Abstract: This paper will explore the use of "human security" in the discourse by the Canadian state. The case of Canada is important because between 1996 and present Canadian political leaders have sought to claim leadership on the promotion of human security. However, it will be seen that while the Canadian state has funded some initiatives related to human security, ultimately it is a concept that is undermined by the other activities of the state. There are many lessons to be learned here for feminists who may see human security as a route for emancipation of women and the reclamation of some broader notions of security. Human security has been manipulated by the state to meet its own ends while simultaneously ignoring the conditions of women within Canada and undermining the conditions of women abroad through gender biased by Canadian policies. While human security may have an emacipatory element, it must be used with great caution and perhaps it is not in the interest of feminist scholars to adopt a lexicon now subject to state manipulation.
