The EAF funding this year offers up to $50,000 to organizations as long as 35 per cent of the total cost of a project is covered by non-federal government sources. Legion Branch 314 treasurer Dave Chaffe said the Legion “has reached its fundraising objective” for the project.The Legion’s president, Jean Lanouette, said the branch is grateful for the federal government’s support. “This grant will help facilitate our project which will enhance accessibility to veterans, seniors, Legion participants and members of our community with disabilities to the many events held at the South Carleton Branch of the Royal Canadian Legion,” Lanouette said. “There is a key group of volunteers who seem to do almost everything. We have to thank all the efforts at fundraising at the Legion,” Haan said.

MVCA applauds arrival of new boat dock in Manotick Brian Dryden

The boat launch beside Bridge Street in Manotick finally has a dock again. The new dock was installed at the site Tuesday, July 14, and boaters can now once again pull up to a public dock at the boat launch area along the Rideau, something they haven’t been able to do since Parks Canada removed its dock in 2012 from the site after selling the property to the City of Ottawa. The new dock at the boat launch location comes after

much lobbying and work towards making that happen by the Manotick Village Community Association (MVCA) and by Rideau-Goulbourn Coun. Scott Moffatt, who pushed the project forward at City Hall and with Parks Canada. Permission was required from Parks Canada for a dock to be installed at the site again because the federal department oversees waterfront activity along the Rideau. “The new dock is in and it looks great,” said MVCA president Klaus Beltzner at the MVCA’s monthly meeting July 15.

When the dock, built by Kehoe Marine Construction, was being installed on July 14, MVCA board member Mel Roberts was at the site to watch as the work progressed. “It’s a great day. It’s been a long time coming,” Roberts said, as workers aligned the structure. “The guys did a great job.” The installation of the dock this summer is being allowed on a temporary permit basis by Parks Canada so that the safety of a dock at the site can be evaluated. The MVCA and Coun. Moffatt have both said in the past that they be-

lieve any issues that may arise can be mitigated successfully so the structure remains on a long-term basis.“It looks pretty good that we can address any concerns they have. If there are any issues, they can be addressed fairly easily so we don’t have to remove the dock in the future,” Moffatt told the Manotick News previously of the temporary permit Parks Canada was willing to grant the city to allow for a dock at the site. “City project staff were

very helpful and supportive of this project and the MVCA wishes to thank them and Coun. Moffatt, who’s support and hard work was crucial to making this project a big success,” Beltzner said. He added that Coun. Moffatt “was crucial in getting the city to apply the appropriate zoning and to encourage the MVCA to seek rural grant funding from the city.” The city approved up to $23,350 in the past for the MVCA to have a dock built at

While the dock was being installed on July 14, Roberts told the Manotick News that he expects an official opening ceremony for the dock will be held in the near future with Coun. Moffatt and others who were instrumental in getting the dock project come to fruition. When such a ceremony will be held had not been finalized by the Manotick News’ deadline.

Public asked to comment on Greely park art project Greely residents have until midnight July 26 to comment online on proposed public art for the new Greely Village Park. The City of Ottawa is seeking input on the public art proposed for the park that has been submitted by four artists who have made the project’s shortlist. An open house was held on Wednesday, July 22, from 5:307:30 p.m. at the Greely Community Centre where residents could view the proposals and speak to the artists (Karl Ciesluk, Kenneth Emig, Marcus Kucey-Jones and Tim desClouds). Residents who wished to

After the comment period closes, one artist will be selected by a peer assessment committee to bring their proposal to reality. Scaling back won’t fix problem

T

he Ottawa police are making a tactical mistake by scaling back efforts to tackle guns and gangs. A concerted effort – extra officers and investigators – may have made a dent in gun and gang activity in the short term, but reducing that effort means our police force is guilty of short-term thinking. If guns and gangs are a priority in this city – and they surely are – then the police department should remain focused on it. We can never stop drugs, guns or gangs altogether; if they exist anywhere at all, they will be here in Ottawa in some form. Given the potentially deadly effect on innocent citizens, trying to arrest, charge and imprison gang members – thereby reducing gun incidents and drug activity, among other crimes – is an investment that makes this city safer for all. The choice is how much we are willing to spend to limit this kind of criminal activity. Do the police reassign officers from other crime-fighting tasks to

concentrate on guns and gangs, or do we pay a little more in taxes to have officers deal with all the current issues as well as growing gang issues? The police chief must ask for the resources he needs to keep the heat on gangs until the criminals are no longer a daily threat to public safety. And city council should provide those resources or explain why councillors will not. The city has shown a willingness to try new ways of dealing with gang problems, including a diversion program so gang members can see a way out of their criminal lifestyle. That’s a positive step. But scaling back the short crackdown on gangs is a negative step. The message to criminal elements should be clear: Ottawa won’t put up with your actions and will do what it takes to put you behind bars. Carrying out your crimes here is a losing proposition. Instead we’re scaling back before we’ve done what’s really required. And that’s a losing and potentially deadly proposition.

Protecting people from themselves

I

t’s a risky world, especially if you read the headlines. Never mind the war and terrorism: it’s a given those are risky. But the people who are out to scare us don’t stop there. Headline: A French tourist gets killed running ahead (but not enough ahead) of the bulls in Spain. Headline: Two men fall into the ocean at Peggy’s Cove, one still missing. Headline: Major league baseball is being sued over its alleged failure to protect stadium spectators from flying balls and bats. In all this we see a familiar argument, coming back again. How much should we do to protect ourselves from ourselves? At Peggy’s Cove there are warning signs, but not enough, according to some.

We’ve heard the same arguments in Ottawa about climbing at Hog’s Back Falls, boating near the Ottawa River rapids. Every year, it seems, someone gets in trouble. But do we ban it, put fences around it, cover the scenery with signs?

I can think of a couple of places where man has decided that nature’s beauty takes second place – Cape Spear in Newfoundland, the easternmost point in North America, where signs are in abundance, and French River, in northern Ontario south of Sudbury, where a big chain link fence has been put up on a beautiful rock face to keep people from falling off it. Ideas like putting up a fence at Peggy’s Cove get people talking. It is fodder for those who feel our society is too timid. They scoff at our overprotective ways – can you imagine Spain banning the running of the bulls? But it all depends on where you sit. If it was someone close to you who fell into the sea at Peggy’s Cove, you might feel differently. too. I’ve been going to baseball games for more decades than I care to count and actually hope for a foul ball to come my way – can’t believe I haven’t caught one yet. And I’m inclined to side with those who say that you should know, when you get to the game, that balls, and sometimes bats, will be coming into the stands, and that therefore you should be keeping your eye on the ball. But, as has been pointed out, major league baseball parks keep adding distractions, such as animated scoreboards, mascots and various promotional gimmicks that take people’s eye off the ball. And even hockey has added nets to keep the puck from striking spectators in the seats behind the nets. It’s not as if there’s no precedent for increased protection for spectators. Still, if you’re used to sitting away from home plate, you’d sure hate to see a big screen go up between you and the action. all, golf spectators line the fairways, most of them can’t see the ball coming their way, but you don’t see fences going up for them. You can see that there’s a lot of back and forth on this issue. At least we don’t have to worry about bulls.

The man charged in connection with the hit-and-run death of a 39-year-old father of two as he rode his bicycle on Leitrim Road is out on bail. The suspect, a 39-year-old Ottawa man, was released from jail Monday, July 13, six days after he was apprehended by police on Tuesday, July 7. Police spent nine days hunting for a suspect after Andy Nevin was hit on Sunday, June 28, just before 6 a.m.The accused, who has no prior criminal convictions, has been charged with failure to remain at the scene of an accident causing death. Nevin was cycling to the South Keys area home he was moving out of at the time. He had planned that day to do some painting and touchups there before returning the keys.He and his partner, Nadia Robinson, and their two teenage sons had just moved into a home in Riverside South four days before Nevin was killed. After learning an arrest had been made, Robinson took to

Investigators say a combination of multiple police units working together and tips from the public led to the July 7 arrest of a 39-year-old Ottawa man in connection with the fatal hit-and-run of Andy Nevin. The accused was granted bail on July 13. Facebook to say her family can now start to heal. She also thanked police for apprehending a suspect. “The not knowing and not having some type of closure is the hardest thing,” she wrote. “Now we can at least sleep at night knowing this person has been arrested.OVERCOMING “We have a lot to overcome and go (through) but at least we know. get answers (and) at least there’s a bit of comfort that we do.” Nevin’s death prompted several Riverside South residents to quickly mobilize and organize a charity bake sale at the Riverside South Canada Day celebrations at Claudette Cain Park. That sale raised more than $1,500 for Nevin’s family.Similarly, Seema Singh, the girlfriend

of Nevin’s and Robinson’s new landlord, launched an online fundraising campaign at gofundme.com/andynevin, which has generated more than $9,700. The suspect in the case was arrested without incident by patrol and surveillance officers. He was not arrested at his home, nor in a vehicle, but rather at an undisclosed location in Ottawa, said Const. Chuck Benoit, Ottawa police spokesman. With the case now before the courts, Benoit declined to disclose whether the man was alone at the time of the arrest, or if he was the lone occupant of a white pickup truck – which police had been hunting for – at the time of the hit-and-run. Benoit also refused to reveal whether additional charges could be laid against the accused, who is being held in

custody, and would only say “that’s going to be part of the investigation.” He also declined to say whether charges would be forthcoming against anyone else who may have been in the truck at the time of the collision. TEAMWORK

The arrest was the product of teamwork by police and tips from residents. “We utilized different units within the Ottawa police. What led to the arrest – you’re looking at evidence on the scene, tips from the public, patrol officers doing hard work on the street trying to gather information, surveillance and collisions investigators,” Benoit said. “So you’re looking at a lot of people that put some hours into this. It’s people wanting to get a reso-

lution, so everybody kind of helps out.” Just two days after the hitand-run, investigators released an image of a 2004-05 white Ford F-250 or F-350 pickup truck, similar to the vehicle they believe had hit Nevin on Leitrim at Albion roads. They urged people to be on the lookout for front-end damage to the vehicle. With the case now before the courts, Benoit would not say whether the accused’s vehicle had been seized by police. Not long after launching their investigation, police turned to traffic camera footage in hopes of piecing together what happened. There are traffic cams mounted at Albion and Leitrim roads and Leitrim and Gilligan roads, located nearest the crash site. A celebration of Nevin’s life was held at KS on the Keys in South Keys on July 3.

NOTICE OF STUDY COMMENCEMENT LEMIEUX ISLAND SHORELINE RESTORATION MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT The City of Ottawa is planning for the restoration of the northwest shoreline on Lemieux Island. Lemieux Island is located in the Ottawa River between Ottawa and Gatineau. It can be accessed through the Rivers Street Bridge from Ottawa. Lemieux Island’s main use is to accommodate one of the City of Ottawa’s Water Purification Plants. The northwest shoreline of the Lemieux Island, adjacent to the lower level parking area, has eroded significantly. The northwest corner of the Island is composed of mostly weak and fragmented limestone, which is causing progressive recession of the shoreline and weakening of several parking lot fence posts which are currently either leaning or have fallen over completely. It is projected that if erosion is allowed to continue, the adjacent green space and parking lot will be impacted. Thus, shoreline stabilization is required to halt and prevent further erosion. The project is being planned as a Schedule ‘B’ undertaking and is to follow the requirements of the Municipal Class Environmental Assessment process (October 2000, as amended in 2007 & 2011). Input and comments are invited for incorporation into the planning and design of this project and will be received until August 6th, 2015. Subject to comments received and the receipt of necessary approvals, the City of Ottawa intends to proceed with the planning and design as defined in the Municipal Class Environmental Assessment process. The Canada Science and Technology Museum has partnered with the Google Cultural Institute to create a new virtual exhibit about cycling. Photos, illustrations and stories about early big-wheel bicycles, tricycles and wooden bikes from the museum’s archives are among 25 historical types of pedal-powered technology that will be featured in the exhibit, entitled Cycling: The Evolution of an Experience, 1818-1900. The partnership gives the museum the distinction of being the first national museum to launch a virtual exhibition in partnership with Google’s virtual museum platform, the museum announced on July 8. “The Canada Science and Technology Museum has one of the world’s best collections of historic bikes and printed material relating to the history of cycling,” Alex Benay, chief executive officer of the Canada Science and Technology Museum Corporation, said in the statement. The new partnership will allow the museum to share its collection with people around the world, he said.

the closure of the museum last fall. Rather, the partnership has provided two opportunities, including using a platform to showcase portions of the museum’s collection online “in a way that would make it accessible to all Canadians, who might never be able to come to Ottawa whether the floor was open or not,” David McGee, the museum archivist who put together the new exhibit, said in an email. “The other (advantage) was to contribute to the world cultural community, using a part of our collection that is not just about the Canadian experience, but about a shared scientific and technological heritage that has spread around the world,” McGee said. The Google Cultural Institute provides the online platform to museums and archives around the world to increase access to important cultural material. It is also designed to preserve information digitally to educate and inspire future generations. Several new exhibitions that will explore other aspects of the museum’s archived collection are in development. DIANA FISHER The Accidental Farmwife one of us was home but too busy to watch the dog, we put him on a lead outside, and he lay under the cool skirts of the cedar tree, counting the cows as they lined up at the fence to investigate him. If we were both home and present, I let Vitor run free. He checked out the raccoon traps (empty), pushed his nose as far down the groundhog hole as it would go (and emerged unbitten), chased the farm cats into hiding, and visited Cody regularly (mostly to see if he had any kibble left in his bowl). He even tried to visit Chelsea the Border Collie but she threatened to bite his nose off. She doesn’t like being approached when she is tied; she feels trapped. Later she remedied the situation by escaping from her lead. When they were both free, they got along just fine. Friday night, Vitor’s last

night on the farm, I let him out one more time before bed. Granted, it was a bit later than usual. I settled in on the couch with my book and waited for him to reappear at the screen door. Five minutes later I hear barking. I slid the door open, stepped out on the porch and was hollering for Vitor when the stench of skunk slapped me in the face. Vitor appeared then, and marched into the house, triumphant. “Did you get that funnylooking cat, Vitor?” I asked him. He did a lot of lip-licking and snout-snuffling, and settled in for the night. A faint smell of skunk spray had followed him into the house, so I had to wash him the next morning before returning him to his tidy townhouse in the suburbs. I also packed a dry shampoo in his bag in case the smell reemerged from his damp coat

and he began to offend his caregivers. The last thing Vitor did before leaving the farm: he ripped his squeaky sheep toy apart. I’m not sure why he slept with it and carried it around all week, only to destroy it in the end. I helped the dog to hop up into the cargo section of my Explorer. This was to his liking until we got going down the road. At first I thought he was yelping and whining because he wanted the windows open instead of the air conditioning. Then I realized what he really wanted was to be in the back seat. Every five minutes he gave an air-splitting yelp, nearly prompting a heart attack and swerve in his chauffeur. I learned to watch him in the rear-view mirror so I could tell when another yelp was coming. Vitor seemed happy to be home in his Barrhaven townhouse. He pinned the cat by the neck and gave him a good love bite. I wonder if he will miss the excitement and activity on the farm. fuss, because although I find it odd, it is a completely normal part of life for him. It’s his safe place. His haven. We started out the week with a brisk 45-minute walk in the morning but after he had done that once, he didn’t want to again. Like me, he doesn’t really see the point of walking just for walking! Vitor prefers to get his exercise playing fetch. He’s really good at it. Except he tends to break hard plastic Frisbees and eat the pieces. I found him an indestructible rubber toy to fetch. During the evenings when the Farmer and I settled in front of Netflix with our geriatric Gordon Setter Cody, Vitor came along and settled in too. Sort of. Mostly he flopped around and chewed on a very loud squeaking sheep toy. This alternated with stealth attacks on our poor 16-year-old dog, who was a bundle of nerves by the end of the week. If Vitor got too rowdy we would put him outside, where he would sit on the porch and watch us through the window until it got dark or he started whimpering to come in, whichever came first. When we weren’t home, we put him in the crate. When

Maple adds flavour to personal peach pies These crispy, triangle-shaped pies enclose juicy peaches and caramelized maple filling studded with candied ginger. They can be served with scoops of ice cream and drizzled with additional maple syrup while still warm. Preparation time: 25 minutes. Baking time: 25 minutes. Chilling time: 10 minutes. Serves eight. Ingredients

•25 ml (2 tbsp) cornstarch • 15 ml (1 tbsp) ground cinnamon •2 ml (1/2 tsp) salt •1 ml (1/4 tsp) freshly ground nutmeg • 4 large peaches, pitted and chopped • 75 ml (1/3 cup) maple syrup • 25 ml (2 tbsp) butter • 25 ml (2 tbsp) coarsely chopped candied ginger • One egg yolk • Four 23 cm (9-inch) prepared deep dish pie shells, defrosted • 50 ml (1/4 cup) sliced almonds • 5 ml (1 tsp) granulated sugar Preparation

In a large bowl, combine the cornstarch, cinnamon, salt and nutmeg. Stir in the peaches and set aside. In a large skillet bring the maple syrup just to a boil, and stir in butter and ginger. Reduce heat, and add the peach mixture and stir gently until coated and slightly thickened. Transfer to a bowl and chill for 10 minutes. In a small bowl, combine the egg yolk with 15 ml (1 tbsp) of water. Leaving the pie shells in the aluminum pans, cut each in half, and generously brush each with the egg mixture, reserving the remainder. Divide the peach mixture between each pie shell half, leaving a one-centimetre (1/2-inch) border. With floured fingers, gently fold each halved crust to enclose filling while pinching the edges firmly to seal. Trim any excess crust from the edge and place on a parchment-lined baking sheet. Brush with the remaining egg mixture, and cut a small vent hole on top of each pie, and sprinkle with almonds and sugar. Bake in a 220 C (425 F) oven for 25 minutes or until golden brown and filling is bubbling. Foodland Ontario

The bolstering of the guns and gangs unit with extra officers in response to a record 49 shootings last year wrapped earlier this month just as police are contending with a recent spate of gun violence and firearm calls. “We’ve said, ‘We’re in a position where we’ve got the gun violence under control, albeit there continues to be shootings – there’s (21) so far – but 11 of those are street-gang related,” said acting police Chief Jill Skinner. This time last year there were 18 shootings. This signals that police have made a dent in gang-related violence, she said, adding that 32 of the 49 shootings last year were gang-related. “So I can see that we’re having an impact because the shootings, while there are still shootings occurring, they’re not gang-related,” Skinner said, but didn’t know how many of the 18 shootings by this time last year were gangrelated. Through the recent sixmonth anti-gang initiative, police seized 55 guns, and arrested 221 gang members and associates, charging them with more than 1,000 offences. Arrests were also made in two shooting deaths, including a gang-related murder in Hunt Club Park in February and another targeted killing in Eastway Gardens in May. The head of the guns and

gangs unit, including the gang suppression Direct Action Response Team, agrees the extra manpower made a difference. “We did see the added staff in January and it had huge impacts on the street-gang situation in Ottawa,” acting Staff Sgt. Kenny Bryden said by email on Monday. He declined to comment on the recent staffing reduction, deferring questions to senior staff. However, he confirmed the reassignment of tactical, traffic, neighbourhood and district officers back to their home units comes just as his team is bracing itself for a busy summer, when historically the unit responds to a rise in shootings and gun calls. Bryden’s team of plainclothes investigators has been scaled down from 19 to 10. Of those, two extra district officers will remain at the unit until October. DART members – uniformed officers who conduct targeted patrols of certain neighbourhoods where gang members operate, and ensure former offenders are abiding by court conditions – have been scaled back from 18 to seven. “Having both of those areas fully staffed (allows us to) more proactively address some of the issues and really focus on some of the gang members that are in our city and doing the work that they do,” said Skinner. But the initiative was only meant to be temporary, and

successful inroads in curbing the gang problem can be credited to involvement of units across the department, Skinner said. “This just doesn’t come about just from 15 people being reassigned somewhere. This is about everybody working together and sharing the information and making sure we’re doing the right things at the right times.” Across the organization, police officers from various units collaborated to conduct targeted patrols, identify people involved in gangs and determine whether they are abiding by their court-imposed conditions. Drug unit officers have been working in recent months more closely with gang investigators. “Although they weren’t assigned to the gang unit, they were focused on gang members who were dealing drugs,” Skinner said, adding their collaboration will continue, which will also help prevent duplication of resources. Police crime analysts focused on the players, and officers worked with external partners such as the OPP’s weapons enforcement unit to take more guns off the streets. “So all those things are the successes, and at some point you have to, from a police organization’s perspective, say (that) the home directorates need those people back,” Skinner said. “We can’t go on forever with this.”

other talked endlessly about the sights of her beloved New York -- all the things you could do that didn’t cost a penny, and of spectacles she was sure you could find nowhere else in the world. We hung onto every word, and in our minds eye, each one of us five children created our own images of the glories of this great and wonderful city. One summer day, when our cousins were visiting from Montreal, was a day I would never forget. It was a hot and sticky day, and we had taken refuge in the grape arbour, all sitting around Mother in the big wooden swing. Someone was fanning her with a copy of the Renfrew Mercury, as she told of the wonders of that city. They were stories we never tired of. Even young Ronny, that incorrigible cousin who wasn’t easily impressed, was spellbound, as she talked about trains that ran on tracks high above the streets, and a place called an automat, where you could buy your lunch for a dime from a little glass window in a wall. And then she told us for the first time about a circus that even in our wildest imagination we couldn’t fathom. It was a circus of fleas. She said they wore little harnesses, and their trainer showed them off in a magnified glass top case, and they obeyed his every command. We couldn’t imagine anything so fascinating. Ronny’s eyes started to slit, and I could tell his fertile mind was working overtime, and that he was planning some deed, which was bound to get him into trouble. And then story time was over. Mother went into the house, and we kids scattered – some some to get cooled off in the onnecherre River, and some to get a cup of ice-cold water from the well. Ronny sort of slinked off towards the barn, but I never took my eye off him. I knew he was up to something. I saw him walking slowly over the barnyard, stick

We called them June bugs, and they could be found in great abundance on the farm, and I hated them with a passion. I wasted no time in asking Ronny what he intended to do with it. Now his eyes were barely visible between the lashes. “I’m going to make a harness out of thread, and train this critter to perform, that’s what I’m going to do,” he said. “And I’m going to charge admission. Now, if you want to get to see it free, you better help me.” I took the thread out of Mother’s sewing box, heavy black thread she used for buttons for our winter coats. Ronny had moved over to the back of the silo so no one could see what he was doing. He figured if he could get the bug harnessed and trained before anyone saw him, he was more likely to get away with charging for the show. The beetle was helpless on its back, but I was still terrified to give it more than an occasional glance. Ronny fashioned a harness of sorts from the thread and wrapped it around the bug’s gyrating body. Then he flipped it over on a rock and with a small twig prepared to embark it on its education. It scurried in every direction, and each time Ronny would bring it back to a starting position. I was anxious to get on with other things, and was reaching the conclusion that Ronny was never going to teach this beetle a thing. It became a battle of wills between the beetle and my Montreal cousin, and it very much looked like this was one war Ronny was not going to win.

I might have known Ronny was not going to give up easily on what could be a lucrative venture. He dispatched me to the house to fetch the rest of the kids, and they were all to bring a cent with them if they wanted to see this spectacle. I had no idea what they were going to see for a cent, but I did exactly as I was told. Everyone lined up beside the plank Ronny had arranged for the show, and he extracted a cent from every outstretched hand. Then he took the bug out of his hand and set it on the board. It never moved a fraction of an inch. He touched it with a finger. Then with a blade of grass. Finally he blew on it. It was either asleep or dead. Seven pairs of eyes were glued to the beetle. Nothing happened. Emerson wanted his money back. So did Audrey. Everett said he was going to the house to tell Mother who had no tolerance for inhumane actions towards animals, be they big or small. Ronny knew he had to do something, or he was going to have to give back the pennies he had collected. “Now I ask you,” he said. “Have you ever seen a bug in a harness?” We all agreed we hadn’t. “Have you ever seen a harness that small?” Again, we all said no. “Then that’s what you’ve paid for. You’ve seen two things today you’ve never seen before: the tiniest harness in Renfrew County, and a bug tied into it.” He dusted off his knees, left the bug where it was still motionless, rattled the coins in his pocket, and headed for the pump for a drink. “I’d say, you’ve got your money’s worth,” he said without looking back. Once again, we had been had by our Montreal cousin.
