DESCRIPTION OF THE WORKS, SERVICES OR GOODS TO BE PROCURED THROUGH THE QUALIFICATION SYSTEM Shunt reactors up to 400 kV for Elia grid (Elia Belgium and 50 HzT Germany) - qualification of company, factory (plant), product and service. This range includes shunt reactors with maximum system voltage (insulation class) of 30 kV (40 - 70 MVAR) / 40,5 kV (70 MVAR) / 170 kV (75 MVAR) / 240 kV (? MVAR) / 420 kV (100 MVAR). The MVAR mentioned are indicative. In case this qualifiaction system results in a purchase order or framework agreement, the contract will include supply, testing, transportation, unloading, erection and commissioning of the shunt reactors. Therefore, all these services will also be assessed and evaluated during the qualification process.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION III.1) CONDITIONS FOR PARTICIPATION III.1.1)
Qualification for the system Conditions to be fulfilled by economic operators in view of their qualification: The applicant has to communicate its interest in this qualification system with a formal writing and after contact with F. Seghers by E-mail (frederik.seghers@elia.be). In case of communication via email, stephanie.horre@elia.be should be put in CC: Following this writing /request of the applicant -and in the understanding that there is no reason for Elia for not accepting the request-, all rules, conditions and modalities for qualification will be sent by Elia to the requestor. These will contain. — a description of the qualification procedure (qualification steps, phases and rules), — the minimal requirements and conditions / parameters of exclusion, — a general vendors questionnaire (example available at www.elia.be), — a declaration of oath to be signed by the applicant (available at www.elia.be), — safety charter (will be available at www.elia.be soon), — time schedule, planning, — other documents. The applicant will be asked to provide all this information to enable Elia to evaluate the organisational, commercial, financial, technical capabilities. Having the appropriate references (including reference letters), a financial / organisational sound position, testing capabilities in the manufactury, ... will be of major importance (might lead to en exclusion). All communication and documents concerning this qualification system will be in English and / or German. Being qualified however requires the applicant to be able to communicate in the local language (French, Dutch or German) when performing works or services for Elia (substations, ...). Documents and manuals concerning the shunt reactors sould be available in Dutch, French or German. The qualification procedure might include an additional selection step based on budgettary prices (in that case, the technical specs will be sent to the applicants). The qualification will include an audit / assessment step (company, factory, product). Audits might be organised / executed by a third party having the appropriate knowledge and experience in auditing companies / factories for this product / service. Methods according to which each of those conditions will be verified: Profound examination and evaluation (objective, non discriminatory) of all information given by the candidate (after request by the candidate) by a multifunctional team within the Elia Group. This team will have the appropriate technical and commercial profiles and functions within Elia and 50 Hertz Transmission GmbH. An external, third party with the appropriate technical experience and knowledge might be involved in this proces.

SECTION VI: COMPLEMENTARY INFORMATION VI.1) ONE OR MORE CONTRACTS COVERED BY THE QUALIFICATION SYSTEM ARE RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY COMMUNITY FUNDS No VI.2)
ADDITIONAL INFORMATION Summary: Step 0: read this document carefully. Step 1: contact F. Seghers + confirm interest with formal writing / ask additional questions in case of doubt before the date mentioned in this document. Step 2: Elia will send all conditions, rules and modalities for qualification. Remark: manufacturers that have no sufficient and appropriate relevant (recent) references or do not comply with the exclusion paramaters will be excluded. Step 3: analysis of information given by applicant ==> will lead to OK or NOK for next step. Step 4: assesment of applicant (factory, product, ...). This step might consist of several phases, which each phase leading to OK or NOK for next step. All steps and phases in the qualification process are designed to identify the best-in-class suppliers. Step 5: qualification (or not) of applicant, qualification for all or limited range of shunt reactors. Qualification certificate will be valid for a period of 5 years or -if applicable- untill the end of the contract / framework agreement resulting from this qualification system. After qualification system: in case of defined need of shunt reactors, all and only the qualified applicants might be sent a request for quotation. This might lead to a framework agreement (multi - year contract) or seperate orders. Important: — being qualified is an essential condition for participation to the request for quotation, — not being qualified = no possibility to participate any request for quotation, — the time slot for confirming its interest in this qualification is limited. Elia will not accept any requests after this slot, — the request for quotation is considered as continuation of the qualification system and therefore will not be communicated to the market or preceded with a seperate contract notice, — the number of shunt reactors that will be the subject of the request for quotation following after the qualification system depends on a lot of factors and incertainties, in most cases beyond the power of Elia. Therefore, it is very difficult to give at this stage an indication of the concerned volumes. The duration of the qualification system (see IV.2.2) concerns the time frame within which the applicants can confirm their interest in this procedure. Elia aims at finalising the qualification procedure by Q1 2012.

Elia asset and 50 Hertz Transmission GmbH are part of the Elia Group. This procedure is a joint project. Elia takes the lead and is therefore the official parter for the manufacturers during this qualification system. Any decission of the Elia group will be taken in a multificuntional team including experts of Elia and experts of 50HzT. In case of problems or observations with the content, definition of the rules and modalities or other items of the procedure as described and informed by Elia (in this document or in the documents that will be sent later), please formulate your remarks and sent them to F. Seghers at latest 15 days after receipt of the concerned documents / information. VI.3)
