We’ve got another packed issue for you this month, kicking off with a topic that many of our readers have strong opinions on – the upcoming vote to decide whether the UK should leave the EU. We’ve tackled this in our latest Agenda article, turn to page 4 to see what your peers are saying. Speaking to manufacturers in the industry, it may not seem the brightest idea to go it alone. Elsewhere, we’ve got a great interview with David North, arb manager at Gavin Jones. Gavin Jones is better known as a grounds maintenance provider, but the arb sector of the business is responsible for about 10% of the grounds maintenance division’s turnover. It just goes to show the importance of good tree work, even from the bigger green service provider companies. We’re also featuring an article from the Trees and Design Action Group which has proposed a National Tree Charter for the UK in a recent government report. It was inspired by the Greater Lyon Tree Charter, a revolutionary tool
used in the management of street trees in Lyon, France’s third biggest city. It would be great if the local authorities and keepers of the street trees in the UK could soon have a similar charter to use in their own work. Whether this would change in the event of Brexit is another matter. The EU would seem to be heading in one direction – one of closer political union. Would a vote to remain in commit the UK to this journey?

market. Before we joined the EU we were the ‘sick man of Europe’ – we are now the 5th strongest economy in the world and most of our trade is within Europe. Why leave and risk changing this? If we do leave, will the rest of Europe want to trade with us? I doubt it on terms that are fully favorable to us.

The EU will never allow the proverbial tail to wag the dog in giving us any special freedoms or concessions beyond token gestures to allay fears over our continual loss of national autonomy. There may be a short term economic blip following a ‘leave’ vote but we are not a third world dust bowl on the verge of starvation, but the 5th largest economy in the world, the centre of go n nce nd g te y to the est he EU is just another burdensome self-appointed ‘master’ we do not need, extracting tribute
from the people in return for protections it can never provide. Greece is a good example that economic reality will always out. A nation that struggles without will starve within – we survive within, but can soar without.

Whether the UK stays in or leaves the EU in my opinion doesn’t impact on arboriculture that much. In the wider sense, if it impacts the economy s ho e, ri e effect will be felt in our industry, but I don’t believe th t ny signi c nt nd sting ch nge to plc will occur from either an ‘in’ or ‘out’ vote. The EU has created some useful legislation th t direct y im cts r ork – chie y to do with wildlife management, though it’s debatable as to whether this wouldn’t have come from an independent UK or not. As long as we have strong organisations representing the industry, employees and also tree/wildlife protection, I can’t see much harm in Brexit. Our countrywide desire for exotic plants and semi-mature trees for ‘instant impact’ planting has led to the introduction of a number of virulent pests and diseases – Dutch elm disease, Asian longhorn beetle, ash dieback and Phytophthora ramorum are a number of common examples which have almost become household names. The Conservation Foundation has been encouraging awareness of the long heritage of yew trees since 1987 and gave away almost 800 cuttings taken from trees estimated to be at least 2000 years old. DAVID NORTH GAVIN JONES’ TREE DIVISION David North takes care of everything from pricing to on-site management in Gavin Jones’ tree division. Pro Arb spoke to David about recruitment, tree diseases and why he wants his team to be the elite
What’s your role at Gavin Jones and how did you get involved with the company? My role is the tree care service manager and I am responsible for every element of the tree division at Gavin Jones. I got involved with the company, by chance, through a job advert – I’d done the rounds a little bit and it was the perfect job. I can get involved with the pricing of the tree work down to directing the guys on site, doing the TPO applications and meeting with clients. It can be anything and it covers a wide area. I still try and get involved in the climbing if I can and that is probably the part I miss the most. Some of the challenges I face are pretty standard – clients are very demanding as they want it done yesterday and it’s hard to try and keep everyone happy.

The ethos of Gavin Jones is recruit for attitude, but we can train you to do anything Is your work commercial or domestic? It’s a bit of everything. We get a lot of private developments, estates and that type of thing – that’s our niche. We have a lot of contracts with the grounds maintenance team, too – we go out, survey for them and pick up a contract on the back of that. It’s probably a 50/50 split between domestic and commercial. One of our biggest clients is for the MoD – all of Aldershot and Salisbury – which is a massive contract.
How did you get into the industry? When I left school, I was unsure as to what I wanted to do and I fell into the grounds maintenance side of the industry. Whilst working in grounds maintenance, I got the opportunity to work in a tree team and really enjoyed the work, so I wanted to learn more. I started at the bottom and learnt from others, as well as undertaking training courses in my own time. As my knowledge and work experience developed, I took the opportunity to manage and supervise teams. What is the structure of your team? Developing the right teams and the right people to enable us to deliver an exceptional service is essential. I have a team of supervisors, one of

whom is Richard Forrow who was recognised by Pro Landscaper as one of the ‘30 under 30’ individuals to look out for. The team also consists of team leaders, climbers, groundsmen and tree surveyors, all of whom are empowered in their roles. The head office support from business development, accounts, HR and the like is really important and enables me to manage the tree care services efficiently. Moreover, this gives the team the freedom to develop and be supportive of each other, as well as recognising their contribution to the business at Gavin Jones Ltd. Do you constantly train your team and how? Training is part of the ethos at Gavin Jones Ltd, at all levels, whether it be technical qualifications, general HR or budgeting. We write our own budgets which we need to deliver and allow for training each member of the team, which is developed within our training matrix during their annual appraisal. Gavin Jones Ltd is a gold accredited Investors in People company and very proud of its people development culture. How do you go about recruiting? Much of it is through arb jobs but my most successful recruiting tool is through word of mouth. Industry wise, we are struggling with the younger people and I think this stems from no one really knowing what arb is all about. It’s still quite a mysterious thing – I think if we get people doing a professional job and the response is ‘wow’, they will talk about that experience and as a result, the word will spread.
How do you win your contracts? We get a lot of invitations through the Arb Association. A lot of them come off the back of our grounds maintenance projects. We offer the whole package and bring in individual divisions, and we go up against the likes of Connick and County Tree Surgeons regularly. Additionally, we have website enquires on a daily basis and continual enquires from our existing grounds maintenance contracts. What has been one of the most interesting projects you have worked on? I’ve got two for different reasons. One is the Aspire contract because its health and safety is unprecedented. I’ve said to the guys that if we can work under that type of pressure, we can work anywhere. We also got involved in the installation of an aerial walkway which was quite unique – is it carpentry or is it tree work? How does your department address the threat of pests and diseases? It’s through publication mainly. Something comes up and you hear about it straight away, and we rely on that type of research. Richard and I make sure everyone understands pests and diseases. We have to be that one step ahead of everyone else because people come to us for advice. Are you a member of the Arb Association? Yes, we went through the reaccreditation in October. I highly recommend anyone to do it because the professional development opens your eyes. It makes us stronger as a company and makes me stronger as an individual. They also send out documents regularly which keeps everyone in the loop. Are your projects local or national? The majority is local. I’ll draw the line at sitting in a van for an hour and a half, doing a day’s work and then driving back. Gavin Jones is nationwide and we do pick up other work but the northern contracts are looked after by another manager who is based in the north.

How much is the arb division’s turnover? The arb division is circa £1.5m PA, 10% of which is generated from our grounds maintenance contracts. How could we encourage more young people to get into arboriculture? I think that would be through doing what we already do, but shouting about it a bit more. We started a Twitter account to get our guys talking and they’re connected to some young people. We just talk about what we do really well and spread the word continuously. We try to speak to the young people, give them a chance – there are gems out there waiting to be found. What plans do you have for the future? The sky is the limit and I think we have huge potential to be one of the big players in the arb industry. We’ve got a really good established base. ome of the most common reasons for a high quality tree survey include: • being able to discharge a tree owner’s duty of care • to help draw up a cyclical work programme • to assess the possibility of the retention of trees on a development site • the preparation of a TPO or management agreement • quantifying the environmental services that the urban forest provides • informing habitat management • a response to an insurance claim or court case • health surveillance, and so on. At the outset remember my oft-repeated mantras, which can e e ressed here s de ne the brief, design the survey schema and deliver client-ready product. are carried out to a consistent level of detail and accuracy. A common palette of symbols will simplify the interpretation of the drawing, in the same way that the Ordnance Survey has become the standard to follow for all other UK mapmakers. Using common notation will allow the results of one survey to be compared with those of nother nd for different dr ings and schedules to be readily interpreted, not only by the surveyor but by the client and the other consumers of the survey. For trees on development sites, BS 5837 has proposed a standard for survey drawings, the categorisation of tree condition, the use of a colour to represent tree condition, the concepts of the RPA and CEZ and so on. In an ideal world it would be relatively simple to compare the outputs from different sur eys ec use the notation and language used will be the same.

Proper Planning and Preparation Prevent Poor Performance So what makes for a good tree survey? In short, a shared appreciation of the assets that have been assessed and a clear understanding of the thinking behind the surveyor’s conclusions and recommendations. The survey will generally be presented to the client in two parts – the drawing and the schedule. The drawing will clearly show where the trees are in relation to each other or to targets on or adjacent to the site and, depending on the brief, may also indicate the trees’ size and shape, their maturity or their quality.
It is very important that a standardised system is used and that surveys are carried out to a consistent level of detail and accuracy
The schedule will list all the attribute data captured for each tree and the particular attributes will be associated with s eci c tree, or grou of trees, represented on the drawing. A NATIONAL TREE CHARTER FOR THE UK? In written evidence to the House of Lords Select Committee on National Policy for the Built Environment, for its report Building Better Places (February 2016), the Trees and Design Action Group (TDAG) proposed a National Tree Charter incorporating trees in integrated urban solutions. Inspired by the work of Frédéric Ségur, his team at the Greater Lyon Authority1 (GLA) and its second Tree Charter, it reflects on the environmental, social and economic conditions that have changed over the last decade. A wide range of stakeholders are invited to sign the charter – landowners, built environment professionals, residents and individual and group users of the urban environment.

Lyon is among the leading cities in the world for urban greening. Should we not have the same ambition for our cities?

hen pruning fruit trees, it is advisable to remove diseased and dying wood to prevent pathogen attack progressing and to create a clean, healthy crown. This can include branches with cankers, which are generally caused by the bacteria Pseudomonas syringae pv. morsprunorum and/or P. syringae pv. syringae. Introduction Bacterial canker, also known as shothole of cherry, attacks many trees but is most commonly found on Prunus species. The disease usually shows itself as spreading lesions or cankers on trunks and sc ffo d im s of young, igorous trees and is particularly prevalent on s eet nd utumn o ering cherry trees. Copious amounts of gum are normally associated with active cankers, but gumming is not a positive indication of this disease in every case.
BACTERIAL CANKER: PSEUDOMONAS SYRINGAE Shothole of cherry is a serious threat to Prunus species and symptoms are evident in the leaves and fruit. Complete eradication is difficult but there are means of control, says Bartlett Tree Experts surrounded by yellow rings. These may merge to form large patches of dead tissue, especially at margins of leaves. The centres of the necrotic spots may drop out and early leaf drop generally follows. Lesions on fruit and fruit stems are similar but are often

Disease cycle Bacteria can overwinter in tissue at canker margins, in seemingly healthy buds and within the vascular system, multiplying within these sites in the spring and spread by rain splash to blossoms and young leaves. After leaf drop in autumn, the
bacteria may enter the tree through fresh leaf scars. Outbreaks are often associated with long periods of cold, frosty, wet weather in late spring or with severe storms that injure emerging blossom and leaf tissues. Freezing can weaken the tissue, but infection depends on wet weather during thawing. Free water on leaf surfaces and high relative humidity are required for at least 24 hours before successful leaf infection can occur. Cultural control Pruning should be carried out in dry summer weather. Cankered limbs should be pruned well below visible canker. Sterilising pruning tools before pruning healthy wood or trees reduces the risk of spreading.
Chemical control Copper-based products are available ut com ete er dic tion is di cu t due to the disease’s ability to infect and multiply in the vascular system, unreachable by spraying. Preliminary research in the US and Australia indicates useful control of bacterial canker can be achieved using certain plant defence activators as part of a fertilisation regime. When giving professional advice you may be held responsible for possible consequences. Professional indemnity insurance covers you for this, says Steve Lewis
P
rofessional indemnity insurance (PI) is arranged both by contractors and consultants to deal with claims arising from errors or omissions in professional advice given when a fee is charged, or would normally be charged. This covers both the costs and damages following such an incident. The important part here is that many public liability policies will provide cover for general d ice ut if you re offering advice for when a fee would normally be charged (e.g. undertaking a survey or writing a report), this wouldn’t be covered and you would need to arrange professional indemnity insurance. Double cover Before you buy professional indemnity insurance you must be aware that this cover is arranged on a ‘claims made’ basis. This means that you must have cover in force at the time the advice is given and when the circumstances of a claim come to light. If you decide to cancel cover after a year due to lack of interest this is ne, ut shou d c im arise from a report you wrote during that year, you would no longer be covered. Because cover is arranged on this basis, if you are tendering for a contract then you need to take into account the cost of retaining cover for a number of years after this h s nished Aggregate or any one claim When purchasing professional indemnity insurance you should

If cover is on an aggregate limit this means that the limit of indemnity is what insurers will pay out in any one year, so should you suffer rge c im this cou d use up the majority of your cover for that year.
We cannot tell you other than to buy as much cover as makes economic sense How much cover to buy One of the main questions we are asked is how much cover to purchase. The easy answer is that we cannot tell you – other than to buy as much cover as makes economic sense. Although people tend to buy a lower limit than they would do for public liability, the
potential for a large bodily injury claim is the same, especially when undertaking tree hazard assessments. So, there is no reason why the level of professional indemnity shouldn’t match the level of public liability held. People sometimes say: “I don’t do much consultancy so I will go for a lower limit.” What should be taken into consideration is the location of the trees (i.e. whether they are in public areas or near roads) rather than the amount of work done. Don’t be afraid to walk away Another issue that arises is work undertaken for councils or other large landowners who typically tender out tree surveying and award the contract to the lowest bidder. Don’t be afraid to walk away if it doesn’t feel right or you wouldn’t be able to do the job ro er y for h t is on offer
As a consultant you must remember that by entering into an agreement of this nature you are effecti e y tr nsferring the risk of damage or injury caused by the tree from the landowner to yourself. You should ensure that the agreement between you and the landowner sets out what you have been asked to do, how the information is to be collected and how this information will be delivered. The agreement should also clearly state what you are not doing or commenting on. When dealing with broken stems, you may only require a thin hinge to get the stem over. It’s often safer to employ assisted felling techniques in this case to ensure that the stem doesn’t fall backwards and snap the hinge.

Assess for any side tension – if you are in any doubt, restrain the stem using a winch before cutting.
Once the tree has been dealt with, winch the rootplate back into its hole. This can be important where there is public access and children may make dens or hideaways in the hole left behind. If the rootplate sits back without warning, the results could be severe.

Try to pull out the top of a windsnapped tree using a winch before going to sever the stem. Snapped tops can be unpredictable and it’s better to pull the broken crown clear of the stem before dealing with it, if possible.

When dealing with multiple windblown trees that are stacked on top of each other, try and work from the outside edge inwards. This allows you to keep a clear working area as you go.

If you believe there is no side tension on the stem of a windblown tree, consider making the final severing cut with the rootplate to your left. This is so that, should the stem move to the side unexpectedly, it will miss you as you’ll be standing to the left of the chainsaw and the stem can swing clear.

Use a log or a piece of timber on the rootplate so that any strops, ropes or winch cables do not dig down into the rootplate once loaded.
Decide on whether to use an inboard step cut or outboard step cut on the stem by assessing which part will move the most – rootplate or stem. It’s usually the stem that will move the most as it drops to the ground, therefore an outboard step is normally required to allow the stem to drop down.

The Cubbington Pear Having received thousands of votes from the public, this wild pear tree in Warwickshire became England’s Tree of the Year for 2015. At an estimated 250 years old, it is a local icon that stands at the top of a hill near the village of Cubbington, overlooking the peaceful Leam Valley. The tree is thought to be the largest wild pear in Warwickshire and the second largest in the UK but it has gained notoriety for being threatened by the proposed London to Birmingham HS2 rail route. Despite a Tree Preservation Order, the Cubbington Pear may be felled if HS2 goes ahead in 2017, as it is one of 20 ancient, veteran or notable
trees within the Phase 1 construction boundary. Wild Pear trees have grown in Britain for thousands of years and are the ancestor of the fruiting pear. The wood was traditionally used for wood-turning and making musical instruments. They have plentiful white blossom in the spring, attracting bees and other pollinators while birds and small mammals eat their fruit in the autumn. Like other species, they become more and more valuable to wildlife the older they become, with cavities and dead and decaying wood providing habitat for specialised fungi, lichens, beetles and other species. The Cubbington Pear is one of 15 trees from 15 countries that have been entered into the European Tree of the Year.
