Short description of the contract or purchase(s): The purchase aims at selecting a groupement (architect, technical engineering office for stability and special techniques, a safety coordinator and a topographer) for the design and the construction follow-up of a green building complex in Gembloux including office space, a dispatching, workshops and a warehouse. By green (or sustainable) building we mean that it must increase the efficiency of resource use — energy, water, and materials — while reducing building impacts on human health and the environment during building's lifecycle, through better design, construction, operation, maintenance, and removal. Concretely, the building shall be passive or tend to, and reach at least the Breeam “very good” rating. The address of the future site: rue Camille Hubert, 5032 Gembloux. The approximate surface (total floor area) of the project is 7500 m². The creation of the space around the buildings (parking, garden,...) is also included in the work of the selected groupement. A map of the site and pictures of the environment can be requested by e-mail to the abovementioned contact person. The construction works are expected to start in december 2013 and in any case to be completed on 31.5.2015 at the latest. The services of the groupement are expected to start beginning of 2013.

Other particular conditions: The performance of the contract is subject to particular conditions: yes Description of particular conditions: The contract(s) will contain a SLA (Service Level Agreement) with application of penalties. All the contractual documents will be in French. The required reporting by the contractor to the contracting entity regarding the execution of the contract will be in French. The applicant has to provide the contracting entity altogether with his request the questionnaire "Vendors questionnaire works" (available at http://www.elia.be/en/suppliers/information-and-tools-for-suppliers or at demand), entirely completed (4 sheets) with the most actual available company and product data.

Conditions for participation

III.2.1)

With regard to points g, h and i, the applicant has to submit a certificate issued by the competent authority in the Member State concerned. In case of a joint venture, each of the partners separately has to submit the documents mentioned above. Furthermore, a joint venture has to submit copy of the act of its establishment and of the proxies concerning representation. The Contracting entity reserves the right to demand at any time from the applicant the written evidence and all the justificatory, official documents related to the legal position as specified above. 2. The applicant or his subcontractors has to submit a certificate proving his registration as a Belgian contractor, if any.

Information and formalities necessary for evaluating if the requirements are met: The applicants have to submit the following documents: bank statements, balance sheets, statements of the overall turnover and a calculation sheet with the financial ratio’s proving their financial solvability (based on e.g. liquidity ratio, solvency, efficiency ratio, etc) for the past three years. This calculation sheet is available as 4th sheet in the vendors questionnaire. The applicants have to list those companies who are able to offer similar services/supplies/works and which have directly or indirectly control over you company or is controlled directly or indirectly by your company. Control being defined as having the possibility to influence materially the appointment of the majority of directors and/or the orientation of the strategy and governance. The applicants have to submit the shareholder structure. III.2.3)

Technical capacity Information and formalities necessary for evaluating if the requirements are met: The applicant needs to provide the following document/information: 1) References of recent (last 3 years) similar achievements in terms of size, function and sustainability; Reference must include: pictures, artworks, customer name, contact person at the customer (together with his telephone and e-mail address), location, duration and budget of the works. 2) A document of max 10 pages describing the work methodology the applicant is applying; This document must at least contain explanation regarding: — how the applicant sets up a green building, including choice of material and management of energy (potential production of green energy, needs in terms of warming/cooling and electricity), — how the applicant manage a similar project (budget, planning and quality control), — a general phasing for a similar project. 3) The applicant shall provide documents related to his professional capacity and at least: — all accreditations or quality labels of the company, — the CV’s of the architect and of all the team members, — a brief description of the company (number of employees, technical capacity,...). 4) Applicant needs to prove that he knows the Namur administrative environment or explain how he will quickly be able to cope with the Namur administrative requirements. 5) Applicant shall proof the ability of the appointed single point of contact for the future project at Elia to communicate orally and in writing in French. 6) The applicant shall proof the experience of the groupement as a whole team collaboration and describe the team organization.
