‫لٌلى عبد الحمٌد‬ ‫تقوم مصر للطٌران بدور الناقل الرسمً للمؤتمر االقتصادي ومعرضه السنوي الثالث عشر "الناس والبنوك"‪،‬‬ ‫بعنوان مجتمع أقل اعتمادا علً النقد الذي بدأت فاعلٌاته الٌوم‪.‬‬ ‫وٌحضر المؤتمر وزٌرة التضامن االجتماعً واللواء محمد أمٌن مستشار رئٌس الجمهورٌة للشئون المالٌة ولبنً هالل‬ ‫نائب محافظ البنك المركزي والدكتورة ماٌا مرسً رئٌس المجلس القومً للمرأة والدكتورة نٌفٌن جامع الرئٌس‬ ‫التنفٌذي لجهاز تنمٌة المشروعات والمتوسطة والصغٌرة ومتناهٌة الصغر‪.‬‬ ‫كما ٌشارك فً المؤتمر‪ ،‬عدد من الوزراء السابقٌن والحالٌ​ٌن والسفراء ورؤساء مجالس إدارات ومدٌري البنوك‬ ‫المصرٌة وخبراء المال واالقتصاد لمناقشة وطرح موضوع " التحول الرقمً والدفع االلكترونً " الذي اصبح احد‬ ‫أولوٌات الدولة وأهمٌة القطاع المصرفً فً الدولة وتمكٌن المرأة اقتصادٌا وعدد من الملفات االقتصادٌة األخري ‪.‬‬ ‫كما حرص المؤتمر على أن ٌقٌم معرضه السنوي الذي ٌضم أجنحة الستعراض األنشطة المصرفٌة والصناعات‬ ‫الٌدوٌة للعدٌد من الشركات والجهات المشاركة‪.‬‬

‫إعادة فتح مكتب مصر للطٌران فً العرٌش‬

‫كتب ‪ -‬أشرف سوٌلم‬ ‫أعلن مجلس مدٌنة العرٌش إعادة فتح مكتب مصر للطٌران ودخوله حٌز العمل‪ ،‬بعد فترة توقف دامت‬ ‫سنوات‪.‬‬ ‫وأعلن مجلس المدٌنة‪ ،‬فً بٌان رسمً‪ ،‬بدء تلقً طلبات الحجز للراغبٌن فً السفر للخارج‪ ،‬بمقر الشركة‬ ‫فً حً ضاحٌة السالم بدائرة قسم أول العرٌش‪.‬‬

‫إعادة فتح مكتب مصر للطٌران بالعرٌش‬

‫كتب ‪ -‬أشرف سوٌلم‬ ‫أعلن مجلس مدٌنة العرٌش رسمٌا إعادة افتتاح مكتب مصر للطٌران بمدٌنة العرٌش مرة أخرى بعد فترة‬ ‫توقف دامت عدة سنوات بعد أحداث ثورة ‪ٌ 25‬ناٌر عام ‪.2011‬‬ ‫وأوضح بٌان رسمً لمجلس مدٌنة العرٌش أن العمٌد ماجد محمد أحمد رئٌس مجلس مدٌنة العرٌش أكد أنه‬ ‫بعد مخاطبات لشركة مصر للطٌران تم إعادة فتح مكتب مصر للطٌران مرة أخرى بموقعه بحً ضاحٌة‬ ‫السالم بالعرٌش لخدمة اهالً محافظة شمال سٌناء الراغبٌن فً السفر للخارج سواء للعمرة أو الحج أو‬ ‫ظروف العمل أو السٌاحة لتوفٌر مشقة السفر علٌهم للقاهرة‪.‬‬ ‫وكان مكتب مصر للطٌران تم افتتاحة لسنوات قبل ثورة ٌناٌر وعمل بالتوازي مع مطار العرشً الدولً‬ ‫وكان ٌقدم خدمات للمصرٌ​ٌن والفلسطٌنٌ​ٌن القادمٌن من قطاع غزة‬

‫«سٌاف» تستهدف ضم ‪ 3‬طائرات ألسطولها بقٌمة ‪ 75‬ملٌون دوالر فى ‪2020‬‬ ‫دعاء محمود‬ ‫تستهدف شركة سٌاف المصرٌة لالستشارات المالٌة وتأجٌر الطائرات والمعدات‪ ،‬التابعة لوزارة الطٌران المدنى‪،‬‬ ‫ضم ‪ 3‬طائرات جدٌدة طراز ‪E190‬بسعة ‪ 110‬مقاعد خالل العام المقبل‪ ،‬بتكلفة إجمالٌة تصل إلى ‪ 75‬ملٌون‬ ‫دوالر‪.‬‬ ‫أكد الدكتور حسن محمد‪ ،‬رئٌس مجلس إدارة الشركة‪ ،‬أن الطائرات الجدٌدة تم التعاقد علٌها مع شركة إمبراٌر‬ ‫البرازٌلٌة المصنعة للطائرات‪ ،‬موضحا ً أن الهدف من شرائها هو تعزٌز توجه الشركة لفتح أسواق جدٌدة‪.‬‬ ‫وأضاف لـ«المال»‪ ،‬أنه من المقرر تسلم طائرتٌن طراز ‪E195‬بسعة ‪ 114‬مقع ًدا بنظام اإلٌجار خالل النصف الثانى‬ ‫من نوفمبر‪ ،‬منوها ً بأنه سٌتم تشغٌلهما على نقاط فى دول أوروبا‪.‬‬ ‫ٌذكر أن رئٌس الشركة أكد فى حوار سابق لـ«المال»‪ ،‬أنه تم شراء ‪ 3‬طائرات من طراز إمبراٌر ‪170‬وتم تأجٌر‬ ‫اثنتٌن منها إلحدى شركات الطٌران التونسٌة لمدة ‪ 5‬أعوام‪ ،‬أما الثالثة فمن المقرر تأجٌرها لشركة إٌر كاٌرو‪.‬‬ ‫ولفت إلى أن الشركة تمتلك حالٌا ‪ 14‬طائرة بٌن إٌجار وشراء من طرازات إمبراٌر ‪ 170‬و‪ 330‬إٌرباص ‪ 330‬كما‬ ‫حصلت «سٌاف» على ترخٌص إلنشاء شركة طٌران شارتر والبدء فى رحالت جوٌة تجارٌة‪.‬‬ ‫واعتبر تلك الخطوة مشروعا ً‬ ‫ً‬ ‫طموحا للتوسع فى السوق األفرٌقٌة‪ ،‬وستستفٌد منه شركات الطٌران الناشئة والصغٌرة‬ ‫بالقارة السمراء‪ ،‬لتبدأ عملٌاتها التشغٌلٌة للوجهات التى ترغب فى الوصول إلٌها‪.‬‬ ‫وأوضح رئٌس الشركة أن «سٌاف» بدأت منذ ٌونٌو الماضى تشغٌل رحالت الطٌران العارض بالتعاون مع «إٌر‬ ‫كاٌرو»‪.‬‬ ‫وتأسست «سٌاف» كشركة مساهمة مصرٌة تابعة لوزارة الطٌران المدنى فى ٌونٌو ‪ ،2009‬برأسمال مصدر ‪50‬‬ ‫ملٌون دوالر والمصرح به ‪ 500‬ملٌون‪ ،‬وٌساهم بها ‪ 8‬كٌانات تابعة للوزارة‪ ،‬هى‪ :‬صندوق دعم وتطوٌر الطٌران‬ ‫المدنى بنسبة ‪ 30%‬من األسهم‪ ،‬و«مصر للطٌران» للصٌانة بنسبة ‪ 10%‬ومٌناء القاهرة الجوى ‪ 5%‬و«مصر‬ ‫للطٌران» للخدمات األرضٌة ‪ ،%5‬و«سٌاف» القابضة ‪ 30%‬واألكادٌمٌة المصرٌة بنسبة ‪ 10%‬و«المصرٌة‬ ‫للمطارات» بنسبة ‪ 5%‬و«مصر للطٌران» للخطوط الجوٌة ‪.5%‬‬

‫طلب إحاطة بشأن دور هٌئة التنشٌط فً التروٌج للسٌاحة المصرٌة بروسٌا‬ ‫معتز الخصوصى‬ ‫تقدم النائب الدكتور إبراهٌم عبد العزٌز حجازي‪ ،‬عضو مجلس النواب عن دائرة مدن شرق القاهرة‪ ،‬بطلب إحاطة‬ ‫عاجل إلى الدكتورة رانٌا المشاط وزٌرة السٌاحة‪ ،‬بخصوص دور هٌئة تنشٌط السٌاحة فً التروٌج للسٌاحة‬ ‫المصرٌة بدولة روسٌا االتحادٌة بعد رفع الحظر عن مطار القاهرة منذ ٌناٌر ‪.2018‬‬ ‫وأكد حجازى فً بٌان‪ ،‬الٌوم األربعاء‪ ،‬أننا "نثمن النجاح الذى حققته وزٌرة السٌاحة الدكتورة رانٌا المشاط فى تخطى‬ ‫حاجز عدد السائحٌن الوافدٌن لمصر ‪ 11‬ملٌون سائح فً نهاٌة ‪ 2018‬متخطٌا أرقام ما قبل ثورة ‪ 2011‬فلها كل‬ ‫االحترام والتقدٌر على هذا اإلنجاز"‪.‬‬ ‫كما أوضح أن األرقام الرسمٌة من الحكومة المصرٌة تشٌر الى ان عدد السائحٌن الوافدٌن من روسٌا االتحادٌة فى عام‬ ‫‪ 2018‬بلغ ‪ 140‬ألف ‪ 642‬سائح على الرغم من ان الرئٌس الروسى فالدٌمٌر بوتٌن‪ ،‬أصدر مرسوم رئاسى باستثناء‬ ‫الطٌران الى مطار القاهرة فى قراره السابق الصادر فى ‪ 5‬نوفمبر ‪ 2015‬بمنع الطٌران الى كافة مطارات مصر‬ ‫باستثناء الرحالت الحكومٌة و الرسمٌة‪ ،‬كما ان عدد كبٌر من هذا العدد الموضح عالٌه (‪ 140‬ألف ‪ 642‬سائح روسى)‬ ‫وفدوا الى مصر عن طرٌق مطار اسطنبول من خالل شركة الخطوط التركٌة‪.‬‬ ‫وتابع‪:‬لالستفادة من تلك التعدٌل فى قرار الحظر فى ‪ 22/1/2018‬تقدمت مجموعة من شركات السٌاحة المصرٌة‬ ‫الخادمة للسوق الروسى بمذكرة إلى هشام الدمٌري‪ ،‬رئٌس هٌئة تنشٌط السٌاحة السابق‪ ،‬توضح مقترح تلك الشركات‬ ‫لالستفادة من التعدٌل المعلن من الرئٌس الروسى بخصوص استثناء مطار القاهرة من الحظر المفروض على الطٌران‬ ‫من روسٌا الى كافة مطارات مصر‪ ،‬وتضمنت تلك المذكرة مقترح االتفاق الموقع مع شركة مصر للطٌران بعرض‬ ‫سعر خاص للطٌران المباشر من موسكو إلى مصر عن طرٌق مطار القاهرة شامل تكلفة وصلة داخلٌة الى شرم او اى‬ ‫جهة سٌاحٌة اخرى تشجٌعا للسٌاحة المصرٌة الوافدة من روسٌا بعد رفع الحظر عن مطار القاهرة‪.‬‬ ‫وأضاف أن تلك الفكر اإلٌجابً له اكثر من مردود اٌجابى وهو تنشٌط السٌاحة الروسٌة الوافدة إلى مصر عن طرٌق‬ ‫مطار القاهرة استفادة من قرار االستثناء الصادر من الرئٌس الروسً‪ ،‬وتنوٌع المقاصد السٌاحٌة داخل الجمهورٌة‬ ‫لتشمل القاهرة باإلضافة إلى أى جهة سٌاحٌة اخرى بمصر ٌرغب السائح زٌارتها مما ٌؤدى إلى زٌادة عدد الٌالى‬ ‫السٌاحٌة من السائح الروسى فً مصر ومحاولة االرتقاء بنوعٌة السائح الروسى من الناحٌة االجتماعٌة واالقتصادٌة‪.‬‬ ‫وقال أن هناك هدف إٌجابٌا آخر وهو "األمن القومً و ٌتمثل فى ابعاد الخطوط التركٌة عن نقل السائح الروسً إلى‬ ‫المقاصد السٌاحٌة المصرٌة عن طرٌق مطار اسطنبول وتعظٌم فرص زٌادة مبٌعات شركة الخطوط الوطنٌة المصرٌة‬ ‫"مصر للطٌران لنقل السائح الروسً إلى المقاصد السٌاحٌة بمصر عن طرٌق مطار القاهرة‪.‬‬

‫‪2‬‬ ‫واستطرد حجازى‪:‬طالبت مجموعة الشركات السٌاحٌة المصرٌة العاملة بالسوق الروسً فً تلك المذكرة هٌئة تنشٌط‬ ‫السٌاحة بالقٌام ببعض االنشطة التروٌجٌة المتواضعة داخل عدد من المدن الروسٌة للتروٌج عن تلك الفكرة بنقل السائح‬ ‫الروسً من مطار موسكو مباشرة إلى مطار القاهرة و من ثم إلى احدى المقاصد السٌاحٌة االخرى داخل الجمهورٌة‪،‬‬ ‫ولكن بكل أسف وحتى كتابة هذا الطلب فشلت محاوالت مجموعة الشركات السٌاحٌة المصرٌة فً الحصول على أي‬ ‫ردود من هٌئة تنشٌط السٌاحة على تلك المذكرة وتلك االتفاق الخاص مع شركة مصر للطٌران والمخصص للسٌاحة‬ ‫الوافدة من دولة روسٌا االتحادٌة‪.‬‬ ‫وطالب عضو مجلس النواب عن دائرة مدن شرق القاهرة الدكتورة رانٌا المشاط وزٌرة السٌاحة باإلجابة على اسباب‬ ‫عدم الرد على تلك المذكرة الجماعٌة من كبرى الشركات السٌاحٌة المصرٌة العاملة فى السوق الروسى ‪ ،‬على الرغم من‬ ‫احتوائها على العدٌد من االٌجابٌات التً لها المردود اإلٌجابً لٌس فقط على السٌاحة المصرٌة الوافدة من دولة روسٌا‬ ‫االتحادٌة‪ ،‬والتً كان عدد السائحٌن الوافدٌن منها عام ‪ 2010‬تخطى حاجز ‪ 2.8‬ملٌون سائح وبنهاٌة عام ‪ 2018‬بلغ‬ ‫‪ 140‬الف ‪ 642‬سائح ‪ ،‬وهناك اٌضا المردود االٌجابً على امن الوطن القومى من سحب البساط من الخطوط التركٌة‬ ‫عند قٌامها حالٌا بنقل عدد ال بأس به من السائحٌن الروس عن طرٌق مطار اسطنبول مباشرة إلى المقاصد السٌاحٌة‬ ‫المصرٌة‪.‬‬ ‫وتابع‪:‬كسلطة رقابٌة والتزام بمبادئ الحوكمة من شفافٌة والمحاسبة ارجو ان تحٌط الوزٌرة الموقرة المجلس بالخطة‬ ‫التروٌجٌة واألدوات التروٌجٌة المباشرة وغٌر مباشرة للسوق الروسى حتى نستطٌع استعادة األرقام الوافدة لعام ‪2010‬‬ ‫(‪ 2.8‬ملٌون سائح) او على االقل االقتراب منها خالل العام القادم بالذات بعد رفع برٌطانٌا الحظر عن الطٌران لشرم‬ ‫الشٌخ‪ ،‬وكذلك بعد التغٌر الملحوظ فً الصورة الذهنٌة عن مصر واقتصادها وقدرة الدولة المصرٌة على مكافحة‬ ‫االرهاب وتوفٌر األمن واألمان لشعبها العرٌق و لزائرٌها من سائحٌن ومستثمرٌن‪.‬‬

‫المسعود ‪ :‬تطوٌر مطار شرم الشٌخ انجاز تارٌخى ٌحسب للرئٌس السٌسى‬ ‫وصف النائب محمد المسعود عضو لجنة السٌاحة والطٌران بمجلس النواب وعضو الهٌئة البرلمانٌة لحزب مستقبل‬ ‫وطن أعمال التطوٌر والتحدٌث بمطار شرم الشٌخ الدولى والتى افتتحها الفرٌق ٌونس المصرى وزٌر الطٌران المدنى‬ ‫وتشمل التشغٌل التجرٌبً لمبنى الركاب رقم ‪ 2‬بالمطار‪ ،‬وذلك فً إطار خطة وزارة الطٌران المدنً الستٌعاب األعداد‬ ‫المتزاٌدة للركاب‪ ،‬خصو ً‬ ‫صا فً الموسم الشتوي الحالً الذي من المتوقع أن ٌشهد حركة سٌاحٌة كبٌرة بمدٌنة شرم‬ ‫الشٌخ بانها انجاز تارٌخى ٌحسب للرئٌس عبد الفتاح السٌسى الذى نجح بكل كفاءة واقتدار فى تحقٌق مثل هذه‬ ‫االنجازات القومٌة الكبرى‬ ‫وأشاد " المسعود " فى بٌان له اصدره الٌوم بخطة توسعة مبنً الركاب رقم ‪ 2‬لزٌادة الطاقة االستٌعابٌة الكلٌة للمطار‬ ‫من ‪ 7‬مالٌ​ٌن راكب إلى ‪ 9‬مالٌ​ٌن راكب سنو ًٌا وزٌادتها فٌما بعد لتصل سعة المطار إلى ‪ 20‬ملٌون راكب سنو ًٌا‪،‬‬ ‫وزٌادة البوابات من ‪ 8‬إلى ‪ ،12‬حٌث تم تركٌب كامٌرات مراقبه تحذٌرٌة‪ ،‬وكامٌرات عالٌة الجودة‪ ،‬كذلك تأمٌن‬ ‫األبواب وتكامل بٌن كامٌرات المراقبة ونظام التحكم باألبواب‪ ،‬بخالف تركٌب منظومة الكشف األوتوماتٌكً ألول مرة‬ ‫فً مصر‪ ،‬وشاشات عرض معلومات وبوابات بٌومترٌة لدخول الموظفٌن اضافة إلى تنفٌذ جمٌع أعمال تطوٌر‬ ‫والتجمٌل حول الصالة بتكلفة إجمالٌة ‪ 800‬ملٌون جنٌه‪ ،‬والتى قام بتنفٌذها شركة المقاولون العرب‬ ‫ووجه النائب محمد المسعود تحٌة قلبٌة للفرٌق ٌونس المصرى وللواء خالد فودة محافظ جنوب سٌناء لالهتمام الكبٌر‬ ‫وغٌر المسبوق فى تارٌخ شرم الشٌخ للتروٌج للسٌاحة داخل هذه المدٌنة الساحرة العالمٌة مؤكدا ان اللواء خالد فودة بذل‬ ‫جهودا كبٌرة وجبارة وحقق نجاحات كبٌرة وغٌر مسبوقة تفوق الخٌال فى جذب السٌاحة العالمٌة ومن مختلف دول‬ ‫العالم لمدٌنة شرم الشٌخ وقال " المسعود " لٌت كل المحافظٌن داخل المحافظات السٌاحٌة واالثرٌة بصفة عامة وداخل‬ ‫محافظات االقصر وأسوان والبحر االحمر والقاهرة والجٌزة واإلسكندرٌة ومطروح على نفس مستوى اداء اللواء خالد‬ ‫فودة فى االهتمام بملف السٌاحة مؤكدا ان هذا الملف هو الذى ستكون لدٌه القدرة على قٌادة االقتصاد المصرى الى‬ ‫العالمٌة‬

‫مطار إسطنبول الجدٌد األول عالمٌا ً‬

‫قالت شركة ‪İGA‬المشغلة لـ”مطار إسطنبول” الجدٌد‪ ،‬األكبر فً العالم‪ ،،‬الٌوم الثالثاء‪ ،‬إن “مطار إسطنبول حصل‬ ‫على جائزة المرتبة األولى كأفضل مطار فً العالم لعام ‪ 2019‬من مجلة (إنترناشٌونال اٌربورت رٌفٌو) العالمٌة‪،‬‬ ‫وذلك حسب تصوٌت القراء”‪.‬‬ ‫ومجلة ‖إنترناشٌونال اٌربورت رٌفٌو― العالمٌة‪ ،‬هً واحدة من المجالت الرائدة فً تغطٌة قطاع وأخبار مجال الطٌران‬ ‫حول العالم‪.‬‬ ‫وحل مطار إسطنبول فً الصدارة متقدما على كثٌر من المطارات الدولٌة الشهٌرة مثل مطار هٌثرو اللندنً وتشانجً‬ ‫السنغافوري وكوبنهاجن الدنماركً‪ ،‬وفانكوفر الكندي‪ ،‬وسٌدنً األسترالً‪.‬‬

EgyptAir Cargo modernizes ops with cloud-based Descartes vMail tracking system

EgyptAir Cargo, the cargo affiliate of EgyptAir, announced it will introduce Descartes Velocity Mail (vMail) to its operations as it looks to streamline and modernize mail shipment visibility across its international network. With the deployment of the cloud-based software developed by Canada-based Descartes, the carrier seeks to enable its customers to track the end-to-end shipment of their mail seamlessly. When a shipment order has been placed, vMail will automatically upload the information to a central database. EgyptAir Cargo customers can then access the platform by using a mobile device to create and log into an individual account that will provide real-time updates on their shipment until it reaches its final destination. Results of AACO 52nd AGM AACO 52nd AGM discussed today strategic issues of relevance to the Arab and global air transport industry, whereby the AGM recalled the role of air transport as a major element in economic development through its role in promoting and facilitating trade and tourism. The AGM highlighted the principles that established the global air transport network which are the Chicago Convention of 1944 and the bilateral air services agreements, focusing on the basic principles of the Chicago Convention that stipulate that states have jurisdiction over their airspace, the air traffic rights given to other states, and all issues related to their own air transport activities. The AGM also discussed the unilateral initiatives being adopted by some states to impose their terms on other states highlighting the negative effect this brings to the sustainable development of international air transport. Air Transport Relations: Based on these discussions, AACO 52nd AGM adopted a resolution that encourages states to avoid protectionist policies in air transport; and to avoid adopting unilateral and extraterritorial measures that may affect the orderly, sustainable, and harmonious development of international air transport; the AGM also called on states to continue with flexible market access policies due to the benefits those policies bring to the consumer and the sustainable development as well as to the efficiency of airlines‘ operations; and to resort to dialogue and consultations as the best approach to agree on any issue related to air transport services;

2 Proliferation of Passenger Rights Regulations: AACO AGM highlighted that airlines are suffering from the proliferation of passenger rights regulations that in most cases contradict with international agreements that regulate the liabilities of airlines, are extraterritorial, do not reflect the fact that inconveniences to passengers are not always caused by airlines, and impose compensation levels and stringent requirements that are making it difficult for airlines to continue to meet the demand on air connectivity; accordingly the AGM encouraged states to formulate passenger rights regulations based on the following principles: Conducting consultations with all relevant stakeholders before adopting regulations, compatibility between regulations, respect of jurisdictions, joint liabilities, consistency with international treaties, service differentiation, looking into the reasons behind the inconveniences especially checking whether the reasons do not fall within the control of the airline or are related to the safety priority, proportionality between the damage and the relevant compensation, and clarity. Unruly Behavior onboard Aircraft AACO AGM also discussed that unruly behavior on-board aircraft could cause harm and inconvenience to passengers and airlines alike, and could affect the safety of the concerned flights, and accordingly the AGM encouraged states to accede to Montreal Protocol 2014 as an enhanced legal deterrent to unruly behavior on-board aircraft.

3 Reducing the environmental Impact of Aviation AACO 52nd AGM reaffirmed the commitment of AACO member airlines to work vigorously with all stakeholders to mitigate the industry‘s environmental footprint, and called upon all stakeholders to consider CORSIA as THE market-based measure for international aviation without imposing inappropriate economic burden on international aviation and to take into consideration ICAO 40th Assembly‘s resolutions, particularly on studying the long-term economic impact of the 2050 goal. The AGM also highlighted that the development of infrastructure is crucial to delivering a better environment, safer air transport, and better service to the travelers. This development should expand, streamline, and defragment the airspace infrastructure to allow optimal flight paths, and should expand ground facilities. The AGM as well called upon all stakeholders to commit any financial returns resulting from environmental measures into developing low net emission fuel and make it commercially available for the aviation industry. And finally, the AGM called upon technology partners to invest in game-changing technologies that would maintain the economic accessibility of air travel while reducing its environmental impact.

Arab-EU Aviation Summit 2020 The AGM was informed that an Arab – EU aviation Summit will be held in Beirut on 23-24 March 2020 jointly organized by the Arab Civil Aviation Organization and the European Commission – DG MOVE, with the kind hosting of Middle East Airlines and the support of the Arab Air Carriers Organization.

4 In his report to the AGM, AACO Secretary General, Abdul Wahab Teffaha, described the state of the global and Arab economy which both registered a slowdown in economic growth where reasons of that slowdown differ from one region to the other. The Secretary General also presented Arab air transport statistics and the development of this sector through the decades in relation to regional and global factors that had an effect on the development of the sector. The Secretary General focused in his report on the role of the Arab airlines as major players in global transport by attracting inter-continental traffic through their hubs, where Arab airlines are now present on the global aviation map through their competitiveness which is fueled by the quality of their product, the modernity of their fleet, the competitiveness of their fares, the continuous development of their airport infrastructure, and, most importantly, by treating their passengers as guests so that they ensure they enjoy their travel experience. The Secretary General highlighted that Arab airlines are effectively managing capacity on the individual level to meet the fluctuations in demand. As a result, in recent years a slowdown was witnessed in the number of new aircraft introduced into the fleets of Arab airlines which resulted in the world's youngest, most efficient, and, most importantly, lowest emission producing fleet. AACO Secretary General also talked about the factors that give an optimistic outlook for the Arab air transport as follows: 1. The confidence of the passenger that Arab airlines‘ level of service is among the best, if not the best, in the world. 2. An airport infrastructure that is being constantly developed to anticipate the needs of future growth. 3. The region‘s central geographic location. 4. The region‘s cultural, historical, religious, and civilizational heritage, and its natural diversity that

5 5. The young population. 6. Information technology that enabled today‘s and tomorrow‘s passengers to transcend geographical boundaries between countries. AACO Secretary General asked governments for supporting the crucial role of air transport in sustainable development and in job creation in sectors that depend on aviation, in particular to: 1. Continue adopting flexible policies with regards to traffic rights and market access. 2. Expand airspace capacity through flexible use of airspace between civil and military purposes, and through cooperation with other regions to smoothly manage air traffic flows. 3. Take into account, when considering taxes and fees on civil aviation, the negative impact of these taxes and fees on touristic attractiveness versus their direct impact on governmental revenues. 4. Consult with the concerned in the air transport sector with regards to regulating the relationship between airlines and their customers. The Secretary General went on to talk about the issues that airlines have to deal with and on top of those issues is addressing climate change and improving their environmental impact. AACO Secretary General reminded the AGM that the approach for addressing the environmental impact of civil aviation cannot seriously happen except through the cooperation of all concerned industry stakeholders. He reminded the AGM of the four pillars that the air transport industry adopted and which were adopted as well by the International Civil Aviation Organization and these pillars are: the development of technology, to enhance the airport and airspace infrastructures, the use of sustainable fuel with reduced net environmental impact, and market-based measures. He highlighted the worldwide wave of taxes and fees as well under the banner of the environment wondering about how those taxes would benefit the environment since none of the revenues coming from these taxes are re-invested in improving the environment.

6 The Secretary General highlighted also the priorities of AACO‘s work; being joint work, representing the interests of AACO member airlines, raising awareness and knowledge through a number of publications, statistical analyses and various forums, in addition to focusing on development of human resources through AACO‘s regional training center. In particular, the Secretary General mentioned in the area of representing the interests of AACO member airlines the EU regulation no. 712/2019 that substituted EU regulation 868/2004 on fair competition. He referred to the Arab efforts that resulted in reducing some of the ideas that existed in the initial draft of the regulation, and focused on the importance of the way the European institutions would implement the regulation highlighting that in implementing the regulation, they should respect the sovereignty and right of other states to adopt economic, financial and social policies that they deem appropriate for their countries, and that this, or any other regulation, should not be used to impose a certain course of aviation relations between states. Within the framework of the relation between the EU and Arab regions, the Secretary General mentioned that the Arab Civil Aviation Organization and the European Commission, with the support of Middle East Airlines and AACO, are organizing an Arab-European Aviation Summit that will be held in Beirut on 23-24 March 2020. The Secretary General also highlighted the Montreal Protocol 2014, which amended Tokyo Convention 1963 regarding dealing with unruly passengers, and which still needs to be ratified by one more state to enter into force. The Secretary General called on member airlines to advocate to their governments the ratification of this Protocol since, even if the Protocol enters into force, it will be only applied on operations between states that have ratified it. Four Priorities Identified for MENA Aviation as Challenging Operating Environment Persists The International Air Transport Association (IATA) called on governments and industry in the Middle East and North Africa (MENA) to focus on four priorities to secure the future of aviation in the region against the backdrop of a challenging operating environment. The four priorities are: Cost competitiveness Infrastructure Harmonized regulation, and Gender diversity "The direction of the global economy is uncertain. Trade tensions are taking their toll. The region is at the nexus of conflicting geopolitical forces with real consequences for aviation. And airspace capacity constraints have become more extreme. But people want to travel. And economies in MENA are thirsty for the benefits that aviation brings," said Alexandre de Juniac, IATA's Director General and CEO in a keynote speech at the 52nd Annual General Meeting of the Arab Air Carriers Organization (AACO) in Kuwait. Cost-competitive Operating Environment IATA highlighted the need for low-cost infrastructure for airlines in MENA. "Some airlines in the region are doing well, but overall Middle East carriers are expected to lose USD $5 per passenger this year—far below the global average of USD $6 profit per passenger. Low-cost infrastructure is essential. Our message to governments is simple: follow ICAO principles, consult users with full transparency and recognize that rising costs have long-term negative consequences. Aviation's benefits are in the economic activity that the industry catalyzes, not in the tax receipts it generates," said de Juniac.

2 Infrastructure IATA recognized the foresight of governments in the region in developing airport infrastructure and urged them to harness the power of technology to ensure that the infrastructure operates efficiently for airlines and conveniently for passengers. "MENA governments have understood that infrastructure investments are needed to capture aviation's economic and social benefits. But adequate infrastructure is not just about the bricks and mortar. The technology that we put into airports is as important. Passengers expect technologies like biometric identification and smart phones to shorten wait times and make airport processes more efficient," said de Juniac. IATA called on the region to continue to take a leading role in using technology to drive improvement in the passenger experience, highlighting recent projects at airports in Dubai, Doha and Muscat that use biometric technology. The projects are aligned with industry's One ID vision for biometric identification which enables paperless travel. Harmonizing the Regulatory Environment IATA stressed the need for regulatory harmonization across the industry and urged governments to implement the global standards that they have agreed to. Safety: De Juniac called on regulators in the region to use the IATA Operational Safety Audit (IOSA) to complement their own national safety oversight activities. Bahrain, Egypt, Jordan, Lebanon, Kuwait, Iran and Syria have already done so. The safety performance of airlines on the IOSA registry is three times better than airlines not on the registry. Consumer Protection Regulations: De Juniac raised concerns over the proliferation of disparate consumer protection regulations in the region and called on Arab states to follow ICAO guidance. Boeing 737 MAX: De Juniac called on a united approach by regulators to help rebuild confidence in the Boeing 737 MAX as efforts continue to ensure a safe return to service.

3 Gender Diversity IATA called for airlines in the region to support the recently launched 25by2025 Campaign. "It is no secret that women are under-represented in some technical professions as well as in senior management at airlines. It is also well-known that we are a growing industry that needs a big pool of skilled talent. If we don't engage the female half of the world's population much more effectively, we won't have the needed people power to grow," said de Juniac. The 25by2025 Campaign is a voluntary program to address the airline industry's gender imbalance. Participating airlines commit to increase the number of women at senior levels and in key positions by 25% or to a minimum of 25% by 2025. From MENA Qatar Airways and Royal Jordanian have already taken up this commitment. Building a Sustainable Future IATA addressed climate change and spoke about the industry's efforts to cut its emissions. De Juniac called on governments in the region to support the industry's goal of capping carbon emissions from 2020 by participating in CORSIA—the Carbon Reduction and Offsetting Scheme for International Aviation—from the initial voluntary period. "We must make CORSIA as comprehensive as possible from the voluntary period. In this region only Saudi Arabia, Qatar and the UAE have signed-up. This will cover most of the anticipated growth, but still we must encourage more states to join the effort," said de Juniac.

United Airlines Invites Rewards Members To Crowdfund Miles For Nonprofits One of the world’s largest airlines has launched a new program designed to help nonprofits get their missions off the ground – literally. On Oct. 25, United Airlines launched the first-of-its-kind Miles on a Mission program. The company‘s MileagePlus rewards members are invited to donate their miles to one of 12 launch partner organizations, who each have their own goal of between 250,000 and 5 million miles to raise. If a campaign does not reach its goal within 28 days, all donated miles will be returned to the donors. According to a release from United, eligible charities can apply for the chance to launch a 28-day campaign to raise miles. Approved charities will work with United to reach goals of raising between 250,000 and 5 million miles. Donors also have the opportunity to send miles to any of United‘s 20 official partner nonprofits, including the American Red Cross, Shriner‘s Hospital and the Special Olympics. Why budget airlines in Germany are getting more expensive This year budget airlines mostly offered additional connections to Italy, but fewer flights to domestic German destinations, as well as to Spain and the UK, according to the report. As a whole, the number of discount flights on offer fell by one percent. Yet for some airlines there was a larger dip. German market leader, Eurowings, reduced its flights by 3.5 percent compared with the previous year, and now has approximately 3100 departures every week At the same time, budgets airlines now operate 940 routes from Germany – 14 more than the previous year. Some airports also bucked the trend and increased their flight offerings this year. Düsseldorf became the airport with the largest number of low-costs flights, with over 1100 departures per week, "making it the German airport to offer the largest number of low-cost flights,‖ stated the report. "Berlin-Tegel comes in second place. Stuttgart has also increased its low-cost offerings and now occupies fourth place.‖ Growing prices In October, the average prices for an air ticket without any add-on services rose, the DLR reported. That's likely down to higher fuel costs. For the major providers, the average prices range from €44.10 with the Hungarian airline Wizz, to around €55 for Easyjet and Ryanair, to €111.27 for an average ticket with the Lufthansa company Eurowings. A year ago, the range was €38 to €100. Yet flight offerings in Europe as a whole increased this year. With more than 67,000 departures in a typical week, the numbers of flights throughout all of continental Europe grew by four percent, above all with additional flights to Italy and Greece.

EU Aviation Safety Agency focuses on dangers of commercial pressure on airline safety HELSINKI, Nov. 5 (Xinhua) -- The increased commercial pressure endangering safe air travel is a leading theme at a two-day conference of the European Union Aviation Safety Agency (EASA) here in Helsinki. Pekka Henttu, director general of Civil Aviation of the Finnish Transport Safety Agency and chair of the EASA Management Board, said "those pressures are a fact and we have to admit they are present." Henttu said this is the first time the topic was discussed at an international airline safety conference, and a good balance must be found between safety and the business side of aviation. During the conference that concluded on Tuesday, Patrick Ky, executive director of EASA, drew attention to drones, a new type of stakeholders that will be sharing air space with traditional users, saying "We must ensure this will be done safely." Although leasing is a necessary business tool to avoid overcapacity, participants believe that increased leasing of aircraft with an accompanying crew is a security risk factor. Nearly 40 percent of commercial aircraft in Europe are currently on lease, either without crew or as an operational aircraft. Joachim Luecking, head of the unit for Aviation Safety at European Commission, told the meeting the EU wants to create a framework that is both flexible, getting rid of inefficient regulation and facilitates innovation. "EU tries to create a system based more on risk and performance," he said. He also called on the aviation industry not to underestimate the social, environmental pressures. EU is looking into the decarbonization of the industry. "We are promoting the use of sustainable aviation fuel, but also support a project on researching the electrification of aviation," said Luecking.

The aviation fuel market gets ready for take-off MORE THAN six months after it received permission to operate an aviation fuel business, Golden Myanmar Airlines Public Co Ltd says negotiations are nearing completion on an agreement to lease land at or near eight airports to provide the service. GMA is one of at least three companies seeking to enter the sector and end a statebacked monopoly that critics say is undermining the viability of domestic airlines and causing foreign airlines to avoid refueling in Myanmar. GMA began negotiations with the Department of Civil Aviation to lease plots for the service, including for Yangon and Mandalay international airports, after the Directorate of Investment and Company Administration gave it permission on April 5 to supply aviation fuel. ―The plan to lease the land was submitted to the President Office through the Ministry of Transport and Communications this week; so the process is in the final stage,‖ U Win Kyaw Moe, general manager for admin, HR and ground operations at GMA, told Frontier on October 25. Win Kyaw Moe said the process took longer than expected because of limited land availability at Yangon International Airport. The DCA had agreed to lease ministry-owned land about a five-minute drive from Yangon airport, he said. DCA spokesperson and deputy director general U Ye Htut Aung confirmed that the ministry had agreed to lease plots to GMA for the service. Ye Htut Aung said land was being leased to GMA at the same price as that paid by National Energy Puma Aviation Services, a joint venture formed in 2015 between state-owned Myanma Petroleum Products Enterprise and Singapore‘s Puma Energy.

2 The land is being leased at K5,000 a square metre for a year, Ye Htut Aung told Frontier in an interview at his office on October 18, one week before he retired from the DCA. This is well below the market rate, but Ye Htut Aung said the DCA had opted not to charge GMA the market price because it wanted to contribute to the development of the aviation sector. The lease required approval from the president‘s office because it is a 10-year contract, he said. Under an order issued in 2018, approval from the president‘s office is needed to lease state land for more than five years. Ye Htut Aung added that GMA will be able to start operating a year after the president‘s office approves the proposed land lease agreement. A lack of competition During decades of military rule, MPPE enjoyed a profitable monopoly in the aviation fuel business. However, the U Thein Sein government quickly realised that the high price and poor quality of fuel provided by MPPE was a hindrance to the growth of the aviation, tourism and logistics sectors. In June 2013 the Ministry of Energy announced a tender for a joint venture partnership and the following year selected Puma Energy as the winner. The joint venture, NEPAS, operates at 11 airports and supplies fuel to 22 international airlines and 10 domestic carriers. Puma‘s multimillion-dollar investment in equipment and infrastructure has improved the quality of aviation fuel, but NEPAS remains the only supplier and has been accused of monopolising the aviation fuel business at Yangon airport, which accounts for about 75 percent of aircraft refuelling in the country. The DCA, which is responsible for regulating airports and airlines in Myanmar, is among the aviation sector entities that have expressed displeasure at the lack of competition in the sector, particularly at Yangon airport. ―The main reason the jet fuel price here is higher than in other countries is the lack of competition at the two main international airports at Yangon and Mandalay,‖ said the official on condition of anonymity because he was not authorised to speak to the media.

3 ―That‘s why the DCA negotiated with two private companies to make it more competitive,‖ he said in mid-September. DCA spokesperson Ye Htut Aung said Yangon Aerodrome Co, Ltd was the only other firm that operates an aviation fuel business, but it only serves Nay Pyi Taw International Airport, which has very few domestic and international flights. ―So, yes, NEPAS is the only player … and of course, the fuel price is a bit higher,‖ he said. Ye Htut Aung cited complaints from airlines that aviation fuel prices in Myanmar were at least 50 US cents a gallon higher than in other Southeast Asian countries. He said the price in Myanmar is $2.50, compared to between $1.90 and $2 in Singapore, and $2.01 in Thailand. Ye Htut Aung said he was aware that some of the 41 international carriers that fly to Myanmar – most of which are based in Singapore and Thailand – avoid refueling here because of the high fuel prices. ―That‘s why we want to have two or more fuelling services at each airport – it will boost competition and reduce fuel prices,‖ he said, adding that this should result in lower fares.

4 Myat Myittar Mon, a private company that imports petrol and operates petrol stations in Myanmar, is also planning to expand into aviation fuel. Ye Htut Aung said MMTM had made a proposal to the ministry to operate an aviation fuel business, but was yet to submit a business plan. ―I think MMTM can do this business as it has experience in importing and distributing petrol and has the necessary infrastructure,‖ he said. ―Each airport then would have two or three fuelling services,‖ he said. MMTM managing director U Win Myint said the aviation fuel business generates healthy profites compared to petrol retailing. He estimates that NEPAS has a profit margin of between 20 to 25 percent, while that of retailing petrol was only between 2 and 4pc. MMTM had promised the DCA that if it received permission to supply aviation fuel, it would make only about a 5pc profit, Win Myint said. ―I think the term ‗monopoly‘ is too strong to describe the current situation; I would just say it is not a level-playing field,‖ he told Frontier at his office on October 17. He explained that as the incumbent operator with state backing, NEPAS had many advantages over new players, such as access to land and infrastructure. Before NEPAS was established, all profit went to the government because MPPE is state-owned, Win Myint said. ―Now, it is NEPAS; it‘s a joint venture with a foreign firm. [Some of] the profit goes to the foreign firm,‖ he said. ―Any capable local firm should have the same rights.‖ Win Myint estimates that Myanmar imports $11 million worth of aviation fuel each month and there is a foreign currency outflow of at least $1.6 million. Several sources told Frontier that Yangon Aerodrome, the subsidiary of conglomerate Asia World that operates Yangon International Airport, was also preparing to operate an aviation fuel service at Yangon airport to cash in on the high profits. ―That‘s why they refused to give land to GMA,‖ said the DCA director, who asked not to be named.

5 Ye Htut Aung confirmed that Yangon Aerodrome has the right under its contract to operate an aviation fuel service at Yangon airport. Frontier was unable to reach Yangon Aerodrome for comment. Cost factors In a written response to Frontier, MPPE rejected accusations it had monopolised the industry. It noted that the Ministry of Electricity and Energy supported competition in the aviation fuel sector and had approved GMA‘s plan to build infrastructure for its venture. It also cited Myanmar Investment Commission Notification 15/2017, which states that any business, foreign or local, can import/export, transport, store or distribute oil, natural gas and petroleum products with the approval of the ministry. MPPE said that its joint venture with Puma Energy had enabled international standards to be met in a short time. MPPE admitted that the fuel price charged by NEPAS was about $1 a gallon higher than in Singapore, the main source of aviation fuel imported by Myanmar, but cited several factors for the higher prices, such as transportation costs and heavy taxes. It said the price of aviation fuel could be reduced by importing crude oil and refining it into aviation fuel, and by transporting the fuel to airports using pipelines rather than trucks. MMTM and other sources said they were aware of the factors that contribute to high aviation fuel prices in Myanmar, but believed there was still room for NEPAS to cut prices.

6 ―If NEPAS really wants to reduce the price, it can do so immediately; but it would have some impact on their profit,‖ an industry source told Frontier. ―Why would they reduce prices when there is no competition?‖ Ye Htut Aung said fuel prices would certainly fall once the sector becomes more competitive. GMA said it hoped to begin operations at Yangon airport and other airports a year after reaching a final agreement with the government. It said it planned to launch the aviation fuel business at Tachilek Airport, which serves the Shan State town of the same name on the border with Thailand. ―It would be serve as pilot project,‖ said Win Kyaw Moe. ―But at the same time, we will also prepare to launch services at other airports.‖

Thai Airways Chairman Quits as Losses Double Ekniti Nitithanprapas resigned as chairman of Thai Airways International after 16 months in the job, as Thailand’s national airline struggles to stem losses.
