EMC news - News of a proposed ATV trail network that skirts along their road came as a surprise to some Osgoode residents.

The network would use 23.1 kilometres of unopened city road allowances through Osgoode, but it would also require allowing all-terrain vehicles to ride along the shoulders of 8.3 km of roads. The

Nation Valley ATV Club operates a trail network in a similar manner in North Grenville and North Dundas and would maintain the trails inside the City of Ottawa. Only club members would be permitted to use the trails and ATVs could only run during daytime hours.

The idea is to create a trail “backbone,” which would hopefully be supplemented by trails through private property over time through agreements

with owners, said Kris Gough, a member of the ATV club who has taken the lead on the project.

City staff was originally reluctant to support the idea, said Derrick Moodie, rural development review manager, but he’s now “a lot more comfortable” with the idea, he said.

Osgoode residents, on the other hand, felt differently.

Around 10 of them came to Carp to speak to the city’s

agriculture and rural affairs committee on May 6 to ask the committee to delay a vote on a two-year trial period for the network. Six of seven residents of Blanchfield Road in particular were not impressed with the plans – nor the lack of notice.

Affected residents were mailed letters two weeks before the committee meeting, but the network has been in the works for two years.

Volunteers needed as creek monitors Staff

EMC news - The Rideau Valley Conservation Authority is looking for volunteer “scientists” to help monitor, protect and clean up Ottawa streams.

The monitoring program is part of City Stream Watch run by the RVCA, and a training session will be held on Saturday, May 25 to introduce volunteers to the basic techniques of being a stream scientist.

“If you’ve ever wanted to be a citizen scientist, then now’s the perfect time to get involved,” said Chelsey Ellis, City Stream Watch co-ordinator. “All necessary equipment is provided and there is

The city announced on May 5 that the Strandherd-Armstrong bridge, originally scheduled for completion on Sept. 1, 2013, won’t be done until a year after that.

EMC news - The already delayed Strandherd-Armstrong bridge won’t be completed until September of 2014 – more than a year after it was scheduled to be done.

The latest hiccup comes after almost a year of delays following the original contractor entering receivership.

Work on the $48-million project was halted after Concreate USL, the Bolton, Ont.-based contractor the city hired to build the bridge, went into receivership in late March of 2012.

The city says several issues have contributed to the latest delay. Delivery of the bridge’s arches was late. The complex nature of the welding and prep work needed before the bridge can be moved into place over the Rideau River is also slowing the project down, according to a press release from the city.

“I am disappointed by the news that further delays are impacting the completion date for the Strandherd-Armstrong bridge and the inconvenience this is causing to the residents of Ottawa,” Gloucester-South Nepean Coun. Steve Desroches said in the press release.

Construction of the bridge is more than 70 per cent completed, Desroches said in the statement. Last March, the city said the bridge was 60 per cent done. A “major portion” of the welding work is now completed. The contractor does plan to launch the bridge into its final position over the river this summer.

The next step will be to pour the concrete.

That is scheduled for the spring of 2014.

The City of Ottawa will use its $23-million performance bond to ensure that that the Strandherd-Armstrong bridge is completed at no extra cost to taxpayers. The contractor will also have to compensate the city for damages starting September 1, 2013 – the original date the company was contractually obligated to complete the construction.

On June 6, 2012, the city announced it selected a prime contractor to finish the $48-million project: Horseshoe Hill Construction Inc. The original contractor, Concreate USL, beat out four rival companies in 2010 to build the eight-lane Strandherd-Armstrong bridge across the Rideau River linking the communities of Riverside South and Barrhaven.

The Riverside South Community Association, whose residents will benefit from the bridge when it is opened, said it is worried about the latest developments.

“Obviously we are concerned,” Scott Hodge, president of the association, said last spring.

Hodge said the delay could affect a lot of the commercial growth that is currently planned in Riverside South based on the projections of the bridge being in place.

“If there is a major delay in the bridge’s opening, we may see some delay in the introduction of some of the major businesses planned,” said Hodge.“We use a number of retail businesses and services in Barrhaven on (a) regular basis and the bridge would certainly facilitate our access to that community and equally facilitate the access of Barrhaven residents into Riverside South.”

Ottawa’s Liberal MPPs tout 2013 budget

EMC news - With the fate of their governing status riding on opposition approval, area Liberal MPPs gathered at the Argyle Street YMCA on May 3 to tout the benefits of their social-justice-heavy 2013 Ontario budget.

Ottawa West MPP Bob Chiarelli joined Ottawa Centre MPP Yasir Naqvi, OttawaVanier MPP Madeleine Meilleur, Ottawa-Orleans MPP Phil McNeely and GlengarryPrescott-Russell MPP Grant Crack for the overview.

Reduced to a minority government in the 2011 election and battling claims of financial irresponsibility which continue in the form of the ongoing gas-plant cancellation scandal, the Ontario Liberals need the NDP’s support to pass the $127.6 billion budget.

The Ontario PC Party had previously declared it wouldn’t support it.

New spending in the areas of youth employment, social assistance, health care, transit funding strategies, infrastructure funding and a 15 per cent reduction in car insurance rates were the key planks in this budget.

The budget, crafted by new finance minister Charles Sousa, shows a deficit that increases to $11.7 Billion, higher than last year’s but less than predicted for this year.

The government of Premier Kathleen Wynne has stated it aims to eliminate the deficit by 2017-2018 in order to start paying off the debt, which is forecast to top $300 billion by 2015-2016.

Chiarelli touted a health care investment aimed at seniors, which he said will pro-

vide relief for caregivers and increased independence for the elderly.

“Our plan will increase investment in home and community care by more than $700 million by 2015-2016,” said Chiarelli.

The budget states this would help 46,000 more people receive home-based health care.

Though the Greater Toronto Area is the focus of a transitfunding strategy employing high-occupancy toll lanes, the Ottawa area would see two cents per litre of the existing gas tax returned to the municipality for transit improvements.

“The provincial investment of two cents per litre of provincial gas tax revenue has yielded $2.2 billion for public transit systems in Ontario since 2004,” said McNeely.

“Last year, this delivered -- for Ottawa -- $34 million.”

Meilleur stressed “the importance of building a fairer society,” announcing new funding for developmental services and changes for the Ontario Works or Ontario Disability Support Programs that allow recipients to keep $200 from monthly earnings.

The improvements would be funded by a $400 million investment over three years.

For single, childless ODSP or Ontario Works recipients, that means they would see their monthly cheque grow by $20. Meilleur was asked what that increase would mean to a recipient.

“It means a lot for them, because they have been asking for that,” said Meilleur. “There is a big gap, so it is not going to be filled overnight … . It is modest, I recognize, but it is going in the right direction.”

Naqvi, the government’s new labour minister, described his government’s $295 million Youth Jobs Strategy – a twoyear initiative aimed at creating 30,000 job opportunities for youth.

“This strategy would connect young people with careers they can build on,” said Naqvi, laying out the structure of the “comprehensive” pro-

gram, which includes a youth employment fund, youth jobs strategy, youth entrepreneurship fund and youth innovation fund.

In response to a question that referenced criticism of the Liberals’ programming implementation from their former economic strategist Don Drummond, Naqvi said the government is meeting 60 per cent of Drummond’s recommendations and achieving results in deficit reduction.

“Part of that exercise…is to look at our programs, to see that we are implementing programs in a manner that they are delivering and producing results,” said Naqvi.

“This youth jobs strategy very much comes from the work the jobs and prosperity council has done, which is made up of eminent business leaders, economists, and members of the labour sector. We will work with them to ensure the principles (and) the fundamentals of the youth jobs strategy really meet the needs in the community.”

The implementation timeline for the strategy is not clear at this time.

Of billions in infrastructure money outlined in the budget, $100 million of it is earmarked for roads and bridges in rural areas. In response to a question, Chiarelli said the guidelines for distributing that money have yet to be crafted, but stated municipalities who have plans already in place stand better chances of receiving funding.

In the Ottawa area, ongoing projects are receiving funding previously agreed to by the province. Among them are the Confederation Line LRT project and the Highway 417 widening. No new specific expenditures have been announced, though demand remains high in Ottawa for both transit expansion funding and Ottawa River cleanup “We’re awaiting the final numbers on the Ottawa River plan, and we obviously don’t have a budget or an ask on the next stage of transit, because they’re still trying to decide what that is,” said Chiarelli,

stating his party’s commitment to transit in the Ottawa area.

“I think it’s a virtual certainty that, on the basis of three level of government participation, the province will be at the table.”

Chiarelli stated it is possible that, if the budget is passed, the same HOV strategy that is being applied to the GTA region could be applied to Highway 417 for transit funding purposes. Such a move would only come after the pilot project in Toronto is studied.

budget the previous evening, Chiarelli spoke of the many meetings that have occurred between the Liberals and NDP, as well as his party’s need conduct itself in line with its minority standing. Following the October 2011 provincial election, then-premier Dalton McGuinty declared his government to be a “major minority” before announcing his resignation and proroguing the legislature a year later.

Chiarelli also slammed the Ontario PC’s for preemptively withdrawing their support without having seen the budget. As for Horwath, Chiarelli said he understood her need

to ensure what was being laid out in the budget was not just down-the-road promises, though his statement seemed to end with a veiled warning to Horwath about how a negative response could rile her supporter base.

“The substance is there, the money is there, the commitment is there to honour what the NDP has asked for,” said Chiarelli. “I believe there would be a lot of very disappointed people across the province, including a lot of supporters of the NDP -- including the unions -- if she doesn’t support the initiatives she asked for.”

Septic, well issues covered at Greely meeting SEPTIC SYSTEMS

EMC news - Residents learned about proper septic and water table maintenance during a special presentation at the monthly Greely Community Association meeting on May 8.

Though turnout was low, experts from South Nation Conservation and Raisin Region Conservation authorities explained to residents how their wastewater and drinking water systems work. They both gave detailed presentations and took questions from the audience.

Monique Sauve is a septic system inspector with South Nation, and she said residents need to keep a watchful eye over their waste water facilities to avoid huge repair and replacement costs down the road.

Pumping out your system every three to five years is important, she said, but homeowners can cut down on the need for yearly or bi-annual pumping with good daily habits. She recommended avoiding heavy water usage. For example, don’t do eight loads of laundry in a row. Instead,

At the risk of “sounding like a government guy,” Barnes said the amount of bureaucracy required to go ahead with new subdivisions and developments to make sure the land can handle the added usage makes it “very hard to get anything wrong.”

“I know it seems like these developments pop up fast, but many of them have been on the books for 30 years,” he added.

Barnes explained that Greely has access to two aquifers: one close to the surface, between 9 and 71 metres below the ground, and another much further down under a layer of clay.

Barnes said it’s expensive to drill to the lower aquifer, but the upper aquifer is more vulnerable to contamination.

Under the provincial Clean Water Act, the city of Ottawa is only obliged to protect public drinking water facilities, and so its only concern in Greely is the communal well in the new Shadow Ridge development.

South Nation and Raisin Region Conservation did an in-depth study of the wellhead’s vulnerability, and found that it can be vulnerable to contamination from septic system failures, fuel spills or other incidents that could trickle into the upper aquifer feeding the well.

Relay for Life partners with Osgoode high school Emma Jackson

The event begins at 7 p.m. on Friday, May 24 and goes all night until 7 a.m. on Saturday morning. Throughout the night, extra fundraising games and activities will be held for the estimated 150 relay participants who will take turns walking around the track.

Like most Relay for Life events, Stanley’s Farm will host a survivor’s lap at the beginning of the evening, followed by a kiddie lap for the younger walkers.

Comeau hopes to match or surpass the $25,000 the event raised last year – which shouldn’t be too hard with at least six extra teams on board.

EMC news - A new partnership could take the Relay for Life at Stanley’s Farm farther than it’s ever gone before.

Event organizer Rhonda Comeau said the farm has partnered with students at Osgoode Township High School to raise awareness and money for cancer research.

So far about six student teams are registered from the school, Comeau said, on top of the eight community teams the farm has come to expect over the past four years.

Comeau said the partnership could be a big boost for the all-night cancer fundraiser, which is relatively small compared to other Relay for Life events across the city.

“One of the students from OTHS is co-chairing and she has a lot of fun ideas for games and activities to keep it more interesting for everyone,” Comeau said.

That’s Kelsey Curtis, a Grade 12 student who approached Comeau earlier this year when public school teachers were on work to rule because of a labour dispute with the provincial government.

Curtis wanted to continue the school’s annual Relay for Life tradition but couldn’t do it without the teachers.

“The principal didn’t want us to MOTORCOACH HOLIDAYS have it on school property and we wouldn’t have been able to use teacher volunteers, so we were trying to find another place to run it,” Curtis said.

EMC news - Speaking at a media event with fellow Liberal MPPs following the release of the 2013 provincial budget, energy minister Bob Chiarelli called rising hydro rates a “bubble� that will eventually pass.

The minority Ontario Liberal government is promoting a budget designed to garner the approval of the New Democratic Party, whose support is needed to pass the budget and avoid an election.

The expenditure of an estimated $600 million to cancel the construction of two Toronto-area gas plants is an issue that dogged former Premier Dalton McGuinty and former energy minister Chris Bentley in the year leading up to the prorogation of the legislature last fall and resulted in the resignation of both men.

Despite new faces in both positions, the issue is still a thorn for the Liberals, especially since the cost to cancel the two plants will be covered by ratepayers already facing rising electricity costs.

During a May 3 media conference, Chiarelli responded to a question regarding the uncertain costs of the gas plant cancellations. “Part of the costs of relocation, what they call the sunk costs, the actual money that was spent on the projects in the ground ... those costs have already been put on the fiscal plan and included in the budgets last year and the year before,� said Chiarelli, before adding the Ontario Power Authority didn’t factor in long-term costs to the final figure. “The long-term costs are ongoing into long-term rate impact,� he said, adding the costs pertaining to the cancellation and relocation of the plants will be incorporated into general expenditures that include current and future hydro generation

projects.

In other words, Ontario ratepayers will pay for the cancellations just like any other electricity grid improvement. “The impact will be there, but it will be included with billions of dollars of other expenditures that are made over a 20-year-period in the electricity system,� said Chiarelli, adding, “There are steps that are being taken in the medium and long-term to mitigate the increases in rates.�

The province’s solar and wind providers, as well as the gas plants needed to offset the finicky generation output of those renewables, were signed to 20-year contracts by the Ontario Power Authority.

According to the Ontario Energy Board, off-peak electricity rates have risen from 2.7 cents per kwh in May of 2008 to 6.7 cents per kwh in May of this year. In the same time, on-peak rates rose from 9.3 cents per kwh to 12.4 cents.

Speaking with Metroland Media, Chiarelli was asked whether he thought the province’s electricity rates -- elevated due to the cost of implementing the many aspects of the Green Energy Act – were a factor in the state of Ontario’s struggling economy, especially the deflation of the province’s manufacturing sector.

Chiarelli said that while rates were being pushed upwards by capital expenditure in the sector and ongoing lifecycle maintenance, measures are

being taken to reduce the impact on key sectors of the economy. “That is a temporary bubble that’s going through the system ... . What we’re able to do to mitigate that bubble -- while we’re coming through that much-needed capital investment that pushes the rates up -- we have six or seven targeted programs that mitigates the rate,� said Chiarelli, referring to the clean energy benefit applied to individual hydro bills, as well as programs for larger commercial and industrial employers. “One of the important requirements is the expansion of the economy -- the expansion of the Ring of Fire up north, for example. The mining sector is expanding dramatically, and that is going to require more investments as well -- you incorporate those factors into the long-term energy plans.�

The Ring of Fire, a large, Oshaped deposit of chromite (the key ingredient in stainless steel) in Ontario’s far north is appealing to prospective mining companies, though the remote area lacks basic infrastructure and would pose an expensive start-up challenge to companies wanting to extract the chromite.

On that topic, Chiarelli said the province is re-directing some of the surplus power it sells at a loss to neighbouring jurisdictions to the industries that need it. “We actually have created a new energy program for new industrial facilities and a second one for expanded industrial facilities, which leverages our surplus power,� he said. “The Independent Electric System Operator -- IESO -- has created projections on what our surpluses will be, and we’re using that surplus energy – instead of selling that power cheap – we’re selling it in Ontario to industrial expansion companies to mitigate their rate increases.�

That program is in existence now, Chiarelli said.

EMC news - The opposition Ontario PC party left the governing Liberals to woo the NDP for budget support following meetings with Premier Kathleen Wynne that failed to produce supportable fiscal action.

That’s the claim made by Nepean-Carleton MPP Lisa MacLeod following last week’s release of the 2013 provincial budget, which the Progressive Conservatives are vowing not to support.

Left with only a minority in the legislature following the 2011 election, the Liberals are hoping for NDP support to pass their $126.7 billion budget and avoid an election.

Following the selection of Wynne as Liberal leader in January, MacLeod said PC leader Tim Hudak met with the premier five times to discuss his party’s vision for a budget that included serious debt-reduction measures.

Ideas put forward regarding reduced expenditures weren’t acted upon, she said. “It became clear to us that it wasn’t a budget we could support,� said MacLeod. “The only way to get out of the red and into the black is through a change of government. The longer we have debt pressures in Ontario the more vulnerable our services will be.�

and a 15 per cent reduction in auto insurance rates.

The forecasted deficit for this year is $11.7 billion, with provincial debt projected to rise to over $300 billion by 2015-2016.

MacLeod stated the current debt load for a child born into the province is $20,000, and that debt is only forecast to rise, making interest payments a bigger part of the annual budget and taking away from other expenditures. “The level of spending is unsustainable,� said MacLeod.

With budget’s fate riding on the approval of NDP leader Andrea Horwath, who has stated she’s currently sitting on the fence in terms of supporting it, MacLeod said Horwath’s future credibility could at stake. “If (Horwath) supports the Liberals, she’ll lose credibility in the eyes of the public -- and there’s no appetite to prop up this government,� said MacLeod. “I think if she chooses to prop up the government she can no longer discuss the power plant issue or the plight of the middle class in this province.�

At the moment, the only party with a platform championing debt reduction is the PCs, said MacLeod.

She added that while their platform might not make them the most popular party on the ballot, they are advocating the measures out of “responsibility.�

No date has been set for a budget vote, though MacLeod said it seems likely to fall on the week following the May 24 weekend.

Let’s revel in Sens fever

T

he signs of spring are many in Ottawa. Tulips are in bloom, joggers and cyclists are more common sights along the canal and restaurant patios are once again becoming an afternoon destination.

There’s definitely something else in the air this spring, however. There are a few more little red flags perched on the tops of cars, there are a more red T-shirts and jerseys marked by a distinctive Spartan logo adorning passers-by, and the streets and shops are a little more barren at around 7 p.m. every other evening.

Yes, hockey fever has hit Ottawa a bit harder this spring.

The Ottawa Senators eased past the Montreal Canadiens in five games last week, including a pair of raucous encounters at Scotiabank Place. For those without tickets, fans filled bars, restaurants and living rooms across the city to watch games on TV. The Sens Mile, the nickname given to Elgin Street come playoff time, is once again an exuberant, festive gathering place for both hardcore fans and fair-weather faithful alike. Securing passage to the second round of the National Hockey League playoffs will only draw larger crowds.

The city once dubbed the worst sports city in Canada is once again showing how off the mark such a comment was.

It is times like these, when a city institution becomes something more than just a local curiosity, that the true value of sports teams becomes apparent. It turns everyone wearing Senators garb into a friendly face. It gives everyone at school or the office a chance to talk about something that is exciting and current, allowing people to cast aside their everyday worries and fears for a few fleeting weeks.

But it doesn’t happen every year – the last time the Senators won a playoff round was 2007, when they reached the Stanley Cup final – and it only occurs in the springtime. Ottawans have only one hometown rooting interest when it comes to professional team sports so far, but that’s about to change.

By the end of 2014, there will be a couple more players on the block in the form of Canadian Football League and North American Soccer League franchises. It will take a while for Ottawa fans to warm to their new clubs, but all it will likely take is a good postseason run to capture the sporting imagination.

Let’s enjoy these days: they are part of what adds a splash of colour to the fabric of our city.

You can’t hear the birds sing by the parkway

A

s much as people would like to have the whole thing over with, it’s likely that the public controversy over the west-end LRT route will go on and on.

Already, city council’s vote on the subject has been delayed by more than a month. Ostensibly that’s to allow for more community consultation. You can bet that more delays are to come.

Rome wasn’t paved in a day.

So we can talk about it some more. Today, let’s talk about the romanticizing of the Sir John A. Macdonald Parkway – or the Western Parkway, as it used to be known in less politicized times.

To hear the National Capital Commission discuss it, in dismissing any talk of trains on the route, the parkway is one step removed from a wildlife refuge: a sea of green beside the river, the quiet broken only by the sounds of birds singing, the only signs of movement the leisurely pace of walkers and the silent glide of bicyclists. Clearly, in the NCC’s view, to put trains there would be to destroy a beauteous ecosystem.

Well, the NCC hasn’t been out there when people are heading in to work in the morning and heading home in the afternoon. Then,

CHARLES GORDON Funny Town instead of a sea of green, it becomes a sea of cars, ripping along at 80 kilometres per hour, often more, except when they are jammed up into long, motionless, exhaust-spewing lines waiting to turn onto the Champlain Bridge.

Oh, yes, and buses, lots of buses, also disturb the wildlife refuge.

It thins out quite a bit during off-peak hours and on the weekends, but the parkway is still the preferred route downtown for a lot of west-enders. In many ways, whatever its noble origins, whatever the lofty ideals of those who manage it, the parkway has become just a road, just another thing named after Sir John A. It is not sacred ground. Perhaps it once was.

ute walk from the proposed Byron Tramway tunnel. I don’t think it’s going to affect my life in any way and I actually don’t mind the idea all that much. But there are many who live closer who do, particularly those whose properties back onto the narrow strip by the parkway where the city proposes to put tracks. Others who live along Byron face a serious inconvenience, at least during the construction period if not after.

Of course, people are always inconvenienced when a major project goes ahead.

Some of us are called on to make sacrifices for the greater good. If, however, the decision was made to use the parkway for light rail, hooking up with the Transitway at its western end, only the NCC would be inconvenienced.

That western end of the parkway is at quite a remove from residential properties and those who inhabit those properties are used to having hundreds of buses go by.

The NCC would survive, you can be sure of that, perhaps turning its attentions to other projects that might improve the life of residents of the capital area. Speaking of which, is anything else ever going to happen on LeBreton Flats?

native either, have strongly supported Carling Avenue as a light rail route. It can certainly be argued that the street is such a mess anyway that nothing could make it worse. So why not put light rail there? However, a convincing case has been set out, most recently in a lengthy Citizen article, that a light rail route using Carling would be logistically difficult in spots and prohibitively expensive, unless construction involved no bridges or tunnels. With the number of stoplights involved, the speed attained would be no greater than a streetcar.

Hmmm, streetcars. Don’t some other cities have those? Don’t we wish we still did?

ATV routes cause debate, late changes Continued from the front

Before the meeting even got underway, Thompson committed to finding a way to bypass Blanchfield Road through discussions with a couple of representatives for affected residents, as well as the ATV club.

Gough is hoping a better alliance with community members will give the ATV club a way to connect and negotiate with property owners whose land could be used to bypass roads like Blanchfield.

Comfortable with that compromise, the committee approved recommending the trail network pilot project to council. There will be ample time to discuss a Blanchfield detour because the item won’t go to council until June 12.

“You have taken a lot of the wind out of my sails, and I thank you very much for that,” said Blanchfield resident Penny MacDonald. She was concerned about a reduction in property values. One problem Blanchfield Road resident Heather Hamilton had with the proposal was the amount of dust she expects it would create. Blanchfield is already disproportionately dusty even

Another Blanchfield resident, April Duncan, said her family uses ATVs but they oppose the trail network. She was also worried about dust, but she was also concerned that advertising an ATV trail would attract inconsiderate riders who are not club members, like the ones who frequently use and damage her property.

Almost everyone agreed that the trail network wouldn’t do much about catching people who use ATVs illegally.

“You’re not going to catch the ones who aren’t behaving,” said Linda LaFrambroise.

Resident Jeff Parsons said he supports the creation of an ATV trail network but wondered how many people would be using it.

The Nation Valley club currently has 175 members.

Gough said the club is hoping to expand once it has a legal trail network to use inside the city.

Members of the Nation Valley ATV Club gained the support of the city’s agriculture and rural affairs committee for a network of ATV trails through Osgoode, despite concerns from some neighbouring residents.

If the network were to be implemented, ATV club members would be on call 24/7 to respond to concerns from neighbours. Enforcement is conducted by the Ottawa po-

lice marine, dive and trails unit.

The study also uncovered several instances of property owners encroaching onto the city road allowances.

The city will be negotiating with those neighbours to remove the encroachments or enter into agreements to allow some use of the road allowances.

EMC news - The old red brick church on Kenmore’s main street is a young bride’s dream: a plain but pretty steeple reaches into the sky, antique stained glass fills the windows and a big set of double doors lead to the sanctuary and a waiting husband beyond.

Inside, three rows of pews fill the traditional sanctuary and form a semi-circle around the simple altar. Soft, coloured light sifts in from all sides.

It’s a sanctuary in the truest sense of the word: open to people of any cultural background, spiritual belief or family situation.

Until last spring, the church was home to a Baptist congregation, which due to dwindling attendance had to sell

the sanctuary’s original hardwood floors, pews and wood accents.

They painted all the walls and renovated the church basement into offices and a meeting area.

Next summer, they hope to landscape the church’s large yard to provide outdoor reception and ceremony space.

Already, the renewed chapel has held seven weddings since it opened in November, and another eight are booked for the spring and summer.

But even before he was in the wedding business, he felt there was a need for an accessible chapel for people of every faith - or lack thereof. “I had this idea 40 or 50 years ago and I was so busy in the church that I didn’t do it,� he said. “When I took early retirement it came back to me.�

The chapel is open to all cultures and faiths, and includes an All Seasons officiant of the couple’s choice to perform the ceremony. The couple has complete control over the ceremony, and can

suit any cultural or religious need.

Metcalfe resident John Learn and his wife Darlene renewed their vows at the chapel on Easter weekend. The couple had married in Thailand 16 years ago, but had never had a formal ceremony or celebration with family.

He said the chapel was a perfect solution. “It’s absolutely magnificent,� he said. “We just liked the facility itself and we wanted to have an intimate kind of experience. It wasn’t a statement for or against religion.�

Their children, Grace and Evan, Learn’s father and Darlene’s mother were all in-

volved in the ceremony. “They serve a pretty broad constituency, from Buddhist to having your mom and dad help marry you,� he said. “As we are not members of a local church congregation; using the All Seasons chapel offered a traditional church setting for the service.

It’s a very nice use for an old Baptist church.�

On top of more elaborate weekend weddings, civil weddings similar to those at city hall will be offered at the chapel from Mondays to Thursdays, with several ceremony packages available.

Occupational Hazards director Natalie Fraser has been involved in Ottawa’s theatre community for many years, and has joined Just Kiddin Theatre for the first time this season. and creative expression to foster social development.

Fraser hopes the Occupational Hazards audience will gain a new appreciation for the power of young people. “(They’ll see that) a bunch of young kids from a smaller community can pull off a very convincing piece of theatre,” she said. “These kids have come a long way. I think they’re going to be very impressed.”

Occupational Hazards opens Friday, May 24 at the old Metcalfe Town Hall on Victoria Street, with the two casts performing six shows between Friday and Sunday. Tickets at $10 each and can be purchased online at justkiddintheatre.com.

EMC news - Just Kiddin Theatre’s latest play is tackling tough issues with the humour and insight its audience has come to expect.

Occupational Hazards follows a group of rural kids who skip school to protest a development on nearby land.

“Environmentalists stage a protest against a development project planned in a rural Ottawa community. When teenagers Aiden, Zach, and Chrissy get caught in the crossfire between farmers, developers and protesters, each discovers where they stand on the issue – and what each is willing to sacrifice for their voice to be heard,” the theatre’s synopsis reads.

As the story unfolds, issues of family dynamics, farming and environmental stewardship are tied up in the hilarious, fastpaced drama.

The actors range from age 10 to 16, and play characters of all ages. Director Natalie Fraser said the kids understand and connect with the rather heavy topics more than adults might expect.

“I think people underestimate

children,” she said. “I think they are much more honest and aware. They see everything and they feel everything.”

Fraser, who is working with JKT for the first time, said she was drawn to the play because it deals with topical rural issues she cares about.

“It’s teaching kids about what activism is, what’s happening in farming and how to deal with family dynamics,” said Fraser, who also grew up in the country.

She said she prefers projects that address social issues and injustices - and this one appealed because she’s passing the message on to the next generation.

“I get to have these lovely conversations with these kids and have them take it home.”

Founder and artistic director Andrie Nel said the young actors likely don’t realize the caliber of instruction they’re receiving from Fraser, who has a degree in theatre performance and direction from Concordia University and years of experience with local theatres in Ottawa.

“Pretty much if there’s a theatre company here I’ve been part of it,” Fraser said. She now runs Moment-M, which uses drama

Eighth annual Shroomfest raises more money than ever Emma Jackson

EMC news - The eighth annual Shroomfest fundraiser has been billed the best year ever after it raised about $50,000 for local non-profit groups.

“We don’t have an exact number yet (but) that’s probably our best year ever,” said organizer Al Graham.

The May 2 guys’ night out at the Metcalfe arena welcomed more than 500 men to enjoy live music, a catered dinner and a show from popular stand-up comedian Darren Frost.

“Our comic was fantastic,” Graham said. “We decided to bring in just one live comic and that was a huge success.”

Graham said the sunny, hot weather also made the event more enjoyable, since the dinner is held in a non-weather proof building.

He said the silent auction was stocked with “fabulous items” donated by local businesses and “community-minded peo-

ple,” the food was great and the live band a big hit.

“All in all it just ran very smoothly and it was all good,” he said.

Money raised will be delivered to local nonprofit groups on June 6 at the Metcalfe curling club.

To date, more than $200,000 has been handed out to charities, sports teams and service groups in the rural Ottawa south area.

The great summer weather along with the broadcast of the first game in the best of seven Stanley Cup sereis between the Montreal Canadiens and the Ottawa Senators added to the fun.

Organizors had arranged for several wide screen televisions to be brought in just for those who wanted to keep track of the hockey game.

In keeping with the light hearted theme of the evening Ottawa Mayor Jim Watson and Osgoode Coun. Doug Thompson left their political hats at home.

Spreading good health awareness Poster contest awards Ottawa’s Aboriginal youth Michelle Nash

EMC news - When it came to reaching out to the Aboriginal community on cancer screening and detection, Wabano turned to its youth to help spread the news.

Partnering up with Cancer Care Ontario, the Wabano Centre for Aboriginal Health launched a poster contest in the winter, inviting any of its after school children and youth to participate in expressing what cancer awareness means to them.

Director of social medicine at the centre, Mary Albota, said children always have the best way of putting things - and submissions proved her right.

“Kids are very wise and they can be frank,” Albota said. “Sometimes they have a way of saying things that would get adults attention.”

Members from Wabano and Cancer Care Ontario judged the submissions and named Symone Pettier and Alexandra Lalonde as the winners.

“These two stood out from the rest,” Albota said.

Albota said she had worked with the youth during the after school programming, explaining the importance of cancer awareness and naming the three key cancers, breast cancer, colon and rectal cancer and cancer of the cervix. Of the other submissions, slogans like “Don’t be dumb, like your bum” were submitted by the children.

Albota said some of the slogans may sound silly, but effective.

“Who wouldn’t read that if you say it,” she said.

Pettier said she spent a couple of days on her poster and had talked to her family members about what she should draw. It was her grandmother who then told Pettier her aunt had and has survived breast cancer - all because of early detection. Pettier made that the focus of her poster.

Albota said Pettier’s poster, which included a real photograph of her aunt grabs people’s attention.

“It puts a face to the cancer,” she said. “...and Pettier has spent the time to tell that story, with both images and words.”

Materials with a focus on Aboriginal health are already being handed out with the posters being the second phase of the campaign.

Both images from the posters will be printed and spread throughout the city and province. Lalonde’s slogan,

“You can live a good story” will be on the posters, where as Pettier’s focus on her survivor aunt will be a feature story on the poster.

Kids ... can be frank. They have a way of saying things that would get adults’ attention.

Albota credits Cancer Care Ontario for approaching the centre with this Aboriginal-focused program.

“They saw the problem and reached out to us to help make a difference,” she said. “They saw that Aboriginal people are under-screened and underserviced.”

According to Albota, the three cancers the campaign is focusing on are because they are the three biggest killers for Aboriginal people. Mostly, she said, because of the lack of screening and testing. The other reason is because of how remote some Aboriginal communities are, and how little medical equipment is available. Albota said all this needs to change, and she is happy Cancer Care Ontario is doing something about the need.

“We have big dreams, but then again, here, we have big dream catchers, I think we can make it happen.”

EMC news - Mayor Jim Watson has made it a point to tout the city’s rural attributes, but even he was surprised to learn there is a cranberry bog in Ottawa.

The Upper Canada Cranberry Farm in Osgoode is just one of the rural producers that will be on display during the first Mayor’s Rural Expo on May 31 at city hall. “We have such great assets that people don’t even know about,� Watson said.

The idea to showcase a couple dozen of the city’s rural farms, museums, events and non-profit organizations emerged during the 2010 election campaign, when Watson said he was struck by how disconnected urban and even suburban residents are from the vast rural part of the city outside the Greenbelt. “There wasn’t a sense that the downtown communities had a sense of how big rural Ottawa really is,� Watson said.

Putting on the expo during

the annual Food Aid event is a way to bring the country to the city and encourage Ottawans to support small local businesses in the city’s countryside, the mayor said.

There are a whopping 1,128 farms operating within Ottawa’s boundaries and they produce a gross income of $206 million annually, Watson said. “When I tell people that, they are blown away,� he said.

While many rural businesses and organizations rely on patronage from their local communities, Watson sees an opportunity for economic development. “We want to encourage people to g o visit rural Ottawa,� he said.

Whether it’s a meal in Manotick or a bed and breakfast in Cumberland, staying within city limits offers great opportunities for a staycation, the mayor said, and he wants to help show off those options.

The expo will feature displays of everything from the Osgoode Medieval Festival and the Deifenbunker to the Dairy Farmers of Canada, and of course, the

Upper Canada Cranberry Farm.

by Proulx Maple and Berry Farm and Stanley’s Olde Maple Lane Farm from 7 to 9 a.m.

There are a whopping 1,128 farms operating within Ottawa’s boundaries and they produce a gross income of $206 million annually.

The mayor won’t have to bring the travel-sized bottle of syrup from the Vanier sugar shack that he normally totes to such breakfasts because there will be ample real maple syrup on hand.

More than 30 rural businesses, museums, festivals and organizations will display information and wares at booths from 8 a.m. to 2 p.m.

If the event is a success and the exhibitors find it worthwhile, Watson said he will look at bringing it back next year.

The city is spending $4,000 to put on the event, mostly in advertising and banners.

Emerson has big ideas for Grampa’s visit to Northcote

W

e were soon to find out why Emerson was so anxious for a visit from Grampa, who lived in Ottawa and came out to Northcote often.

He drove a car with a rumble seat in it, and he never failed to pile us five kids in the back, and tear down the Northcote Side Road like someone possessed. Only three could sit on the seat at one time, so two of us had to crouch on the floor. That was usually Earl and me.

But Grampa always stopped at Briscoe’s General Store to buy us penny candy, and that’s when he made us change places, so that we each got a turn on the seat.

I thought it was a car like no other. The running boards had real rubber on them, and there was a little patch of rubber over the back fender where you stepped to gain entry to the rumble seat.

And along the roof, inside the car, there were two hooks, and on these hooks Grampa carried a long black umbrella. It was the biggest

umbrella I had ever seen.

He said he used it if rained while he was lawn bowling in Westboro.

When Grampa visited, and after we had had our ride down the Northcote Side Road, he spent the rest of his time with Mother, his only daughter, who he thought didn’t belong on a farm in the back woods of Renfrew County!

It was on one of those visits that Emerson was more anxious than usual to get our ride over with, and see Grampa settled in the kitchen with Mother.

He made sure the teacups were on the kitchen table, the kettle was boiling on the Findlay Oval, and he knew Grampa would be in the kitchen for a spell.

I saw him go over to the car, and open the door on the driver’s side, and gently take the big black umbrella down off the hooks.

I had no idea what he had in mind, because it certainly wasn’t raining, and it was as hot as blazes with not a cloud in the sky. It didn’t take Emerson long to drag

Had I been a bit smarter, I would have known what he was up to...with the big black umbrella in his hand, ordering me up the ladder.

He was right behind me, making it impossible for me to change my mind.

He opened the umbrella,

I hit the edge of the roof in two seconds, and me and umbrella were airborne.

Well, it didn’t take long for the umbrella to collapse like a piece of newspaper, and I landed on the hard ground, miles away from the green grass around the pump, with the umbrella covering me like a tarpaulin. I was sure I had broken every bone in my body!

Father was just coming out of the barn to witness my flight, and he was over to the shed in a shake. Emerson was nowhere to be seen.

My knees were covered with dirt, I skinned my hand on landing, and Father determined there were no broken bones. He picked up the broken umbrella and walked around the shed to the kitchen. I was right behind him. Without any explanation, he handed Grampa the umbrella, and all he said was “Sometimes I think that lad doesn’t have the brains God gave a goose.”

The approach is called “Progressive Tennis.” It is imported from European countries such as France and Belgium where it was used to successfully develop players like Justine Henin-Hardenne and Olivier Rochus. Progressive Tennis uses a systematic progression of court sizes, balls, and racquets, to scale the game down to an appropriate level for 5-10 year olds.

Modified racquets and balls are not new. The equipment has been around for a while, as has the “graduated length” concept. Coaches have used bits and pieces for years seeing the advantage from the perspective of success, fun and safety. The difference this time is that all these elements have been brought together in a much more systematic way than ever before. Tennis companies now carry the full line of half-court and ¾-court progressive equipment including graduated, balls, racquets, lay down lines and nets.

The power of the progressive tennis system is that it allows players to play quickly and successfully. In Progressive Tennis, the philosophy is that tennis is a great and fun game to play and the quicker and more skillfully a player can play the more fun it is. Each stage not only has specific equipment to aid success, but particular skills to develop as well. It is recommended a Game-Based Approach be used. The coach’s job is to get them to play, and help them learn to play better.

EMC news - The halls are alive with the sound of music at Osgoode Township High School.

The school’s concert band will perform this May for the first time after a long hiatus due to the teachers’ labour dispute during the first half of the school year.

On Thursday, May 16 the band will present “A Night at the Movies,” which is open to the public for $5 a person.

Throughout the show, clips of memorable movies will play on a large screen while the band provides snippets from their soundtracks, according to conductor Craig Sheridan.

“A couple of very keen students (put this together),” he said. “It’s a neat thing and they’ve tried very hard.”

Movies range from popular, modern cartoons like How to Train Your Dragon to the Tom Hanks classic Apollo 13 to Peter Jackson’s blockbuster Lord of the Rings.

excited to perform after such a long wait; usually the band performs fall and Christmas concerts along with tours to local elementary schools and farmers’ markets.

While the band was practicing as normal, they weren’t allowed to do live performances under the teachers’ work-to-rule conditions.

“They’re really excited to perform and a lot of their parents are, too,” Sheridan said.

“There’s a lot of anticipation, I think. I’m so happy to be able to share their talents.”

He said many students live for extra-curriculars in high school, whether its athletics, arts or more academics.

“All those extras, it’s what gets so many kids through (high school),” he said. “That’s what drives your commitment.”

Sheridan said there are several exciting projects in the works for next year’s music program, which have yet to be announced.

“It’s been a very low year but we’re making up for that in the future,” he said. “We’ll be coming back with a lot more energy in September.”

Students in jazz band will also host a jazz cafe with Metcalfe Public School on May 31. Members of the public can enjoy desserts and refreshments while students play live jazz music.

Both events begin at 6:30 p.m. at Osgoode Township High School on 8th Line Road.

New building, name for Canada Agriculture and Food Museum Steph Willems

The learning centre had been touted by the museum for some time preceding the unveiling, but the final product was impressive enough to warrant the buildup.

“In the Central Experimental Farm, since 1886 Agriculture and Agri-Food Canada has (performed) agricultural scientific research that has improved Canadian agriculture,” said Gary Polonsky, chairperson of the museum.

He added that many of the advances have been exported worldwide.

and chief executive of the museum, took pride in telling her guests that the museum is the only one with an operating farm in any capital city in the world.

With the former public space only open for the warmer months, the museum can offer more programming to visitors, she said.

“We now will be open and able to welcome visitors for 12 months of the year, so for us this is very, very special,” said Amyot.

“Now these new spaces and facilities will allow the museum to bring a wider focus to its mandate and reach out to more people and more audiences.”

Agricultural interest at the launch went beyond the museum’s exhibits and mandate, venturing and into building materials as well.

Some of the wall panels in the learning centre were made from byproducts of grain farming, while the wood floor is actually the original floor, minus the decades-old plywood covering.

The first exhibition in the Learning Centre, called A Piece of Cake, shows how the ingredients of a simple cake make it from seeds to the dinner table.

EMC news - In addition to unveiling its new learning centre and related exhibition on the morning of May 2, the Canada Agriculture and Food Museum also revealed its new name.

The word “food” was added to the museum’s name to reflect its focus on the science and technology behind food production.

The learning centre had been touted by the museum for some time preceding the unveiling, but the final product was impressive enough to warrant the buildup.

Formerly an unheated storage facility at the Central Experimental Farm, the heritage building was transformed into a modern, fullyserviced, year-round educational space thanks to a $4.6 million retrofit.

Featuring a ground-floor exhibition space with a lecture hall, classrooms and educational labs on the second floor, the modern, welllit space will now become the centre of museum activities.

The launch included a breakfast and informal tour, and attracted many dignitaries – including guest of hon-

EMC news - A new mental health program is building bridges between the services offered by various health institutions.

The Bridges Project, a collaboration between the Youth Services Bureau, the Royal and the Children’s Hospital of Eastern Ontario, offers services to families and youth in crisis outside of a hospital setting.

Five months after the program was announced and one month after coming into service, Bridges already has 12 clients.

“As a caring community we want to see young people get the care they need when they need it,” said Joanne Lowe, executive director of the Youth Services Bureau on May 6, during a community meeting of the Ottawa Board of

Before the Bridges Project, it was up to those in crisis to find and access the services needed after being discharged from hospital.

“Up until a few weeks ago, we would discharge those patients with a bit of a safety plan … and point them in the right direction,” said Alex Munter, CEO and president of CHEO. The first 14 days after discharge is when the risk of suicide is the greatest, he added.

Bridges helps minimize that risk by making it easier for atrisk youth to access the help they need once they leave the hospital.

“We go to meet those youth where they are … when they are at the highest risk,” said Munter. “By working together on this we will literally change the future.”

The program is offered to youth between the ages of 12 and 18.

In the past three years, CHEO has seen a 67 per cent rise in youth crisis visits, said Munter. Providing services outside the hospital frees up beds, and youth in crisis can maintain some normalcy by staying at home and accessing services where they live.

“These interventions are provided in the community … and help relieve pressures on hospitals,” said Dr. Alison Freeland, associate chief of psychiatry at the Royal.

“We work with the client and their families,” said Lowe.

“It gives us a fantastic opportunity to really see a client holistically.”

EMC news - The Ottawa Catholic School Board is trying to find out how safe and inclusive their schools are.

A survey, handed out to students, staff and circulated to board parents will ask parents to talk about how safe they think the schools are.

The questions will be asked on a sliding scale and the responses are kept anonymous. Peter Atkinson, superintendent of continuing and community education and safe schools, said the board has been doing the surveys for the last four years.

“We are required to do it under Bill 13 (Accepting Schools Act) but had been doing it under previous legislation,” he said. “The interesting thing is now we have baseline data from the 2010-11 school year, so we can see how effective our safe schools and anti-bullying initiatives have been.”

The survey, called the school climate survey will have a number to identify each school. Parents will be receiving notices from their childrens school and can also locate the survey on the board’s website www. ottawacatholicschools.ca.

The deadline for responses is May 24. Atkinson said board staff will probably take a month or two to compile the data and then work with stakeholder committees made up of staff, parents and in some cases students to look at the results.

“We want to look at places where safe school initiatives have been effective and maybe learn from other schools,” he said. “The main goal is to make sure we get the community involved as much as we can.”

EMC news - The second annual Condors Classic Golf Tournament is continuing to raise funds to keep its hockey program on the ice.

The Capital City Condors is a hockey team for special needs youth, with groups in the west and east ends of the city. Funds raised through the golf tournament, which will be held on June 3 at the GreyHawk Golf Club, will go towards purchasing ice time and to help keep registration costs low.

“As the program grows we need more ice every year,” said Shana Perkins, co-founder of the Condors with her husband Jim. Funds will also go towards the 2015 Special Hockey International Tournament, which the Condors will host.

Last year, Ottawa Senators players Matt Carkner and Chris Neil attended the tournament, which drew

around 110 golfers.

“They went and played a hole with each group,” said Perkins, adding that this year “We’re hoping, depending on how things are going with the playoffs, we’d like to be able to have hopefully (Sens player) Kyle (Turris) and if there’s anyone else he could drag along that would be great.”

Turris, the Condors honourary captain, is a big supporter of the hockey team.

“Five years ago, a small group of people in Ottawa, headed by my friends Jim and Shana Perkins, realized that there were a bunch of kids who loved hockey ... but they never got to play themselves. They had a physical or intellectual challenge or disability that made hockey something they could only watch,” said Turris in an open invitation letter.

A group that started as three players, the Capital City Condors has now grown to almost 80 participants, he said.

“It has been an absolute blast getting to know the kids and their families, and especially fun to get on the ice with the Condors teams,” said Turris. “The Condors Classic is a fun day of golf, and an opportunity to recognize these special kids. Together we’ll help raise funds needed to keep this program growing and available to more players.”

CONDORS PLAYER TO SPEAK

“We were really pleased and sort of surprised,” Perkins said about last year’s turnout. “We didn’t have very good weather, but we still had a terrific day.”

This year, tournament organizers are hoping to fill all 144 spots.

“They’re going to get to interact with Condors players and they’re actually going to hear one of them speak at the dinner,” said Perkins, adding a parent of a first-time player will also talk about what the team means to her.

“This is our biggest fundraising event for the year,” Perkins said.

Space is available for 144 golfers for the shotgun start and there is a dinner only option for those who don’t golf but still want to support the cause.

Tickets are $200 for an individual or $700 for a foursome and include lunch, golf cart rental, 18 holes and dinner. The dinner only option costs $50.

Organizers are also looking for a title sponsor, hole sponsors and silent and live auction items.

The event takes place at GreyHawk, which is located at 4999 Boundary Rd., Cumberland. For more details, visit capitalcitycondors.org.
