It’s been a long time com‑ ing, but it appears a completed secondary plan for the Village of Manotick is on track to ac‑ tually being completed this year. And as the consultation process to draft a secondary plan for Manotick – which is like an official community plan for the village within the official community plan for the City of Ottawa as a whole ‑ it

also appears that the 500-plus member strong Manotick Vil‑ lage Community Association is on board with the vision of Manotick that is at the heart of the document. “There’s nothing outra‑ geous in the material presented so far,” said MVCA president Klaus Beltzner. “The reason it is going in the right direction is that the process involves community leaders in the dis‑ cussions,” he said, adding a working group met early last

week to review the status of the plan in advance of a final public consultation meeting scheduled for 9 a.m. to noon on Saturday, June 27 at the Rideau Valley Conservation Authority Building (3889 Rideau Valley Dr.). “It’s a big deal. It’s very important to have one in place and we haven’t had one for a while,” Beltzner said. “It re‑ ally lays out the direction of how we are going to grow and evolve.” And what Beltzner has seen so far of the plan is in line with what he said resi‑ dents of Manotick want – and that is that the village feel of the area be reconfirmed. “We will be supporting it,” he said of the plan, adding un‑ less something emerges out of the blue that has not been part of the discussions so far. Manotick has not had an updated secondary plan for years. Having a completed secondary plan for the village was one of Rideau-Goulbourn Coun. Scott Moffatt’s top pri‑ orities for 2015. The biggest Canada Day bash in the country will once again be downtown at the Parliament buildings, but rural Ottawa is no slouch when it comes to showing its patriotic pride and celebrating the country’s birthday with a bang. “It’s one of the biggest events we have and we put a lot of effort into it,” said Greely Community Association president Bruce Brayman of the planned activities starting at the Greely Community Centre at 5 p.m. on July 1 and ending with a traditional fireworks display at 10 p.m. Canada Day activities across rural Ottawa have a lot in common no matter where they take place, with a heavy emphasis on activities for kids and families to keep revellers busy throughout the day. From Osgoode to North Gower, and Vernon to Manotick, some of the Canada Day celebrations in rural Ottawa are full blown community parties, while others are low key events such as in Manotick.

Watson’s Mill will host its first ever Dominion Day from 10-4 p.m. on July 1 in Dickinson Square. The Watson’s Mill event is being touted as a classic 1860’s-style celebration with children’s carnival games, face painting, and picnic areas for families.

Manotick doesn’t put on a full-scale Canada Day celebration as July 1 comes just a few weeks after the three-day Dickinson Days celebration in the community, which is the biggest annual even held in the village each year. The big Canada Day party in the Rideau-Goulbourn ward is in North Gower, where the mayor usually drops in at some point during the celebrations, said Wendy Eberwein, of Coun. Scott

Moffatt’s office. An annual Canada Day bike parade starts at North Gower Marlborough Public School and makes its way to Alfred Taylor Recreation Centre at 1 p.m., followed by opening ceremonies at 1:30 p.m. Rides and activities continue through the day with an annual Tug of War set for 8 p.m. before fireworks at dusk. A beer garden is open from 210 p.m. In Osgoode, Canada Day activities are at the Osgoode Community Centre, including free children’s activities (2-5 p.m.), petting zoo and pony rides, followed by a Canada Day Parade (5 p.m.) starting from Osgoode Main Street at Nixon Drive. There is also Amazing Race Osgoode (6– 8:30 p.m.), entertainment highlighted by an “Osgoode Has Talent” competition and fireworks. In Vernon, activities start at 1 p.m. at Vernon Hall and include a community BBQ with birthday cake, a Bytown Ukulele Group jam extravaganza and a Euchre Tournament hosted by the Vernon Seniors Group in the Main Hall. Fireworks at dusk.

“It’s an important document and you don’t want to rush it,” Moffatt told the Manotick News earlier this year. “You don’t want to do a brief look, you want to do a proper, thorough review,” he said. “You can’t leave open-ended questions inside your secondary plan, you can’t leave it open to interpretation,” said Moffatt. Beltzner said there will likely be some zoning changes that clarify some anomalies in zoning that currently exist. Some of the expected key themes of the plan are: keep buildings in the village core to a max of three-storeys, a blueprint for speed zones in the village, including lowering the speed limit along Main Street to 40 km/h down from 50, and making Bridge Street a safer zone for pedestrians and cyclists. At the June 27 public meeting a draft plan will be presented. Residents can ask city staff questions about the draft land use plan and draft policies that will guide development over the next 20 years.

Wildlife protocol losing its teeth When an unlucky deer crashed through a living room window in Kanata earlier this month, there’s a good chance it had been pushed out of its home by housing construction at nearby. That’s according to Donna DuBreuil, director of the Ottawa-Carleton Wildlife Centre, and it’s all the more reason the city should be looking to strengthen its wildlife construction protocol, not gut it, she said. The city has revised its draft protocol to create a set of best practices instead of enforceable rules, following an outcry from the homebuilding industry that the guidelines would be too onerous to implement. “A lot of people were reading into it these were going to be new regulations, new requirements,” said John Smit, the city’s policy development and urban design manager. “So we pulled it back down, took a closer look at the way it was drafted and actually brought into the guidelines what it was originally intended to do, which was really a framework reference.” He said it was more of a semantics problem – the protocol was always intended to offer guidelines rather than some sort of quasi-bylaw – and its language simply came off too strong. “The terminology that was being used, the way it was being presented, was not reflective of what was intended,” he said. Already, the original draft

New wildlife protocol may help prevent conflict between this racoon and his wildlife friends and Ottawa residents. released in January was far from a set of hard and fast rules. Site clearing timelines to avoid breeding and migration seasons were presented as guidelines, for example, and a whole host of harm reduction measures were available to choose from if the developer couldn’t get its work done in the recommended window. Still, local wildlife and environmental groups were generally pleased with the first draft, which broadened habitat and breeding season definitions and expanded the kinds of legwork developers would be expected to do before they could start clearing sites for construction. But the new draft’s wording has softened from “will” to “may” in most cases. Where the protocol originally said it “will apply to all plans of subdivision, plans of condominium, and site control plans for properties” located close to wildlife habitat, the new version simply states “this protocol may be used to guide

wildlife protection planning,” according to a document dated May 2015 published on the Greenspace Alliance website. And the requirement to provide a wildlife mitigation plan as a standard condition of approval has disappeared altogether. The original draft said a mitigation plan “shall be required” to demonstrate how a project will implement the protocol’s standards – and that the mitigation activities “must meet or exceed the standard of protection established in this protocol.” It could be completed at the later stages of the planning process, but it had to be done before approval could be granted. The new draft now says a “project-specific wildlife protocol may be needed,” and that it should be developed “close to or following approval of the project.” In the new draft, it is no longer required in order to get project approval. The city has also pulled

back on the use of trained biologists to assess sites prior to clearing; where developers would have had to hire someone under the original protocol, now it’s presented as a recommendation. The changes grew from concern from members of the housing industry, who felt they hadn’t been adequately consulted on the matter – and as a result the protocol was going to put an onerous amount of new requirements on them to get approval from the city. “City staff didn’t have the benefit of industry advising them of what was manageable and achievable and what wasn’t,” said John Herbert, president of the Greater Ottawa Home Builders’ Association, in March. DuBreuil said she’s concerned the new draft won’t have enough teeth to actually protect wildlife, especially if the best practices aren’t actively pushed by city staff.

“‘Best practices’ is a convenient term these days, but unless you can show examples of how it will be implemented it’s just empty rhetoric,” she said. Of course, the revised draft is just that, and DuBreuil hopes city staff will make sure the final document is strong enough to enact real change – and to avoid more deer landing in ERS.indd

Happy Birthday Canada Holden Bethune, a Grade 4 student at North Gower-Marlborough Public School, drew the winning submission for his grade as part of the city’s Ottawa 2017 postcard contest. Rideau-Goulbourn Coun. Scott Moffatt helped Mayor Jim Watson announced the winning entries for grades 1 to 12 at a city hall celebration on June 16. The winning postcards will be distributed to students across the city, in the hopes they will be sent to friends and family across the country inviting them to celebrate Canada’s 150th anniversary in the nation’s capital in 2017.

Police offer precautionary tips amid rise in home break-ins Metroland Media Staff

You’re at home, the windows are open and the doors are unlocked. Investigators say they are seeing a rise in the number of break-ins to homes across Ottawa, and that suspects are gaining access through unlocked front and back doors as well as patio doors.

“Residents are reminded to keep their doors locked, even when at home, and to ensure any access point from the garage into the main area of the home is also locked,” police said in a statement on June 12. And with a rise in temperatures, people often leave their windows open and unlocked even when they

aren’t home. To arrange a safety audit, contact your local community police centre, listed at bit.ly/1GlKP9e. If you have any details on break-and-enter investigations, call the break-and-enter section at 613-236-1222, ext. 4533, or provide anonymous tips to Crime Stoppers by dialing 1-800-222-8477.

VIA trains may not be blowing their whistles much longer through the Greenbank crossing if a motion from Barrhaven Coun. Jan Harder passes June 24.

Councillor blowing the whistle on VIA train noise Emma Jackson emma.jackson@metroland.com

With any luck, residents near the rail crossing on Greenbank Road will have some peace and quiet by the time the heat of summer arrives. That’s the idea behind a notice of motion Barrhaven Coun. Jan Harder presented at council on June 10, which will notify Via Rail of the city’s request to lay off its whistle through the area. Residents who live between Woodroffe Avenue and Strandherd Drive haven’t heard Via whistles since 1985, when the city of Nepean got approval from Transport Canada to stop the practice at all crossings through the suburban neighbourhood. But this March the rail crossing at Greenbank Road was detoured 48 metres away from its usual spot for a roadwidening project. It counted as a new crossing, and the whistle moratorium no longer applied. Since then residents have been subjected to 96-decibel blasts 16 to 18 times a day, starting early in the morning and stopping only at 11 p.m. – and that’s if the trains are on time. “Ninety-six decibels is as loud as it can be, and it’s hellishly loud,” said Harder. She lives more than three kilome-

tres away from the crossing, but even with her windows closed, she said she can still hear the blasts. “There’s literally thousands of people who are hearing this.” Making matters worse is the fact that road crews are in the middle of 90 days of blasting through Barrhaven’s bedrock to build the gradeseparated underpass that will eventually negate the need for a whistle at all. And just this week Harder said a new sound was added to the cacophony: stone crushing. “Rather than haul (the blasted rock) away in truck after truck, (the company said) we’re going to keep it here, we’re going to crush the crap out of it and use that to store up the sides of the underpass so we don’t have to bring new trucks with new crushed rock in,” Harder said. “It makes a lot of sense, except it adds a lot of extra noise.” Harder’s motion, to be considered on June 24, will address just one of the noises, albeit the one that’s most relentless. The motion will give legal notice that the city plans to issue a “whistle cessation resolution” for the crossing, to mirror what was there before. “Really what we’re going to do is confirm the 1985 Nepean council motion,” Harder said. “We’re saying the same reason still exists, and it’s just

marginally moved.” According to Transport Canada, in order for a municipality to stop a train whistle it must work with the rail company to assess whether the cessation meets the safety requirements – Harder said this work has already been done – and then the public and “other interested parties” must be notified of the municipality’s intent to stop the whistling. That’s where Harder’s motion comes in. Once that passes, council must then pass the actual resolution to stop the blasts. It could still take another 30 to 60 days from now before the whistles stop, but that’s better than nothing, Harder said. The alternative is putting up with the noise until the end of 2017, when the new grade-separated rail crossing is finally finished. Harder said VIA and Transport Canada both support the cessation, Harder said, although VIA spokesman Maxime Dupont-Demers simply said, “VIA Rail is exploring this with the City of Ottawa.” Harder noted she’ll move faster on future projects that affect rail crossings in the area – including plans to build a grade-separated crossing at Strandherd Drive. “I will be on top of this way ahead of time,” Harder promised.

This summer, the best collection of artifacts from the Colosseum of ancient Rome won’t be in Europe. Ornate sections of the massive, 2,000-year-old structure, along with sword blades and helmets from the gladiators who fought within can now be found inside the Canadian War Museum. Gladiators and the Colosseum: Death & Glory opened to the public on June 13, showcasing the storied and perennially popular world of armed Roman athletes. Inside the Colosseum, built in the decade proceeding 80 A.D., gladiators fought – sometimes to the death – in front of 55,000 spectators in the heart of the Roman Empire. The exhibition was developed in Italy in 2012, and is making its North American debut in Ottawa. Rossella Rae, director of the Colosseum, spoke of the historic significance of Gladiatorial combat during a media preview on June 10. “In the Colosseum, which was the amphitheatre of the emperors, the games and other spectacles were sumptuous … and their organization complex and costly,” said Rea. “But, for the emperor, they were an important investment: they were highly enjoyed by the people and therefore had a significant public relations return for the leader of the Empire.” Rea said this was the first time many of the artifacts have been seen outside the Colosseum Gladiators were mainly prisoners of war, slaves or criminals, many of whom trained in privately-operated gladiator schools. Money flowed through the system that sent the armed men into the ring, the organizational structure of which served as an inspiration for modern professional sports. The building that housed them – the Roman Colosseum – was slowly damaged over

Built with 100 cubic kilometres of limestone, the Colosseum was a wonder of its day, and remains a breathtaking engineering feat. The scarcity of original artifacts from this time period makes the exhibit – with its sections of fresco and sculpture, statues, and armour – all the more impressive. The exhibit is divided into four zones, on detailing the rise and scope of the Roman Empire, another focusing on the Colosseum, one targeting gladiators, and another describing a day spent at the Colosseum. Peter MacLeod, acting director of research at

the Canadian War Museum, was part of the team that worked with the original Italian developers to adapt the exhibit for Ottawa. Calling it “a marvellous combination of scholarship and spectacle,” MacLeod said the reason for the exhibit was multifold. “We brought Gladiators from the Colosseum to the war museum partly because everybody loves gladiators, but more to the point, as an extreme sport that mimicked aspects of war, gladiator games were one part of the western military tradition, which continues to influence our popular culture.” said MacLeod. ‘Gladiators and the Colosseum: Death & Glory’ runs until Sept. 7.

ow much is too much to support the arts in Ottawa? According to the city, almost any amount is too much. As part of its strategic initiatives budget planning – money being designated for projects identified as priorities by the current crop of councillors – the city has changed its mind on spending $3.8 million over the next three years on operational funding for theatres, museums and galleries in Ottawa. This amount is part of a commitment made in 2013, under the last council, to stabilize funding through 2018. This shortfall is only affecting the operational side – keeping the lights on, arts advocates say. Capital funding will be maintained through 2018. What good is capital funding, however, if there isn’t money to have things like concerts, plays and exhibitions taking place inside new buildings, like the Arts Court redevelopment downtown? Members of the arts community are justified in feeling that they’ve been abandoned by the city in this respect. This appears to be another example of the city coming up short when it comes to paying for nice

things. Here in Ottawa, civic leaders wrestle with dreams about a new main library branch, and now whether we actually want a vibrant arts community. Elsewhere, cities like Halifax build libraries that become the envy the country, while Ottawa’s arts community waddles along with funding levels well below the national average. Canada’s average cultural spending per capita is $10.50. In Ottawa, we only spend $7.22 – 31 per cent below the average. Edmonton, Toronto and Vancouver all top that number. Is a below-average city all that Ottawa aspires to be? Are we so concerned with maintaining some artificial level of tax increases that we deny ourselves a city that is to be envied by those elsewhere in the country? It’s fine to top magazine rankings that aggregate factors into a neat and tidy index. It’s another thing to have the kind of cultural life that gets people out of their living rooms on a Friday night. A million dollars a year or so is no big price to pay for culture. The city should get off its wallet, toss aside its self-imposed frugality, and keep the stage lights on.

t’s festival season in Ottawa and that means we can all start disapproving of each other again. Nothing brings it out like music, free, or at least inexpensive, in outdoor venues. Nothing makes us more critical of our fellow Ottawans more than the opportunity to mingle with them at close quarters while the music plays. Whether it be the jazz fest, folk fest, blues fest or street fest, the same arguments apply as in previous years, the same battles will be waged online, in the letters to the editor and on the radio talk shows. Let’s go over it all once again, shall we, for the benefit of newcomers. First, the music will be too loud for some. Uninterested in a particular festival, but living within earshot,

jecting to excessive noise, the objectors will find themselves condemned as antiquated killjoys, unsuited to life in a vibrant 21st-century urban community. They will be identified as precisely the kind of people who impede progress and make life far less fun for everyone. It will get personal, which is the part of it I don’t understand. Aren’t people entitled to their views, whether or not you agree with them? We all get along just fine at other times of year. But there seems to something about noise, the right to make it and the right not to like it, that seems to bring out the rage in us. And then there is the lawn chair argument, a dispute that creates more anger than many of the issues we will be voting on in October. people are steamed about same-sex marriage? Think C-51 makes them angry? You obviously haven’t heard about lawn chairs. For those of you new to these parts, the controversy goes like this: some people like to bring lawn chairs to festivals, sit in them and listen to the music; others like to stand up and dance. The people in the chairs object to the dancers blocking their view; the dancers object to the chairs being in the way. If that were all there was to it the issue could be resolved fairly simply, and in fact it has been at the jazz festival, where chairs prevail but space is set aside for dancers. But the debate has taken on a taint of morality. It is claimed by some that people not in chairs are superior to those in them. The reverse is claimed by others. People in chairs don’t know to have fun. People on their feet don’t know how to listen. And on it goes. If you know Ottawa well, you will recognize the tone. It resembles the rhetoric used by bicyclists and walkers when arguing about who has the right of way on paths. Is it possible that one group also owns lawn chairs and the other group doesn’t?

There will also be on-site parking for those who have purchased special accessibility or handicap tickets, and Para Transpo service can drop concert-goers off right near the entrance to the event. Tickets for the concert have been on sale since March 13 and range from $90 to $180. Sales of grandstand seats are nearly sold out, while all other Canadian shows are sold out, said senior concert promoter Andre Hudon. But that’s not a surprise, he said, as the Wesley Clover Parks venue is far and away the largest in the Rock This Country tour in North America, and the only outdoor venue, the rest being in arenas. “Those arena shows have a capacity ranging between 12,000 and 14,000 per show,” said Hudon, while Wesley Clover Parks can accommodate upwards of 35,000.

Ticket-holders and others interested in attending the Shania Twain concert at Wesley Clover Parks later this June are finding out they will have to shell out a little extra if they plan on driving. An announcement made by concert promoters at the parks released the traffic and site plans for the event, highlighting the plans for off-site parking at the Canadian Tire Centre and the former Nortel campus at 3500 Carling Ave., with continuous shuttle service to and from the parks. Advance tickets from the former Nortel campus are $15, while day-of parking tickets for either the Canadian Tire Centre or the campus will cost $20. Concert-goers will also be able to bike to the parks and walk from a designated lockup area, or take OC Transpo route 96 to Corkstown Road

If there was ever an event that could fill it, the parks in total could hold 60,000 people, said Tony Dunn, the parks’ chief operating officer. “We are anticipating we will probably end up in the 22,000-25,000 range,” said Hudon of the Shania concert, taking place June 27. Emphasis has been placed on security and safety for the event, and that includes the off-site parking decision, said Dunn. The concern was for patrons with different needs being mixed throughout the parking area, he said, leading to the decision to go ADAM KVETON/METROLAND with off-site parking. In the wake of accusations of inadequate care by former employees and a government investigation of Marineland in Niagara Falls, on May 28, 2015, the Ontario legislature passed the Ontario SPCA Act, to prohibit the acquisition or breeding of Orcas (“Killer” whales) in Ontario. The amendments also bring some degree of oversight to the muchcriticized facility. Those who care about animals are celebrating—a bit. Orcas should not be in captivity. They are highly social;

Police investigation nets arrests, drugs, guns, ammo Erin McCracken erin.mccracken@metroland.com

Ottawa police drug investigators took loaded guns, ammo, a switchblade, bulletproof vest, cash and drugs off city streets following an almost month-long investigation. “When you look at those kinds of items it just emphasizes the potential violent nature of the criminal drug subculture. These guys have these weapons for a reason. They have bulletproof vests for a reason,” said acting Staff Sgt. Ian McDonell, head of the police drug unit. The drug trade “is a violent business and when you look at the tools of the trade that we recovered in this particular investigation I think it definitely highlights that,” he said. Beginning in mid-May, his officers conducted surveillance of suspects, gathered intelligence and followed up on leads they say led them to the 1200-block of St. Laurent Boulevard near the St. Laurent Shopping Centre where three men were arrested on June 9 around 7:30 p.m. Their Volkswagen Jetta was seized along with $7,380 in cash, 18 grams of cocaine with a street value of $1,800, 100 grams of marijuana valued at $1,000 and 186 or $3,720 worth of Oxycodone pills. Within hours of making that haul, drug officers followed tactical police into a home where one of the suspects lives in the 800-block of Norton Avenue at Carling Avenue in the west end, where they executed a Controlled Drugs and Substance Act warrant and seized almost 1,400 grams of marijuana, valued at approximately $14,000, off the streets. Then, around 3 a.m. on June 10, the team swooped in on another suspect’s residence in the 1800-block of Russell Road in the Elmvale Acres area and found a loaded Colt Python .357-calibre revolver, a loaded Forehand & Wadsworth .32calibre revolver, a switchblade, bulletproof vest, a box of .38-calibre ammunition, 29 unidentified pills and a little more than four grams of marijuana. The quantity of drugs seized by the team was “significant,” but the real coup for police was the loaded handguns. “Anytime you can take those kinds of things off the road, it’s a very successful conclusion to an investigation,” said McDonell. Three Ottawa men, ages 30, 20 and 21, are each facing three charges related to possession of controlled sub-

stances for the purposes of trafficking. The 21- and 20-year-olds have also each been charged with several firearms offences, including possession of a firearm obtained by crime. The 20-year-old faces a charge related to possession of the proceeds of crime over $5,000. The 21-year-old was also charged with three counts of possession of ammunition and firearms while prohibited due to previous court-ordered conditions. They both were expected to appear in court on June 10. The 30-year-old suspect was released from custody and is scheduled to appear in court on July 8. GANG COLOURS

While McDonell said those arrested may not wear street-gang colours, he suspects their activity is connected to the drug business that is the bread and butter of Ottawa’s street gangs. “It’s all the same big bad business,” he said. “One way or the other it’s all connected. It’s a big ugly web.” In the wake of last year’s record-setting 49 shootings, five drug officers have been seconded to the police guns and gangs unit since Christmas to provide their drug expertise “because that’s what’s at the core of the gang problem,” McDonell said. “It’s all about money. It’s all about power and control.” Traffic officers and other units across the police service have also been actively involved in combating the violence, and as a result there has been a “drastic reduction” in the number of shootings. There have been 15 so far this year. McDonell’s team has been focusing on lowerlevel suspects in the drug trade who have firearms at their disposal. By taking those people off the streets, it has a domino effect in reducing the rate of violent crime. “They’re (incarcerated) on a drug charge. They’re held on a show-cause (hearing) because we found a gun. They’re not out shooting people.” A number of people considered persons of interest to the guns and gangs unit at the beginning of the year are now facing significant jail terms. “You take a half-dozen of these guys off the streets, it’s going to have a huge impact, which we’ve been fortunate to see so far,” McDonell said. None of the criminal charges laid by police in this investigation have been proven in court.

Greely elementary school has entrepreneurial spirit Greely Business Association

In December of 2014, Betty Weil, a member of The Learning Partnership, contacted Howard Crerar, President of the Greely Business Association, noting that she was working with Greely Elementary School to initiate a program called The Entrepreneurial Adventure within the school. She was looking for someone with business knowledge to partner with her company and the school to help students perform an activity to raise money for a charity of their choice. Mr. Crerar agreed to be the business advisor for the project and shortly thereafter was introduced to Lisa Allen, the Grade 6 teacher, who he would be working with on the endea-

for Make-A-Wish Foundation by making and selling tye die t-shirts. Their goal was to raise $550 for this organization. During the lesson, Mr. Crerar taught the students the framework for project management that has been developed by the Project Management Institute, a world leader in project management practices. The students’ project was broken down into 5 phases – initialization, fundraising, manufacturing, sales, and closure. In order to raise funds to purchase the materials required to manufacture the shirts, the students worked together, making crafts they sold to other students in the school after setting up their classroom as a flea market. This activity raised $650.

vour. “After our first meeting I realized that working with Lisa was going to be a lot of fun,” noted Mr. Crerar. “She is open-minded and stresses creative thinking in the classroom. These characteristics are essential for entrepreneurs to succeed.” In early January Mr. Crerar met with an enthusiastic group of students and spoke to them about the foundations of business, asking them many questions and drawing them in as the lesson progressed, to ensure they were engaged in the task at hand. At the end of the first session the homework assignment was to choose an activity and a charity. At the beginning of the second session, the students decided they would raise money

ottawa

Mrs. Allen noted that they had surpassed their original goal and asked if they should stop. A loud response of “No” could be heard throughout the school. So, the class recalculated their fundraising goal using the information they had learned in class as well as bell curves and charts. They determined, based on the quantity of materials they could purchase and the price they would charge for the shirts, that the new target was going to be around $1,000. (The final tally was $1,003.)

Along the way a number of parents who had heard about the project from their sons and daughters appeared randomly at various sessions to lend a hand. Mrs. Allen noted, “It’s been amazing seeing how the students have used the project management skills they have learned to more accurately predict how the project is progressing. In fact many of the students are using the skills they have learned during the sessions on a day-to-day basis to plan their school work.”

Mr. Crerar noted, “Having an opportunity to work with the students has been a very positive experience. I have no doubt that our future work force will continue to drive our country’s economy forward. The thing I have been most impressed by is the way this group came together as a team. I am also happy that that the Greely Business Association has had an opportunity to work on this project and make a worthwhile contribution to the community”.

The best summer foods to get locally During the winter months we often turn to imported goods because local fruits and vegetables are not as accessible. That’s why summer pickings are that much more enjoyable. Nutritionists tell us that nothing beats the freshness of local-grown food in terms of taste and nutritional value. Furthermore, it helps sustain the local economy as well. Here are four good bets for summer foods you can find close to home. Berries. Get them at the farmers’ market, or straight from the grower. Better yet, pick them yourself at a U-pick farm. Flash-freeze them for winter, or ask the grower for his or her favourite low-sugar or no-pectin preserves recipes. Greens. Herbs, lettuces, chards and cabbages: the closer to home you can get your dark, leafy greens, the tastier they’ll be. Dry surplus herbs for later use, or freeze them in sealable plastic bags. Extra spinach and chard can be parboiled and frozen as well. Tomatoes. There’s nothing comparable to the sweet, juicy firmness of a field-ripened tomato. Here’s the trick to enjoying summer field tomatoes:

gobble them up as fast as you can. And when you’re just too full to continue, slow-roast the rest to dry them or make your own spaghetti sauce preserves in one-litre jars. String beans, zucchini and peas. Remember the way Mom used to cook those beans in milk and butter? Revive the tradition, or simply steam them and eat them sprinkled with toasted sesame oil and salt. So good! Parboil and freeze meal-sized portions of beans and peas in sealable plastic bags.

Spruce up your pancakes with strawberries Strawberries add a burst of flavour and moistness to these very tasty and satisfying pancakes. Serve more juicy sweet berries and drizzle of maple syrup Preparation time: 10 minutes. Cooking time: about six minutes per batch. Standing time: 10 minutes. Makes: 12 pancakes Ingredients

• 300 ml (1-1/4 cups) buttermilk • 250 ml (1 cup) large-flaked rolled oats • 250 ml (1 cup) all-purpose flour • 5 ml (1 tsp) each baking powder, baking soda and cinnamon • 1 ml (1/4 tsp) salt • 2 eggs • 25 ml (2 tbsp) maple syrup • 25 ml (2 tbsp) vegetable oil • 5 ml (1 tsp) vanilla • 250 ml (1 cup) diced strawberries • 375 ml (1-1/2 cups) sliced strawberries

Preparation

In a large bowl, combine the buttermilk with the oats, and let stand for 10 minutes. In a medium bowl, whisk together the flour, baking powder, baking soda, cinnamon and salt, and stir it into the oat mixture. In a small bowl, whisk together the eggs, maple syrup, oil and vanilla. Stir it into the oat mixture. Gently stir in the diced strawberries. Heat a large non-stick skillet over medium heat. Brush with a thin layer of oil. For each pancake, drop 50 ml (1/4 cup) of batter onto the skillet and cook for four minutes or until edges are dry and bottoms are golden. Flip and cook for two minutes or until golden and puffed. Repeat with the remaining batter, brushing with oil between batches and adjusting heat as necessary. Serve topped with sliced strawberries.

Mud pout was not a delicacy MARY COOK Mary Cook’s Memories head up the hill for the house. If they saw me lurking in a clump of bushes, they paid me no heed. They knew how I felt about their murderous mission, and realized they would never convince me they had not committed a violent crime. Once Everett, my oldest brother, told me the fish had no nerves, and so would never feel the spear. But I didn’t believe him

for a minute. Why else would it slap around in the pail trying to escape? After the boys took the pail to a big flat stump of a fallen elm in our back yard, they would clean the fish and get them ready for Mother in the kitchen. And then I faced my next dilemma. I knew Mother would be cooking the mud pout for supper, and I dreaded not only the sight of them on the platter, but I especially hated the

smell of them in the fry pan. To me, the fish smelled just like the Bonnechere River when its bed had gone dry at the end of the summer. Add to this the fact that the one and only time I hovered near the stove while Mother was frying them, I actually saw them squirm in the pan. Well, that tore it for me. I once told my brother Emerson I thought Mother was cooking the mud pout live, and terrible like he was, he assured me that was indeed the case. Needless to say, from that day forward, I refused to eat as much as a smidgen of fish caught from the Bonnechere. Mother always said the fish were a welcomed break from the roasts and chicken we

raised in great abundance on the farm. And while the rest of the family dug into the platter as if they hadn’t had a meal for a month, I ate cold pork or beef, keeping my eyes averted from the quickly vanishing platter in the centre of the supper table. Nothing could convince me that I would change my mind, not even Mother’s comment that if we didn’t eat everything put before us, we were taking food right out of the mouth of the starving Armenians. I was always grateful that a

piece of mud pout wasn’t put on my plate at suppertime, because even the thought of a starving Armenian wasn’t enough to change the way I felt about those ugly fish that came out of the Bonnechere river. hen the Bonnechere River was still swollen from the spring runoff, it became a perfect hunting ground for my brothers, allowing them to indulge in one of their favourite pastimes, while at the same time, adding a bit of variety to the meat from the smoke house or to dinners of chicken or turkey. I could never understand how they considered this amusement enjoyable. The river stayed high on its banks long past spring, often right into the early summer months. And with the fast flowing waters came hoards of mudpout, to this day, a fish I consider just about the ugliest I have ever clapped eyes on. However, being the gentle heart that I was back in those days, I felt mudpout still deserved a better fate than what awaited them at my brothers’ hands. They had a collection of three pronged spears, much like a pitchfork used for bringing hay down from the loft in the barn. Only these spears were shorter, and the boys spent hours with the whit stone bringing the points to spear-like barbs. They glistened like daggers in the sun, and the long pole handle gave them maneuvering room when they stood on the banks of the river. Sometimes they crawled out on the big maple tree that had long ago fallen across the river at its narrowest spot. This allowed them to be right over the channel where they could see deep into the depths of the Bonnechere. They were silent as foxes, and as I watched from my spot well away from the river, I felt like I was witnessing some terrible act of violence. But still I stayed at the riverbank, mesmerized. The brothers uttered not a word. But when they spotted a mud pout they would point frantically, and one of them would plunge the spear into the water with deadly purpose. Rarely did they miss the target, and they would bring the weapon up with a squirming mud pout impaled on the end of the spear. And when the bucket could hold no more, two of them would take the handle and

Notice of Proposed Official Plan and Zoning By-Law Amendments South Keys to Blossom Park, Bank Street Community Design Plan In accordance with the Planning Act and Section 5.2.3 of the Official Plan for the City of Ottawa, notice is hereby provided that Zoning By-law Amendment and Official Plan Amendment proposals have been initiated by the Planning and Growth Management Department of the City of Ottawa. The proposed Official Plan Amendment (OPA) and Zoning By-law Amendment (ZBA) affect properties located in Ward 10, Gloucester-Southgate. The planning area for the OPA and ZBA generally includes properties adjacent to Bank Street from the railway tracks north of Johnston Road to south of Queensdale Avenue, the north side of Johnston Road to west of Albion Road, Hunt Club Road from Daze Street to west of Cahill Drive, Daze Street, Mountain Crescent, the north side of Sieveright Road and Albion Road from Sawmill Creek to Hunt Club Road. The purpose of the proposed OPA is to provide policies that implement the land use and urban design components of the proposed new South Keys to Blossom Park, Bank Street Community Design Plan (CDP) by including a new South Keys to Blossom Park, Bank Street Secondary Plan (Secondary Plan) in the Official Plan. The CDP is being brought forward for approval by Planning Committee and Council at the same time as the proposed OPA and ZBA. The purpose of the proposed ZBA is to implement the CDP as well as the proposed Secondary Plan. The main effects of the proposed OPA are: (1) Amend Volume 2A of the to include the new South Keys to Blossom Park, Bank Street Secondary Plan that creates a new Mixed Use Area (MUA) affecting properties located in proximity to the South Keys and Greenboro transit stations including the South Keys Shopping Centre, requires minimum development density in the MUA and establishes new land use policies and maximum permitted building heights in the planning area; (2) Amend the Arterial Mainstreet designation and minimum density policies that currently affect Bank Street; and (3) Change the land use designation of the right-of-way for the Trillium Line railroad tracks from Open Space to General Urban Area. The main effects of the proposed ZBA are: (1) Establish Mixed-Use Commercial zoning for the new MUA that permits a broad range of transit-supportive land use including high density residential and buildings at maximum heights of between 12 and 21 storeys; (2) Establish regulations in the MUA for building location, massing and orientation and that reduce the minimum and maximum parking requirements; (3) Change the zoning for certain properties along Hunt Club Road, Bank Street and Albion Road generally to permit additional uses of land; (4) Increase the maximum permitted building height along Bank Street for properties in the Arterial Mainstreet zones from 8 storeys (25 metres) to 9 storeys (30 metres); and (5) Permit where appropriate existing uses of land through the use of zone exceptions. The land to which the proposed Official Plan Amendment (file No. D01-01-13-0016) applies is also subject to the proposed Zoning By-law Amendment (file No. D02-02-13-0108). To review additional information and materials related to the proposed amendments, please contact the undersigned planner, go to Ottawa.ca/southbankstreetcdp or to Ottawa.ca/devapps and input the File Number in the “Search” criteria. The City of Ottawa would like to receive comments regarding the proposed amendments. Please forward comments to the undersigned planner via mail, telephone, facsimile or e-mail by Friday, July 24, 2015. If a person or public body does not make oral submissions at a public meeting (meeting date, time and location to be determined) or make written submissions to the City of Ottawa before the before the proposed official plan amendment is adopted and the proposed by-law is passed, the person or public body is not entitled to appeal the decision of the Council of the City of Ottawa to the Ontario Municipal Board. If a person or public body does not make oral submissions at a public meeting (meeting date, time and location to be determined) or make written submissions to the City of Ottawa before the proposed official plan amendment is adopted and before the proposed by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to do so. CELEBRATING CANADA DAY OPED Canada Day is a celebration of all that is great about our country – it honours our past, our present and our future. Our Conservative Government is proud to celebrate Canada’s rich history, diverse natural and cultural heritage, strong values and many accomplishments. Canada’s history is filled with notable Canadians whose legacy has enriched the Canadian and global community. For instance, Alexander Graham Bell’s invention of the telephone changed the way the world communicates forever. Harriet Tubman’s courage and determination helped hundreds of slaves escape to freedom in Canada along the Underground Railroad. Nellie McClung’s leadership paved the way for equality for women in Canada. Terry Fox’s inspiring crossCanada run continues to raise money and awareness for cancer research. Canada’s men and women in uniform have courageously fought tyranny and evil around the world throughout our history. And, every day, hard-working and generous Canadians from coast to coast to coast contribute to the Canadian experience. The Fathers of Confederation founded our great country with a vision for a united and prosperous Canada, and 148 years later Canada stands on the world stage as a nation strong and free. And, our Conservative Government is committed to building a stronger and more prosperous Canada for years to come. That’s why we are helping create jobs and opportunities for all Canadians, while keeping taxes low and balancing the budget. We are helping make our streets and communities safer. We are making historic infrastructure investments in communities across Canada. We are conserving Canada’s rich natural beauty. And, we are protecting and promoting Canadian values of freedom, democracy and the rule of law in Canada and abroad. Canada’s future is bright, and on July 1st, our Government is proud to celebrate Canada – the best country in the world. Happy Canada Day! Pierre Poilievre, MP, Nepean-Carleton R0013337827

Welcome to the season of chicken pecks The gentle way to go. Maybe I will start a trend. Like freezing your fresh lobsters before you boil them. Hypnotize your poultry before they go to the processing plant.

DIANA FISHER The Accidental Farmwife the turkeys. They’re so appreciative. Even when I’m filling their feeders, they just come and stand beside me and make soft, polite comments. Croo. Brrrrr. Gobble. The chickens are equally thrilled when they get new bedding but until they get a bit bigger and their heat lamps are removed I have to be really careful about that. Don’t want to hit the heat lamp with a piece of straw or it’ll be a hot time in the old barn tonight. I can say one nice thing about the chickens, though. I suspect they might be slightly more intelligent than the turkeys. When the automatic water troughs failed last year one chicken, either self-appointed or elected we don’t know, went out as a sentry into the dark night. From the back porch where we were socializing and digesting our Sunday dinner,

we could hear one clear, frantic chirp-song louder than the others. Amanda happened to be out in the barnyard investigating, and followed the sound to the chicken, who then led her to the dry water troughs. I have been spending a bit of time watching How to Hypnotize your Chicken on YouTube. The problem is I don’t think it works with meat birds, who tend to be more aggressive than laying hens or show birds. Maybe I will try it on my turkeys when they are a bit bigger. They are, after all, the more trusting and gullible of the birds. I can see it now. Market Day arrives, the Farmer goes to the barn to wrestle all the flapping, kicking and thrashing 30-lb turkeys into cages and finds them neatly lined up on the straw, sound asleep.

Happy animals are delicious animals. I usually tell them they are going on vacation, in soothing, comforting tones, and pet their feathers through the cages until they calm down. Hypnosis might

be even better. Not sure what the people at the processing plant are going to think, though. theaccidentalfarmwife. blogspot.com

he Farmer has been away on a business trip this week so I’m in charge of the chickens. I don’t like chickens. You reach down into their fluffy puddle of bodies to extract the feeding trough that they are standing in, and they peck your hands. They scream excitedly when I step into the pen and rush over to peck at my ankles. I forgot socks and couldn’t pull rubber boots on over my bare feet so I just had my rubber sandals on. Ankles were exposed and they got sufficiently pecked. No, it doesn’t hurt when they peck me. It’s just rather uncomfortable. The Farmer thinks I’m a wimp but really. Standing in a chicken-poop dampened pile of hay, getting swarmed by mosquitoes and pecked by tiny yellow birds is not my idea of fun. Not to mention what it does to my hair. I give up trying to smooth out my frizzy hair. I will spend the rest of the summer with an unholy halo of fuzz for a hairstyle. Now the turkeys, on the other hand, are so docile and polite it’s actually quite pleasant to tend to them. I swear one of them cooed a thank you when I spread fresh straw over their soggy pen floor. Before I could even get the straw off the end of my pitchfork they were on it, settling in and preening their feathers. They need the dry straw to keep their downy feathers nice and dry. Otherwise they look like they have been dumped in a water bucket and hung upside down to dry. I watched as they fussed and claimed nests in the new pile of straw. “Oh, this is nice. Come feel this, Clara. Don’t shove. This is my spot. Oh it feels nice. Just wiggle on down into that straw and see how good it feels on your feathers. There. Isn’t this lovely?” They cooed and softly chuckled to each other in a little feathery chorus. I like to do nice things for
