Bienvenidos a la edición de Abril de El Coquí of Rincón! Welcome to our April issue of El Coqui of Rincón! Our feature story this month pays homage to the spectacular and outstanding work of our various animal rescue groups. We are lucky here in Rincón, as many other towns on the island still struggle with the issue of stray animals. Lucky that this little community is full of love, and it shows. When we go out to eat at a restaurant, we expect great food, but what we don’t see is what goes on behind the scenes in the kitchen. In this issue, we feature two chefs from two different restaurants, one that has been established in Rincón for many years, and another that is brand new. Read more for the juicy details! “Coffee with Oscar” will be a new monthly piece to look forward to. Oscar Cordoba and his wife, Milagros Rigau, are new to Rincón. As they get to know the community, they will share their interactions with the people they meet. This month, Oscar interviews a long time resident, Steve Tamar. Finally, I’m excited to announce that May will be the release of our annual wedding issue. Rincón’s stunning beaches and warm sunsets are increasingly becoming the dream of brides from all over the world. Hear what local wedding planners have to say about the industry and be enamored with our various love stories. As we all know, Rincon = Love!

Las historias de este mes, rinden homenaje al espectacular y sobresaliente trabajo de nuestros varios grupos de rescate de animales. Tenemos suerte aquí en Rincón, como en otros muchos pueblos de la isla que todavía luchan con el problema de animales callejeros. Somos afortunados de esta pequeña comunidad que esta llena de amor y lo demuestran. Cuando salimos a comer a un restaurante, esperamos buena comida, pero lo que no sabemos qué sucede detrás en la cocina. En esta edición les presentamos a dos Chefs, de dos restaurantes diferentes, uno establecido en Rincón hace muchos años, y el otro recién establecido. Lea más para los jugosos detalles! “Café con Oscar” será una nueva columna mensual, para esperar. Oscar Córdoba y su esposa Milagros Rigau, son nuevos en Rincón. Según van integrándose a la comunidad, compartirán su interacción con personas que van conociendo. Este mes, Oscar entrevisto a un residente de muchos años, Steve Tamar. Finalmente, anuncio con mucha emoción que Mayo será nuestra edición anual de bodas. “ ello, my name is Damaris Soto Foster, and among other things, I am a Fine-Art artist. I enjoy working with many art forms and mediums, but my favorite is painting. My paintings take on a variety of subject matters, e.g., my life experiences; protesting injustice; attempting to provide a voice for the marginalized; and sometimes I simply paint on commission (whatever my clients desire). Some of my primary art influences are George Grosz (subject matter) and Claude Monet (painting style).

I was born and raised on San Jose Street, in Aguada, Puerto Rico. At the age of eighteen, I moved to Rincón, where I became the mother of three children: Amaris, Orlando, and Yahaira Medina Soto. For many years, I enjoyed Rincon’s beaches, watching the beautiful sunsets, until, at age thirty-three, I met my husband , Jack Foster. After we got married, we moved with our three children to his home state of Montana. While living in Montana, I achieved an AA in Arts and a BA in Fine Arts at the University of Montana Western, where I graduated with honors; Suma Cum Laud, and as a member of the Alpha Chi Honor Society. At the University of Montana Western Art Gallery, I displayed much of my art work and received a first-place prize there in the 3-D Art category. In Montana, I also owned and operated an Art Gallery, Eden Galeria de Arte, where I displayed and sold my art and the art of many University students, hosting University Thesis/Art Exhibits. I also donated art to numerous organizations and events.

Por muchos años, disfrute de las playas de Rincón, mirando los bellos atardeceres, hasta la edad de treinta y tres, cuando conocí a mi esposo, Jack Foster. Después que nos casamos, nos mudamos con nuestros tres hijos a su casa en Montana, USA. Mientras, viviendo en Montana, logre un AA en Artes y un BA en Bellas Artes en University of Montana Western, donde me gradué con honores; Suma Cum Laud, y como miembro del Alpha Chi Honor Society. En The University of Montana Western Art Gallery, expuse mucho de mis trabajos artísticos y recibí el primer lugar en la categoría de 3-D Art. En Montana, también soy dueña y opero una galería de arte, Eden Galería de Arte, donde mostré y vendí mi arte y el arte de muchos estudiantes de la Universidad, presentando, Tesis de la Universidad/Exhibiciones de arte. Living in Montana was an enriching experience for both our children and us. We grew socially and intellectually, but after five great years, when our children were adults and on their own, Jack and I moved back to Puerto Rico (Cabo Rojo), where we currently reside. I have been back on my island for three years now, where I enjoy spending time with my oldest daughter, Amaris, and my grandkids, Jowell and Jetxiel. Upon my return, I have been artistically active; I’ve taught Fine Art to children; I’ve displayed and sold my Art at the Rincon Art Walk; I have upcoming Art Expositions in the works; and I sell my art work online. efensa Animal de Rincon Puerto Rico (Defensa for short) is a Federal and Puerto Rico accredited non profit organization based out of Rincón. We do not take in cats or dogs but offer Vet care, Travel and Marketing-For-Adoption assistance to those who do rescue street cats and dogs from anywhere in Puerto Rico. We do not turn away rescuers even when they rescue dogs & cats with extreme medical needs as long as they can follow and use our ‘Open Rescue’ program. Some of our most extreme cases are documented in before and after photos on our DefensaRincon.org/ SponsorClub page. What sets Defensa apart from the other two wonderful Rincón based animal rescue organizations is that we rescue and take in horses. Our horse rescue is modest and evolving but, thanks to Julie Saunders and her Rincon business, Pintos “R” Us Trail Rides we have been able to help over ten horses that had been either abandoned, injured and/or neglected. We utilize donated Rincon lands to house the horses while they are readied for adoption. Just like our cats and dogs, our horses are FREE to the RIGHT home but unlike cats and dogs, horses take a bit more knowledge and caution to own. Therefore, to help more horses find homes we offer a regular Defensa Horse Class. Although I am not an “equestrian” I am a Page 18

horse owner and lover and felt by teaching more people to interact with and care for horses more people would be in a position to help and adopt our rescued horses. The class has been a huge success and follows the practices of “natural horsemanship” styles — no whipping or hitting. In order to grow our Horse Rescue we need to reach more people for financial donations around the World and we need to enlist more local volunteers to help with daily horse chores. We also need to continue to find local land owners willing to let us fence in and maintain land that can be used to house rescued horses while we work to find them forever homes or be used as a forever home for our rescued horses. We do not have any paid staff so donors know what they are offering goes directly to our animals. We post our financial and rescue numbers on a monthly basis to DefensaRincon.org and Facebook/DefensaRincon. Our most recent numbers show our money being spent as follows: 58% to vet services, 4% to overhead/business expenses, 2% to advertising/marketing, 12% to animal adoption travel costs and 24% to horse rescue. Nosotros no aceptamos perros ni gatos, ofrecemos asistencia de cuidado Veterinario, transportación y mercadeo de adopción, para aquellos perros y gatos rescatados en las calles de Puerto Rico. No rechazamos a ningún rescatador de perro o gato que esta en extrema necesidad de asistencia médica, siempre y cuando ellos sigan y utilicen nuestro programa de ‘Open Rescue’ (rescate abierto). Algunos de nuestros casos extremos están documentados, en antes y después fotos, en nuestra página DefensaRincon.org/SponsorClub. Que diferencia a Defensa de las otras esplendidas organizaciones con base en Rincón? Es que nosotros rescatamos y refugiamos caballos. Nuestro rescate de caballos es modesto y creciendo, y gracias a Julie Saunders y su negocio en Rincón, Pintos “R” Us Trail Rides, hemos podido ayudar a más de 10 caballos que han sido abandonados, accidentados o descuidados. Utilizamos tierras en Rincón donadas, para refugiar los caballos en lo que están listos para adopción. Al igual que nuestros gatos y perros, nuestros caballos son GRATIS para el hogar PERFECTO, pero a diferencia de los gatos y perros, los caballos necesitan un poco mas de conocimiento y cuidado para trabajar con ellos. Así mismo, para ayudar más caballos a encontrar su hogar, ofrecemos regularmente clases. Sin embargo no soy

“ecuestre”, soy amante y dueña de caballo, siento que al enseñar más personas a interactuar y cuidar caballos, tendremos más personas que estarán en posición de ayudar y adoptar nuestros caballos rescatados. Las clases han sido un gran éxito y practicamos el “estilo natural de la equitación”, no uso de látigo o pegar. Para progresar en nuestro Rescate de Caballos, necesitamos alcanzar a más personas que nos ayuden con donaciones alrededor del mundo y enlistar más voluntarios locales para ayudar con el cuido diario de los caballos. También necesitamos más dueños de tierras que nos permitan cercar y mantener para proveer hogares ya sea permanente o pasajero a estos caballos rescatados. No tenemos ningún personal pagado, por lo tanto donantes saben que todo lo donado va directamente para el cuido de los caballos. Publicamos mensualmente nuestro estado financiero y números de rescates en DefensaRincon.org and Facebook/ Defensa Rincón. Barks of Hope was founded in 2014 by Leo Roubian.

After over a decade of rescuing animals in Puerto Rico, Leo decided that she should finally make it official, and Barks of Hope was born. We are a 501(c)3 organization dedicated to rescuing, rehabilitating, and finding forever homes for abandoned doggies. At Barks of Hope, we rescue dogs in many different ways. Firstly, we receive MANY phone calls every day. In fact, we receive so many calls for help, we accept a dog into our protection almost every day. Most of these are dogs that are found on beaches and streets across the island. Usually, the person that pulled them to safety is unable to keep them, so we take the dog into foster care. Sometimes, (weekly!) we respond to a facebook post where someone has seen a dog in need, and for whatever reason, were unable to rescue it. In this case, we go to the area where the dog was reported and search for it. Surprisingly, we almost always find it, and sometimes several others. Often, we rescue dogs that we see on our constant trips across the island. Since we spend so much time driving to the airport to send our “freedom flights”, we get a lot of opportunities to see homeless dogs in need of help. It is not uncommon for us to travel to San Juan to ship 20 dogs to the states, and come home with 10 more that we have collected along the way home. To our knowledge, we are the only Puerto Rican based rescue that rescues any breed from anywhere on the island! In other words, we will help ANY dog, no matter where it is found. Page 20

Once our dogs have been rescued and fully vetted, we generally send them on a freedom flight to one of our many partners in the states. Currently, we work with 9 full-time partners that accept our dogs consistently. These are all nokill shelters that we have visited and chosen specifically for their dedication and commitment to our satos. Once our pups arrive in the states, they are typically adopted very quickly and we can start planning our next flight! In fact, the support and hard work of our stateside partners is one of the primary reasons that we are able to rescue about 60 dogs per month. In 2016, we rescued and re-homed 674 dogs. We hope to surpass that this year! In addition to rescuing and re-homing dogs (and a few other species!) from all around the island, we also take a lot of pride in being able to help locals with their own pets. Many times, residents will call us when they find themselves in a difficult position with their own beloved animals. With the economic crisis currently affecting the island, there are many times that an owned pet gets injured or seriously ill and its owners do not have access to the resources to care for it. When they reach out to us, we always try to help them, whether it is through free vet care or food purchases. We understand that many people love their pets, but simply find themselves in hard times and need a little help. Our primary goal is always to improve the life of an animal, regardless of that animal’s situation. I want to share with you that 2 of our “Satos” ended up in Capitol Hill this past weekend at an ASPCA event, and they were photographed with Senator Bob Doyle and his wife. It’s great to see our Satos doing so well!

Somos una organización 502(c)3 que se dedica a rescatar, rehabilitar y encontrar hogares para perritos abandonados. En Barks of Hope, rescatamos perros de muchas maneras. Primeramente, recibimos MUCHAS llamadas cada día. En efecto, recibimos tantas llamadas de auxilio, que ponemos perros bajo nuestra protección casi todos los días. Muchos de estos perros son encontrados en las playas o en las calles alrededor de la Isla. Usualmente, la persona que los recoge no se los puede quedar, entonces los ponemos en hogares de acogida. A veces (semanalmente) respondemos a mensajes en Facebook donde alguien ha visto algún perro que necesita ayuda y por cualquier circunstancia no puede rescatarlo. En estos casos, vamos a verificar el área donde fue reportado. Sorprendentemente, casi siempre lo encontramos y a muchos otros. Regularmente, rescatamos perros que nosotros encontramos en nuestros viajes por la Isla. Como pasamos tanto tiempo manejando al aeropuerto para enviar en nuestro “viaje a la libertad”, tenemos la oportunidad de ver perros sin hogar, que necesitan ayuda. No es inusual que en el camino a San Juan para enviar 20 perros a los estados, regresamos con 10 recogidos en el camino a casa. A nuestro conocimiento somos los únicos con base en Puerto Rico que rescatamos cualquier clase de perro en cualquier parte de la Isla! En otras palabras, ayudamos a CUALQUIER perro, no importa donde, ni como, sea encontrado.

Una vez nuestros perros han sido rescatados y vistos por el veterinario, generalmente son enviados en nuestros “vuelos a la libertad” a uno de nuestros muchos colegas en los estados. Actualmente, trabajamos con 9 colegas a tiempo completo que aceptan nuestros perros consistentemente. Estos son refugios, no-eutanasia, que hemos visitado y escogidos especialmente por su dedicación y compromiso con nuestros satos. ¡Una vez nuestros cachorros llegan a los estados, son típicamente adoptados rápidamente y podemos empezar a planear nuestros próximos vuelos! De hecho, el apoyo y duro trabajo de nuestros colegas en los estados, es una de las primordiales razones de que podamos rescatar 60 perros al mes. En 2016, rescatamos y les dimos hogar a 674 perros. ¡Tenemos la esperanza de sobrepasar este año! En adición a rescatar y dar hogar a perros (y otros animales) alrededor de la Isla, estamos orgullosos de también ayudar a locales con sus propios animales. Muchas veces, residentes nos llaman porque se encuentran en posiciones difíciles con sus adorados animales. Con la crisis económica que está afectando a la Isla, muchos dueños de animales se encuentran con sus animales heridos y seriamente enfermos y no tienen los recursos para ayudarlos. Cuando nos llaman, siempre hemos tratado de ayudar ya sea proveyendo veterinario gratis o comprando comida. Entendemos que mucha gente ama a sus animales, pero simplemente se encuentran en tiempos difíciles y en necesidad de una pequeña ayuda. Nuestra primordial meta es siempre mejorar la vida de un animal, independientemente de la situación del animal. Quiero compartir con ustedes que 2 de nuestros “Satos” llegaron a Capitol Hill este pasado fin de semana, a un evento de la ASPCA, y fueron fotografiados con el Senados Bob Doyle y su esposa. Es grandioso ver a nuestros Satos en buen estado. Page 21

nimal Rescue Foundation (ARF) of Rincón is an animal welfare organization that services the town of Rincón, Puerto Rico.In the face of a sad incident, it was started in 1997 by a handful of devoted volunteers that would rescue and find homes for dogs and cats. Since then, it has evolved to focus on eradicating animal overpopulation. Our new focus is on mass sterilization, as well as providing workshops in schools in order to involve the community in our mission. Students can also do voluntary hours with us. ARF has become involvement.

When I became president, I sat down with past ARF Board members and asked what had worked in the past and what had not. I also asked the Community of Rincón what their expectations were from a non-profit animal rescue organization. I took my time to sit down and chat with members of Rincon’s municipal agencies, including the mayor, as well as business owners around the town. After all their input, ARF Board Members had a meeting and made a plan. We came to the conclusion that the root of the problem regarding the overpopulation of stray dogs and cats was that their owners did not spay or neuter their dogs, mostly because it costs too much for them. We then decided to start our LOW COST STERILIZATION PROGRAM with Dr. Cruz. In addition, we started to educate pet owners about the importance of sterilization, and we did so by giving lectures at Rincon schools. A new student community hour program, in which students learned the responsibility of being a pet owner and its commitment, was created. We worked closely with the social workers of the “Housing Projects” and their residents. Due to tough economic times, many residents have moved to the USA , and some even abandoned their pets. We then started the program ,“TAKE ME WITH YOU”, to help people to move with their pets at a low cost. We have been able to do all this thanks to an amazing team. ARF of Rincón consists of 7 board members, 13 active Page 22

volunteers, barrio leaders, and a lot of members of the community. Some help daily, some help when they are called, and some help simply when they can. We work together with other rescue organizations around Puerto Rico, sharing their posts, helping them to find homes for their pets, as well as sharing donated food. We do not receive money from the government or from grants. At the present time, we do not have major donors. We receive money from individuals like you and me, who see and believe in what we do. Our largest individual donation last year was $750.00. We have people who donate $20.00, $50.00 or $100.00 every month. A new program to encourage companies and organizations to help us was created: ADOPT ARF FOR ONE DAY. We also sell merchandises (stickers, cozies, key chains, and t shirts) and, during the year, we have fundraising events that help us pay our monthly bills. What this means is that our budget is small, but we have managed to help Rincon residents assume their responsibility as pet owners. We understand we still have a long way to go. ARF of Rincon does not have employees; we are 100% volunteers, which means that none of us are paid for our volunteering work. Rincón’s Mayor, Hon. Carlos Lopez, gave us an office, in which we can have direct contact with the community, and it is completely free. Our vet bills can range from $1,000 to $3,000 per month, depending on rescues’ situations. This does not include other monthly expenses such as food, crates, leashes, collars, cleaning supplies, and more. We have a long way to go and we, ARF of Rincon, will not be giving up. nimal Rescue Foundation (Fundación de Rescate de Animales) (ARF) de Rincón, es una organización para el bienestar de los animales, que sirve al pueblo de Rincón, Puerto Rico. Ante un triste incidente, fue comenzado en el 1997 por un grupo de devotos voluntarios quienes rescataban y le encontraban hogares a gatos y perros. Desde entonces, nos hemos enfocado en erradicar la sobrepoblación. Nuestro nuevo enfoque es una esterilización en masa, proveer talleres en las escuelas para envolver a la comunidad en nuestra misión. Estudiantes hacen horas de trabajo voluntario con nosotros. ARF ha sido un éxito gracias al envolvimiento de la comunidad. Cuando fui electo presidente, me senté con los miembros de la Junta de Directores de ARF y les pregunte que había funcionado en el pasado y que no. También pregunte a la Comunidad de Rincón cuáles eran sus expectativas sobre esta organización sin fines de lucro de rescate de animales. Me tome tiempo en sentarme y charlar con agencias de gobierno municipal de Rincón, incluyendo el Alcalde, como también dueños de negocios alrededor del pueblo. Después de todas sus ideas, la Junta de Directores de ARF tuvimos una reunión e hicimos un plan. Todos llegamos a la conclusión que la raíz del problema en relación a la sobrepoblación de perros y gatos callejeros, era que los dueños no podían esterilizar sus perros o gatos por el alto costo para ellos. Entonces decidimos comenzar con nuestro PROGRAMA DE BAJO COSTO DE ESTERILIZACION, con el Dr. Cruz. En adición, comenzamos a educar a los dueños de mascotas, en la importancia que tiene la esterilización y lo hicimos dando charlas en las escuelas de Rincón. Fue creado un nuevo programa de horas de comunidad para estudiantes, donde los estudiantes aprenden la responsabilidad de ser dueño de una mascota y el compromiso que crea. Trabajamos muy de cerca con los trabajadores sociales de los “Proyectos de Vivienda” y sus residentes. Debido a los tiempos de dura economía mucha gente se ha mudado a los Estados Unidos y

Hemos podido lograr todo esto, gracias a un fabuloso equipo. ARF de Rincón consiste de 7 miembros de la Junta, 13 voluntarios activos, líderes de barrio, y muchos miembros de la comunidad. Algunos ayudan a diario, algunos cuando son llamados y algunos simplemente cuando pueden. Trabajamos en conjunto a otras organizaciones alrededor de Puerto Rico, compartiendo mensajes, ayudando a encontrar hogares para sus mascotas, como también a compartir alimentos donados. Nosotros no recibimos dinero del gobierno o subsidios. En la actualidad no tenemos grandes donantes. Recibimos ayuda monetaria de individuos como tú y yo, que ven y creen en lo que hacemos. Nuestra más grande donación el año pasado fue de $750.00. Tenemos gente que dona de $20.00, $50.00 o $100.00 mensualmente. Un nuevo programa para alentar compañías y organizaciones a ayudarnos se ha creado: “ADOPTE A ARF POR UN DIA”. También tenemos mercancía a la venta (stickers, cozies, llaveros y camisetas) y durante el año hacemos eventos para recaudar fondos para pagar nuestras facturas mensuales. Que significa esto, que nuestro presupuesto es pequeño, pero hemos podido ayudar a los residentes de Rincón a asumir su responsabilidad como dueños de mascotas. Entendemos que todavía nos queda mucho camino por correr. ARF de Rincón no tiene empleados; somos 100% voluntarios, lo que significa que nadie es pagado por el trabajo de voluntario. El Alcalde de Rincón, Honorable Carlos López, nos ha facilitado una oficina, donde tenemos contacto directo con la comunidad, y es completamente gratis. Las facturas de nuestros veterinarios varían entre $1,000 a $3,000 por mes, dependiendo de la situación del rescate. Esto no incluye los gastos mensuales de comida, cajas, correas, collares, detergentes de limpieza y más. Tenemos un largo camino que recorrer y nosotros, ARF de Rincón, no nos rendiremos. Chef Luis A. Noriega Sanchez

Luis A. Noriega Sanchez, the chef at The English Rose, was born in Mayaguez, P.R., in September of 1976 and was raised here in Rincon.

He first learned to cook by himself, watching his dad, who did most of the cooking in his family. Later, he worked in a restaurant as a dishwasher, and started to cook professionally at The Landing in Rincon in 1996, and he began to be interested in the culinary arts as he finished his studies in 2002. In 2009, his friend, and English Rose founder, Jethro Wickenden, gave him the opportunity to create culinary magic by his side at The English Rose. While Luis doesn’t consider himself to have a specific personal style of cooking, he likes to be creative and let his imagination fly. What first interested him in cooking was his love of food, and the joy of mixing flavors, as well as seeing peoples’ faces when they experienced his food. “Their feedback makes me feel like I’m winning an Olympic trophy!” Page 32

The types of dishes he prefers to cook are Fresh Plates, well prepared and elaborated, handmade with local products. His own personal favorites to eat himself is Puerto Rican food, especially typical Christmas food, rice with “gandules”,” pasteles”, and pork. When asked the question, “What makes the dishes you create for the English Rose special?”, Luis responded with “ I make every plate with passion, dedication and love. Comenzó cocinando para el mismo, observando a su padre, quien cocinaba frecuentemente para la familia. Luego, trabajo en restaurantes lavando platos. Empezó a cocinar profesionalmente en The Landing, en Rincón, en 1996, y surgió su interés en el arte culinario donde termino sus estudios en el 2002. En el 2009, su amigo y fundador de The English Rose, Jethro Wickenden, le dio la oportunidad de crear a su lado, el mágico arte culinario en The English Rose. Mientras, Luis no considera tener ningún estilo especifico propio, le gusta ser creativo y dejar que su imaginación vuele. angia Mi’s chef, Rebecca White, comes from a family that has a long tradition of eating, preparing, and serving Italian food. Growing up in a large Italian family, watching the aunts in the kitchen, with an uncle who made his own wine, she learned firsthand what goes into a fine Italian dinner. Perhaps, then, it’s no surprise that dinner at Mangia Mi has just this personal touch. Dinner is served family style, with an ever changing menu, depending on what local fish and produce is at its best. While the restaurant imports special handmade cheeses and Marzano tomatoes necessary for the exact Italian flavoring of some dishes, Rebecca’s emphasis is always on “fresh” and “local”. Fresh pasta is made every day, as well as their artisan grilled pizza. Rebecca, who was a winner on the Food Network’s Cooks vs Cons show (https://youtu.be/sw6LH1Zsjuo) , made her way to Rincon by way of Key West, where, even there, people were talking about Rincon as a special place to be. She and her partner, Kara, visited, and found this to be true enough to want to stay. September 2016 saw the opening of Mangia Mi where, lucky for us, Rebecca can share her Italian heritage’s culinary delights with the people of Rincon. Creció en una gran familia Italiana, observando a sus tías en la cocina, con su tío quien preparaba su propio vino, aprendió de primera mano, que va dentro de una fina cena Italiana. Quizás, entonces, no es sorpresa que las cenas en Mangia Mi tengan su toque personal. Cena servida al estilo familiar, con un menú cambiante, dependiendo del pescado local y los mejores productos frescos. El restaurante importa quesos especialmente preparados y tomates Marzanos, necesarios para el sabor exacto Italiano en sus platos. Rebecca enfatiza siempre en “fresco” y “local”. Pasta fresca hecha diariamente, al igual que sus pizzas artesanales. Rebecca, ganadora del show, “Food Networks Cook vs Cons” (https://youtu.be/sw6LH1Zsjuo), hizo su camino a Rincón desde Key West, donde, aun allí, la gente habla de Rincón como un sitio especial para estar. Ella y su compañera, Kara, visitaron y encontraron que era verdad suficiente para querer quedarse. Septiembre 2016, vimos la apertura de Mangia MI, donde, por suerte para nosotros, Rebecca comparte su herencia Italiana en la cocina con la gente de Rincón. Interview with Steve Tamar

he brisk walk is warm in the early afternoon sun, but it is not too hot. A few more steps, and I arrive at the office of the Rincón Chapter of the Surfrider Foundation (https:// rincon.surfrider.org/). Hola!! I am greeted by the Vice Chair of the chapter, Steve Tamar. The gentle, tall, long haired, bearded man, familiar to many locals, is sitting at a lab work area with a stack of water samples that he is processing. The water samples are from different bodies of water around Rincón and beyond. We chat a bit as he records the condition of the various water samples, and he comments on the bacteria levels and types as some samples appear to glow a very dramatic blue under the UV light.

“Wow!” I exclaim. “You have seen big changes in a relatively short time!” The sixty year old smiles and says, “I would like to see Rincón develop in a way so that in another 40 years it is still recognizably and uniquely Rincón.” As Steve and I talked about this, his passion for protecting the environment comes through. He shares with a smile and obvious pride that he was the first person to sign the “still warm, off the printer” petition to form and designate the local, Tres Palmas, Marine Reserve. The proposed Marine Reserve eventually gathered signatures from about 75% of the local electoral roll, and thousands of others as well.

When he finishes that stack, we head out for our cup of coffee. We are sitting just around the corner to enjoy our coffee at “Friend’s Café” and to have our chat. As we sip our coffee, I mention to Steve how I find it interesting to listen to people share about how and why they make their home or business in Rincón.

The Marine Reserve, as currently established, is only a fraction in size of what Steve and many other individuals and groups initially proposed. Other groups were in opposition to the reserve and a compromise was reached in order to immediately establish, as a minimum, the present protected area. Steve states with obvious concern- “It is the smallest Marine Reserve in the Western Hemisphere but in order to truly protect the reef, we will continue to work to return to the originally proposed extent, or more.” As I probe further, Steve patiently explains “Climate change indicators strongly suggest that it is imperative that deeper water coral reefs be protected”. “Besides”, he states, “data has confirmed that manmade mechanical noise in the marine environment has very detrimental effects, not only to marine mammals and fish, but to corals as well. At one time whales would come near shore in significant numbers and dolphins would swim among the surfers. Sadly, we don’t see that much anymore. I can’t quantify it, but corals are losing ground too, especially in spawning and reproductive rates.”

Steve tells me that he has been in Rincón about forty years now. “We fell in love with the Island, especially with the incredibly friendly people of Puerto Rico.” Steve says, “and Rincón back in the late seventies was like other small coastal towns I knew in Florida in the 50s”. Steve, his wife and four year old daughter arrived in 1979. By the year 1981 they had cleared land on their farm, planted crops, a variety of fruit trees, including coffee, and were fully engaged in subsistence farming. Steve comments that although he is not as active on his farm now, he still enjoys harvesting the various fruits from the trees that he planted. As I bring our conversation back to Steve’s earlier times in Rincón, Steve reminisces -“In our neighborhood, the Campo Alegre sector of Calvache, there were then only two cars . There were no school buses, and kids walked to school in groups. Kids had real chores back then, like taking care of livestock, gathering food from the woods and streams, and gardening”. Steve remembers- “At least half the houses used a wood fired Fogón to prepare their meals” and “There were few houses with water piped directly inside. The municipal waterline ran alongside of the road with only occasional communal risers and spigots where neighbors would bring their water containers to fill and take to their homes for their family’s use. There was no bottled water or supermarket”, Steve continues, “only the Colmados, where one could buy the basic staples like rice and beans, a few root crops, and seasonal fruits”. Page 44

We sit quietly for a moment, sip the last taste of our coffee, and consider the implications. Steve offers, “My larger goal is to work to establish a coastal conservation zone for all of North West Puerto Rico. We’ve got to aim high if we want to see any natural resources left for the future. The effort has to come from the community, since even at the best of times, the government and agencies have been, ahhh, somewhat flawed tools.” As I thank him for granting me our chat over delicious coffee and we part ways, I can’t help but admire the lofty goal and this unassuming man with the courage and gumption to try to achieve it.

Entrevista con Steve Tamar

a caminata a paso ligero al sol de la tarde temprana es cálida pero no muy caliente. Unos pasos mas y llego a la oficina sucursal en Rincón de la organización mundial Surfrider Fundation (https://rincon.surfrider.org/). ¡¡Hola!! Me recibe el vicepresidente de la sucursal, Steve Tamar. El hombre alto, con pelo largo, barba y una bondadosa sonrisa, es conocido por muchos. Steve esta sentado en una pequeña área designada como laboratorio. Allí, frente a un montón de pruebas de agua tomadas en distintos cuerpos acuáticos en los alrededores de Rincón, y a sus afueras también, charlamos un ratito mientras el apunta los resultados de las pruebas de agua y comenta de los niveles y clases de bacteria presente en aquellas pruebas que brillan un azul dramático bajo la luz ultravioleta. Cuando Steve termina ese montón, salimos para tomarnos un café. Nos sentamos en la esquina, a la vuelta de la oficina, en el lugarcito que se llama “Friend’s Café”. Allí charlamos y entre sorbos de café, le comento a Steve que me resulta interesante cuando individuos comparten el como y el porque ellos hacen su hogar o su negocio aquí en Rincón. Steve me cuenta que el está en Rincón hace ya unos cuarenta años. “Nos enamoramos de la Isla y especialmente la increíblemente amistosa gente de Puerto Rico”. Steve dice, “Y Rincón en el fin de la década de los 70s era mas como otros pueblos costeros que yo conocí en Florida en los 50s”. Steve, su esposa, y hijita de cuatro años llegaron en el 1979. Ya para el 1981, habían preparado su finca, plantado cultivos, una variedad de arboles frutales y también café. Estaban plenamente subsistiendo de su agricultura. Steve hace el comentario que a pesar de que no es tan activo en su finca como fue en aquellos tiempos, el sigue gozando de las cosechas de los frutos en los arboles que plantó. Mientras llevo nuestra conversación a esos lejanos tiempos de su vida en Rincón, Steve continua su reminiscencia, “En nuestro Barrio, el sector Campo Alegre de Calvache, existían solo dos autos en ese entonces. No habían colectivos escolares y los niños caminaban en grupos a sus escuelas. Los niños emprendían en verdaderas tareas en ese entonces, como el cuidado de ganado, la cosecha de comidas en los montes y quebradas y sus quintas”. Steve recuerda que “Al menos la mitad de las casas tenían y usaban su fogón a leña para preparar sus comidas. Y habían muy pocas casas con servicio municipal de agua directo. La tubería de agua municipal corría a lo largo del camino con una canilla comunal de vez en cuando pare que los vecinos traigan sus cantaros para llenar y llevar a sus hogares para el consumo familiar. No había agua envasada o supermercados”. Cuenta Steve, “solo colmados donde uno podía comprar provisiones básicas como arroz y habichuelas, algunos cultivos y frutas según la temporada”.

¡Wow! Yo exclamo, tu has visto grandes cambios en un periodo relativamente corto! El hombre de Sesenta años sonríe y dice, “Me gustaría ver que Rincón se desarrolle de modo que en otros cuarenta años sigue siendo reconocido como el lugar y pueblo único que es”. Mientras Steve y yo charlábamos acerca de esto, su pasión por proteger nuestro medio-ambiente resalta. El comparte, con su sonrisa y obvio orgullo, que fue la primera persona en firmar “la todavía calentita de la impresora” petición para la formación y determinación de la Reserva Marina Tres Palmas en las aguas locales de Rincón. La Reserva Marina Tres Palmas, como fue propuesta llego a recibir firmas y apoyo del 75% del publico votante y también miles de otros mas. Tres Palmas, como establecida actualmente, es solo una fracción de la extensión originalmente propuesta por Steve y muchos otros individuos y grupos. Otros grupos, con otros intereses, formaron oposición a la Reserva Marina y resultó en los proponentes de la reserva transigir para poder de forma inmediata establecer como mínima, el área actualmente protegida. Steve declara con obvia preocupación, “Es la Reserva Marina mas pequeña del hemisferio occidental y a consecuencia, para poder realmente proteger el arrecife, seguiremos trabajando para conseguir la extensión originalmente propuesta o tal vez mas.” Entonces yo continuo a indagar y Steve, con su típica paciencia me explica, “Indices de cambios climáticos sugieren fuertemente que es indispensable que corales de aguas mas profundas también reciban protección.”, “Además,” el afirma, “Resultados de estudios han confirmado que ruidos mecánicos creados por equipos de los humanos dentro del ambiente marítimo tienen efectos muy perjudiciales no solo para los mamíferos marinos y peces pero para los corales también. Ballenas venían cerca de nuestras costas en números apreciables y delfines nadaban entre los Surfistas. Lamentablemente ya no vemos mucho de eso. No puedo cuantificar pero los corales también están siendo afectados especialmente en sus ciclos de reproducción”. Sentados en silencio por un momento tomamos los últimos sorbitos de café y consideramos las implicaciones. Steve entonces ofrece “Mi meta mas mayor es trabajar para lograr establecer una zona de conservación para el entero Noroeste costero de Puerto Rico. Debemos apuntar alto si queremos dejar recursos naturales para el futuro. El esfuerzo debe surgir de la comunidad ya que hasta en los mejores intentos, el gobierno y agencias han sido, ahhh, herramientas muy falladas”. Mientras nos despedimos y agradezco a Steve el haberme otorgado esta charla mientras tomamos un delicioso café, encuentro imposible eludir admiración por su enorme y noble objetivo pero también por el hombre sin pretensiones personales pero con el coraje, iniciativa y determinación para tratar de realizarlo.
