مجال صٌانة الطابرات وتدرٌب الطٌارٌن المدنٌٌن العراقٌٌن بمركز تدرٌب مصر للطٌران". وقال الوزٌر العراقً عقب التوقٌع ،بحسب البٌان ،إن "هناك تعاونا وثٌقا بٌن شركة مصر للطٌران والخطوط الجوٌة العراقٌة فً مختلف المجاالت ،وخاصة مجال صٌانة الطابرات". وتس ٌّر "مصر للطٌران" 4رحالت أسبوعٌا إلى أربٌل و 3رحالت أسبوعٌا إلى بغداد ،بخالف رحالت البضابع إلى أربٌل والبصرة والسلٌمانٌة ،بحسب البٌان.

أنهت النٌابة اإلدارٌة فى مدٌنة الغردقة ،تحقٌقاتها بشأن شكوى محمد بشارى، كبٌر ضباط التحمٌل بشركة مصر للطٌران للخدمات األرضٌة ،ضد فنى حركة فى صورا عبر صفحات التواصل االجتماعى ،تحمل تهك ًما من مطار الغردقة ،لنشره ً الشاكى وإساءة له وإلدارة الشركة ومشرفٌها فى العمل ،إضافة إلى نشر أسرار الشركة والتهدٌد بنشر مزٌد من األسرار ،على حد قوله عبر صفحته الشخصٌة على "فٌس بوك" ،بالمخالفة لقرار ربٌس مجلس اإلدارة ،بناء على توجٌهات المستشار على رزق ،ربٌس هٌبة النٌابة اإلدارٌة ،بسرعة التحقٌق فى الواقعة. موسعا حول الواقعة ،تحت كانت النٌابة اإلدارٌة بالغردقة ،قد فتحت تحقٌقا ّ إشراف نهى عبد العال ،ربٌس النٌابة اإلدارٌة ،والمستشار إسالم مقلد مدٌر النٌابة ،إذ اطلعت النٌابة على صور منشورة تخص طابرة خاصةٌ ،تم تقدٌم خدمات لها داخل المطار ،رغم حظر التصوٌر أو النشر ،باعتبار أن المطار مكان أمنى ٌحظر فٌه التصوٌر أو النشر إال بموافقة السلطات المختصة ،وهو ما أقر به المتهم. وجاء قرار النٌابة ،بعد انتهابها لصحة وثبوت الواقعة ،بعقاب المتهم بخصم خمسة عشر ٌو ًما من راتبه.

قررت النٌابة االدارٌة بالغردقة خصم ٌ 15وما من راتب موظف قام بالتشهٌر بشركة مصر للطٌران للخدمات األرضٌة على حسابه على مواقع التواصل االجتماعى. وكانت النٌابة بدأت تحقٌقاتها فى بالغ الشركة ضد فنً حركة بمطار الغردقة وذلك لقٌامه بنشر صور على صفحات التواصل االجتماعً تحمل التهكم واالساءة للشركة واالساءة إلدارة الشركة ومشرفٌها فً العمل ونشر أسرار الشركة والتهدٌد بنشر اسرار الشركة على حسب قوله على صفحته الشخصٌة بالمخالفة لقرار ربٌس مجلس االدارة. باشرت نهى عبد العال ربٌس النٌابة التحقٌقات تحت اشراف المستشار اسالم مقلد مدٌر النٌابة واطلعت النٌابة على صور منشورة تخص طابرة خاصه ٌتم تقدٌم خدمات لها داخل المطار رغم حظر التصوٌر أو النشر باعتبار أن المطار مكان أمنى ٌحظر فٌه التصوٌر أو النشر اال بموافقة السلطات المختصة وهو ما اقر به المتهم أمرت النيابة بعد انتهائها لصحة وثبوت الواقعة بعقاب المتهم بخصم خمسه عشر يو ًما من راتبه.

ضا عن قال المهندس شرٌف فتحً ،وزٌر الطٌران المدنً ،إن الحكومة تبحث أٌ ً توفٌر أعلى مستوى لألمن والسالمة والتسهٌل على المواطن ،مضٌفا« :كل مطار به قسم للتسهٌالت من الشرطة والمسؤولٌن عن تنفٌذ القانون» ،مؤكدا أن الحلول التكنولوجٌة الذكٌة قادرة الٌوم على تسهٌل خط سٌر المواطنٌن ،وتحفٌف حدة اإلجراءات األمنٌة داخل المطار. وأشار «فتحً» ،خالل ندوة األمن والسالمة ،خالل فعالٌات معرض « cairo ict « ،2016الثالثاء ،إلى أن التهدٌدات األمنٌة ،التً تهدد المطارات والموانا تشبه عملٌات االختراق والتهدٌدات التً تتعرض لها األنظمة التكنولوجٌة ،وهً فً صراع مستمر بٌن المخترقٌن ومسؤولً األمن هو موضوع غٌر منتهً ومستمر بصورة دابمة. وأوضح وزٌر الطٌران أن اإلجراءات األمنٌة من شأنها تعطٌل الراكبٌن ،ولكن بوجود التكنولوجٌا ٌمكن التغلب على هذه المشكلة ،مشٌرا إلى أنه تم الوضع فً االعتبار التوسعات المستقبلٌة فً تصمٌم المطارات الحالٌة وهً أحد األمور ،التً ستتم مراعاتها فً التصمٌمات المستقبلٌة للمطارات المصرٌة. وكشف وزٌر الطٌران عن أن الدولة أنفقت 42ملٌون دوالر على تطوٌر األنظمة األمنٌة والتدرٌب وكافة الجهات المقٌمة حول العالم أشادت بأنظمة األمن فً مصر، وقرٌبا ً سنعلن عن نتابج هذه التقٌٌمات ،مشٌراً إلى أن حجم التحدٌات والمتطلبات هو المحدد لحجم اإلجراءات األمنٌة فً كل مطار. وأضاف« :لدٌنا أكثر من خط دفاع ٌضمن الحماٌة والتأمٌن إلى أعلى درجة من األمن داخل المطارات المصرٌة ونقوم بتشدٌد اإلجراءات األمنٌة ،بهدف وقف أي نظرا ألن األنظمة األمنٌة ٌمكن اختراقها تهدٌد من الممكن أن ٌتعرض له المسافر ً بنسبة بسٌطة ،وبالتالً ٌتطلب هذا األمر تحدٌث األنظمة والبرامج األمنٌة».

المنظمة الدولٌة للطٌران تشٌد بإجراءات المالحة بمطارات مصر أشاد وفد المنظمة الدولٌة للطٌران المدنى( )ICAOباإلجراءات المتبعة بالشركة الوطنٌة للمالحة الجوٌة ،ومطابقتها لوثابق وتوصٌات المنظمة الدولٌة ،ومنظومة قٌاس كفاءة وتقٌٌم أداء العاملٌن ،جاء ذلك خالل زٌارة الوفد بمرافقه وفد من سلطة الطٌران المدنى المصرى للمبنى اإلدارى للشركة ،فى التفتٌش الدورى الذى تجرٌه المنظمة على دول العالم. صرح الكابتن إٌهاب محٌى الدٌن ربٌس الشركة الوطنٌة لخدمات المالحة الجوٌة، أن الوفد تفقد مركز اللغة اإلنجلٌزٌة ،ومواقع التشغٌل بمركز القاهرة للمالحة الجوٌة وبرج المراقبة ،وقال أكد الوفد حرص الشركة على االلتزام بمعاٌٌر السالمة الجوٌة وااللتزام بتشرٌعات المنظمة الدولٌة وسلطة الطٌران المدنى، ورٌادتها فى اعتماد خطط طوارئ تعتبرها دول المنطقة مرجعا ً ٌحتذى به . وأضاف محى الدٌن فى تصرٌحات صحفٌة أن الشركة حرٌصة على االلتزام بالمعاٌٌر الدولٌة المعلنة من المنظمة الدولٌة للطٌران المدنى ،برفع كفاءة الكوادر العاملة بقطاع المراقبة الجوٌة ،فٌما ٌخص سالمة وتأمٌن األجواء المصرٌة .

مٌسً ٌزور مصر ..للسٌاحة والعالج! سٌزور الدولً األرجنتٌنً لٌونٌل مٌسً ،نجم برشلونة اإلسبانً لكرة القدم ،القاهرة أواخر دٌسمبر/كانون األول المقبل ،للتروٌج للسٌاحة العالجٌة فً مصر. ومن المقرر أن ٌشارك فً الحملة ،مع لٌونٌل مٌسً ،شخصٌات رٌاضٌة وفً مجال األعمال ،مثل الالعب الدولً المصري السابق أحمد حسام "مٌدو" ،مدرب نادي وادي دجلة ،الذي اختٌر سفٌرا لها ،وٌحٌى راشد وزٌر السٌاحة ،وشرٌف فتحً وزٌر الطٌران المدنً. وقالت وزارة الطٌران المصرٌة إن شرٌف فتحً وزٌر الطٌران وٌحٌى راشد وزٌر السٌاحة سٌشاركان فً االحتفالٌة التً تنظمها إحدى شركات األدوٌة المتخصصة فً مجال عالج "فٌروس سً" بمناسبة توقٌع بروتوكول تعاون مع شركة مصر للطٌران فً مجال تنشٌط السٌاحة العالجٌة القادمة إلى مصر وبمشاركة أشهر العبً الكرة فً العالم. وأضافت أن مصر للطٌران ستقدم أسعارا خاصة وتسهٌالت فً حجز وتعدٌل حجوزات تذاكر السفر للقادمٌن من الخارج ضمن برنامج السٌاحة العالجٌة. من جانبها ،قالت الشركة المنظمة إن دخل السٌاحة العالجٌة سٌكون أضعاف دخل السٌاحة األخرى مستقبال ،ولذلك ال بد من االستفادة من تصنٌف مصر كرقم واحد فً العالم فً عالج "فٌروس سً" والمنافسة السعرٌة لتخفٌض قٌمة هذا العالج فً مصر مقارنة ببعض الدول األوروبٌة. وأوضحت أن البرنامج ٌستغرق 3أشهر ،بٌنها أسبوع فً مصر لتلقً جرعات العالج واستكمالها بعد ذلك فً دولة السابح الضٌف ،مؤكدة أن البرنامج ٌستهدف وصول 120 ألف سابح للعالج من "فٌروس سً" من إنجلترا وإسبانٌا وإٌطالٌا وفرنسا وروسٌا ومالٌزٌا وتركٌا ورومانٌا. وٌتضمن المشروع عالج أمراض الصدفٌة ،والروماتٌزم ،والروماتوٌد ،وحب الشباب، واألكزٌما الجلدٌة ،باإلضافة الستكشاف األماكن الواعدة فً مصر فً مجال االستشفاء البٌبً ،منها حمام فرعون وعٌون موسى ،ورأس سدر فً سٌناء ،وسٌوة فً مرسى مطروح ،واآلبار الكبرٌتٌة ،والعٌون فً الوادي الجدٌد ،والواحات البحرٌة ،ومحافظة أسوان ،كما وتطوٌر منطقة سفاجا وتحوٌل مستشفى سفاجا لمركز طبً لالستشفاء البٌبً.

مرافق مصر العامة فً طرٌقها للبٌع لألجنبً عبد الرحمن محمد- باتت شركات وبنوك مملوكة للدولة المصرٌة قاب قوسٌن أو أدنى من االنعتاق من هذه الملكٌةوالدخول فً حٌز االستثمار األجنبً ،وذلك للمرة األولى بعد أن كانت مستبعدة باعتبارها من القطاعات اإلستراتٌجٌة ،وفق ما بشرت به وزٌرة التعاون الدولً سحر نصر المستثمرٌن األجانب فً مقال نشرته بصحٌفة "وول سترٌت جورنال" االقتصادٌة. المقال الذي حمل عنوان "مصر تسلك مسارا اقتصادٌا جدٌدا" أبرزت فٌه الوزٌرة اتجاه الحكومة التخاذ إجراءات ترى فٌها تحقٌقا لـالنمو االقتصادي ،من بٌنها توسٌع القاعدة الضرٌبٌة وترشٌد دعم الطاقة إلى جانب بٌع حصص فً شركات وبنوك حكومٌة. هذا اإلعالن أثار تخوفات خبراء ومحللٌن اقتصادٌٌن من أن ٌزٌد من تدهور الواقع االقتصادي بمصر فً ظل ما ٌرونها إدارة اقتصادٌة "ضعٌفة وغٌر احترافٌة" تتبدد معها أي مكاسب إٌجابٌة متوقعة لهذه الخطوات ،وتتزاٌد اآلثار السلبٌة المصاحبة لها. وبٌنما لم ٌُعلن بعد عن أي من شركات المرافق التً ٌسعى النظام المصري لخصخصتها ،ألمح مراقبون إلى إمكانٌة أن تضم قابمة الشركات المقرر طرحها شركة "مصر للطٌران" بعد الخسابر المتالحقة التً منٌت بها مؤخرا. رسالة دولٌة وفً هذا السٌاقٌ ،رى الخبٌر االقتصادي مصطفى عبد السالم أن الوزٌرة بهذا التصرٌح "تخاطب المؤسسات الدولٌة التً تدعم مصر مثل صندوق النقد والبنك الدولٌٌن كما تخاطب شركاء مصر الدولٌٌن مثل الوالٌات المتحدة وبرٌطانٌا وألمانٌا وفرنسا". وتوقع فً حدٌثه للجزٌرة نت أن ٌكون هذا اإلعالن "جزءا من اتفاق مصر مع صندوق النقد الدولً والذي لم ٌُكشف عن بنوده بعد وٌأتً فً إطار التمهٌد لحصول مصر على الشرٌحة الثانٌة من القرض". واعتبر الخبٌر االقتصادي أن "بٌع جزء من المرافق العامة ٌعد تطورا خطٌرا خاصة ونحن نتحدث عن مرافق إستراتٌجٌة مثل شركات المٌاه والكهرباء والمواصالت" الفتا فً هذا السٌاق إلى أن "حكومات مبارك المتعاقبة لم تجرؤ على االقتراب من هذه االصول لحساسٌتها الشدٌدة وارتباطها بالمواطن الفقٌر".

)(2 أما ربٌس المركز العربً للدراسات السٌاسٌة واالقتصادٌة أحمد مطر فٌرى أن هذا التوجه ٌعد "استمرارا للسٌاسات االقتصادٌة الفاسدة وتكرارا للتوجهات الخاطبة ،فبدال من تشجٌع االستثمار وتهٌبة المناخ لإلنتاج ٌتم التوجه إلى سٌاستٌن سلبٌتٌن هما االستدانة والبٌع― زٌادة للمعاناة وٌتابع فً حدٌثه للجزٌرة نت "لألسف الشدٌد ،بهذه السٌاسة االقتصادٌة ستغرق مصر فً مزٌد من األزمات ،حٌث سٌتفاقم ضعف معدالت النمو وتزٌد البطالة وٌنخفض دخل الفرد، فضال عما سٌؤدي إلٌه التفرٌط فً األصول من ضعف لقوى الدولة المادٌة وإهدار لثروات هً ملكٌة خالصة لألجٌال المقبلة". وحذر مطر من أن بٌع المرافق العامة سٌؤدي إلى "عدم السٌطرة على إدارتها ،وبالتالً ارتفاع أسعار خدماتها ومن ثم أسعار كل ما هو معتمد على تلك الخدمات ،وهو الذي سٌزٌد من معاناة الشعب المصري وخاصة الطبقات الفقٌرة". وأشار إلى أنه "كان من الممكن تقبل تلك السٌاسة إذا أجرٌت بشفافٌة وتم توجٌه عابدها إلى صناعات ومشارٌع جدٌدة ،إال أن المتوقع توجٌهه لسداد الدٌون وهو ما سٌفاقم األزمة االقتصادٌة" بٌنما ٌقول الصحفً المتخصص فً الشأن االقتصادي عمرو األبوز "كثٌر من الدول نجحت فً خصخصة المرافق العامة والخدمات إلى حد بعٌد" مضٌفا "ال مشكلة فً أن تتخلى الدولة عن إدارة قطاع ما طالما أنها فاشلة فً ذلك ،المهم أن ٌكون ذلك مصحوبا بإجراءات تحافظ على األمن القومً". وأشار فً حدٌثه للجزٌرة نت إلى "ضرورة التزام الشركات التً ستتولى تلك المرافق بتوسٌع خدماتها وتنوٌعها ،وحصول المواطن على خدمات جٌدة بأسعار مناسبة" على أن تتضمن التعاقدات خططا لتطوٌر الخدمات وشروطا "تسمح بتدخل الدولة فً إدارة تلك الخدمات أوقات الطوارئ أو عند مخالفة الشركة لبنود االتفاق". وتابع" :فً هذه الحالة تكون الدولة تخففت من قطاع هً بالفعل فاشلة فً إدارته ووفرت الخسابر التً تقدر بعشرات الملٌارات لصالح قطاعات مهمة كالتعلٌم والصحة ،فضال عن تركٌز جهودها فً تحسٌن مناخ االستثمار واإلدارة المالٌة" مشٌرا إلى أن قطاع المرافق العامة بمصر هو "األسوأ على اإلطالق و ٌُكبد الدولة خسابر طابلة".

البرازٌل تعلن الحداد علً ضحاٌا حادث الطابرة الكولومبٌة أعلنت البرازٌل الحداد ،الٌوم الثالثاء ،بعد حادث الطابرة الكولومبٌة التً كانت تقل فرٌق كرة قدم برازٌلً. وكانت السلطات الكولومبٌة ،أعلنت نجاة 5أشخاص فقط من سقوط طابرة كانت صا ،بٌنهم فرٌق كرة قدم برازٌلً. تنقل 81شخ ً وأضافت الهٌبة أن رجال اإلنقاذ ٌنقلون ناجٌن من موقع التحطم ،وكان فرٌق شابٌكوٌنسً لكرة القدم ضمن 72راكبا ً علً متن الطابرة ،فضالً عن طاقم من تسعة أفراد

Results of AACO 49th AGM The Arab Air Carriers Organization (AACO) convened its 49th AGM today in Casablanca under the Chairmanship of Mr. Abdelhamid Addou / Chairman & Chief Executive Officer of Royal Air Maroc. The AGM was held under the High Patronage of His Majesty King Mohammed VI. Participation The AGM gathered CEOs of AACO member airlines, AACO partner airlines and industry partners from aircraft and engine manufacturers, Global Distribution Systems (GDSs), IT providers and other specialized companies relevant to the Arab air transport industry. The AGM also welcomed the Arab Civil Aviation Commission (ACAC), the International Air Transport Association (IATA), the European Commission, and a number of regional airline associations, in addition to a number of aviation experts, where the number of delegates surpassed 250. Arab Air Transport Statistics in 2015 Delegates received AACO’s Annual Report, which reflects the yearly harvest of AACO’s work during the past term and highlights the latest developments and challenges at industry level in addition to the achievements of AACO joint projects over the past year. The delegates also received a copy of the Arab Air Transport Statistics publication (AATS) covering 2015 data. Major statistics included in AATS were as follows: The Arab air transport market grew by 5.3% in 2015 compared to 2014, reaching 258 million passengers. Passenger numbers using Arab airports in 2015 increased by 8.8% to reach around 324.8 million passengers. Cargo movement at Arab airports increased by 11.6% in 2015 reaching 7.31 million tons of cargo.

(2) AACO members served 457 destinations in 127 countries with 3,618 average daily flights, offering 741,950 daily seats on 1,215 aircraft in 2015. AACO members’ operating revenues decreased by )3.8%) in 2015 to record USD 58.2 billion. AACO members carried around 195 million passengers in 2015 (an increase of 5.7% compared to 2014) and 5.9 million tons of cargo (an increase of 23.6% compared to 2014). AACO Secretary General Report AACO Secretary General presented his report on the state of the Arab air transport where he presented some statistics that show the development of AACO member airlines and their contribution to economic development. The Secretary General referred to the continuous progress recorded by the air transport industry in spite of numerous crises occurring in some areas of the world which have an effect on the air transport industry due to its global nature. Mr. Teffaha also focused on some threats that hinder the development of air transport as follows: Protectionism: The Secretary General highlighted that the reemergence of protectionism is probably one of the biggest threats that may impact air transport and the role it plays in economic development and the creation of millions of job opportunities. Infrastructures’ Capacity: The Secretary General stressed on the importance of airspace development in the region, and highlighted the advocacy efforts done with the concerned authorities in the Arab states in cooperation with international and regional organizations. Mr. Teffaha cited three axes necessary to develop the airspace infrastructure; which are: upgrading navigational aids, implementing flexible use of airspace through civil/ military coordination, and the implementation of regional air traffic flow management mechanism. .

(3) Security: The Secretary General affirmed safety and security as the top priorities in the aviation industry. He praised the initiative of the Kingdom of Saudi Arabia in holding the first Global Ministerial Aviation Summit dedicated to safety and security, and the Riyadh Declaration on aviation security and facilitation which encompassed several practical measures that the Secretary General hopes will lead to enhancing the level of safety and security of this sector. Government regulations: The Secretary General brought attention to how counterproductive regulations could harm the consumer as well as the airlines. He urged the governments to engage the stakeholders before setting legislations, follow ICAO principles, and to include assigning the responsibility for any disruption in delivering a certain service to the party(ies) which may have caused that disruption. The Secretary General also referred to the crisis caused by oil prices, and how could the aviation industry defeat the drawbacks. He hinted to the expected return of a global economic slowdown; this time due to the drop in oil prices. Yet, Mr. Teffaha remained positive and certain that the long-term destiny of air transport cannot but be in favor of growth. On the environment level, the Secretary General expressed his hopes that the parties of the Paris Agreement would honor their commitments so as not to weaken the agreement reached at the ICAO 2016 Assembly as alternatively, there will be more taxes and charges which do not serve the environment and would slowdown the growth of the air transport industry. (4) Speech by the IATA Director General & CEO Mr. Alexandre De Juniac, IATA Director General & CEO gave a keynote address to the AGM highlighting four priorities in the Middle East and North Africa (MENA) which revolve around infrastructure, rising costs due to taxes and charges, consumer protection rules, and security. Speech by the Director General of ACAC Eng. Mohamed Sherif, Director General of the Arab Civil Aviation Commission (ACAC), presented a keynote address about the common issues between AACO and ACAC in the fields of aeropolitics, air safety and security, environment, and air navigation issues, whereby the two organizations have cooperated throughout the years in order to achieve benefits in these areas to the Arab air transport industry Special presentation by Mr. Peter Harbison on strategic issues The Executive Chairman of Centre for Asia Pacific Aviation (CAPA) discussed in his special presentation the disruptions that are facing airlines; mainly the Ownership & Control (O&C) of airlines and the ―Ownership‖ of the Traveler and the need for personalization. Six Strategic Resolutions by AACO 49th AGM The second working session was dedicated to AACO members where they discussed the Executive Committee report which covered strategic issues in addition to AACO’s financial and administrative issues. Based on the recommendations of the Executive Committee, AACO’s AGM adopted six strategic resolutions as follows: Aviation and the Environment: AACO 49th AGM welcomed the resolution adopted by ICAO 39th Assembly on Aviation and the Environment and reaffirmed that the issue of aviation and the environment must be dealt with through the provisions and principles of the ICAO resolution. The AGM also called upon governments of the world, in view of the recent ICAO resolution on the environment, to avert adopting other environmental measures or approaches to reduce CO2 emissions from international aviation or implementing environmental taxes and levies to avoid

(5) double counting of emissions and multiplicity of procedures which will add administrative and financial burdens on airlines and hamper their growth. The AGM mandated AACO and the Environmental Policy Group to work with the concerned Arab authorities and to coordinate with IATA and other regional and international entities, and the Arab Civil Aviation Commission (ACAC) to ensure that mechanisms to be discussed at ICAO will not add further burdens on the Arab airlines. The AGM also mandated AACO to work with all stakeholders to try to develop a methodology that would recognize efficiencies achieved by airlines prior to 2020 known as the Early Movers. Passenger Rights: AACO 49th AGM urged Arab governments and governments around the world to: Dedicate adequate time for consultations with relevant stakeholders before the adoption of passenger rights regulations Give ample time for stakeholders between the date of adoption and the effective date of the regulations to prepare for the implementation of the regulations Recognize that the responsibility for disruptions caused to passengers be shared with other stakeholders where that applies including manufacturers, ANSPs, ground handlers, airport operators, and others… AACO 49th AGM as well urged the concerned under ICAO to look into adding the following principles to the core principles on consumer protection during 2017: National and regional passenger rights regimes to avoid extraterritoriality in their scope i.e. not to include flights of foreign carriers departing from countries that have consumer protection regulations Regimes adopted by different states to be compatible as much as possible Such regimes to allow the share of the liability of the inconvenience caused to the customer with all stakeholders responsible for the occurrence of that inconvenience. .

Inflight Unruly Behavior: AACO 49th AGM reaffirmed the urgency of the ratification of Montreal Protocol 2014 by governments to have an international legal instrument come into force that would strengthen dealing with unruly passengers in a more effective way, and would help in preventing future incidents. Infrastructure, Taxes and Charges, Consumer Protection and Security - Top IATA Agenda at AACO Casablanca - The International Air Transport Association (IATA) highlighted four priorities in the Middle East and North Africa (MENA) which must be addressed for aviation to deliver maximum economic and social benefits. These are: Sufficient and affordable infrastructure capacity (including air traffic management), aligned with user needs Curbing the spate of unprecedented increases in taxes and charges over the last year Aligning consumer protection regulations with global standards Enhancing security efforts Passenger demand in MENA is set to expand by 4.8% each year on average over the next 20 years, to become a market of 400 million passengers in 2035. If that demand is met, the number of jobs supported by aviation in the region will grow from 2.4 million to 3.9 million over the same period. (3) Rising costs : IATA urged cooperation to reverse unprecedented rises in taxes and charges - about $700 million in extra costs in 2015 alone. "Every dollar that a passenger spends in the region creates jobs and spreads prosperity. And every dollar collected in taxes or charges is an incentive for travelers to go elsewhere. A low cost structure is a key component of the region’s success—particularly in the Gulf," said de Juniac.
Consumer Protection Regulations : IATA urged global standards to guide the proliferation of consumer protection initiatives in the region. Regulators in Saudi Arabia, Oman, Qatar, Jordan and the Arab Civil Aviation Commission are in various stages of activity in this regard. De Juniac called on governments in the region to keep the global standards and recommended practices arrived at through the processes of the International Civil Aviation Organization (ICAO) at the core of any developments.
Security : Security is a global issue. Keeping aviation secure is integral to a state’s responsibility for national security as highlighted in a UN Security Council Resolution earlier this year. Challenges include insider threats, landside exposure at airports, overflight of conflict zones, and cyber security. "Security is clearly a government responsibility. To stay a step ahead of those who would do aviation harm, intelligence gathering by governments and information sharing among governments and with industry is essential. Industry also plays a vital role in supporting their efforts. It’s a top priority for IATA and we will become even more active," said de Juniac.

The airline says that 816 flights have been cancelled today as the strike covers short-haul services only. On 30 November, the action will affect both short- and long-haul services, and Lufthansa has cancelled 890 flights. The Star Alliance carrier estimates that a around 180,000 passengers in total will be affected by the industrial action during the two days. LOT Polish Airlines welcomes 5 millionth passenger of 2016 On 8-Sep-2016 LOT Polish Airlines announced its "2020 profitable growth strategy". This involves a goal to achieve "sustainable viability", after a restructuring programme which returned LOT to operating profit in 2014 after six loss-making years. Its privatisation may even be back on the agenda. LOT currently ranks behind LCCs Ryanair and Wizz Air by share of traffic in Poland, which offers superior traffic growth potential versus Europe as a whole. The airline aims to increase passenger numbers from 4.3 million in 2015 to 10 million in 2020, growing its fleet from 43 to 70 aircraft. LOT's expansion will focus on long haul, particularly North America and Asia, where it currently has only five routes and where competition is considerably lower than on short/medium haul. Initial plans include the launch of Warsaw-Seoul this winter and a return to Warsaw-New York Newark next summer. According to data from LOT, its restructuring has left it with a fairly efficient cost base by legacy airline standards and this will be important in competing with LCCs (but there is still a cost gap with LCCs). LOT's growth will focus on long haul but will need short-haul European feed – and partnerships. Although LOT no longer appears to be considering leaving the Star Alliance, it remains excluded from American and Asian JVs. Further, those JVs preclude members from working with LOT. Partnership growth will be as critical as it will be challenging.

Wizz Air: city pair overlap with Ryanair on one third of seats. Opportunities for both; CASK crucial7-Jun-2016 Wizz Air and Ryanair are Europe's two lowest cost airlines, and most profitable airlines by operating margin. Together with Pegasus they form a small group of European ultra-LCCs. Unlike Pegasus, whose business concentrates on Turkey-Europe and domestic Turkey, both Wizz Air and Ryanair have bases in several countries. However, while Ryanair is Europe's largest airline by seats, with a pan-European network and 84 bases, Wizz Air focuses on the niche between Central/Eastern Europe and Western Europe. All of Wizz Air's 25 bases are in Central/Eastern Europe, where it is the largest airline and Ryanair is number two. This superiority in CEE is based on Wizz Air's greater share of capacity in most of the larger country markets in the region (but not Poland), while in fact Ryanair is bigger in more (mainly smaller) countries. In Jul-2016 Wizz Air faces Ryanair competition on 14% of its city pairs, covering 30% of its seats. Moreover, Ryanair is expanding rapidly in CEE, with five new bases this winter, increasing this overlap to around one third of Wizz Air's capacity. For Ryanair, the overlap represents a higher proportion of its CEE capacity, but only a very small share of its total seat numbers.

Japan-bound United Airlines flight returns to San Francisco with faulty engine A United Airlines flight bound for Japan experienced an engine malfunction after takeoff on Monday and returned to San Francisco International Airport, where it landed safely, airline and federal aviation officials said. No injuries were reported from the incident involving United Flight 837, which ended when the four-engine Boeing Co 747 aircraft touched down without further incident shortly before 1:45 p.m. A United Airlines spokeswoman, Erin Benson, said the plane was carrying 202 passengers and 15 crew members en route to Narita International Airport on Tokyo. The Federal Aviation Administration initially reported that 231 people were aboard the jet. The landing was described as "normal" in radio communications between the flight crew and air traffic controllers, as monitored on specialist website liveatc.net. Shortly after the landing, the pilot contacted ground controllers to explain the trouble. "We need the fire department to take a look at our No. 2 engine because it had an indication of compressor stall and possibly some paint that came out during the compressor stall," the pilot was heard saying. Benson also cited a stalled compressor in one of the engines as the reason for the plane's return to San Francisco, adding that the airline could not confirm media reports of smoke or fire from the incident. The aircraft was powered by Pratt & Whitney PW4056 engines. The engine maker is working with the operator to assess the situation, a Pratt & Whitney spokeswoman said.

(2) The airlines spokeswoman also said the pilot did not declare an emergency and that the landing followed about two hours of total flight time, including steps the crew took to dump excess jet fuel as a precaution before touchdown. The flight-tracking website flightradar24 shows the plane flew several lengthy circuits just off the Pacific Coast west and south of San Francisco before returning to the airport to land - a sign that the trouble started soon after takeoff. FAA spokesman Ian Gregor said the problem occurred with the "inboard engine on the left side" of the plane. He gave no further details. A compressor stall is a sudden disruption to the core of an engine caused by abnormal airflow. It can be caused by a collision with birds or by unusual weather, according to aviation experts. Local ABC News affiliate KGO-TV reported that one of the engines had caught fire and was shut down soon after takeoff. Live television coverage of the plane's landing showed no sign of smoke or flames. CargoLogicAir and ABC end African operation UK-based freighter operator CargoLogicAir (CLA) and AirBridgeCargo (ABC) have ended their scheduled operation between Europe and Africa after less than seven months. Speaking to Russian Aviation Insider, ABC general director Sergey Lazarev said the airline had decided to end the operation it ran through a CLA Boeing 747 freighter because of weakness in the African market. The service was launched in February flying between London Stansted, Frankfurt, Libreville (Gabon) and to Johannesburg with further routing to Nairobi. The report said CLA is planning on opening new routes between China, Europe and America. CLA's aircraft B747-400F and B747-800F have largely been flying between Hong Kong and Moscow over the last week or so, although there have also been calls in Leipzig, Frankfurt and a single call in Heathrow. Lazarev's comments about weakness in the African market are certainly backed up by IATA statistics. It's figures show that airlines based in the region have the weakest cargo load factor of anywhere in the world because of rapid capacity expansion. Demand went into decline in the first part of the year before the market began to pick up in August and September. Air Cargo News has contacted CLA and ABC for comment.

Colombia Plane Crash Live Updates: Aircraft Carrying Soccer Players From Brazil Crashes - Brazil has declared a mourning period after an air disaster in Colombia killed 76 people, Agence France-Presse reported. The Lamia Airlines Flight 2933 was carrying 81 people, including Brazilian soccer team Chapecoense and other sports delegates. The team was scheduled to play in the Copa Sudamericana finals Wednesday against Atletico Nacional of Colombia. The game was suspended following the crash. Gen. Jose Acevedo, the head of local police, said: "Six people were rescued alive, but unfortunately one died." Local TV reported that soccer player Alan Ruschel was among those who survived the crash. UPDATE: 4:40 a.m. EST -- Police in Colombia confirmed Tuesday that at least five survivors have been found while the rest of the passengers have been killed in the plane crash, the Associated Press reported. Colombia's civil aviation authority said that the survivors include three players, two crew members and one journalist. UPDATE: 3:50 a.m. EST — Twenty-five bodies have been recovered from the crash site where a plane carrying 81 people, including a Brazilian soccer team, went down Tuesday, Agence France-Presse wrote on its Twitter account, citing an official. The official also confirmed five people had been rescued so far.

In a statement, Medellin’s Jose Maria Cordova International Airport said the plane — with a CP2933 registration number — declared it had electrical faults, according to those with information from the civil air traffic control tower. Local news agency shared photos fro the crash site on Twitter. UPDATE: 1:03 a.m. EST — Medellin’s Mayor Federico Gutierrez reportedly said Tuesday it is possible there are survivors from the plane crash that occurred in a mountainous area outside the city. ―It’s a tragedy of huge proportions,‖ Gutierrez told Blu Radio on his way to the crash site, adding that ambulances and rescuers were on their way. Medellin’s Jose Maria Cordova International Airport wrote on its Twitter account that the site of the accident could only be accessed by land due to weather conditions.
