What are the effects of new prioritisation criteria on network performance, on-time performance and delays?
NEWO (emerging NEtwork-Wide Effects of inventive Operational approaches in ATM) has explored network-wide performance and delay propagation phenomena in the air transport network linked to specific prioritisation rules applied to departure flights at airports. NEWO has used modelling and simulation techniques by means of an innovative tool conceived for analysing multi-component systems with complex interactions.
Innovative departure prioritisation criteria were identified in a workshop with multiple domain experts and validated with the model .
Research Results

These results seem to confirm that ‘First-Come, First-Served’ performs better than most other prioritisation criteria at a global network level, at least under the simplifications that were made in the project. Whether and under which conditions Most-Capable-Best-Served has the potential to outperform FCFS needs to be studied in a refined setting which includes higher global equipage levels and a refined segmentation of the results.
