Strengthening Russian Aviation with Global Standards IATA Proposes Agenda for Russia, Signs Agreement with Russian Association of Air Transport Operators Moscow - The International Air Transport Association (IATA) proposed an agenda to strengthen aviation in Russia based on the further implementation of global standards and best practices. “A healthy aviation sector is vital for Russia—connecting the communities across the country’s vast land mass and proving vital trade and cultural links globally. These are difficult times for Russian aviation and there is no silver bullet solution to invigorating the sector. However a partnership agenda that extends the positive impact that global standards are having in safety and distribution will strengthen the foundations of the sector for success,” said Tony Tyler, IATA’s Director General and CEO. Tyler made his comments at the first IATA Aviation Day Russia where IATA signed a cooperation agreement with the Russian Association of Air Transport Operators. The agreement helps to mark the 20th anniversary of the opening of IATA’s office in Moscow and deepens IATA’s overall partnership with Russian aviation. Aeroflot was IATA’s first Russian member airline, joining the association in 1989. Today 11 Russian airlines are IATA members. The important contribution of IATA’s global standards to Russian aviation were recognized in a Memorandum of Understanding signed between the Russian Ministry of Transport and IATA in 2009.

“IATA is a long-time partner of Russian aviation and this has created significant value. The IATA Operational Safety Audit (IOSA) aligns some 400 airlines—including our 11 Russian members and five other Russian airlines—with the global benchmark for operational safety. And the Billing and Settlement Plan has helped to link the country’s consumers to the world with global best practices for ticket distribution. Today we are deepening our partnership with Russia with a commitment to cooperate even more broadly with the Russian Association of Air Transport Operators. By working in partnership with all stakeholders— including the government—I am confident that we can create even more value with connectivity as a catalyst for economic and social development,” said Tyler. Costs: Continue to recognize the benefits of lowering and eventually removing VAT for domestic air transport. Ensure that airport charges and infrastructure developments are agreed by airlines and the airport operators with a focus on cost-efficiency and aligned with the global principles agreed by governments through the International Civil Aviation Organization (ICAO). These include transparency, meaningful consultation and non-discrimination.

Smarter Regulation: Adopt the Montreal Convention 1999 (MC99) to provide global standard risk coverage for passengers and shippers and to facilitate e-cargo implementation. Ratify the Montreal Protocol 2014 of the Tokyo Convention to close a gap in international law with respect to the growing problem of disruptive passengers. Accelerate the adoption of the global standard for special and atmospheric referencing—QNH and WGS 84—to deliver even greater safety and cost benefits as Russia modernizes its air traffic management system. Join the Smart Security initiative of IATA and Airports Council International to improve airport security and reduce passenger hassle by combining new technology with regulatory best practices.

Environment: Support a global agreement through ICAO on a Market-Based Measure to manage aviation’s carbon footprint. The air transport industry is united in its call for a mandatory global carbon offset scheme.


http://atwonline.com/ Singapore Airlines takes delivery of first Airbus A350 XWB Singapore Airlines has taken delivery of its first Airbus A350 XWB in Toulouse, France, becoming the fifth operator of the all-new widebody airliner. The aircraft is configured in a premium three-class layout with 253 seats, comprising 42 business, 24 premium-economy and 187 economy class. After an initial period flying on regional services to Kuala Lumpur and Jakarta, the aircraft will be deployed on long-haul flights from May, starting with Amsterdam and then Dusseldorf. The carrier has ordered 67 A350-900s, which will be operated on long-range flights, as well as on selected regional services. Seven of the aircraft will be delivered with an ultra-long range capability for flights of up to 19 hours, allowing the carrier to resume nonstop flights to the US. The A350 XWB will join an existing Airbus fleet at Singapore Airlines that currently comprises 19 A380s and 29 A330-300s.


http://atwonline.com/ US DOT bans use of e-cigarettes on airline flights The US Department of Transportation (DOT) has explicitly banned the use of electronic cigarettes on all airline flights. DOT’s final rule on e-cigarettes, which essentially extends the ban already in place for smoking tobacco aboard flights, applies to all US airline flights and all foreign carrier flights to/from the US. It also includes nonscheduled charter flights operated by US airlines or foreign airlines to/from the US on which a flight attendant is a required crewmember. US transportation secretary Anthony Foxx said the ban protects passengers and flight crews “from unwanted exposure to aerosol fumes that occur when electronic cigarettes are used onboard airplanes.” He added that it was important to “eliminate any confusion between tobacco cigarettes and e-cigarettes by applying the same restrictions to both.” In a statement, DOT said it was “particularly concerned that vulnerable populations (such as children, the elderly and passengers with respiratory issues) would be exposed to the aerosol within a confined space, without the opportunity to avoid the chemicals.” DOT said the rule “explicitly bans the use of electronic cigarettes in all forms, including but not limited to electronic cigars, pipes, and devices designed to look like everyday products such as pens.” Beyond banning the active use of e-cigarettes on flights, DOT noted that the US Pipeline and Hazardous Materials Safety Administration in October 2015 issued an interim final rule prohibiting batterypowered portable e-smoking devices from checked baggage. That rule, which is in line with ICAO recommendations, also prohibits airline passengers from charging e-cigarette devices during flights. E-cigarette devices not actively being used or charged can continue to be brought on flights by passengers in carry-on baggage.

QATAR AIRWAYS CELEBRATES THE ARRIVAL OF ITS INAUGURAL FLIGHT FROM DOHA TO SYDNEY Qatar Airways today celebrated the arrival of its first flight from Doha to Sydney, making this the airline’s third gateway into Australia. A delegation of VIPs from Qatar, including Qatar Airways Group Chief Executive, His Excellency Mr. Akbar Al Baker, were met from the aircraft by Sydney Airport Managing Director and Chief Executive Officer, Ms. Kerrie Mather; Official Secretary to the Governor of New South Wales, Colonel Michael Miller RFD; Destination NSW Chairman, Mr. John Hartigan; and Tourism Australia Managing Director, Mr. John O'Sullivan. The award-winning airline now operates a Boeing 777-300 daily from Doha to Sydney connecting Australian passengers to its global network of more than 150 destinations. Qatar Airways has been serving Australia since 2009 when it commenced flights to Melbourne, later adding flights to Perth in 2012. H.E. Mr. Al Baker said: “Touching down here in Sydney for the first time today is an important milestone for Qatar Airways and for the people of Australia. We are delighted to be able to offer passengers flying from Sydney the opportunity to connect to more than 150 places on our global network via our state-of-the-art airport in Doha. We look forward to taking the people of Sydney to the places they want to go on our modern aircraft, and giving them a taste of the Arabian hospitality and comfort that earned us the aviation industry’s most prestigious title of Skytrax Airline of the Year in 2015. “I would like to personally thank Sydney Airport and city authorities for welcoming us today and we look forward to strengthening our relationship with them and the people of Australia in the coming years as we all go places together.” The new route to Sydney is expected to generate an estimated 3,000 jobs in New South Wales and contribute more than AUD$240 million to the local economy. The new service will also provide 84 tonnes of cargo capacity per week in and out of the New South Wales )NSW( capital, connecting Australia’s leading exporters to Qatar Airways Cargo’s global network of more than 150 stations around the world. Qatar Airways Cargo, the third largest international cargo airline, already carries 301 tonnes of freight in the belly hold of its Boeing 777 passenger aircraft into and out of Perth and Melbourne per week. Sydney Airport Managing Director and Chief Executive Officer, Ms. Kerrie Mather said: “We’re thrilled to welcome Qatar Airways to Sydney Airport.
