I am looking forward to working on several larger projects in 2016, some of which will involve new technical challenges. I am also Technical Director at PINE Technology, which launched in 2015. In 2016 several products which have been under development will be coming into use. CAS has built on the progress of previous years, and now has more than 160 members. Can we reach 200? Having worked with the ISA to run the TRAQ course in 2015 at Kew Gardens, I am looking forward to running it again at a range of venues.

NEW STANDARDS APPROVED FOR TRAILBLAZER APPRENTICESHIPS Government approval has been granted for two new Trailblazer apprenticeship standards, which will benefit employers in the forestry and arboriculture sector. The arborist and forest operative apprenticeship standards were developed over the past 12 months through a comprehensive consultation, with hundreds of hours of input from more than 40 organisations. Trailblazer apprenticeships are led by employers, for employers and aim to ensure apprenticeships are tailored to the needs of industry. The standards

list the key skills, knowledge and behaviours apprentices should achieve in order to complete their apprenticeship.

Apprenticeship programmes, based on these standards will give employers confidence that apprentices will develop the skills they need to make a meaningful contribution to their company.

Simon Rotheram of Beechwood Trees and Landscapes said: “We are pleased to see that the time and effort put in by companies and individuals is coming to fruition.” The final two standards – horticulture and landscape operative, and horticulture and landscape supervisor – have recently been submitted into the government approval process. The next stage of the process has already commenced and assessment plans are being written for each occupation.

CONNICK TREE CARE RENEWS MAINTENANCE CONTRACT A tree maintenance company is celebrating having its council contract renewed. Connick Tree Care will continue to work with Brighton

and Hove City Council, having first taken up the role in 1995. Managing director Mike Connick said: “The feedback from the council is that the contract was won based on the high quality of our technical submission and our value for money schedule

of rates pricing.” Brighton and Hove is home to Europe’s largest remaining population of elm trees, known as the National Elm Collection. The 19,000 trees are particularly important because elms are increasingly rare due to the blight brought by Dutch elm disease in the 1970s. www.theargus.co.uk

TREEWORK ENVIRONMENTAL PRACTICE WINS TREE RISK MANAGEMENT SURVEY

150 NEW TREES IN SLOUGH TO MAKE BOROUGH ‘CLEANER AND GREENER’

Treework Environmental Practice has been appointed by Aster Group to carry out tree risk surveys of its Somerset and Hampshire estates. The contract includes visual assessment of trees on 153 estates in Somerset and 101 estates in Hampshire over the next five years, as well as a framework for the provision of detailed inspections, including PiCUS sonic tomography, ground penetrating radar,

Slough Borough Council’s new environmental project will see 150 trees planted in total across the borough. Nine young oak, cherry and pear trees were set in Cippenham Green at the launch of the project in December. Councillors Satpal Parmar and Natasa Pantelic planted the first tree. Cllr Parmar, cabinet member for environment and open spaces said: We pledged to plant 150 new trees this year as part of our ongoing commitment to making Slough cleaner and greener.

BERWICK MP CALLS FOR PLANTING OF 200M TREES TO PREVENT FLOODING Anne-Marie Trevelyan, the MP for Berwick-upon-Tweed says Britain should plant 200m trees to cut the risk of ooding. She set out her plan for a massive tree planting campaign during questions in the House of Commons. She said planting trees in river basins would ‘help nature to hold water’ and protect homes and businesses. It follows oods in which more than 70 homes in Northumberland were ooded and had to be evacuated. Mrs Trevelyan asked ministers to consider plans to plant more trees ‘as a matter of urgency’.

She said: In the light of the oods in Cumbria and elsewhere, I am pleased to say that ood defences provided security and protection as they were supposed to in north Northumberland. She asked environment secretary Elizabeth Truss: “Will the secretary of state consider, as a matter of urgency, increasing the number of trees we plan to plant during this parliament from 11 million, which equates to only one tree for every five people, to some 200 million, which equates to five trees for every person www.chroniclelive.co.uk

NEW TREE DISEASE HITS WEST YORKSHIRE PARK Todmorden’s Centre Vale Park will look dramatically different in 2016, after felling and burning to control a new tree disease is completed. A very serious notifiable fungal like disease is killing trees and shrubs in the park, which has extensive woodland areas, and action must be taken to protect healthy trees. Many mature beech trees are dying quickly and others are also affected, says Calderdale Council. The council organised a public meeting in conjunction with local group The Friends of Centre ale Park in December. Ramorum disease is very serious in its effects and has potential to spread elsewhere.

It is a relatively new disease to this country and has already killed millions of trees from Cornwall to Scotland. Calderdale Council has worked closely with the Forestry Commission to produce a programme of works designed to contain the disease. Some big trees will have to be felled and shrubs like rhododendron, which harbour the infecting spores, must be cut down and burned. www.hebdenbridgetimes.co.uk

BEXHILL FIGHTS ASH DIEBACK A Bexhill landowner is playing his part in reducing the longterm impact of ash dieback by taking part in a pilot scheme that is helping to safeguard the future of the countryside. More than 300 trees will be planted in Sussex as landowners receive the first Disease Recovery Tree Packs, supplied by the Woodland Trust. The packs, launched in the summer, have been designed to be planted in landscapes where many ash trees are already affected and likely to be lost in years to come, in particular outside of woods, in hedgerows, verges, along field edges, corners and watersides in the wider landscape. The new tree packs contain 45 trees from a mix of five native species – beech, oak, wild cherry, hornbeam and birch – and come with tailored

advice on planting, which will differ according to the type and condition of the landscape. Landowner Barry Freeman from Bexhill said: “I have a small field that we used to keep our horse on and parts of the land have a small number of trees, mainly willow and alder, while one side has a stream running down lined with some oak trees. “Small things like tree planting can make a difference if we all get involved and can lead to a big difference in the long term.”

CHESHIRE HOUSING TRUST PLEDGES TO SAVE OPEN LAND TREES Weaver ale Housing Trust has pledged to safeguard all the 2,050 trees on open land belonging to it. The trust has also promised to replace those it is forced to remove on a like-for-like basis. Julia Chambres, the trust’s open space team leader, said: “Safeguarding the environment is one of our top priorities. That is why we will look to plant new trees as part of our ongoing

ROYAL FORESTRY SOCIETY APPOINTS FUTURE FORESTERS PROJECT OFFICER

The Woodland Trust Scotland’s Ancient Woodland Restoration project is supported by the Heritage Lottery Fund, Scottish Forestry Trust and the MacRobert Trust. Since 2013 two specialist project officers have surveyed 11,000ha of Planted Ancient Woodland Sites PAWS in the north of Scotland. Nearly 1,000ha are now in a process of restoration. Speaking of the project, Peter Lowe from Woodland Trust Scotland said: Ancient

woodland restoration is one of the Trust’s top priorities. It’s a long-term process that can take decades to achieve because our approach involves gradual and selective change to the existing woodland over several years. “It’s particularly important to ensure that these woods are in a process of restoration now because so many plantations on ancient woodland sites are coming to maturity and we need to agree their future management before they are felled. There has been a lot of interest from landowners who are interested in ensuring that these sites are well managed, both on ecological grounds and also because it is an important part of certification for sustainable forestry.” www.woodlandtrust.org.uk

TREEWORK ENVIRONMENTAL PRACTICE PRESENTS TREEWORK SEMINARS: TREE-LINED ROUTES AND THE LINEAR FOREST Highways agencies should be responsible for the management and welfare of roadside ecological corridors, he argued. Treework Environmental Practice held its 20th seminar programme, Tree-lined Routes and the Linear Forest, in late November at Kew Gardens’ Jodrell Laboratory Lecture Theatre and Pro Arb was there to report the highlights. A series of presentations focused on the network of treelined roads and rivers, canals and railways which, when considered together, make up the linear forest. These are crucial to connecting our urban and rural landscapes. Session one Tony Kirkham, head of arboretum at Kew Gardens, gave delegates an enthusiastic welcome before Treework’s managing director Neville Fay kicked off the first session with an overview of the programme. Piotr TyszkoChmielowiec, Roads for Nature Poland Piotr Tyszko-Chmielowiec spoke about how the organisation had helped plant 30,000 roadside trees across Poland as part of its tree management training programme.

Tony Sangwine, principal environmental advisor, Highways England Tony Sangwine introduced the governmentowned company responsible for managing England’s core road network. Fifty five million trees and shrubs (predominantly native) had been planted since the UK’s first motorway was completed in 1958, he said, and Highways England was now planning to engineer further connectivity structures such as green bridges and badger and amphibian tunnels on its 18,000ha motorway soft estate. Neil Strong, environmental manager, Network Rail Network Rail is responsible for 20,000 miles of track, much of it linear forest. The company manages 90% of visible trees at stations and the seven metres of vegetation from track to fence. Neil Strong outlined several issues relating to the linear forest,

such as the fertile environment it provides for invasive species and the danger of fallen trees. Session two Session two began with an advisor from the Council of Europe, Chantal Pradines describing how French law has promoted ‘selfexplaining’ roads since the early 1980s. This is where the road layout provides information to users about the situation ahead and induces good driving behaviour. Katharina Bruckmann, Bund (Friends of the Earth, Germany) Katharina described how avenues had been replanted at a lower density in Mecklenburg since 1990, aiding root growth. Avenues and traffic safety were not contradictory in her opinion and she recognised the need to deliver avenue development and protection programmes. Professor Ian Rotherham, Sheffield Hallam University Prof Ian Rotherham described the tree felling controversy caused by miscommunication between Sheffield City Council and contractor AMEY earlier this year and he criticised the council’s

decision to replace parkland in Gleadles Valley with a new bus lane – set to cut commuting times by just one minute. Session three Highlights of the afternoon session included a passionate speech by the Institute of Chartered Forester’s deputy director, Russell Horsey, setting out his vision for crosssector training partnerships and his wish for tree maintenance providers to work together on large utility jobs. Session four Woodland Trust senior advisor Nick Atkinson warned of a potential rapid and catastrophic loss of trees. Trees outside of woodland are vulnerable to the fragmentation of habitats whereas woodland structures are capable of adjusting to such loss, he said. And finally... Treework’s Neville Fay expressed his hope that the UK government would introduce legislation to preserve the relationship between our linear forest and transport links: “Safeguarding natural capital is integral to achieving sustainable economic productivity. Our ambition is for the linear forest to be recognised in national policy.”

Jaime Bray of Treetop Architecture paints a positive picture of his experience as an arborist, professional organisations and the future of arboriculture

What made you want to take up arboriculture as a career? I began working for my uncle at weekends doing vegetation management and forestry. I enjoyed the camaraderie and teamwork associated with the industry; it ticked many of the boxes associated with playing rugby, another love of mine. What training did you undertake and what qualifications do you have? I initially completed my National Diploma in arboriculture in 1997. I took various other one day training courses through the AA and also completed my pesticide spraying, chipper and stump grinding certificates. I decided that consultancy would be a good extension to my career in arboriculture so I set about becoming qualified to degree level. I knew that I couldn’t just jump straight into Level 6 Professional Diploma Arboriculture, so I went back to the start and over a seven year period I successfully completed the RFS Cert Arb, Tech Cert Arb and Prof Dip Arb. I recently became a Chartered Arboriculturist with the Institute of Chartered Foresters. A truly fulfilling experience that I recommend all arborists aspire to. What is your day-to-day role as part of the Treetop Arboriculture team? My day-to-day activities include managing human resources, managing the tree team to ensure that best practice and health and

In its 50 year existence the Arb Association

has made substantial inroads in promoting the industry, particularly in the last three years. In those three years it has gained a voice in parliament to promote the industry, its benefits to society and allied professions so they are aware of the pool of expertise we have in our members. What is now needed, and the AA plans to do this in 2016, is to reach out to society. We plan to communicate with the public to ensure they know about the value of trees

and that the AA is the home of professionals in arboriculture. Everything I could wish to happen has happened or has been planned. How did you get involved with the Arboricultural Association? It was logical for me to join as I wished to develop my career and to give back to the profession that has looked after me. My involvement came about through meeting other Association members. It couldn’t be

simpler really. Members are all around you in this profession and all it takes is a conversation with one to realise the benefits of membership. The next stage is to make an application for membership and get involved. You are also involved with the Register for Tree Work Operatives (R2). What made you want to do this and what are you hoping to achieve? What a golden opportunity for me to give something back. I know only too well what it is like to develop skills and have them recognised. I have always sought to improve my skill base and at every step I have seen the reward. Someone in the AA saw that I had it in me to

I am grateful that I was given the opportunity and that with the support of all on the team we have delivered a superb register. I am now hoping to mitigate the loss of important skills from the industry as people come to the end of their climbing careers. Some people are not able to recognise and demonstrate their value to a company easily, so R2 helps them to do this. Additionally the register will assist the next generation in mapping their careers. What type of projects are you currently working on? I am on the road with the Arborist Working Group, travelling the country and listening to industry practitioners to draw out and assist in developing solutions to the daily problems facing UK arborists. And I’m working on marketing the R2 initiative. So who are your typical clients? In the contracting arm of the business, clients are mainly domestic property owners, hotels, construction companies, civil engineers and schools. The consultancy deals with architects and developers, both large and small scale. What’s the next big trend in the industry? I am looking forward to laser pruning tools that you point at the target branch and vaporise it. This would reduce climbing, avoid the use of chainsaws, mean no more chipping and no need for large vehicles to take away waste. Come on you inventors.

What do you think of the standard of the arboriculture industry? Good and getting better. Look at how far it has come on in the 50 years of the AA. We have skills, qualifications, career development, standards for work and an approved contractors scheme as a benchmark. With the recent developments in the AA, we are now being seen as a true profession and a profession that ensures society benefits from trees where they live, work and play. With a good solid base, we need to continue to enhance and develop the standards over time. R2 is one of those developments and it will grow and develop in the coming years, offering a platform for further enhancement. What part of your job do you find the most rewarding? When a customer calls the next time they need work done after having had a satisfactory service the first time. I also enjoy educating the public on the true value of trees in the urban landscape. What are the biggest challenges you face? The general public having a lack of awareness of poor tree work practice. The

mindset of ‘it grew back, it was a good job done’ is damaging to professional contractors as they lose revenue to the more unscrupulous companies. This price war and subsequent loss of revenue to lesser service providers is detrimental to the finances of professional tree companies and their ability to operate to best practice and comply with health and safety law. If you could choose your dream project, what would it look like? My dream project would be something widely publicly accessible, whether through social media or television, something in which the general public could be made aware of the professional standards in tree management and that would educate them on a regular basis about the true value of trees in our built environment. What do you think the future holds for arboriculture? We seem to be in an era of growing recognition of the value of urban greening. I know the AA has been instrumental in achieving this, especially in parliament, and it aims to do more with the general public. I predict the next decade or two will see the importance of urban green infrastructure increase as more and more people live in urban areas. As trees are the largest and most obvious component of that infrastructure, arboricultural professionals will be in demand and able to contribute to the successful greening of our towns and cities. Also, the R2 project can significantly alter how experience and skills are retained, to assist in passing them on to the next generation of urban foresters.

his is the first of three short pieces that explain my ideas and thinking about report writing, which for ease I have called, imaginatively, the beginning, the middle and (yes, you guessed it) the end. But first, to set the scene. Your client will commission a report, but once it’s been issued there’s no telling where it will end up so try to write well, and please leave out the thinly disguised sales pitch!

REPORT WRITING THE BEGINNING In the first of a three-part series, Jonathan Hazell gives advice on writing a comprehensive report

Your report must be: • an answer to your client’s question • factually correct and therefore impartial • readable, so concise • complete A good report will: • separate fact from opinion • be illustrated discuss e di s i e context of the brief • remain within your area of competence • come to conclusions • make recommendations The beginning At the outset remember the police caution: “You do not have to say anything. But it may harm your defence if you do not mention when questioned something which you later rely on in court. Anything you do say may be given in evidence.” If you refer to something at the end of your report then it must first make an appearance at the beginning, and then in the middle, the golden thread running through the narrative. In the opening paragraphs of a report it is important to set out the brief that is being addressed, and so the scope of the report.

For example, if the report is describing the trees on or surrounding a development site then the brief will have been to categorise those trees by age, quality, or a combination of both, and the scope will be to simply meet the requirements of BS 5837. If the report is for a different type of tree survey, such as an assessment of health and condition, then the brief may be to demonstrate that the client has discharged their duty of care and the scope could be the interpretation of statute and common law as given in the National Tree Safety Group publication ‘Common sense risk management of trees’ (http://goo.

gl/tGqZS9). If you are objecting to a TPO then you will need to refer to the law that is contained within the Town and Country Planning Act 1990. Having established this baseline, the report should then go on to present the evidence that you have collected, and to offer a brief idea of how the information has been gathered. Please say if the measurements that are presented have been measured or estimated. In everyday arboricultural reporting, near enough is generally good enough, so there’s no need to specify the type of tape measure or clinometer you use! But, if complex devices have been

used, for invasive examinations for example, then it would be worth referring to their model number and how they were used. Include a drawing that locates the trees and tell the client how you are doing it – a splodge on the A-Z or a carefully located feature on an AutoCAD drawing. Include photos, although they are notoriously difficult to use, to illustrate a specific point you might want to make. Next month: the middle. iling your financial details with HMRC can feel like negotiating a minefield of bureaucracy but taking the time to research the benefits available could save your business thousands of pounds. Big businesses engaging in tax-avoidance have been cast in a very negative light in recent years but there are a number of ways in which tax relief can be obtained to reduce your overall tax liability without facing the wrath of HMRC. Let the taxman help cover the costs of equipment To help businesses grow, the government introduced the Annual Investment Allowance (AIA), which enables businesses to claim tax relief on expenditure incurred on purchasing items of plant and machinery. From 1 January 2016 you can claim 100 AIA on the first £200,000 of capital expenditure on qualifying items rather than having to spread the tax relief over the useful life of the equipment.

People operating in the tree surgery, arborist and tree consultant market will regularly have to purchase equipment, machinery and vans or lorries. You should therefore consider whether these qualify for AIA, which can reduce your taxable profits. If the equipment/machinery was a gift or you used it before starting your business, you should still be able to claim tax relief on the item under the normal Capital Allowances rules but the relief will be restricted to the market value of the asset when it was introduced into your business. Tax deductible Costs incurred wholly and exclusively in running your business are also tax deductible. This includes such essentials as business mileage, parking charges and tolls. Furthermore, if you are required to work away from your normal geographical location, you will be able to claim for the cost of hotels and meals – good news for horticulturalists. The most important thing to remember is to obtain receipts for expenditure incurred and keep records detailing the reasons for any unusual items i.e. why it was necessary for an overnight stay.

If you are eligible for the available benefits it could save you thousands of pounds a year. our first aid certificate is out of date and you need to attend a course to get that tick in the Health and Safety Executive box. For some of you, this may be how you perceive first aid training and you might face the course with dread. But first aid should not be death by PowerPoint. It should be interactive and engaging and provide you with the skills to be confident when faced with an incident. It should also be relevant. Industry appropriate first aid training is becoming more common, especially for hazardous environments. ne example of this is the Forestry Commission’s addition of the F plus Forestry element to the regular one day Emergency First Aid at Work and three day First Aid at Work course in 2012. This F part of the course

Training should be interactive and engaging and provide you with the skills to be confident when faced with an incident is expected of all arborists and contractors working on Forestry Commission land. Part two of the introduction to the Forestry Commission First Aid at Work policy document ‘Forestry Commission Policy for those that work on our land v6, ctober 2015 ’ states: People can suffer injury or be taken ill wherever they work in our industry. It is essential that we have first aid provision in place so that we can give them immediate attention and call an ambulance if needed.

halara ash dieback has been a subject of much discussion in the media since it was first identified in a Buckinghamshire nursery in 2012. The disease is widespread across Europe but has now been confirmed in at least 150 locations within the UK. Initially identified as the pathogen Chalara fraxinea, this fungal disease has since been discovered to have two stages of

Hymenoscyphus pseudoalbidus) as the sexual and infectious stage, with Chalara fraxinea identified from the symptomatic areas as the asexual stage. It is believed that the disease was both imported on infected plant material from the Netherlands and blown across the English Channel, causing a rapid spread to established ash trees in the vicinity. Symptoms of this disease can be found on most parts of the tree, although the main symptom is

CHALARA ASH DIEBACK Chalara fraxinea, the fungus responsible for ash dieback, is a notifiable pathogen within the UK; it is important to report new cases to the Forestry Commission says Bartlett Tree Experts discolouration and development of diamond-shaped lesions around the branch axils. These lesions girdle the stem as the disease progresses (above), causing

leaves to develop black-brownish discolouration and wilt. Dieback and blackening of shoots and twigs then normally follows (left). Prolific epicormic shoots can also be seen on badly affected trees, which are produced as a stress response to compensate for leaf loss. Chalara Fraxinea has also been isolated from the roots of affected trees. Mortality is common in younger trees, although as a result of infection stress on mature trees, opportune secondary infections such as honey fungus root rot can infect, often resulting in mature tree death.

Chalara ash dieback is spread through spores that overwinter on infected leaf litter, which are thought to be further spread by rain splash or wind. Cultural controls such as removal of infected leaf and twig material are important to reduce the spread of disease. Any tools or equipment used on infected trees should also be sterilised to prevent the spread of spores. Bartlett Tree Experts is presently undertaking trials of non-fungicidal alternatives, but there are currently no registered products for the control of Chalara fraxinea. Control measures at present include removal of fallen leaves and improving plant health in an attempt to boost the tree’s resilience. The felling and burning of infected trees and plant

KIT NEWS J Burch Tree Care chooses GreenMech for seasonal work Surrey-based tree works and grounds maintenance provider, J Burch Tree Care and Grounds Maintenance has made use of GreenMech’s Arborist 150 chipper for a clearance job on a privately owned Surrey estate. The job initially covered 10ha, but that grew into a major site clearance of 71ha.

Approximately 3ha of the site was covered by spruce (Christmas) trees, but these have now been cleared with a view to replanting the area with a more native tree. Jon Burch decided to chip the Christmas trees as they were either dying or too tall (over 20m) to be sold as Christmas trees. Deepdale Trees favours Kramer

Independent wholesale tree nursery Deepdale has reinvested in Kramer plant, taking ownership of one of the German company’s latest 5065 loader models. The mature tree supplier traded in its 16 year old 418 loader towards the end of last year, having amassed over 12,000 hours on the clock. The Bedford based nursery, which was established in 1995, has preferred Kramer from the

The Staverton Birch, Staverton Park, Suffolk

Staverton Park and The Thicks in Suffolk are perhaps best known for their 280 acres of ancient oaks and hollies (one of which is the tallest recorded in the UK), but this medieval site also has 1,900 silver birch trees of varying age and size, some of

which are the largest and oldest in England. The greatest proportion of silver birch postdate the second world war, when tanks were tested on the site in preparation for the D-Day landings, but there are nine trees of more than 100cm in diameter at breast height. There are also birch trees of varying ages growing out of the bolls of ancient oaks that have fallen over to create phoenix trees. These ancient and veteran trees support a rich lichen ora and invertebrate fauna including several rare species and the site has been designated both as a Special Area for Conservation SAC and a Site of Special Scientific
