CHAIRPERSON’S

(Charleen Duncan resigned December 2020) As we reflect on the financial year 2020/2021, we do so with a sense of discomfort and concern. Who would have imagined that, more than a year later, the world would still be in the grip of a deadly pandemic that continues to wreak much havoc and hardships, especially to our millions of already marginalized and vulnerable South African communities? Community Chest is deeply grateful to all our stakeholders, across the spectrum, who have helped us navigate the unknown and treacherous path onto which this past year has led us. It is our donors, implementers, government partners, communities, media, volunteers, supporters and friends who have helped us achieve the success we have in the most challenging year imaginable. Through their courage, friendship and support, we now navigate the continued challenges with greater wisdom and experience and can formulate lessons learnt into more concrete and far-reaching strategy and programmes. Serving on the Community Chest Board is an honour I do not take lightly and I share a sense of gratitude with my fellow directors when I say that the only way through our last financial year was by relying on a huge network of support around the work we do. It truly took a village to help us navigate the treacherous challenges presented by COVID-19 and the resultant lockdown. Never before, in living memory for most of us, have we seen a world turned as upside down as our world was last year. In large parts, certainly in South Africa, we are still reeling. It is at times like these, more desperately than ever, that we are reminded why Community Chest exists. In 1928, a concerned group of Cape Town citizens, headed by the Rotary Club and the Anglican Church, met to discuss ways of supporting destitute members of society. Bishop Sidney Lavis, after whom the Cape Town suburb of Bishop Lavis is named, was a leading figure in the establishment of the entity that became known as Community Chest and he became the first Chairman of the Community Chest Board, after its official launch in 1928.

The founding fathers, who led the organisation through a Depression and one World War, could hardly have foreseen the utter tragedy and devastation that would face South Africa in a technologically advanced era more than a century later. During Community Chest’s 90th Anniversary commemoration in 2018, it was calculated that it has been responsible for the distribution of over R1 billion to charitable causes since its establishment. It had grown, developed and evolved into much more than a charity, though, as it expanded to meet the needs of marginalised and vulnerable communities. While Community Chest maintained its original grantmaking model, it added capacity building training, education programmes, community development initiatives, and so much more to its bouquet of empowerment offerings. It was with those credentials that Community Chest was able to step up and play a leading civil society role in social justice, food relief and humanitarian aid in a time of COVID19 pandemic crisis. We pivoted our business model to encompass the provision of food to a hungry nation. Salary cuts, job losses and unemployment, brought about by the initial hard lockdown, necessitated the most basic relief to the destitute, and our stakeholder partners joined hands in what we termed a “Coalition of the Committed” to provide food, shelter, health care and basic amenities. They continue to do so in 2021 and we are deeply grateful. Community Chest’s vision remains a country where all individuals and families reach their human potential based on the fundamentality of access to health, education, income generation and community development, as enshrined in our world-renowned Constitution. CHIEF OPERATING OFFICER To say that the financial year 2020/2021 was a historical international watershed is an understatement. With South Africa entering the global lockdown to stem the tide against the spread of the coronavirus at the beginning of the period, the Community Chest saw unprecedented shifts in our focus and operations as we helped address COVID-19 challenges. The one thing that remained steadfast was the reason for our existence. Never before had the purpose for the founding of a Community Chest in 1928 been more stark than in the face of the harsh realities that befell our country as the consequences of COVID-19 swept our nation. Already staring into an economic and social abyss long before the pandemic was declared, the consequences for South Africa were always doomed to be more severe than in countries with stronger support systems. With officially the highest Gini co-efficient in the world, according to most recent World Bank statistics, South Africa was the most unequal country in the world. The Gini co-efficient measures the distribution of income across a population, as a gauge of economic inequality, measuring income distribution or, less commonly, wealth distribution among a population. Inequality in South Africa has been on the increase in recent years and the pandemic has only exacerbated an already dire situation. Since the late March 2020 hard lockdown, the country’s unemployment rate has catapulted to currently stand at an alarming 32,5%, according to the latest Statistics South Africa data. It is probable that the real rate is considerably higher, leaving at least a third of South Africans, and their dependents, with a heavy burden to meet even their very basic needs. Even those lucky enough to have retained their income do not necessarily fare much better when it comes to feeding themselves or their families. Since 1 March 2021, the National Minimum Wage (NMW) stands at R21,69 per hour, equating to a monthly total of R3 470,40, assuming an eight-hour, fiveday work week.

It is in this already challenged state of inequality that South Africa’s over 230 000 NGOs operated and it was into the pit of a pandemic, the devastation of which was not seen since war times, they were forced to sink or swim. Many, sadly, did not make it. The demise of many NGOs has spelled doom for millions of South Africans who fall through the cracks of government’s social programmes and who rely on NGOs for essential services and basic needs. The effects of the pandemic have left many NGOs even more funding challenged than before, with their beneficiaries suffering along with them. In the midst of the humanitarian crisis unleashed by COVID-19, Community Chest was forced to do things differently, to explore innovative ways to meet the new levels of challenges and to seek partnerships that would help us address the most basic and immediate hardships faced by our people. We expanded our work into food relief, humanitarian aid and social justice initiatives and in this annual report, you can share our journey into new spaces. The work that began as a response to a pandemic in March and April 2020, has grown into projects and programmes that inform Community Chest’s current strategic direction. Sadly, we have not been spared the brunt of economic challenges and have had to pause, reset and re-evaluate our business model. This has necessitated the temporary suspension of grant payments to beneficiaries and the restructure of our organisation. Community Chest remains fully operational as we streamline our business, focus on being a fundraising-driven organisation, and hope to realign and recover into the future. In response to the national lockdown, we embarked on

much-needed food relief activations to help address our country’s hunger crisis, after food security increasingly became the greatest concern.

After initially distributing hygiene packs to vulnerable communities, we extended our mandate into immediate food and humanitarian relief. We harnessed existing and new donor partnerships to facilitate meeting community needs via our extensive and trusted community networks, ranging from local government, religious bodies, community NGOs, established charities and key civil society role players. The crisis intervention evolved into a fully-fledged Community Chest Humanitarian Aid and Food Relief Programme, with the dual purpose of serving immediate nutritional needs, while focusing on longer-term sustainability and access to greater food security, and emergency aid. The following four elements constitute the Food Releief programme: • Food Hubs support existing feeding schemes and community-based soup kitchens. • Food Vouchers allow beneficiaries to select food items at their local retailer according to their required needs.

Dignity Shops allow people the chance to shop and only pay what they can afford. Donations Drive-Thru are pop-up fundraising activation to collect food and humanitarian aid for communities in need.

With the Food Voucher system we facilitated a R2-milion collaboration between Community Chest, Capitec Bank, the Industrial Development Corporation (IDC) and Pick n Pay. As part of the food voucher system, Capitec employees, in four provinces, nominated individuals in need to receive digital grocery vouchers to the value of R500 each. In addition, Capitec regional managers nominated NGOs in each province to receive multiple food vouchers to be used to procure products to package and distribute food parcels in their communities. Thanks to our partners, this method has successfully helped our beneficiaries to maintain their sense of autonomy as the we innovatively moved to food vouchers via SMS, affording them continued dignity, while supporting them in providing for their family. This method of transaction is much safer, eradicating the high risks of delivering actual Food Parcels within communities.

EAT OUT RESTAURANT RELIEF FUND ‘’As many as 10 million adults and nearly three million children experienced hunger in the past week in South Africa in 2021, and 2.5 million adults and 600,000 children were experiencing perpetual hunger, hunger every day or almost every day.’’1 Almost 10 million adults and nearly 3 million children experienced hunger, with the COVID-19 pandemic exacerbating this scenario. On 20 April 2020, HelpOut set up the EatOut Restaurant Relief Fund, it fulfilling two purposes: 1. Keeping restaurants open during the hard lockdown and 2. Providing meals to those in need. With the professional and administrative support of Community Chest in the area of Grant Making, this partnership saw fifty-seven restaurants receiving grants to prepare meals for those adversely affected by EAT OUT welcomed 12 fantastic students to the Eat Out Food School on 15 February 2021. Many of the students reside on our doorstep in Cape Town and surrounding areas, while others have travelled

from as far as Gauteng and the Eastern Cape to join in this exciting fully-funded learnership, which has been developed with our training partners (Drum Beat Academy, Etiquette Hospitality, and ambassador and chef Jason Whitehead). In March, Eat Out’s students was placed in the industry to clock in their hours, complete various assessments and gain muchneeded practical experience from working in a restaurant while learning from those who do it best. We are SUPER PROUD to celebrate with our partners, Eat Out Restaurant Resource Group and YearBeyond on this amazing project, inspiring youth to be active citizens! The total sum disbursed amounted to R2 280 461.85, providing approximately 21 800 meals. The meals were distributed to seven provinces, as indicated below.

HOMELESSNESS & THE INKATHALO CONVERSATIONS On the night of 25 May 2020, during the first vicious Cape Town winter storm, Community Chest opened its offices to a group of homeless citizens left destitute under a bridge after the closure of the controversial Strandfontein Homeless Camp. The former Strandfontein Homeless Action Committee selfmanaged the temporary accommodation during lockdown, with full use of all facilities while staff worked from home. Both parties agreed that temporary shelter would terminate on 31 July 2020. During the two-month period, Community Chest’s guests were treated to health intervention in the form of TB, HIV and COVID-19 testing via donor partnerships, we provided skills development training, job readiness and CV compilation and even achieved successful family reunifications. As agreed, residents vacated our Bree Street offices at the end of July and transitioned into alternative accommodation. Youth Solutions housed some residents, funded by Community Chest, Culemborg site management organisation, Ubuntu Circle of Courage, housed others, while a group of mostly employed individuals moved to a Gardens lodge, which became Our House. Our House was Community Chest’s belief in independent living for the homeless realised and we supported the initiative by funding rental for a limited period, while covering basic living expenses, providing refurbished computers and helping with donations in kind.

At the same time, the City of Cape Town, through the office of Councillor Zahid Badroodien, requested an independent, unpaid and therefore unbiased process to provide recommendations to the City’s policies and strategies addressing homelessness in Cape Town. The Inkathalo Conversations were born, serving as a platform to provide all stakeholders an opportunity to have their opinions heard in an open forum, and to have them taken into consideration, regardless of circumstance. Designed by Community Chest, and conducted in partnership with Women Lead Movement, The Inkathalo Conversations delved into complex issues of homelessness over two eightweek phases structured and aimed to create a safe, honest and reflective dialogue among civil society, including the homeless, often excluded from the definition of “civil society.” Findings of the first phase, The Inkathalo Conversations on Homelessness: Phase 1 Comprehensive Report was presented to the City in June 2021. On 10 October 2020, we commemorated World Homeless Day by hosting a memorial service at the historic Groote Kerk to honour our homeless communities and those that lost their lives whilst living on the streets. At this service, Cape Argus editor, Aziz Hartley, offered Our House manager, Carlos Mesquita, a weekly column to continue the legacy of Danny Oosthuizen who sadly passed away in early 2020. Community Chest remains committed to seeking longerterm solutions on homelessness to assist the most vulnerable of our society.

THE HUMANITY HUB LAUNCH Community Chest was one of four NGOs uniting to address the needs of Cape Town’s homeless communities. Together with Souper Troopers, Mini Meltdown and Ladles of Love, we opened the Humanity Hub on the ground floor of our Bree Street offices, acting as a service centre to support and elevate homeless individuals. The Humanity Hub aims to address the basic needs of homeless people, such as clothing, food and toiletries, while also providing an array of services in the form of skills training, medical/addiction referrals, family mediation, job preparation, workshops, and micro entrepreneurial opportunities. What sets the Humanity Hub apart from similar interventions is the time and process of a personal journey taken with displaced individuals. The Humanity Hub field workers build solid relationships of trust with individuals and wait until they are ready and comfortable to share their pain. While fieldworkers connected with the City or CCIDs state that homeless people do not want their help, we have people queueing to receive help. The personal approach makes all the difference. The Humanity Hub was officially launched with a Humanity Walk in March 2021. The publications were edited by Community Chest’s Zenariah Barends and co-edited by international experts in their field, Scott Drimie for the first, the late Stanley Henkeman for the second and Kay Jaffer for the last. As support, we hosted virtual launches on release days and a webinar series with publication contributors as guest speakers.

We launched our book, The South Africa We Want To Live In, compiled and edited by Ryland Fisher at the District Six Homecoming Centre in early December 2020. The book was the culmination of a series of intense dialogues hosted across the Western Cape since January 2019, which sought input from South Africans from all backgrounds as to solutions to our country’s most challenging problems. It received widespread media coverage and we followed it up with a virtual launch in March 2021 to coincide with Human Rights Day. BURSARY JOURNEY DURING LOCKDOWN Community Chest Bursaries Department acknowledges the major changes students had to adjust to and challenges faced during the pandemic lockdown. Most of our students are from disadvantaged backgrounds and struggle due to limited resources with regards to remote and virtual learning. Like many other Higher Education Institutions and Bursary Programmes we had to adapt during the past year. Due to our continued support and commitment of our donors and partners, our Bursary Programme was fortunate to continue ‘business as usual’ and operate though virtual and remote communications.

Community Chest’s strategic partnership with the Western Cape Government supports elements across our key focus areas of Education, Health, Income Generation and Community Development. Our partnership seeks collaborative solutions to social challenges. In our focus on impactful and measurable change in both the youth and education sectors, we embarked on a formal partnership with the Western Cape Government’s Youth and After School Programme Office (YASPO) in the Department of Cultural Affairs and Sport (DCAS). The partnership has two foci. The first is on providing 18 to 25 year olds who are NEETS with work experience and support to become active, productive residents. This is achieved through the YearBeyond Programme, a multi-stakeholder youth service initiative. The programme provides young people with meaningful work, personal and professional development, and social and economic connections to support their transition into studies or work. Each year thousands of young people’s lives are changed through the programme. The second focus is on helping learners, through After School Programmes, find and pursue their passion. This involves advocating for After School Programmes, building the capacity of the people offering these programmes and engaging youth in running After School Programmes.

In the year under review Community Chest worked with YASPO to put the spotlight on After School Programmes, launching South Africa’s first Lights On After School Campaign and providing various training workshops to the sector. It also worked with YASPO to grow the YearBeyond, youthservice programme. Part of the growth included bringing on board another funder, Michael and Susan Dell Foundation focused on the youth development curriculum and wellbeing support eco-system and the development of post programme opportunities.

LIGHTS ON AFTER SCHOOL In October 2020, Cape Town had the honour of being the first city outside the USA to host a launch of the global #LightsOnAfterschool campaign. In collaboration with our implementing partner, the Western Cape Government’s Department of Cultural Affairs and Sport (DCAS) we celebrated the 20th anniversary at Lavender Hill Shared Sports Facility. The launch took the form of a switch-on of the lights at the sports centre just after sunset as a symbolic gesture of support for the global campaign started in the USA in October 2000. The campaign, which will become an annual event, focuses on increasing awareness of the after school sector and its impact on improving learner outcomes, as well as on engaging all after school practitioners in activities to support the campaign. DCAS stressed the importance of the campaign as supporting the current work done by the MOD Programme and Youth and After School Programme Office while showcasing the department’s investment in ensuring that every learner in every school in every community across the province has access to quality After School Programmes. After School Programmes (ASPs) are organised activities for children to participate in at the end of their formal school day and include access to diverse programmes ranging from dedicated tutoring, arts and culture, sport and recreation and valuable psychosocial support. These programmes are delivered by a diverse range of practitioners, educators and coaches. In under-resourced schools, access to comprehensive ASPs plays a key role in minimising the learning gaps that exist in the educational system and promote school retention.

COMMUNITY CHEST: ECD PRACTITIONER DEVELOPMENT Learning in Reach is a Community Chest supported NGO based in Lavender Hill working towards expanding Early Childhood Development (ECD). Their foundation phase educational services includes mentorship programmes for parent and caregivers, resource sharing and cultivating community food gardens.

Despite the challenges of the national lockdown, in addition to already existing personal and environmental challenges, Learning in Reach expanded their offering to formal ECD practitioner training and we were happy to collaborate with them. We helped towards the sponsorship of 10 bursaries for ECD practitioners on a Montessori enrichment programme. In December 2020, the 10 students proudly graduated at an emotional ceremony at the V&A Waterfront. Community Chest is committed to changing the trajectory of Early Childhood Development and Education through partnerships like these.

EDUCATION MATTERS! In the past year, our partnership with Van Schaik Bookstore took new heights when they donated a consignment of more than 3000 books with stationery through their Community Involvement Programme. Our joint commitment to invest in communities and to be active citizens is a common key focus area in education and literacy. Through this phenomenal investment, we supported institutions, organizations, high schools and community projects with academic resources to enable continued learning through much needed resources. More than 20 institutions including Cape Peninsula University of Technology (CPUT), the University of the Western Cape (UWC), Cornerstone Institute, Victoria Hospital Nursing College, The South African College of Applied Psychology (SACAP), TSIBA, Tygerberg Nursing College and the Edith Stephens Nature Reserve collected resources for their oncampus libraries and students. Thank you, Van Schaik, for your continued support. This Academic Book Drive of stationery packs, textbooks and research material to various high schools and academic institutions across the Western Cape was an invaluable.

CORNERSTONE INSTITUTE In 2019, Community Chest officially launched Higher Certificate in Community Development (HCCD) Programme in partnership with Cornerstone Institute. The scholarship allowed our first intake of 18 students the opportunity to study towards a Higher Certificate in Community Development. This is a two-year part-time programme for those currently employed in the civil society sector to enhance their knowledge, skills and competence in order to conduct and demonstrate professional practice and implement effective and context-specific development strategies in the communities where they serve.

The programme resides in the Department for Sociology and Community Development under the auspices of its Head of Department who boasts more than 20 years of experience in the community and youth development sector. She holds undergraduate and post-graduate degrees from universities in South Africa and England and is currently reading for a doctoral degree. Earlier this year, the first cohort of students proudly attended their graduation under strict lockdown conditions, which could not dim the prestige of the occasion.

The sponsorship supported Community Chest’s aim to professionalise social development practitioners and provide successful student with an accredited qualification, making them more marketable and enhancing their deliverables.

LEADERSHIP ACADEMY AND TRAINING INSTITUTE We are proud of the evolution of the Leadership Academy Training Institute (LATI) from a backyard idea more than two decades ago to a fully-fledged training academy housed in our building and named after its founder and former Community Chest CEO Amelia Jones. LATI operates to the same values and aims of those early days, which is to serve the capacity building needs of under-resourced community organisations, particularly those in marginalized communities. The demand for our training programmes have grown to such an extent, though, that we now offer them to span the entire civil society spectrum, including NGOs, government and parastatals as they work towards addressing poverty, striving for equality, justice, and humanitarian approaches.

HEALTH AND WELFARE SECTOR EDUCATION AND TRAINING AUTHORITY Since March 2020, Community Chest has been a first responder in communities, facilitating relief efforts by standing in civil society as a catalyst and convener between different sectors and communities. HWSETA has been instrumental in this process and has made significant contributions towards preserving the lives and livelihoods of vulnerable communities during this time. HWSETA FOOD RELIEF As national COVID-19 regulations were adjusted, we repositioned our partnership with HWSETA to meet the changing needs of the country in fighting the spread of the disease. In May 2020, the partnership agreed to include a food distribution component in our response and reached over 40 communities across the Western Cape, Eastern Cape and KwaZulu-Natal where 2 416 food parcels were distributed to families in need as part of Community Chest's existing food relief programme.

We measured the impact of our food relief programme using a unit of measure called feeding days, where a feeding day measured the cost of providing food as the number of days the allocated amount of food purchased would feed a single adult. Based on the feeding days calculation, the Food Relief Activations funded by HWSETA was able to reach 34 336 feeding days from 2 416 food parcels that were distributed between May and June 2020.

HWSETA HOMELESSNESS INTERVENTION Even though offering direct support to the homeless is not our core function, our organisation is called to serve those in need and we, therefore, have a responsibility to ensure the safety and well-being of our homeless communities where possible. The Community Chest/HWSETA partnership agreed to reallocate some project funds to provide nutrientrich food and key healthcare products and services to the homeless community in Cape Town. As a result, we were able to support this community through offering: • A short term feeding programme and accommodation • COVID-19 testing services • The distribution of cloth face masks • The option to undergo HIV tests

These services were offered to 180 homeless individuals in Cape Town during May and June 2020 and were invaluable in bringing immediate relief and targeted health support to an extremely vulnerable group. Since the completion of these initial interventions, we have continued our support in partnership with a network of programme partners and additional funders.

JOHNSON & JOHNSON PARTNERSHIP The long-standing relationship between Community Chest and Johnson & Johnson evolved into a fully-fledged distribution programme in 2020 as we designed and implemented a comprehensive distribution and data management system in support of Johnson & Johnson’s socio-economic funding programme. Elements of the Donations-in-Kind distribution system are: •

An open online application process directed at beneficiary organisations, which is collated in a master database

HUMANITARIAN AID AND DISASTER RELIEF IN PARTNERSHIP WITH THE NATIONAL LOTTERIES COMMISSION We have a long and well-recognized record of humanitarian relief in times of crisis. When disaster strikes, we respond - delivering quality, lifesaving assistance and essential protection to those most affected. We provide help in the form of food and essentials they need to survive, and we work with people on the journey to self-sufficiency. Through our long-term development programmes, we remain after the dust settles helping communities to rebuild and support them to cope with shocks and uncertainties. The scale and nature of these humanitarian crises leads us to put more emphasis on building resilience of affected populations and increasing local response capacity and ownership. We recognize that local responders are best placed to help in emergencies, and we therefore work with local government, local organisations and communities in order to prepare them to respond in emergencies and to cope when crisis hits. This all played out during the devastating Masiphumelele (Masi) fires in December 2020. We identified a local organisation, Living Hope, as our implementing partner on the ground in Masi. Through this partnership Living Hope conducted a thorough needs analysis in the community and we were able to strategically support the community by: • providing emergency food distribution for 22 food relief feeding kitchens • distributing over 500 food relief boxes to 500 affected families • providing 1 000 PEP vouchers to families with school-going children to purchase school uniforms and stationery • contributing building material to the City of Cape Town Human Settlements Department to provide temporary housing structures The total value of Masi disaster relief support amounted to R2m, graciously donated by the National Lotteries Commission.

XYLEM INC. WATER INFRASTRUCTURE AND FOOD RELIEF We partnered with Xylem Watermark Global to design and implement projects addressing food safety within South African school feeding schemes by providing access to clean and safe water. Given our country's socio-economic realities, school feeding forms part of the Integrated Food Security Strategy for South Africa. As part of this strategy, around 20 000 public schools across the country provide daily meals to 9 000 000 learners via the National School Nutrition Programme (NSNP). Many NSNP-supported schools have implemented food gardens to supplement the food supply used in their feeding programmes. However, some schools experience challenges in terms of ensuring the level of safety of the food produced due to lack of necessary resources and infrastructure at disadvantaged schools. Inadequate access to safe or clean water sources, inadequate storage solutions and a lack of food hygiene create these issues. In response, Community Chest and Xylem Watermark Global offered targeted water-related solutions in a number of South African schools, to help ensure the safety of food served through the school feeding schemes. Two primary schools in Gauteng and one in the Western Cape were the first three schools identified and the first phase of activation implemented in 2021. Simultaneously, Xylem funded elements of our Food Relief Programme.

THE COMMUNITY CHEST OF THE WESTERN CAPE DIRECTORS’ REPORT FOR THE YEAR ENDED 31 MARCH 2021 NATURE OF BUSINESS The Community Chest of the Western Cape (“The Chest”) is a philanthropic organisation which was founded in Cape Town in 1928 as a conduit for philanthropy in response to a poverty problem in the Western Cape. Funding was directed to organisations providing social relief to those affected by poverty and those living with mental or physical disabilities. Over time The Chest became the first point of call for funding in social welfare and has funded many hundreds of organisations. The Chest also develops and facilitates philanthropy through partnerships with a wide range of donors and social development of donor resources. The Chest acts as an objective and professional community partner to ensure accountability for utilisation of donor resources. The Chest provides services and advice to enhance the management, financial and skills capacity of Non-Governmental and Community based organisations in the Western and Southern Cape that are engaged in social development. As The Chest has been approved as a public benefit organisation in terms of Section 30 of the Income Tax Act its receipts and accruals are exempt from income tax in terms of Section 10(1)(cN). The Chest operates in conjunction with its sister body, The Community Chest of the Western Cape S18A. Donors to the S18A entity enjoy tax relief on their contributions. OPERATING REVIEW AND FINANCIAL PERFORMANCE The leadership of The Chest has embraced the mandate to transform the organisation into a leading centre of philanthropy. The key objective of The Chest is to make grant funding available to vetted and approved non-profit organisations and in turn the fulfilment of this objective must lead to a safer, prosperous and growing South African society. Therefore, the upholding of this mandate has become the foundation of the critical design changes within The Chest. The Chest is dedicated to adding increased value to the grant making process by moving from a broadly defined charity mind-set to a deeper and more structured business mind-set based on intentional development of more meaningful education, health, income generation and community development solutions and impact measurement. This transformation strategy is both costly and necessary to enable the organisation to meet its constitutionally enshrined obligations to non-profit organisations. During this reporting period, total revenue decreased by approximately R5 million (2020: R372 000 decrease). This decrease is largely due to the timing of income received and the effects of COVID-19. Direct expenditure and administrative overheads decreased by R5.7 million (2020: R4 million increase). This decrease is mainly due to the suspension & cancellation of services & events due to COVID-19. Community Investment expenses amounted to R44.3 million (2020: R35.9 million). This resulted in a deficit for the year of R13.6 million (2020: deficit of R23.5 million). The total investments into Communities of R44.3 million (2020: R35.9 million) for the year, represents an increase of 23.42% over the previous year. The increase is due to Special & Government Projects incurred in the current financial year. The Chest’s long term commitment is to see strategic changes in Education, Income Generation, Health and Community Development which will allow our targeted communities to break free from the restricting poverty cycles that they have been in for generations.

The Chest leadership team and staff are aligned to ensuring that the mission and the mandate drive the outcomes of The Chest. The Chest will represent its funders and their interests in a professional and accountable manner. And the needs of communities will be upper most when considering grant applications. The Chest staff and Board are deeply grateful to those who help support our work of combatting poverty and helping to rebuild human dignity. Our partnerships with government, business and communities are the essential elements of why we have survived year on year. Even in tough economic climates as experienced in the last few years, we have not stepped back from increasing our commitments to those we serve. South Africa will need a brave and robust philanthropic sector in order to impact poverty. The Chest will seek to lead that sector with continued bravery, good governance and accountable and professional service.

CAPITAL AND RESERVES The Chest maintains reserves to ensure that it can continue its operations in the event of adverse economic and fundraising conditions. It is essential that we are able to maintain the level of financial support that we provide to a multitude of needy organisations as far as is possible. During the current year the investment portfolio provided both income and growth to support our operations. Investments are realised either when it is appropriate to make changes to the structure of the portfolio or when funding is required to sustain operations. Profits on the sale of investments, which are taken to income, can therefore vary both in timing and quantum. Included in the accumulated funds are unrealised gains and losses on the investment portfolio.

The audit and risk committee comprises of independent non-executive volunteers, who meet periodically with the external auditors and senior management to assist in determining that internal controls provide reasonable assurance that The Chest’s assets are safeguarded and that the financial records may be relied upon for the preparation of the financial statements. The finance committee comprises of independent non-executive volunteers who meet quarterly with senior management to review operating results and to monitor matters relative to The Chest’s control environment. The annual financial statements are prepared in accordance with the International Financial Reporting Standard for Small and Medium-sized Entities, as approved by the International Accounting Standards Board (IASB) as set out in the accounting policies on page 10 of the annual financial statements (condensed aggregated) and are examined by our auditors in accordance with International Standards on Auditing. GOING CONCERN The annual financial statements have been prepared on the going concern basis. The Community Chest S18A operates in conjunction with The Community Chest.A going concern assessment, for an extended period, was performed at the date of signing the annual financial statements. Based on this assessment, The Directors confirm that The Chest & S18A organisation has adequate resources to operate for the foreseeable future and will remain a viable going concern in the 12 months from the date of signing the annual financial statements. Refer to note 19 of the financial statements of The Community Chest of the Western Cape & note 9 of the financial statements of The Community Chest of the Western Cape S18A.

REPORT OF THE INDEPENDENT AUDITOR ON THE CONDENSED AGGREGATED FINANCIAL STATEMENTS TO THE MEMBERS OF THE COMMUNITY CHEST OF THE WESTERN CAPE Opinion We have audited the condensed aggregated financial statements of the Community Chest of the Western Cape as set out on pages 67 to 70, which comprise the condensed aggregated statement of financial position as at 31 March 2021, the condensed aggregated statement of comprehensive income and accumulated funds, and condensed aggregated statement of cash flows for the year then ended and the accounting policy note thereto. In our opinion, the accompanying condensed aggregated financial statements are prepared in all material respects, in accordance with the basis of accounting as described in Note 1 to the condensed aggregated financial statements. Basis for Opinion We conducted our audit in accordance with International Standards on Auditing (ISAs). Our responsibilities under those standards are further described in the Auditor’s Responsibilities section of our report. We are independent of the entity in accordance with the Independent Regulatory Board for Auditors’ Code of Professional Conduct for Registered Auditors (IRBA Code) and other independence requirements applicable to performing audits of financial statements in South Africa. EVENTS AFTER REPORTING DATE Other than the staff restructuring & retrenchments mentioned below, no material fact or circumstance has come to the attention of the directors between the reporting date and the date of this report that would require disclosure in or adjustment of the annual financial statements. The onset of the global pandemic in South Africa at the end of the 2020 financial year caused a significant degree of uncertainty within NGO sector in particular. Due to the effects of COVID-19 & a decrease income from traditional funding streams, The Community Chest underwent a restructuring & retrenchment process. This process started in April 2021 & was concluded in August 2021. A total of R2.9 million was paid in staff severance packages. The Community Chest has put on hold the distribution of Operational Grants until funds has been procured, specifically for the purposes grant making. Unfunded projects has also been put on hold until funders has been procured for these projects.

In connection with our audit of the condensed aggregated financial statements, our responsibility is to read the other information and, in doing so, consider whether the other information is materially inconsistent with the condensed aggregated financial statements or our knowledge obtained in the audit, or otherwise appears to be materially misstated. If, based on the work we have performed, we conclude that there is a material misstatement of this other information, we are required to report that fact. We have nothing to report in this regard. Management’s Responsibility for the Condensed Aggregated Financial Statements Management is responsible for the preparation of the condensed aggregated financial statements on the basis described in Note 1 and for such internal control as management determines is necessary to enable the preparation of the condensed aggregated financial statement that is free from material misstatement, whether due to fraud or error. In preparing the condensed aggregated financial statements, management is responsible for assessing the individual organisations’ (being the Community Chest of the Western Cape and The Community Chest of the Western Cape S18A) ability to continue as a going concern, disclosing, as applicable, matters relating to going concern and using the going concern basis of accounting unless management either intends to liquidate either organisation or to cease operations, or has no realistic alternative but to do so. ACCOUNTING POLICIES

Basis of preparation The condensed aggregated financial statements set out on pages 67 to 70 are an aggregation of the financial statements of The Community Chest of the Western Cape and The Community Chest of the Western Cape Section 18A for the year ended 31 March 2021, approved by the directors on 22 October 2021. Those financial statements were prepared on the going concern basis using IFRS for SME’s. This set is thus an aggregation of those financial statements in a condensed format. This set does not comply with IFRS for SMEs and has been separately prepared by aggregating and condensing the information using the policy noted below. The condensed aggregated financial statements therefore excludes the notes and the detailed accounting policies for each line item presented as the objective for the condensed aggregated AFS is to get a holistic view of the Community chest to illustrate the total income and expense as well as the balance sheet and cash flow performance. The items in the underlying financial statements and in this condensed aggregation are measured on a historical cost basis, except for some financial instruments, which are measured at fair value through profit and loss. All inter-organisation balances and transactions are eliminated in full. The intercompany transactions comprise a management fee and a loan. The condensed aggregated financial statements have been prepared using the amounts from the underlying financial statements which are prepared in accordance with the accounting policies from the financial statements of The Community Chest of the Western Cape on pages 10 to 14 and The Community Chest of the Western Cape Section 18A on pages 9 and 10.
