“The optimistic scenario is within, let’s say two months, the berm will be out,” said Robert Nadeau, LRT project manager with the Rideau Transit Group, which is building Stage 1 of the Confederation Line and is involved in Stage 2.

Within three months of the start of that process, construction of the new noise wall will begin. It will be about 450 metres long and tacked onto an existing 180-metre-long wall to the east.

A study will be conducted to determine its height and design.

“When you do your noise and vibration study for this new wall, will you take into effect the fact that the berm has been totally useless as far as noise reduction?” asked one resident. “As a matter of fact, the berm made the noise from Via much worse. It bounced all the noise back on us.”

A noise wall is more effective than a berm, Swail said, acknowledging that the ineffectiveness of the dirt mound as a noise barrier wasn’t anticipated.

In response to concerns over noise that may emanate from the new maintenance bays that will be built near their homes, officials said the bulk of heavy train maintenance won’t be done in the new facility, though it will be

“The noise generated from this maintenance will be kept inside the building,” Nadeau said.

The facility, where the first batch of electric trains is currently being assembled, is being expanded earlier than anticipated.

“What we didn’t know back in 2009 or 2010 was how soon that expansion was going to happen,” said Swail, referring to a 2009-10 Confederation Line environmental assessment that included a potential Belfast expansion.

But it wasn’t until the city’s 2013-approved transportation master plan that the idea for

Stage 2 of LRT was put forward, the director said.

That the expansion was included in the environmental report also came as a surprise to residents.

“It may have always been planned, but they sure didn’t advertise it,” said Beauchamp. “You would have had to go through those plans, I think, with a finetooth comb to see that this building was going to be enlarged.”

Swail said in order for Rideau Transit Group to deliver the next crop of light-rail trains on time and for a good price, the Belfast yard needs more room sooner

rather than later.

“That way they can keep assembling more vehicles,” he said.

Given the length of time it’s taken to have some of the outstanding issues addressed, Beauchamp questions whether city and RTG staff will check in with residents to ensure the noise-mitigation measures are effective.

“We know how well that (consultation process) works. It doesn’t,” she said. “I look back at how many emails I wrote last year to the city. There was no satisfaction.”

Swail acknowledged that residents have borne the brunt of significant construction at the site in recent years.

“We’re very conscious of that,” he said. “This is a shock.

Two weeks ago most people here didn’t realize that we’re going to be expanding a facility quicker, faster.”

But LRT officials plan to check in with the community to ensure the measures are up to snuff.

“When it’s open and operating, we’re going to come in and verify that it’s actually doing what it’s supposed to do,” Swail said.

A meeting for the entire Eastway Gardens community takes place May 3 at 7 p.m. at the Overbrook Community Centre.

Riverside South survey reveals top concerns

Traffic is tops when it comes to concerns among Riverside South residents, according to the results of an online survey launched by the local community association.

That more than 84 per cent of the 224 respondents listed traffic as a concern did not surprise Bruce Lindsay.

“Traffic was always one that was most visible, especially when the (Vimy Memorial) Bridge opened up,” said Lindsay, president of the Riverside South Community Association.

Speed, distracted driving, not paying attention to the rules of the road, taking chances while merging from Spratt Road onto Earl Armstrong Road and not safely waiting to enter the flow of traffic are heightened issues for residents.

But the nine-question online survey, which launched in January, didn’t just tally complaints.

Residents also could – and did – pitch hundreds of suggestions to make roads safer and life better in their south suburban community, such as replacing merge signs with stop signs, particularly for South Shore, Canyon Walk and Spratt roads.

“People generally are just taking chances because they’re in a hurry,” Lindsay said, adding that respondents expect drivers to assume more responsibility, and not merely expect city officials and police to solve these problems.

Security came in second place, with more than 67 per cent of people highlighting this concern.

Three-quarters of respondents asked for a community meeting with the Ottawa Police Service.

Some also expressed interest in reactivating Neighbourhood Watch and Block Parent programs.

Security issues are a major talking point on the community’s Facebook page, and there are frequent posts about overnight vehicle break-ins, Lindsay noted.

“On the other hand people feel safe,” he said. “People like or love Riverside South. They think it’s a great community … and people watch out for one another.”

That’s where the upcoming community safety meeting, which is being considered for May and will be spearheaded by Gloucester-South Nepean Coun. Michael Qaqish, will help arm residents with safety information.

On the survey, parking issues netted a more than 42-per-cent response rate, with residents com-

plaining that street parking is narrowing streets, particularly in the snow-clogged winter months, which is impeding plows and emergency vehicles.

YOUTH ISSUES

According to almost 78 survey respondents, youth activities and facilities are lacking.

Riverside South doesn’t have its own rec centre, or BMX or skateboard park, and a dedicated library is still years away, said Lindsay.

“It might make a big difference in terms of activities for youth,” he said.

Some people suggested holding activities such as hikes and Ultimate Frisbee, and music in the park.

“There’s lot of things we can do,” Lindsay said. “We do have the parks, we do have the river, hiking trails in the area. It’s just a matter of getting information out to people.”

There is also demand for a coffee shop where youth can get together.

“There doesn’t seem to be any place really for young people,” he said of a casual coffee shop, such as a Tim Hortons. “That seemed to be something that kids would really like to have.”

Launching a future survey to directly solicit feedback from young people could better guide how the association meets the needs of youth, Lindsay noted.

There are plans underway to hold a Youth Wellness Fair at the Rideauview Community Centre on May 27 with the goal of connecting youth with various agencies and groups.

“The focus is on trying to get youth out to just find out what’s available to them and talk to people and, make some connections and listen to what some of the experts have to say,” Lindsay said.

SENIORS

Likewise, a survey targeted to seniors may also be a benefit to best determine the needs of the 55-plus crowd. Almost 51 per cent of respondents said there are not enough facilities and services for seniors.

“I don’t think our survey reached enough seniors,” Lindsay added.

The association is working on a joint project with the Barrhaven Seniors Council and the Social Planning Council of Ottawa. They are applying for a grant from the Seniors Secretary

associations, and it is looking to collaborate with other city departments, such as the police service, and Barrhaven next door.

“We’re trying to build on the community spirit that is already there and get people to participate,” Lindsay said, adding that the survey also helps provide the area councillor with feedback.

“We’re speaking from a more collective voice,” Lindsay said.

“That’s very important.”

Qaqish said he and Lindsay will be meeting about the survey results, though he’s not surprised by the results, particularly that traffic, recreational services and security made it to the top three.

“It’s complementary to what I hear on a day-to-day basis from residents. Obviously it’ll provide some new and different insight from a new source,” Qaqish said.

“That’s good because not everybody writes their city councillor.”

Making Maple Syrup There was no better way to spend last weekend than making good ol’ maple syrup in Metcalfe! Thanks to JP Young and Alex Debolt for taking me out to their sugar shack for a day of sap collection and maple-syrup making. Making the syrup is a fine art, but with their years of experience, JP and Alex have nailed the process down by producing the purest and great tasting syrup. No trip to the sugar shack would be complete without taking home a bottle of syrup. If you have a chance to visit a sugar bush in the area, you won’t be disappointed!

50th Wedding Anniversary for Nelda & Ron Isaac There was a room filled with love, laughter, and memories at the celebration for Nelda & Ron Isaac’s 50th Wedding Anniversary this past weekend. Along with having a great sense of humour, Ron was all smiles and chuckles when telling the story of how he met and married the woman of his dreams. The celebration put together by his family included a beautiful display of the wedding dress and wedding suit with tie that the Isaac’s wore on their wedding day.

It was a pleasure to be invited to share in their special day. I wish them continued good health, humour and happiness.

I was very pleased to see so many members of OWAC join me at the Metcalfe Town Hall for an interesting and informative evening of updates this week. This committee is instrumental to the community as it brings together representatives from all community associations, business organizations, and prominent individuals from the various areas of the ward. A few of these areas include agriculture, community care facilities, youth organizations, and police services. Bringing city staff to update the committee gave them the opportunity to engage in a one-on-one conversation and have their questions answered directly. Over 30 members were present and went home with clarification and insight on what is taking place in the ward and around the city. Thank you to everyone that made it out to the meeting and to the police service and city staff that gave presentations.

Open Door The Open Door this week was more like a revolving door, with so many people visiting. It was great to see Shannon Sambray from Outdoor Kitchen and Patios stop in for a quick chat to learn about getting more involved in the community! I’m looking forward to next Tuesday when I can talk to more residents. I invite you to stop in if you have a moment; you always make my day go by so quickly! Everyone is always welcome.

It was an honour for me to participate in the evening’s uniform inspection. I am also very proud to announce that I had the opportunity to present a few of our outstanding cadets with promotions. These youth are continuously hard at work, holding fundraisers to support their trip to Vimy Ridge during its 100th Anniversary this November to honour those who have fallen.

Spring, where are you?

T

here are a lot of possible talking points among friends and acquaintances these days.

There’s Ottawa as a sanctuary city, the legalization of marijuana, the opioid drug crisis, the flood of refugees, the value of naloxone kits or the plethora of potholes in our roads this year. Lots of serious matters for a person to ponder, to comment on and to argue about.

And then there’s Canada’s 150th anniversary celebrations, the upcoming Tulip Festival, the Ottawa Senators Stanley Cup run and even the Masters golf tournament, if you want lighter matters in which to engage with friends or even strangers on the elevator.

From a patriotic perspective, there are the Vimy Ridge celebrations marking the 100th anniversary of that milestone battle in Canadian history, an event generally acknowledged as being one of the foundational moments in the creation of the Canadian identity. Imagine the thrill of being there, as many Canadian students will be.

So, lots to talk about for sure.

But the topic that seems to be at the top of any chat list these days is, what else, the weather. And these discussions are universally similar — like, just when is this ongoing, up and down winter, going to end. It has been like the Energizer bunny — it just keeps going and going and going!

A couple of weeks ago, we moved the clocks ahead. Remember that adage: “Spring ahead, fall back.” Well, we may have sprung ahead but it wasn’t to spring but just to more of the same old, same old — cold winds and snow, with a tantalizing day of springlike sunshine perhaps thrown in, just to tease us.

So, where are those April showers? Where are those warm early spring days that rejuvenate you after a long snowy, cold winter and make you look forward to the days to come.

Instead, more snow, more cold, more winter.

It is getting, we think, to be maple syrup time. This happens as spring breaks and winter is no more. Indeed, there is a reason why maple syrup is sweet — because spring itself is so sweet.

But where, oh where, is it this year?

Canadian music needs support

T

hey made a big deal out of the Juno Awards in the city on the weekend, and rightly so. While awards shows are often corny and silly, the very fact that the awards are being given — that there is excellence to celebrate — is what matters.

The Juno Awards, which celebrate Canadian music, have been around for less than 50 years. And that is largely because Canadian music, in all its forms, has only been in the Canadian consciousness for a relatively brief time. For most of our history, whatever Canadian music there was blurred into the identity of North American music. And the bulk of Canadian recordings went largely unheard.

That changed in 1971 when the Canadian Radio-television and Telecommunications Commission introduced

CHARLES GORDON Funny Town content regulations that required that a certain percentage of music played on radio stations be Canadian.

There was a lot of criticism of that ruling, and you can understand it.

Music is supposed to be universal, not national, and people should not forced to listen to one form or another. But those objections presupposed that a free market existed in music. It didn’t.

Powerful market forces, particularly in the pop music field, caused a virtual monopoly of airplay by music from the U.S. Radio stations could argue

they were only playing the music Canadians wanted to hear, and in effect they were right. But they were right only because Canadians weren’t hearing music by Canadians.

That changed when the CRTC rulings went into effect. Canadian stars — Anne Murray comes to mind — emerged overnight and new ones have been emerging ever since, helped by the CRTC policy that so many people opposed. Some of those people now argue that those Canadian stars would have emerged anyway, but a look at the Canadian film industry will give you an idea what the music industry might have looked like without the Canadian-content regulations. Many excellent Canadian movies are being made and hardly anyone is seeing them. Cities large enough to have independent cinemas may get a look,

but you don’t find much in the way of Canadian content at the multiplex.

Despite the gains that have been made, despite the razzle-dazzle of the Junos, all is not rosy in Canadian music. While we do have big Canadian stars who do well here and internationally, most others struggle, victims of the same forces that afflict artists everywhere — the availability of free or cheap content on the internet and the tendency of potential attendees to stay home and watch Netflix.

Government funding of the arts, while it is improving, is nowhere near where it should be. Canadians tend to look at the American model, where government funding is unimportant, rather than the European one, where government support is substantial.

way of raising consciousness about the musicians we produce, particularly those in the less commercial genres.

The celebration should not be allowed to obscure the need for work to be done by artists, by governments, by the corporate sector, and by fans of the music. No matter where it is located, music does not support itself.

Ontario’s current math curriculum is failing kids

he renewed vision for mathematics education in Ontario cannot come soon enough.

In response to glaring evidence that Ontario elementary school students are falling behind in basic math skills, the provincial government announced a $60million “renewed math strategy” almost one year ago.

This after it was discovered that around half of Ontario’s sixth graders are not meeting the curriculum standard.

Within the new provincial strategy, students will have 60 minutes per day of protected math instruction. Teachers will undergo training, and new resources have already been made available to parents and instructors to help introduce math concepts at the youngest ages and encourage a positive attitude toward math.

Parents can show kids that numbers are everywhere, teaching fractions while slicing up the dessert pie or helping older kids work out sales tax.

Some wildlife enthusiasts, on the other hand, argue that we feed other wild birds: why not owls? With live rodents as their main food source, they have been known to starve to death over a long winter. If we can help them to survive the cold, why shouldn’t we feed them?

I’m not likely to go into a pet store and buy live mice for this purpose, but if I knew an owl was hanging around my barn, fighting cats for mice and going hungry, I might be persuaded.

The Farmer would think I was crazy, of course, putting live mice in a barn where we keep cats to control the rodent population.

I had my own owl sighting this winter. I was driving down

Prince of Wales Drive, just north of Bankfield. The owl was on my left, perched atop a telephone pole. It appeared to be staring across the road at the billboard on the other side, which featured a photo of an owl, wings spread! I look for the bird every time I pass that spot now.

Fred Schueler of Bishop’s Mills sent me a photo of a Whet Owl that actually flew into his back porch when he left the door open a couple weeks ago.

The bird might have just been seeking shelter, but it certainly knew which house to enter.

Rats infest Riverside South hall

A rat infestation at the Riverside South fire station over the weekend forced the redeployment of firefighters to neighbouring stations.

“Saturday morning it was escalated when the number of rats outside looked like there was an infestation,” said Deputy Fire Chief Kim Ayotte, adding that the department’s joint occupational health and safety committee was sent to the site to assess the problem.

“Some of the earlier reports were that there were as many as 30 rats in the area outside,” he said. “There is a vestibule in the front of the building and those are the walls that the rats may have gotten in.”

Officials later confirmed rodents had built nests on the outside of the building and burrowed into the vestible entryway.

Crews were temporarily relocated the evening of March 31 to fire stations in Barrhaven and Leitrim “to err on the side of caution” while an exterminator came in the next day to assess the problem, said Ayotte.

The station’s vestibule was sealed off and work began to completely disinfect the station. Following that, firefighters were scheduled to return to Station 37 on Monday, April 3 at 5 p.m. Until then, the on-duty crew rotated throughout Riverside South conducting training and spot checks to provide coverage of the area and ensure public safety wasn’t affected, Ayotte said.

“The extermination will continue for the next few days,” he said April 3, adding that steps needed to be taken to control the rat population outside.

It will also be determined if any walls need to be torn down, Ayotte said.

Next steps included monitoring the air quality inside the station.

While Ayotte did not immediately know what caused the infestation, a longtime Ottawa extermination expert who is not handling the Riverside South situation, said the rat influx is not surprising given construction of a residential community near the station.

“They could be nesting in the area and when the area has been disturbed the rats will obviously move,” said Kelly Finlan, branch manager of Abell Pest Control in Nepean.

He’s seen this happen before, specifically in downtown Ottawa with light-rail construction.

“There’s just been an amazing spike in the amount of rats downtown,” said Finlan, who has worked in the extermination industry for 14 years.

2017 Household Hazardous Waste Drop-Off This year, the Public Works and Environmental Services department (PWES) will continue to provide collection services for household hazardous waste such as corrosive, flammable or poisonous materials; by offering free one-day mobile depots from April 30th to October 28th. In 2016, nearly 18,000 participants dropped off 646 tonnes of material at the City’s household hazardous waste depots. This represents an 8% increase in participation and a 16% increase in material collected over the 2015 rates. The feeling an artist gets while creating a one-of-a-kind work of art is only rivalled by that sense of accomplishment that comes when someone else wants to take home the finished product.

“I think for most of the artists it’s not even necessarily about the money. It’s about the fact that somebody liked their artwork well enough to buy it,” said Jaynie Coulterman, president of the Manotick Art Association, which is hosting its annual ‘Inspirations’ Spring Show and Sale from April 21 to 23 at the Manotick Curling Centre..

“I think that’s what motivates so many artists,” said the Manotick resident, who will be one of more than 50 artists selling their art at the show.

It typically draws a large crowd of about 1,100 to 1,200 people from around the region.

“It’s very well-attended and very well-supported by the community,” Coulterman said.

MPP slams water quality in Edwards

Residents of a small mobile home park near the village of Edwards have been told by public health officials not to drink their water since June 2016.

The advisory has garnered the attention of Nepean-Carleton MPP Lisa MacLeod, who said the property management company, Killam Properties, should be “ashamed.”

“This is third-world quality water in the capital,” MacLeod said, adding residents have shown her white shirts that turned yellow after being washed in the local water.

Lynnwood Mobile Home Park has had problems with the quality of its drinking water for more than three decades.

Elevated levels of trihalomethanes – compounds that can form when disinfection products such as chlorine or bromine are added to water to kill inactive organisms such as bacteria and viruses – are the reason for the advisory from Ottawa Public Health.

The acceptable levels of trihalomethanes are 100 micrograms per litre or less. The levels at Lynnwood are between 105 and 170, according to the advisory.

The advisory also says elevated levels of sodium don’t meet the Ontario esthetic (taste) objectives and may pose a risk for people with high blood pressure or those who need to keep their sodium intake in check.

The advisory goes on to say that arsenic levels in the water are now acceptable, suggesting that at one point they were not.

“Not only is the water of poor esthetic quality, but it’s not potable,” MacLeod said.

She has been working on the problem since 2006, first with community leader Doug Thompson and then later with Osgoode Coun. George Darouze.

There are less than 50 homes in the mobile home park off York’s Corners Road, which makes connecting the residents to another water supply difficult, since the cost would be high.

One of the options was to connect to the water supply out of the Township of Russell, but that would require a water tower and re-chlorination, Thompson said. And residents would have to change all the pipes going into their homes.

“Right now they have two- or three-inch PVC pipes, and they won’t be able to handle the pressure from that type of system,”

He said the park opened in the ‘70s and has had water quality issues for the better part of 45 years.

The former mayor of Osgoode and City of Ottawa councillor for the area said he would go out and visit people in their homes and be amazed at the water.

“They’d fill a cup and it would be full of sediment,” he said, adding an application for a mobile home park on that land would never be approved by today’s council because of the quality of the groundwater and the clay.

Nepean-Carleton MPP Lisa MacLeod Thompson said there have historically been issues with the septic system at the park as well. ​ MacLeod said when local politicians couldn’t get anywhere with a government fix, they tried to work with the property owner, but so far it has fallen on deaf ears.

“They probably don’t think it’s worth the investment,” she said. “But this is affordable housing, these people have nowhere else to go.”

The clock is ticking for MacLeod, as she’s working to solve the problem before she hands over the Carleton community in

the next election.

A change in the distribution of provincial ridings to mirror some of their new federal counterparts will mean MacLeod won’t represent the rural part of her riding anymore.

“I have 12 months left to try and get some action on this,” she said of her decision to publicly shame Killam in the legislature on March 27.

MacLeod said she wants to send the company’s board of directors water from Edwards – a stunt similar to that in the movie Erin Brockovich.

Pamela Cromwell, vice-president of tenant experience for Killam, wrote in an email that the company is disappointed in MacLeod’s choice of language.

“We do not believe her comments portray an accurate assessment of the situation,” Cromwell wrote.

Cromwell said prior to MacLeod’s comments, Killam was already was in the process of installing new water-treatment equipment.

The work includes additional filtration, removing the aging cistern and replacing it with a contact pipe and pressure tanks, and providing a new building with an upgraded power supply.

Cromwell said during the renovations to the system Killam supplied residents with bottled water.

“The additional design, equipment, installation and commissioning of the upgraded water treatment system will cost approximately $225,000 over the next few months,” she said.

“Add to this the $770,000 capital outlay that Killam has already spent in the community (mostly for water and septic) and it equals $995,000, or $19,500 per existing tenant. This is a substan-

tive investment.”

Killam purchased the property in 2005.

Cromwell said consulting engineers spent a number of years investigating the Russell Township connection.

“Killam did ask various government representatives to assist us in working with the City of Ottawa to connect to municipal water … Killam was ultimately told that we would not be permitted to connect,” Cromwell said.

The company also investigated the potential connection to the Carlsbad Springs system, Cromwell said, but because of cost estimates that solution was also out of reach.

In 2008, the company drilled an exploratory well in an effort to find a better quality water supply.

“The well was insufficient to supply the property,” Cromwell said.

“It is our understanding that the City of Ottawa managed Lynnwood’s water system for about 30 years prior to Killam’s purchase and we are not aware of the city adding any additional treatment during its tenure.”

HANDS ARE TIED

Osgoode Coun. George Darouze said the city’s hands are tied, as the property is privately owned.

“This shouldn’t be happening, but the city has no teeth to force the property owners to do anything,” he said.

When asked whether public health could shut down the property, Darouze said that would just be trading one problem for another.

“There’s not much affordable housing in the area, and these people have nowhere else to go.”

his month marks the 100th anniversary of one of our country’s pivotal moments – the Battle of Vimy Ridge.

It was on April 9, 1917 that four divisions of the Canadian Expeditionary Force joined together in an effort to overtake the Germans who had succeeded in securing and defending the strategic ridge, located in the north of France near the town of Arras. The Canadians would pay a huge price for victory but in overtaking the enemy, once thought to be unbeatable, they accomplished something the Allies had failed to do on several previous occasions during the First World War. This battle represented a coming of age for the country. Still so closely tied to Great Britain, Canada distinguished itself for the bravery of its troops, its training and determination.

Vimy memorial restoration took years to complete

icole Chénier looks at two faded photographs and wonders what the two men in the black-and-white copy were like.

She never met Olivier or Wilfrid Chénier. If the First World War – and the Battle of Vimy Ridge – had never taken place, she would likely have known her two cousins very well.

Olivier and Wilfrid were brothers, growing up on a farm in nearby Buckingham, Que. They enlisted in the Royal Canadian Regiment the same day. They served together, and then died together the same day at Vimy at age 26 (Olivier) and 27 (Wilfrid). Today they are buried side by side, beneath the French soil.

Nicole, who today lives in the South Keys area, says her father often told stories, but never had much to say about her cousins Olivier and Wilfrid.

“I think my dad was too young,” says Nicole. “He didn’t know a lot about them. I think for some reason (the family) never talked about it.”

Nicole has an elaborate package of research about the Chéniers (at one time spelled Chené) and the family’s centuries in Canada. The family dates back to the 1600s in France.

Despite the 100 years since Vimy Ridge took the lives of more than 3,000 Canadian soldiers, there are still holes in families – and family histories. Those who died are still remembered, even as the decades pass.

If they had survived the war, Nicole is sure Olivier and Wilfrid would have returned to work on the family’s farm. She would have been much younger than them, but is sure they would have spent time together.

“I think the family would have been really proud of them,” she said. “I’m sure they would have been heroes in the family.”

Have a clunky TV or computer monitor that’s taking up space? If so, you could help River Ward preserve its title as the city’s reigning e-waste collector.

“I’m happy to report that River Ward had the highest e-waste collection in the city last year. We are No. 1 in the city,” said River Coun. Riley Brockington, who is again hosting an e-waste collection drop-off during his second annual ward-wide Earth Day celebration April 22.

Last year’s e-waste collection drew 325 residents and 22,440 pounds of e-waste. Combined with another collection last August, which generated 15,000 pounds of e-waste, that secured the ward’s eco-title.

“This gets diverted from our landfill and gets recycled and reused,” Brockington said.

The theme of his upcoming Earth Day celebration, which takes place at the Hunt Club-Riverside Park Community Centre, will be “get energy smart.” An expert from Tucker House will offer a host of options that people can easily do to conserve energy at home.

A volley of gunshots shattered the quiet outside a Billings Bridge apartment building.

Numerous callers flooded the 911 dispatch centre reporting that several gunshots were heard on March 31 just after 1 a.m. outside an apartment high-rise at 2201 Riverside Dr. The calls originated from the 1200-block of Kilborn Ave., located behind this apartment building.

There were no reports of injuries.

“Several calls were received,” Const. Mark Soucy, Ottawa police spokesperson, said of the city’s eighth shooting of 2017.

“Officers arrived, found a lot of people fleeing the area, some of them matching the description of the suspects.”

Four of those fleeing on foot were arrested. An undisclosed quantity of cash and drugs was seized from the male suspects, Soucy said, adding that bullet casings were also discovered

Not long after the first round of arrests, police pulled over a vehicle near the Billings Bridge Shopping Centre at Riverside Drive and Bank Street and arrested three suspects.

Police may be seeking additional suspects, as two more vehicles were seen in the vicinity of where the shooting took place, said Soucy, adding that police don’t yet know how many more people may be connected to the violence.

East district investigators are

leading the case rather than the guns and gangs unit, which typically investigates all shootings in Ottawa.

That could be because this shooting may not be tied to gang activity, Soucy said, but added the motive behind the shooting remains an unanswered question. Police will consider gang ties over the course of the investigation.

“They won’t shut the door on anything,” Soucy said.

No charges have yet been laid.

Museum site to house new reseach, innovation campus In his time at the corporation, the longtime Ottawa resident was known for embracing change and innovation.

Under his leadership, the Canada Science and Technology Museum has been undergoing an $80.5-million redesign, and plans were launched for a new $7-million outdoor science park as well as a $156.4-million collections facility at the site.

As well, the corporation became the first public-service institution in the country to remove its firewalls last spring, allowing the public to gain digital access to a treasure trove of historical documents through its new Open Heritage digital portal.

During his tenure, staff meetings were broadcast live, a

virtual gaming experience was developed and exhibitions went on the road, such as to the annual Ottawa Comiccon.

“It’s kind of like a second lease on life within the institution at the 50-year point with the anniversary,” Benay said of the changes, but downplayed the importance of his leadership, insisting that it was a team effort and that his job was to “remove roadblocks and find money.”

Benay isn’t leaving behind a to-do list per se, what with the museum’s overhaul in full swing and work already underway for the collections facility, which is pegged to open in 2018-19.

“The big piece for us is getting over the finish line,” Benay said.

Proulx has experience as CEO of the corporation, hav-

ing served as the interim leader twice before. He has been the corporation’s chief operating officer for the past decade.

His background is in finance and business management.

Proulx said in addition to the museum’s renewal, the corporation has fostered some important connections within government and the private sector that will help keep change at the forefront.

“This institution is growing leaps and bounds,” Proulx said of the organization, which also manages the Canada Aviation and Space Museum and the Canada Agriculture and Food Museum. “You’re not going to recognize it in 10 years because the momentum that we’re

2887 Riverside Drive - Youth Services Bureau In early 2017, the City of Ottawa’s Housing Services Branch publicly announced that four new sites across Ottawa had received funding for new affordable and/or supportive housing. One of the successful organizations is the Youth Services Bureau, located at 2887 Riverside Drive. The YSB proposes to demolish their brick building, currently used as an open-custody centre for incarcerated youth, to develop a four-storey, 39-unit low-rise apartment building that will provide supportive housing for at-risk, vulnerable youth aged 16-24. The incarcerated youth will leave River Ward for another facility. The new building will include a “Youth Hub” where the YSB and community partners will offer integrated programs and services. There will be a public meeting later in the year for the community to learn more about this project.

OC Transpo Bus Shelters As part of the Public Transit Infrastructure Fund (PTIF) funded by the Federal Government, OC Transpo will be able to provide new bus shelters and bus pads across the city, including River Ward. Construction will take place during the 2017 calendar year. Locally, we will see improvements at the following locations: New bus shelters will be added at 3344 Uplands Drive, north side (Stop#4173), Hunt Club Road, south side at Paul Anka Drive (Stop#4190), and at Springland Drive just east of Hobson Road (Stop#4132). Stop 4132 has recently been relocated 20m to the east to the pathway connecting to Brookfield HS. Head-on crash sends 3 to hospital

Three people suffered serious injuries in a head-on crash involving two vehicles on the Airport Parkway between Brookfield and Walkley roads the morning of March 30.

One of the crash victims, a driver, became trapped and firefighters used hydraulic cutters and spreaders to extricate them from the vehicle following the crash which happened around 9 a.m. Fire crews were able to remove the victim by 9:18 a.m., Capt. Danielle Cardinal, Ottawa fire spokesperson, said in a statement.

Denis Gagnon, an operations superintendent with the Ottawa Paramedic Service, said paramedics treated three people at the scene: • A female in her 20s suffered a head injury and multiple fractures.

She was transported to hospital in critical condition.

• A 28-year-old male suffered a critical head injury.

• A 55-year-old male was treated for abdominal and extremity injuries.

He was in serious but stable condition.

Ottawa police spokesperson Const.

Marc Soucy confirmed patrol officers were leading the investigation, but could offer no details about the cause of the crash or the make and model of the vehicles involved.

“They’re still investigating it, but I can tell you it’s a head-on collision,” he said, adding that the collision did not happen on an on- or off-ramp. “It was on the Parkway between Brookfield and Walkley.”

Hog’s Back Bridge to close

The Hog’s Back Bridge will be out of commission to motorists, cyclists and pedestrians for the better part of a week for maintenance.

Users of the busy thoroughfare between Riverside and Prince of Wales are being asked to use alternate routes from April 5 at 6 a.m. until April 13 at noon while the bridge undergoes preventive maintenance, according to a city advisory issued April 3.

Preparation time: 35 minutes Cooking time: 7 minutes Serves four Ingredients • 12 oz (375 g) boneless skinless turkey breast, cut into bitesize pieces • 1 tsp (5 mL) paprika • 1/2 tsp (2 mL) each ground cumin, coriander, ginger and salt • 1/4 tsp (1 mL) each ground cinnamon, pepper and cayenne pepper • 2 cloves garlic, minced • 3 tbsp (45 mL) vegetable oil • 1/2 cup (125 mL) prepared hummus • 1/2 cup (125 mL) packed parsley leaves • 2 tbsp (25 mL) apple cider vinegar • Salt and pepper • 1 head leaf lettuce, torn in bite-size pieces

• 1 cup (250 mL) diced cucumber • 1/2 cup (125 mL) crumbled blue cheese (about 2 oz/60 g) • 2 hard-cooked eggs, halved • 1 tomato, cut in thin wedges • Half each sweet yellow and red pepper, cut into strips • Fresh sunflower sprouts or coriander sprigs Preparation instructions In medium bowl, place turkey. In small bowl, combine paprika, cumin, coriander, ginger, salt, cinnamon, pepper, cayenne

and half of the minced garlic.

Sprinkle over turkey and mix well.

In large non-stick skillet, heat one tbsp (15 mL) of the oil over medium-high heat. Add turkey and stir-fry until cooked through, about six minutes. Remove from heat and set aside.

In blender, combine hummus, parsley, vinegar, remaining oil and garlic and two tbsp (25 mL) of water; blend until smooth. Season to taste with salt and pepper. Cover and re-

frigerate until ready to use.

On large platter, arrange lettuce evenly. Place turkey (warm or room temperature) in centre and arrange cucumber, cheese, eggs, tomato and peppers

around turkey. Serve drizzled with dressing or serve dressing on the side. Sprinkle with sunflower sprouts.

Microchipping: Your Pet’s Way of Telling Who They Are and Where They Live

A microchip provides a permanent means of pet identification.
