Framework agreement with a single operator Duration of the framework agreement Duration in years: 5 II.1.5)

Short description of the contract or purchase(s): A frame agreement for 5 years for all given certification tasks in the Belgian Offshore Grid. All certification tasks should be compliant with Belgian and European laws and regulations. Certification can be done in the following stages of the project: Design basis - detailed design – Manufacturing – Installation - Commissioning and in service. — and – in the following fields of expertise: -safety; -security; -mechanical; -electricity; -load factors; -stability factors of platforms; -cabling; -risk management; -seabed survey and laboratory tests; -navigation and aviation regulation; -quality management. Possible tasks are: — Full certification of the design basis which is amongst others: Assumptions for design, Design parameters, Applicable codes and standards, including aids to navigation and aviation, Soil conditions, Wind, waves, currents, waterdepth, Electrical design, single line diagram, Structural design, Security and safety, — certification of submarine cable, the cable laying proces and the landfalls, — certification of the building process of an offshore infrastructure (platform or island) from work preparation to the end of the construction, — reporting on legislation, — advice on project steps in development of our offshore grid, — review of specifications of the project in order to have a swift certification procedure, — communication and alignment of certification with Belgian governmental bodies, — lifting and marine transport. The scope will include: Planning of the different activities will be described in the invitation to tender knowing that the seabed survey isplanned to start in the spring of 2013. The final contracting entity may be: (i) Elia Asset S.A. and/or Elia ESO and/or (ii) any of the company belonging to the Elia group and/or (iii) a new company that will be set up by one of the companies of the Elia Group
