— general coordination and Project Management of the marine requirements, — reporting, — pre desk study (route & platform optimisation), — establishment of design bases, — drafting of specifications for seabed survey and sampling (Geophysical & geotechnical), — preliminary Health, Safety & Environment assessments & requirements, — technical evaluation of seabed survey proposals, — supervision of seabed survey and sampling, — environmental Impact Analysis offshore part including contact with local authorities and obtaining consents and permits where applicable although support where applicable, — specialist services including but not limited to sand wave modeling, ecology, dredging, survey, studies,sediment modeling, in-shore surveys, archeology, flora and fauna, — preparation of offshore consents for seabed survey and realization. Support advice during consenting process when required, — management and preparation of all third party crossing agreements, — support advice during the construction phase when required. Pre desk study will start immediatly after contract awarding (best estimate: end 05/2012). Planning of the different activities will be described in the invitation to tender knowing that the seabed survey is planned to start in the spring of 2013. Total quantity or scope: Detail will be described in the call for tenders. Invitation to tender will be sent to the prequalified Companies short after the qualification phase with as objective to award the contract at the latest end may 2012. The completion date given in II.3 (31.10.2013) is the provisional date for the end of the analysis of the seabed survey. Other activities will still have to be performed after this date: Consents and permits, support advice during the construction phase.

Other particular conditions: The performance of the contract is subject to particular conditions: yes Description of particular conditions: The contract(s) will contain a SLA (Service Level Agreement) with application of penalties. All the contractual documents will be in English. The required reporting by the contractor to the contracting entity regarding the execution of the contract will be in Dutch and/or in English. The contact with the Belgian authorities will be in Dutch. The applicant has to provide the contracting entity altogether with his request the prequalification questionnaire (PQQ) “Prequalification Marine Consulting“ to be requested by sending an e-mail to: dominique.vancraenendonck@elia.be. To be prequalified for the tender phase, the applicant must: 1. Have sent a complete candidature file according to Elia’s requirements; 2. Have replied ‘yes’ to any of the exclusion parameters in chapter B of the questionnaire; 3. Have received a score of minimum 50 % for each of the chapter Company Information I Specific Information and HS&E; 4. Have received a total score of 60 % considering following weighting factors: 30 % Company Information 40 % Specific Information (Related to the subject of the Contract Notice) 30 % Safety. Number of copies requested: 3 paper copies and 1 electronic copy on CD-ROM or USB-Key.
