Main EU Policy Driver: F-Gas Regulation (2006) Focus is on preventing emissions from existing equipment and after use For operators of equipment • Prevent/check/repair leakage • Keep records on installation, maintenance, servicing • Need of certification for people handling this equipment • Assure proper recovery  recycling/recovery/destruction Also policies on ecodesign, ecolabelling, waste,… Climate Action

Why strengthening EU F-gas policy further? • EU 2050 climate targets is to reduce GHG emissions by 80-95% (1990-level)  Contribution from F-gas sector is 60% reduction in 2030, based on 2005

• F-gases are low-hanging fruits for mitigation  Several suitable (safe, energy-efficient, cheap) low GWP alternatives are available for most F-gas applications!  Abatement costs are modest

New Proposal for a Regulation 7 November 2012

• Maintain containment & recovery, but GWP-linked  incentive for using lower GWP equipment, containment potentially less onerous

• Existing equipment can be further used •  costs to end users (supermarkets, microenterprises) kept low

• Servicing of Equipment with refrigerants of GWP >2500 prohibited from 2020 •  eliminate energy-inefficient R-404a Climate Action


New thrust of proposal: Reducing use of high GWP HFCs in new equipment EU Phase-Down of bulk HFC: Alternative technologies will become more competitive, more available to users Additional costs for users of new small fridges/freezers/ condensing units small, some costs for users of  new larger centralised systems    

Bans include: • Sealed fridges/freezers for storage, display in retail & food services using HFC >150 (2020) Climate Action
