Short description of the contract or purchase(s): A frame agreement for 5 years for all Engineering Office tasks for the Artificial Island in the Belgian Offshore Grid. The artificial island will probably be situated up to 45 kilometers of the shore of the Belgian coast and the water depth can go up to 21 meters. The Engineering Office Artificial Island can work in following list of not limitative fields of expertise: — conceptual and feasibility study for an artificial island, with not limitative list of integrated elements: — specific site conditions and, — certification needs and, — restrictions of permits and consents in the design and, — other elements, — installation techniques submarine cables, — building techniques artificial islands, — stresstests of island models in scales 1/25 and 1/50 and 1/100, — erosion control techniques of artificial islands. Conceptual design is made of following elements (not limitative list): — Dimensions, — Functionality, — Landfall of submarine power cables, — security, — safety, — mechanical, — electricity, — load factors, — stability factors of islands, — cabling, — risk management, — navigation and aviation regulation, — interface management. The engineering office artificial island has following sequential list of not limitative tasks: TASK: Develop and finalize the conceptual study of the artificial island in close cooperation with the project owner Elia. TASK: Check all information on site conditions and frame regulations (e.g permits and consents) and incorporate them in the design basis. TASK: Develop and finalize the design basis of the artificial island in close cooperation with the project owner Elia, the Marine Consultant and the Certification Body. There will be interface management with the engineering office of the submarine power cables. TASK: Develop and finalize the Pre-Feed (front end engineering design) of the artificial island in close cooperation with the project owner Elia, the Marine Consultant and the Certification Body, the engineering office of the submarine power cables. This Pre-Feed study will be the kick-off of our tendering process with the land reclamation contractor. TASK: Assist the project owner Elia in the assessment of the first land reclamation contractor proposal.

TASK: Develop and finalize the design specifications of the artificial island in close cooperation with the project owner Elia, the Marine Consultant and the Certification Body, the engineering office of the submarine power cables. The information of the assessed contractors proposals will be included. The design specifications will be used in the tendering process with the land reclamation contractor; it allows them to adjust their proposals and generate a FEED-study of the artificial island. TASK: Assist the project owner Elia in the assessment of the FEED-study of the land reclamation contractor. TASK: Develop and finalize the protocol for the 2D- (gutter) and 3D (basin)-test in close cooperation with the test laboratory. TASK: Check if the premises of scaling for the 2D- (gutter) and 3D (basin)-test are correct. TASK: Assist the project owner Elia in the assessment of the results of the 2D- (gutter) and 3D (basin)-test. TASK: Assist the project owner Elia in the assessment of the final quote of the first land reclamation contractor. TASK: Assist the project owner Elia in the construction phase of the artificial island. TASK: Assist the project owner Elia in the erosion control of the artificial island. Planning of the different activities will be described in the invitation to tender knowing that the seabed survey is planned to start in the spring of 2013.
