FOREWORD
by The FEI PresidentOn behalf of the Fédération Equestre Internationale, it is my pleasure to welcome you to the Washington International Horse Show for another exciting qualifier of the Longines FEI Jumping World Cup™ North American League 2023/2024. Over the next few days, we are guaranteed to experience top-level sport as athletes and horses brave courses of highest standards, set up by some of the best course designers in the world.
Twelve leagues, including the North American League, make up the highly successful and global FEI World Cup™ Jumping series which has been in existence since 1978. This year again, eight suspensefilled qualifiers, of which four count towards the overall standings, will be taking us from The USA to Canada and Mexico.
Sacramento (USA) kick-started this new season and as our journey continues, we will be heading out to destinations such as Las Vegas (USA), Toronto (CAN) and Puebla (MEX), to name a few. At each leg, athletes will be aiming for precious FEI World Cup™ points, which could qualify them for the prestigious Longines FEI Jumping World Cup™ Final in Riyadh (KSA), 16-20 April 2024.
This new season will once again be filled with fantastic sports moments, brought to us through the unique bond between horses and rider; the trust, the communication, and the patience involved. It is this bond which enables impressive feats of athleticism to be achieved and the core around which the whole FEI community revolves.
I would like to thank Longines most sincerely for their invaluable and ongoing support, which allows us to continuously set the bar for this series extremely high. I would also like to take this opportunity to thank the Washington International Horse Show team, for the successful running of this event.
To the volunteer body and sponsors, as well as the athletes, the enthusiastic public and the media representatives, thank you for your dedication and loyalty; this would not be possible without you! I wish the athletes the best of luck, and the fans that they have a wonderful time here at the Washington International Horse Show, conducted in the best spirit of great horsemanship.
the one to watch when you’re feeling wild
It’s all here. Iconic series, award-winning movies, fresh originals, family favorites, and the best entertainment for every mood.

INTRODUCING THE MINI DOLCEVITA:
THE OFFICIAL WATCH OF THE LONGINES FEI JUMPING WORLD CUP™ NORTH AMERICAN LEAGUE IN WASHINGTON
ELEGANCE IN THE SMALLEST DETAIL.
The Longines FEI Jumping World Cup™ North American League in Washington is the perfect setting to showcase the Mini DolceVita. With its discreet profile, classic styling, and aesthetic variations that are at once timely and timeless, it is a masterpiece that exquisitely expresses, in equal parts, Longines’ quiet luxury and contemporary elegance.
A MINI WATCH, A LARGE VARIETY.
The Mini DolceVita has a significant lineage: it was inspired by a Longines legend created in 1927 and, of course, the original DolceVita family from 1997. That collection triggered the slogan “Elegance is an attitude”, and the Mini DolceVita updates the story for a whole new generation.
The Mini DolceVita watches have been created in an impressive range of color options and configurations. The new references feature 21.50mm x 29mm stainless steel cases and are available with or without diamond settings.
Built on a rich heritage, these stunning jewel watches are bound to resonate with dynamic, spirited women drawn to breathtaking timepieces that perfectly complement any styling choice.

PUISSANCE NEWS
OCTOBER 2023
After a long and storied history at the Washington International Horse Show, organizers have decided to discontinue the puissance class While the class was in its heyday in the 1970s and 1980s with a full roster of top riders and specialized puissance horses, it became harder each year to fill the class since most riders focused on the speed final or the Grand Prix The nature of the sport has changed over time, and WIHS organizers want to offer the most relevant classes and ensure that horse and rider welfare and safety are always at the forefront
While WIHS will not hold this special class, we are recognizing it through a historical tribute on-site at the Show Place Arena, with the puissance wall on display for photos, as well as a feature in our show program We are honoring the horse Sweet’N Low, owned by Donald and Barbara Tober, by inducting him into the WIHS Hall of Fame as the record-holder in the indoor puissance at 7 feet, 7 1/2 inches set in 1983 with Anthony d’Ambrosio WIHS will contine to endeavor to offer the most entertaining and exciting sport and exhibitions to spectators in person and online

SWEET’N LOW
2023
WIHS HALL OF FAME INDUCTEE
Sweet’N Low, a 17.1-hand, grey Thoroughbred gelding owned by Donald and Barbara Tober and ridden by Anthony D’Ambrosio, entered Washington International Horse Show (WIHS) history in a record-setting puissance performance. Sweet’N Low is the first equine athlete to join the esteemed list of some of the best horsemen and women in the industry as the 2023 inductee into the WIHS Hall of Fame. WIHS celebrates its 65th anniversary this year, and throughout those decades, there have been many special moments. One of the most memorable and exciting was when U.S. show jumping athlete Anthony D’Ambrosio set the world indoor record for the puissance with Sweet’N Low in 1983.
The Puissance has a rich history in equestrian sport. Puissance means “powerful,” or having the power to do something. It is a class that requires special talent and concentration from the horse and rider. The competition involves jumping a puissance wall. The starting height is a minimum of 4’6” and often is raised to over seven feet tall. The Puissance is not the same as the High Jump, because the Puissance is a series of wooden bricks built as a wall rather than angled poles as used in the high jump.
WIHS opened up competition in 1958 at the old National Guard Armory on East Capitol Street, across the street from Washington, DC’s famous RFK Stadium. In 1975, the show moved to the Capital Centre, which became the U.S. Airways Arena, outside the Beltway in Landover, Maryland. It was in this building that D’Ambrosio set the record.
The year before he set the record, D’Ambrosio competed with Sweet’N Low in the puissance class at WIHS. They jumped seven feet, one inch and finished in second place. “We didn’t try for the record that year,” said D’Ambrosio. “I actually pulled him out of the competition at that point. The following year we went back and had the opportunity to jump for the record.” Because of Sweet’N Low’s experience in 1982, D’Ambrosio felt confident that the nine-year-old gelding would do well the following year in the puissance class.
At that time, D’Ambrosio had a training stable full of horses and students in Mount Kisco, NY. Sweet’N Low came to the program he and his wife Michael ran after a short racing career in Pennsylvania in the spring of 1981. The horse was started by Jack Rockwell in the jumpers and competed up to the grand prix level with Terry Rudd. He was named after
the artificial sweetener that owner Donald Tober made famous as CEO of Sugar Foods.
“He was an excellent grand prix horse and could jump any course anyone could build. He had scope, and he was brave,” said D’Ambrosio. “However, he was an airy jumper, so we had to work hard to get inside the time allowed. You had to be very soft with your seat, otherwise his back would get rigid, and he wouldn’t jump as well. He wasn’t a quiet horse and was difficult to keep relaxed, but he was a kind Thoroughbred.” D’Ambrosio added, “One of nicest classes we ever won together aside from the puissance was the Ben O’Meara Trophy at Washington. We had the only clear round in the class that year.”
It was not just luck that helped D’Ambrosio set the world record at WIHS in 1983. It was also the result of thoughtful preparation for himself and his horse. “I always had a puissance wall in my ring at home, and we would not necessarily jump huge all the time, but I taught them how to jump a wall. If they were preliminary horses jumping 4’3” to 4’6”, I’d let them jump the wall from four to five feet, just so they could learn how to make the effort,” he explained.
“Before we would go show at the indoor circuit, I would let them try over a bigger wall at home,” continued D’Ambrosio. “With Sweet’N Low, we would jump him in our own ring at home before he went down there, about 6’9” or 6’11”. I didn’t try and break a record at home; it was just so he understood what to do and what kind of shape he had to be in to jump the wall successfully.”
D’Ambrosio also gave credit to Sweet’N Low’s caretaker, Diane Lee, who worked for the D’Ambrosios at the time. While she could not be at WIHS that week, D’Ambrosio said it was her care that made him a quieter and easier horse to ride.
D’Ambrosio recalled that puissance specialist Barney Ward was in the class in 1983, but it was German rider Filippo Moyersoen that
went into the final round with him to attempt the record. Moyersoen had the wall down, and D’Ambrosio rode Sweet’N Low into the ring as the last to go.
“There was a lot of tension and excitement that night,” remembered D’Ambrosio, who was 29 years old. “They were always sold out at Washington. The puissance record got broken three years in a row, so people showed up expecting a new record each year.”
As D’Ambrosio and Sweet’N Low took off from the ground and suspended over the top of the wall, the horse lightly brushed the top block. “He touched the block a little bit in
his stifle, then flipped his hind end so high,” said D’Ambrosio. “It was really a remarkable feeling – jumping that big of a wall, the length of time it took to jump, and the steepness of the descent. It was radical!
“I knew what to expect in a puissance, but of course when you jump three inches higher than you ever have before in your career, you feel like you’re in the air even a little bit longer, especially on a horse like him that jumped quite high,” he continued. “I think if the wall was at eight feet, he still could have jumped it.”
Sweet’N Low and D’Ambrosio had set the world record in an exciting class at night at
WIHS, but the talented rider and trainer could not fully celebrate his momentous win.
“We went to the restaurant, and they were closing it, so we didn’t celebrate!” he laughed. “We just went to bed and got ready to go to work the next day.”
Speaking to The Chronicle of the Horse, D’Ambrosio remembered, “It was so exhilarating, knowing that we did it and won and set a record. It was a huge adrenaline rush. It’s a great feeling of accomplishment. It was something I had hoped to be able to do at one point in my life. I had set the record in Madison Square Garden in 1973 [with Sympatico], and it had been broken several times between ‘73 and ‘83. I felt like I had a horse that could help me get the record back, and I was very happy that I did.”
After success in the show jumping ring as a rider, D’Ambrosio turned his skills into becoming one of the most sought-after course designers in North America. He holds an FEI Level 4 rating and has designed the tracks at some of the biggest international competitions in the world.
In 2014, The Tabors donated a new perpetual trophy to WIHS for the puissance class winner, which is a stunning bronze of D’Ambrosio and their horse clearing the puissance wall. After nine years of presentations, the trophy has been retired.
D’Ambrosio and Sweet’N Low had four years together before he was retired after a hock injury in the summer of 1985.
While the Puissance is no longer a part of its show schedule as of 2023, WIHS remembers and honors this special class that drew legions of fans throughout the years to watch spectacular horses and riders take on the famous wall, and especially the one record set by an unforgettable horse.

WIHS JUNIOR COMMITTEE SPONSORED BY SIGNATURE ACADEMICS
CELEBRATING 15 YEARS
GREETINGS FROM BARBARA CLOSTER WIHS YOUTH AMBASSADOR
Hi! My name is Barbara Closter. I’m a sixteenyear-old high school junior from Northern Virginia, and the 2023 Youth Ambassador for the WIHS Junior Committee.
I’ve loved being a part of the WIHS Junior Committee, or JC, for the past three years, gaining countless friendships, working to serve the equestrian community, and playing a role in multiple aspects of the Washington International Horse Show. The Junior Committee teaches life skills while having fun with horses!
One of the best parts of the WIHS Junior Committee is being able to work with equestrian teens from all over Virginia, Maryland, and D.C. The committee provides a wonderful way to help improve outreach in the equestrian community while also building meaningful connections within it. Every year we come in with a new goal of what we want to achieve in our time together. Alongside fellow Ambassadors: Jordan West, Social Media Ambassador, Natalie Paley, Engagement Ambassador, Samanta Bourque, Barn Night Ambassador, and Natasha Randhawa, Kids’ Day Ambassador, this year, we decided to focus on community engagement.
With 35 passionate teen equestrians, we couldn’t have been more excited to get started! Throughout the year, the committee volunteered with multiple local equestrian organizations, brainstormed ideas for Barn Night as well as Kids’ Day, and prepared for WIHS show week. Last year we traveled to Promise Landing Equestrian Center, volunteering throughout the day to clean their horses and barn, as well as helping to paint new jumps. Recently, we volunteered at Sprout Therapeutic Riding Center, helping to get the barn and horses ready for its end of year gala.
We play an active role in the planning and the production of WIHS, helping to give youth perspectives on new ideas. In a very individualized sport, the Junior Committee is an awesome way to get involved with fellow equestrians and to learn more about the community that surrounds us. Now in its 15th year, the JC has a wide range of equestrians from all different backgrounds, each having a unique perspective.
Serving in different roles on the committee each year, I’ve been involved in many areas that WIHS has for inspiring teens. I’ve always wanted to experience the horse show magic from behind the scenes, and the Junior Committee helped make that possible.
From watching the incredible international jumping to helping backstage to having the opportunity to compete, there’s nothing quite like the Washington Horse Show. When I first started on the JC as a novice equestrian, I was inspired by the show and the people who helped bring it together. After three wonderful years on the committee, I have memories that will last a lifetime and an indelible connection to a fantastic equestrian community.

A DECADE OF WIHS HISTORY AS TOLD THROUGH VICKI LOWELL, LONGEST-SERVING WIHS PRESIDENT
A brief but pivotal childhood experience had a lifetime influence on Washington International Horse Show (WIHS) President Vicki Lowell, known for her welcoming, inclusive approach to horse sport.
The members of her family couldn’t really be considered horse people, but she explained, “My father liked horses and my grandmother liked horses. As a kid, they took me to the Sussex County (N.J.) Farm and Horse Show.”
A horse show combined with a fair was irresistible, because “you were invited in. I loved it.”
It wasn’t exclusive or limited to “horse people.” And that would set the stage for Vicki’s horse show philosophy and one of her most important missions.
After finishing her education, Vicki moved to Washington, D.C. and got the same welcoming feeling when she attended WIHS.
“I would read in the back of the program about all the farms that were in the area, and that started my engagement in getting involved in the sport. It’s the way so many people have started in the sport; it’s a big invitation.”
She rode with trainer Laura Pickett in the adult hunters, going to local shows in Maryland. Vicki and Charles Ancona sponsor a trophy for excellence in horsemanship at the WIHS Regional Horse Show in memory of Laura, who died of breast cancer. The trophy is presented in front of a full arena at WIHS.
IT’S IMPORTANT TO KNOW FIRSTHAND WHAT COMPETING AT WASHINGTON MEANS TO EXHIBITORS.
- VICKI LOWELL
In the late 1990s, Vicki qualified for the adult hunter championships at WIHS. Wearing boots, a top hat, and shadbelly all borrowed from Laura, she earned an eighthplace ribbon.
“It was so wonderful,” she said, remembering her excitement. “To me, it was such a big deal.”
It’s important that Vicki knows firsthand what competing at Washington means to exhibitors, whether they’re in the pony hunters or the grand prix, and the experience has marked her leadership style.
WIHS IS A HORSE SHOW THAT INVITES PEOPLE IN. IT’S A COMMUNITY AND ALSO THE BEST SPORT IN THE WORLD.
- VICKI LOWELL
When she was asked to be part of Washington’s board, she took the opportunity, and from there, she got more
involved. This is Vicki’s 10th year as Washington’s president, having served longer in that position than anyone else in the horse show’s 65-year history.
STAGING AN INTERNATIONAL HORSE SHOW IN THE U.S. CAPITAL WAS NEVER EASY.
When she isn’t at work as the chief marketing and content officer at US Equestrian, she spends her time in a labor of love for Washington – and she’s glad to play that role. “It means so much to me because it’s a horse show that invites people in. It’s a community and also the best sport in the world,” she said.
Staging an international horse show in the U.S. capital was never easy. The logistics downtown were always a challenge, with horses incongruously stabled behind chain link fencing on the street near a Metro stop and only a dance-floor sized area available
for schooling or a warm-up after they entered the Capital One Arena.
The inconvenience was something everyone took in stride for the privilege of being part of the North American fall indoor circuit, at a show in the heart of a major U.S. city.
THE COVID YEARS
Then the task of putting on WIHS became much harder, bordering on impossible, when its lease at Capital One Arena was ending and the COVID-19 pandemic struck.
In 2020, many horse shows canceled rather than trying to deal with the restrictions involving COVID-19, but Vicki never surrendered, realizing it was vital that Washington not skip a year. She knew, however, that the show would need to be outdoors due to the pandemic, so for two years, it went to the Tryon International Equestrian Center in North Carolina. Washington’s legacy continued there as the country worked its way out of the pandemic. “We’re grateful to Tryon for supporting us. That really helped our show survive. I don’t know if we would have been able to come back if we had not had those two years,” Vicki mused. “It helped us financially. It was a benefit to be at a facility where they have horse shows all the time.”
Tryon was not, however, a permanent solution for Washington’s board, sponsors, exhibitors, and spectators, who wanted
a stand-alone show at or near a major metropolitan area.
Although the search for a new home in Washington, D.C., continued, nothing suitable was available. The situation mirrored what happened to New York’s National Horse Show after 2001, when it could no longer run at Madison Square Garden and moved to several venues before ending up far from Manhattan in Kentucky.
FINDING A NEW HOME
For WIHS, it was important to be close to its namesake city, even if it couldn’t be within its borders. Vicki understood that.
“She was relentless trying to find a venue,” recalled WIHS Show Manager David Distler.
“This is not to take away from past presidents,” he said, “but I don’t think anybody has put as much effort and time into this event as she has. She truly, truly loves the horse show. I have to give her a lot of credit. Losing the Capital One Arena in downtown was devastating for us, and clearly we all wanted to stay there.”
Washington has had different venues in the past, from its original home at the city’s National Guard Armory (1958-1974) to the US Air Arena in Landover, Md., (19751999) before coming back to downtown Washington for the 21st Century.
In 2022, the show arrived at a solution, getting as close to Washington, D.C., as possible. Its new home is The Show Place Arena at Prince George’s Equestrian Center (PGEC) in Upper Marlboro, Md. Competitors and spectators stay nearby at National Harbor, a waterfront resort with restaurants and hotels in Maryland.
Even so, some regular exhibitors didn’t enter the show in 2022 “because they did not think we could pull it off,” David noted. But the show turned out to be a great success. “Through her leadership, the place looked incredible,” he said, citing Vicki’s role. “Those who did come said ‘Wow.’”
That’s what it means to have a president with vision who knows how to carry out a plan. At Discovery Communications, where Vicki led creative development among other duties during her stint there, she helped produce the unlikely Animal Planet series, “Horse Power: The Road to the Maclay.” A television series about equitation? It was a huge hit.
Vicki understands the need to broaden the base of Washington, especially in the leadership ranks.
IT IS IMPORTANT TO BRING ALONG A YOUNGER GENERATION THAT CARES ABOUT THE SHOW.
- VICKI LOWELL“It is important to bring along a younger generation that cares about the show,” she pointed out, which is why it is wellrepresented on the board.
Those members not only guard “the heritage of the show,” but also serve “to bring a fresh, constantly growing, evolving vision to the show so it remains relevant and special.
“I want to make sure the show has leadership, energy, desire, and vision coming forward in the board,” continued Vicki, “so they can take my place.”
That won’t be easy.
As WIHS Vice President Archie Cox points out, anyone who succeeds Vicki “is going to have some very big shoes to fill. She’s extremely organized, very focused, and puts her heart and soul into Washington.
SHE DIGS HER HEELS IN AND GETS HER BOOTS DIRTY, AND GETS TO WORK.- ARCHIE COX
“She’s great to work with; she responds, she is always available – short talk, long talk. She digs her heels in, gets her boots dirty, and gets to work,” the California trainer observed.
The show, presented by MARS Equestrian, is “uniquely Washington,” in Archie’s view, making it different from all the other shows at PGEC. Not the least of the attractions is the fact that its cherished President’s Cup trophy will be presented to the winner of
the $450,000 grand prix, distinguished as the only five-star Longines FEI World Cup qualifier in the U.S.
LIFE IS GOOD FOR HORSES AND RIDERS AT THE SHOW PLACE ARENA
While Archie pointed out that WIHS at PGEC “has a great feel of a city show,” he noted many riders prefer the new location to downtown. They told him the venue change enables them to bring more horses, including some who may need different schooling situations than those that were so limited in the city, while “maintaining the standards the horse show has always offered.”
Vicki became president when Juliet Reid moved on after seven years in that post and became the show’s Chairman; she now holds the post of Chairman Emeritus. Juliet noted Vicki “was able to help me with growing the show with her connections.” She emphasized her successor’s understanding of the production aspects and “huge knowledge” of marketing.
“She’s a good communicator. She likes people, she loves horses, and she’s passionate about the sport,” Juliet said, ticking off a list of Vicki’s attributes.
“She understands the need to get sponsors; you need eyeballs and something worth watching.”
Washington’s current Chairman, Anne Poulson, calls Vicki, “kind of the glue to the show.”
Juliet Reid, former WIHS president (2009-2012) and Vicki Lowell with the President of the United States Perpetual Cup.
While Anne notes it’s an asset for the show’s president to be a horsewoman, what’s key is Vicki’s “incredible marketing experience and business acumen. She’s very sharp. You need that. Horse shows now are a big business.
“She is a working president, not just a figurehead. That’s been critical with the things we’ve gone through. I think it was a huge challenge, and not too many people could have steered this show through critical times and turbulent waters.”
And that’s exactly what Vicki Lowell did.
