Realisation of foundations with driven piles, drilled piles and micropiles for new towers (+-65 units) and existing towers (+-40 units) on 380kV Line Horta-Eeklo-Stevin (Belgian High Voltage Grid of Elia). Execution of works starting April 2014, for a period of +- 1year. It concerns a new 380 kV line to be build between Zomergem and Zeebrugge (Belgium). Start of works however depend on some factors / variables and has to be considered as flexible / variable. Scope: — Reinforcing 28 + 12 foundation with driven piles. 1 of the 2 circuits will be in service during the works. The maximum working height is 17,5m within an area of 5m around the tower. The reinforcement is foreseen by driving 2 extra piles per tower foot. — Building 48 + 11 + 5 + 1 new foundations with drilled piles. Lot 1: Horta - Eeklo Noord: 29 reinforcements with driven piles. Lot 2: Eeklo Noord - Vivenkapelle: 48 new foundations with drilled piles. Lot 3a: 12 reinforcements with driven piles. Lot 3b (rest): 17 new foundations with drilled piles. It is the aim of Elia to grant all lots to one subscriber, but Elia keeps the right to attribute the lots over more subscribers (will be described in the call of tenders). Other particular conditions: The performance of the contract is subject to particular conditions: yes Description of particular conditions: The contract(s) will contain a SLA (Service Level Agreement) with application of penalties. All the contractual documents will be in Dutch and/or in French. The required reporting by the contractor to the contracting entity regarding the execution of the contract will be in Dutch and/or in French. The applicant has to provide the contracting entity altogether with his request the "Vendors Questionnaire for Works" entirely completed (sheet “Questionnaire” and sheet “FIN RATIOS”) with the most actual available data. This completed file needs to be saved on a CDROM and – as well as a printed paper version - enclosed in the candidature file. Please make sure you enclose a version “EXCEL” and a version “PDF” (signed) on the CDROM! We want to remark that – in particular for service’ - Safety will be of major importance in evaluating the candidatures. The documents that have to be submitted by the candidate are listed in the Questionnaire (‘Documents to be enclosed’) and are also mentioned in this contract notice (see below). In case of a joint venture, each of the partners separately has to submit the documents mentioned above. The Contracting entity reserves the right to demand at any time from the applicant the written evidence and all the justificatory, official documents related to the legal position as specified above. i) does not submit a recent certificate of non bankruptcy or of absence of proceedings for a declaration of bankruptcy or of absence of a similar situation or proceeding issued by the registry of the Court of Commerce or by the competent authority of another state. With regard to points g, h and i, the applicant has to submit a certificate issued by the competent authority in the Member State concerned. In case of a joint venture, each of the partners separately has to submit the documents mentioned above. Technical capacity Information and formalities necessary for evaluating if the requirements are met: The Tenderer must be able to satisfy the following criteria, possibly supported by a joint venture or a subcontractor (add references and examples): The subscriber must demonstrate he is capable of providing deep foundations that satisfy following requirements, noting that all values (kN) are to be understood as ULS (Ultimate Limit State): 1. Driven piles (reinforcement) — Steel pipes + lateral concrete injection (low pressure), — Without ground excavation, — Horizontal soil displacement, — Diameter or side varying > 300 mm, — Load-bearing capacity per pile: Compression: 800 kN + Horizontal load of 64 kN. Tension: 700 kN + Horizontal load of 56 kN. — Execution without vibrations, — Able to execute inclined piles (5° → 12°), — Length of piles: up to 25m, — Able to execute with a maximal working height of 17,5m in an area of 5m around the tower, — Tolerances: Inclination: +/- 10 mm/m.

Drilled piles (new) — Steel pipes + lateral concrete injection (low & high pressure), — Drilling technique with ground excavation, — Diameter or side varying between 750 - 1500 mm, — Load-bearing capacity per pile: Compression: between 3.000 kN and 5.000 kN + Horizontal load between 300 kN and 600 kN. 1 pile per tower foot - 4 piles per tower Tension: between 3.000 kN and 5.000 kN + Horizontal load between 300 kN and 600 kN. — Able to execute inclined piles (5° → 12°), — Execution without vibrations, — Execution without horizontal soil displacement, — Length of piles: up to 20m, — Able to encase all steel components below ground in casing concrete or specific cement, — Tolerances: Inclination: 10 mm/m. Implantation: 50 mm. He will demonstrate that driven and drilled pipes are his core business activity and are not to be provided by subcontracting. There is a possibility that in some occasions micropiles have to be provided. He will demonstrate his capability by providing the technical specifications of his techniques and a list of relevant realisations within the last 5 years, including the detailed types of piles provided in these realisations. He also provides a list of his machines (construction year, type ...). He must demonstrate that for the last 5 years he has worked on the construction or reinforcement of foundations for High Voltage Lines. The subscriber must demonstrate he masters the calculation of the foundation piles, under tension and compression (alternating on account of wind direction), according to the DTU (document technique unifié) methods and according to Eurocode 1997. He will demonstrate this by providing an example of a calculation note. The calculations have to be based on the results of soil tests of the CPT type. During the whole project, the subscriber must have a study bureau available able to intervene at any moment. The subscriber adds a global overview of his organisation, structure, capacity ... and a list of possible subcontractors. He needs to demonstrate that he is capable of realising the requested foundations within the requested term. He must be prepared to intervene as a main contractor, which implies he will be responsible for: — the general and detail study and draft of the execution plans, — the negotiations of the accesses with local property owners, — the realisation of the accesses and work platforms, — excavations and ground elevations, — the supply of all necessary material and utilities (water, ...). In particular, he has to be prepared to work with a subcontractor form a shortlist provided by Elia, who will be responsible for the placing and arranging of the feet of the pylons, the concrete overhead and the earthing. The management of the site and the coordination must be able to be done in the Dutch language. All study, coordination, safety and quality documents must also be drawn up in Dutch. He must respect all Belgian and local laws that are applicable. The subscriber must be prepared to let Elia do a safety-audit and follow a relevant ongoing project for each of the 3 techniques mentioned above. This audit might include a technical examination. If at that particular moment, no relevant projects are in execution, the subscriber must be prepared to execute a test-pile for each of the 3 techniques. III.2.4)

Additional information: Please read carefully this document. Interest in this contract should be noticed by providing Elia a complete Candidature File.
