Study and supply of high performance precast and prestressed spun concrete poles, crossarms, metallic connecting bridge (joint) between 2 poles, turret and console for the grounding wire, metallic ladders and possibly other accessories for 110 kV transmission overhead lines, for delivery in region of Luik / Liège Belgium. Delivery includes logistics (transportation, unloading) and is planned between April 2013 and April 2014. Height of poles up to 42m and therefore to be manufactured in 2 pieces with joint flanges. Indicative volumes between 80 and 90 poles. More detailed info will be provided with the request for quotation. Elia requires the supplier to be approved by Elia, which might include destructive tests. II.1.6)

Economic and financial ability Information and formalities necessary for evaluating if the requirements are met: The applicants have to submit the following documents: bank statements, balance sheets, statements of the overall turnover and a calculation sheet with the financial ratio’s proving their financial solvability (based on e.g. liquidity ratio, solvency, efficiency ratio, etc) for the past three years. This calculation sheet is available as sheet in the Vendors Questionnaire Supplies. Please provide also a certificate of the insurence company, mentioning the amounts for which your Company has been insured. List those companies who are able to offer similar services/supplies/works and which have directly or indirectly control over you company or is controlled directly or indirectly by your company. Control being defined as having the possibility to influence materially the appointment of the majority of directors and/or the orientation of the strategy and governance.

Describe the shareholder structure. III.2.3)

Technical capacity Information and formalities necessary for evaluating if the requirements are met: 1. an ISO-9001 certificate or any other equivalent-level certification in the field concerned; 2. the proof that the supplied poles / cross arms / accessories are CE marked / certified; 3. the proof that your Company masters the realisation of long concrete poles by use of high performance concrete > C70/85; 4. a calculation sheet of a concrete pole that can carry/ withstand a force of 5200 daN on the head (Ultimate Limit State), with height above ground level of 32 m and with base diameter not larger then 1.6m; 5. a declaration or proof that your Company is able to realize the concrete poles in 2 pieces (elements), with both elements to be joint by the use of metal flanges (to be bolted together). Please provide some pictures / drawings of realized projects; 6. a description of all actions taken to guarantee the protection against corrosion of all metallic elements, with in particular the metal joints (flanges) and the cross arms; 7. a declaration that your Company is able and is willing to have the concrete poles approved by Elia within a period of 4 months, staring from the date of demand by Elia. This includes the production of a (pieces of) concrete pole and a destructive test according to concerned norms. This might also include an audit of your factory and the witnessing of tests; 8. a declaration or proof that your Company has the tools, procedures and organisation to assure that the concrete poles do respect the following norms: RGIE, NBN EN 1992 (and in particular 1-3 Design of concrete structures – general rules – precast concrete elements & structures), NBN EN 206, NBN EN 12843, NBN EN 13369, NBN B 21-602; 9. references of similar achievements during the last three years, with minimum indication of name of customer or country of delivery, contract volume / number of poles, dimension of poles (height, ...), max. daN, scope of project (poles, cross arms, accessories, services, ...), (if possible: pictures); 10. a declaration of the capacity of the factory for the concrete poles concerned in this contract notice, indicating the total capacity (today) and the free capacity in the next 6 months, 12 months, 18 months; 11. a declaration that your Company is able to manufacture at least 2 concrete poles per week for Elia, with the first supplies planned in April 2013. In case of more capacity available for Elia (expressed in # of poles), please give an indication; 12. a declaration that your Company is able to have an ex works date not later then 12 days after the production; 13) a declaration that your Company is able to study and to supply all the metallic parts to be mounted on the concrete poles (crossarms, turrets, ladders, ...); 14. a declaration that all logistics will be organised by your Company. This includes among others the screening of the route between factory and place of delivery, the loading, transportation and unloading of the goods. This also includes permits, documents and risk analysis; 15. a declaration that your Company is able and willing to supply the mounting instructions –and if applicable the maintenance instructions-, in French and in the Dutch language. 16. a declaration that your Company is able and willing to provide technical assistance during the mounting and erection of the concrete poles; 17. the indication whether they intend to subcontract part of the supplies and services, and if subcontracting will be applied, the description of the subcontracted parts (f.e. cross arms); 18. proof of a Quality System taking into account the return of experience with the clients through corrective acts;

19. a description of the qualifications of the applicant and, more in particular, of the qualifications of the personnel and technicians responsible for the execution of the on site installation whether or not they belong to the firm; 20. proof of the ability of the contact person and the person in charge of the on site installation to communicate orally and in writing in French and/or German (especially for installation assistance when asked for by Elia); 21. an organisation chart showing main functional responsibilities; 22. a statement of the firm’s average annual manpower and the number of managerial staff for the last 3 years; 23. a VCA or BeSaCC certificate or any other equivalent-level safety certification in the field concerned; 24. proof of good figures concerning the degree of seriousness and frequency of accidents at work of the company during the past 5 years; 25. a EMAS or ISO-14001 certificate or any other equivalent-level certification in the field concerned; 26. additional certificates concerning quality, environment and safety, if any; 27. description of the intervention procedure and average intervention times following urgent phone calls. Additional information: Scope: supply (including unloading) of poles, crossarms, accessories, documents, assistance for mounting, ... Out of Scope: mounting of poles. In case your Company can realize also the mounting and installing of the poles, please introduce this service in the Candidature File. Any interested company has to realise that a qualification of the poles by Elia is a requirement. This includes the production of a testpiece and a destructive test and has to be realised within 4 months starting from the date of demand by Elia. Not being able to respect this, will result in an exclusion. Any interested company has to realise that this project has a very tight planning, which necessitates in a requirement of having enough capacity in the factory. Not being able to respect this, will result in an exclusion. Please read carefully this document. Interest in this contract should be noticed by providing Elia a complete Candidature File. This should include among others the Vendors Questionnaire Suppliers, Sworn Statement (see our website http://www.elia.be - Purchases - Documents Purchasing - ... or at demand) and all other information, declaration or documents asked explicitly in this document. The deadline for providing this file is fixed. It is also appreciated by Elia to inform the contact person (see section I) about your intention to participate by means of a phone call or email.
