The four-lane widening of Leitrim Road won’t happen until after 2031, and while its planning is now underway, it can’t happen soon enough for Findlay Creek and Leitrim residents and area commuters.

“There’s been nothing done on the road infrastructure on the south end,” Findlay Creek resident George Barrett told Gloucester-South Nepean Coun.

“We’re going to have high demand and we need to put money into that, and we can’t wait another 15 years. We can’t wait for the airport,” Barrett said, referencing a plan to construct an eastwest runway at the south end of its property, tentatively slated to happen around 2045.

An electrical fire broke out at a Canada Post office building on Heron Road over the weekend, causing $1 million in damages.

“The cause is deemed accidental, electrical,” said Capt. Danielle Cardinal, Ottawa fire department spokesperson.

Fire crews were called to 720 Heron Rd. in the Confederation Heights building complex within the Riverside Park community on Sept. 23, at 6:37 a.m.

Flames licked at the first floor and smoke could be seen coming from the second floor of the four-and-a-half-storey 5,000-square-metre building, according to the fire department.

The heat inside the building was so intense windows broke and firefighters triggered the arrival of more crews by declaring a four-alarm fire.

That is, in part, why the city is now planning Leitrim’s makeover, in order to map out and set aside land where a portion of the road is proposed to go, 800 metres south of where it is now.

It must be diverted around that future runway.

As well, developers are also planning out new subdivisions in the Leitrim area southwest of Bank Street and Leitrim Road.

Part of the new Leitrim Road will wind through some of those future neighbourhoods on land owned by Tartan and Tamarack homebuilders.

“Once it’s developed, there’s our opportunity gone,” Frank McKinney, the city’s program manager in transportation planning, said of pressing ahead now with planning.

A blueprint is also needed to plan for a grade separation at Leitrim and Albion roads to accommodate the future southern extension of the Trillium O-Train line.

“It’s going to be push, push, push,” Barrett, a former Gloucester South city councillor, said of advocating that Leitrim receive attention sooner rather than later to improve safety amid rising traffic volumes.

“We need the widening as

soon as possible,” he said, also stressing the importance of updating traffic-clogged intersections in the area, such as Bank and Leitrim, which he says is a “death trap” because the intersection doesn’t line up and sightlines are poor.

“The police are putting their lives on the line going through that intersection. So are the firefighters,” Barrett said of the nearby Leitrim fire and police stations.

But Qaqish said intersection modifications are coming to Bank and Leitrim next year, and then to Albion and Bank within the next two to three years, to improve flow.

Everyone agrees Leitrim needs improving, he said.

“We knew it needed to be widened a decade ago, so nobody’s questioning that. We don’t need petitions or traffic counts (to know that),” Qaqish said.

During the meeting, Leitrim, Findlay Creek and Riverside South residents learned of the city’s preliminary recommendation (out of 11 corridor options) for the redesign of nine kilometres of Leitrim, which will become a complete street with cycling lanes and a multi-use pathway.

“The size of the communities are showing (a projected)

55,000 residents in Riverside South and 17,000 (in) population in Leitrim,” said Ron Clarke, a senior planner with Parsons Consulting, noting the value of updating the east-west route that connects Riverside South and Findlay Creek. “Together, we’re talking about twin communities of over 70,000 people.”

“It does not mean it is a route where trucks are directed to from far reaches of the city.”

However, locals are raising concerns about motorists cutting through Findlay Creek to access the updated Leitrim Road via Kelly Farm Drive, which has yet to be completed.

“I think there will be less advantage to go into the neighbourhood to get around a brand new widened arterial road,” Clarke told Findlay Creek resident John Copeland.

River Road resident Joe Westra appealed for safety improvements to the River and Leitrim intersection — which is now the focus of a city study — and sounded the alarm over traffic volumes and high speeds on River with the opening of Vimy Memorial Bridge.

“Since that bridge opened …

River Road going north of there is a complete disaster from a traffic point of view,” said Westra, adding it has also become a 24hour truck route. “I just want you people to have some idea what you’re in for.”

Sarah Marsaw, with the Findlay Creek Community Association, agreed, and also raised concerns about truck traffic that will travel near residential streets in her community once Leitrim Road is upgraded.

She was told a section of it will be built within 150 metres of Bunchberry Way and Gracewood Crescent, side streets east of Albion.

“A lot of people moved here for its rural/suburban feel, and by calling it a truck route and having a truck route in the backyard of those neighbours is very concern-

ing,” Marsaw said.

But Clarke said nearly all arterial roads in Ottawa are considered truck routes.

“It does not mean it is a route where trucks are directed to from far reaches of the city,” he said.

“It’s not about attracting trucks, it’s about just permitting them to be on an arterial road,” he said, noting the area will one day be home to large employment areas, which creates jobs.

The two-to-three-year construction project, the cost of which won’t be known until the

18-month environmental assessment wraps up next spring, is proposed to include four lanes from east of Limebank to Bank.

It will remain two lanes between River Road and Limebank, though that segment will be improved.

A stretch of Bowesville Road at Leitrim will have to be severed to allow for access to the proposed airport business park.

A final open house on the study’s detailed design will be scheduled for winter 2018. Feedback must be submitted by Oct. 6 to city planner Katarina Cvetkovic by emailing katarina.cvetkovic@ottawa.ca, or calling 613580-2424, ext. 22842.

Stricter library porn policy doesn’t go far enough: Deans

While patrons of the Ottawa Public Library who view explicit content on branch computers will now be asked to stop if complaints are made, the policy update could go further to prohibit the viewing of sexually explicit material.

“Patrons of all ages use the public library and sexually explicit material is not something that should be viewed in a public place, and that should just be a matter of policy,” said Gloucester-Southgate Coun. Diane Deans, though she acknowledged the policy change is “better” and “a step in the right direction.”

Her ward office is based at the Greenboro Community Centre where the Greenboro library branch is located. That’s where two girls saw a man viewing graphic pornography on a public computer in a high-traffic area earlier this summer.

The girls’ mother said she was told staff don’t restrict patrons

from accessing legal internet content.

Following the incident, Danielle McDonald, chief executive of the Ottawa Public Library, sent an email to city councillors explaining “it is a fundamental tenet of a public library to uphold access to information without censorship.”

‘TOOL IN THEIR TOOL BOX’

The refreshed policy, made official Sept. 19, is now in line with what libraries in many other Canadian cities, such as Vancouver, Hamilton, Calgary and Gatineau, have adopted, said Beacon Hill-Cyrville Coun. Tim Tierney, chair of the Ottawa Public Library board.

“Staff now have that tool in their tool box to walk over, based on a complaint, and say, ‘Turn it off,’” he said, adding this applies to all blatantly offensive material and not just pornography. “The previous policy was to accommodate and say, ‘We’ll just shift you over out of sight.’ That wasn’t

holding water in my mind.”

In an emailed statement sent to Metroland Media, the Ottawa Public Library said, “Our policy has always been to respect the sensibilities of others. The main refinement is that we will amend our policy to request that customers refrain from displaying content (text or images) that may be reasonably considered offensive in a public setting.

“This could be content that is graphically violent, overtly sexual, or that contains threatening language, to provide a few examples,” the statement reads.

“And, if this occurs, our practice will be to ask people to turn it off or shut it down.”

The policy was updated following discussions Tierney had with library staff, his fellow councillors, library board members and residents, and following questions he posed to councillors in other jurisdictions.

“The consensus was pretty straightforward,” he said.

“And if we’re able to make ourselves on par with other library systems across the country, where they have this policy, it behooves us to do it.”

The solution is not as simple as putting up a firewall on the library’s computer networks to block unauthorized access.

“I have an IT background. You can get around any firewall with pornography. There’s only so much you can do,” Tierney said. “I think we’ve struck the perfect balance between integral freedoms as well as making sure that our clientele feel a level of comfort — if they see something wrong that they can report it and it will be addressed.”

Tierney did not respond to a subsequent request to speak about why an outright ban on the viewing of explicit online material was not enacted.

A 2015 third-party review of the library’s practices found it uses more filters than most public libraries in Canada, McDonald said in her email to councillors.

Filters are in place for illegal materials, such as child pornography.

Deans said she too supports intellectual freedom and is not sug-

gesting that filters be put in place to restrict access to information, and shared her views in a letter she wrote Sept. 14 to Tierney and McDonald in response to the Greenboro incident and McDonald’s initial explanation.

However, a stronger policy “would send a clear message to library patrons that their pub-

lic library is not only a place that protects and supports intellectual freedom, but it is also a place that values the safety and security of its clients at all ages,” Deans wrote.

“While I too support intellectual freedom and appreciate that OPL is not in the business of censorship, I do not consider the viewing of pornography as being an appropriate activity in a public place.”

Given the transition toward a more high-tech environment within the library system over the last two to three decades, it’s only natural that policies be updated to reflect that changing environment, said Tierney.

“Do I think this is the last evolution of the policy? No,” he said.

“There will be a new technology or there will be something new offered in the library that will force us to review it, and it should be part of a standard review process.”

Though now official, the policy update won’t be instant given the size of Ottawa’s library system, which has 33 branches and 650 staff members.

“It does take a bit of time for the policies to trickle through the system,” Tierney said. “But they’re anxiously moving ahead with it.”

Budget brainstorming comes to south Ottawa

South Ottawa residents brimming with ideas on how the city should spend its tax dollars can soon share them with the decision-makers who sit around the council table.

South Ottawa’s councillors host a number of public consultation meetings in October to help create a budget wish list.

Those discussions with residents are critical so councillors can gauge how they want to pay for pressing projects, programs and services, said River Coun. Riley Brockington.

“The reality is we’ve lived under tight fiscal conditions over a number of years and we’re seeing some greater budget pressures in some areas,” he said.

While he supports being “fiscally prudent and disciplined,” there may be some areas where those restraints have forced some projects to the backburner.

Council will likely hold the next property tax increase at two per cent for another year, though nothing has yet been set in stone, Brockington said.

“It’s a ceiling that council established without having a full understanding of what our constraints and challenges would be for this term of council,” he said.

“It doesn’t mean I want to raise taxes higher because I think you should always start at zero, and you should justify why things need to go up.”

Gloucester-Southgate Coun. Diane Deans echoed Brockington, saying that everyone has an interest in keeping taxes low and knowing that dollars are being well spent.

debt, the city’s core infrastructure is “deteriorating at a pretty rapid rate” and there is a $70-million annual infrastructure gap between what is needed for renewal projects and what cash is available.

“That’s a huge problem because that’s when you start seeing the deterioration of roads and a patchwork approach to fixing them,” Deans said.

For example, it would have cost about $5,000 to resurface each of the city’s more than two-dozen tennis courts.

“But now most of our tennis courts are in such terrible shape, they have to be rebuilt and it’ll be $40,000 (each),” she said.

Municipal government has the least ability to tax and yet demand for the money it does have in its coffers is growing, said Deans, adding the creative thinking is needed, such as ways to attract new business to broaden the tax base.

“I don’t think just saying we’re going to tax at two per cent tells the whole story about what’s really happening here,” she said. “We have a growing problem and I don’t believe we can continue to ignore it.”

Gloucester-South Nepean Coun. Michael Qaqish said he expects to hear a wide swath of wish-list items from his ward residents, ranging from investment in infrastructure and arts to recreation services.

The annual Terry Fox Run held at the Greely Community Centre draws a bigger crowd each time. MP Pierre Poillivere and myself gave a warm welcome to all the participants and sent them off to walk (or run!) down the path. As usual, the bake sale, lemonade stand and hot dogs were a big hit.

Thank you to Caroline Cavallin of “Shape Up” who leads the run each year along with so many other dedicated volunteers. This year there were over 200 participants and over $8,000 was raised!

Calwood Park Opening I was very pleased to officially open Calwood Park in Shadow Ridge II. The park opening included family fun activities like face painting, games, and more- all provided by Parks and Rec. The kids enjoyed Brittany McCullough’s balloon animals and sitting in the firetrucks of our volunteer firemen.

Live entertainment was provided by Alex Vala, who performed acoustic covers of some fantastic songs, and a few originals as well. This park opening was a great way for me to connect with the community, and for residents to connect with each other. I look forward to meeting all the new families who will be moving into the area. Get elder care right

T

he city is taking a long, hard look at its operation of long-term care homes.

But the province and the federal government need to carry out a similar review if things are going to get better, not worse.

The city’s review was prompted by a series of incidents, including a long-term care resident being punched.

There’s no doubt the municipal government wants to ensure that doesn’t happen again. The will is there to fix problems.

Part of the response has been the formation of an advisory group – one that includes the families of residents. Families are rightfully concerned, just witness the 40 pages of comments that were collected at one feedback session at Carleton Lodge in south Nepean.

The union which represents nurses in the city’s homes says staff are overworked. That’s supported by the statistics – Ontario has the lowest number of staff hours per resident.

Then consider that Ottawa’s homes have even

fewer hours per resident than the Ontario average.

What’s clearly lacking is funding, and not just here, but across the country.

The city, province and federal government know demand is increasing and will only grow in the coming decades. Canada needs to ramp up now.

Failing to act when a problem is entirely predictable is the definition of negligence.

Our governments need a strategy to hire the best people we can, train them well and pay them well. They will be part of our future.

We need more spaces in publicly funded seniors care, and more staff to provide the care. It is far less expensive, and far more suitable for the elderly, to care for them in long-term care facilities than in our hospitals.

And beyond the dollars and cents issue, there’s a moral question only government action can answer. Taking good care of those most in need is the right thing to do.

“It’ll give us a good sense of what people are interested in this year,” he said. “(Road) infrastructure and public transit are big ones because there’s lots of growth and development.”

Another hot topic he regularly hears about is a much-needed recreation facility for Riverside South.

In addition to the public consultation process, councillors will meet with the city manager and Mayor Jim Watson to identify priorities.

“We’re also asked where we can save or cut as well,” said Qaqish, who raised a motion in recent years asking for a review of city departments and staff positions to find savings, which led to a staff reorganization.

“I think that’s something that we need to look at regularly, with 16,000 (full-time equivalent employees) to make sure we’re keeping track of where the investments are going, where they need to be changed,” he said, but added that cuts can’t be done without careful examination since “our employees are also

our biggest assets.”

It’s about finding a balance, which isn’t easy.

“People don’t want to see any reductions in their services, but they also expect taxes to be as low as possible,” said Qaqish.

Residents are also invited to share their ideas and feedback on the budget by emailing budget@ ottawa.ca or their local councillors. For those on Twitter, users can tweet to @ottawacity using the hashtag #ottbudget.

“City councillors will be hosting sessions with residents from their wards to share their comments for the 2018 budget, including suggested priorities and potential areas for savings,” the city said on its website.

The city is also highlighting its website at Ottawa.ca where residents can prepare for the budget talks by accessing background information and budget resource materials.

Residents are invited to use an online tool called Citizen Budget at ottawa.citizenbudget.com to give feedback on municipal services and to understand how property tax dollars are spent.

Room for federal, city co-operation on Hog’s Back solution: McGuinty

Though Mayor Jim Watson has said the city won’t foot any part of the bill to address problems with the Hog’s Back Bridge, the federal government could still come knocking.

“I think there’s room for cooperation,” said Ottawa South MP David McGuinty, whose riding includes the bridge. “It might be financial contributions. It might be other ways of co-operating.”

“Just as we don’t ask the NCC to cover our areas of responsibility, it’s really not up to local taxpayers to pay for federal infrastructure,” he said in a previous interview with Metroland Media.

But McGuinty, who serves as chair of the National Capital Region Government Caucus, said the issues of the bridge need to be looked at “in a combined way.”

“I don’t know that it’s entirely a matter for the NCC, or whether the City of Ottawa ought to be engaged in this question of replacing or repairing the Hog’s Back Bridge,” he said.

“Certainly, it wasn’t the position of the Government of Canada to say that we weren’t going to put any money into light rail because the light-rail system is Ottawa’s,” McGuinty said, referring to the federal government’s one-third contribution to the LRT network.

Responding to an Aug. 22 letter written by Brockington, National Capital Commission boss Mark Kristmanson highlighted the results of Canada’s auditor general’s examination of the NCC, made public Aug.

The commission has a $22.7-million capital budget.

However, the replacement value of its assets is estimated at $1.7 billion.

The NCC has said it hasn’t receive a funding boost since the 2009-10 fiscal year, and its capital budget has been shaved by $6 million since 2013 due to government cuts and a shift in responsibilities.

How much money is required to address the infrastructure deficit is not yet known.

But the NCC said it would take five to 10 years to improve its assets. It has more than 1,700 properties in its inventory.

McGuinty acknowledged the auditor general’s report, which he said will be tabled in the House of Commons, and the funding constraints the NCC is facing. He said he repeatedly raised the bridge issues with the previous Conservative government, which refused to increase funding for the NCC. “It’s an issue right now our government is absolutely seized with, and one we’re going to

McGuinty does not know if additional funding will be made available to the NCC. “There is always the possibility that additional resources

might be found for the NCC and other organizations,” he said. “I think the question of funding levels for the NCC is an outstanding question that our government is addressing.”

The auditor general’s report is still fresh, but serves “as a strong call for revisiting funding levels given the important and, frankly, large mandate of the NCC,” McGuinty said, adding the commission needs time — “not too much, but enough” — to examine the bridge problems.

The commission is now waiting on a third-party consultant to finish studying its recent asset review. Those results are expected this fall.

Kristmanson acknowledged in his reply to Brockington the challenges with the bridge, that it is aging at more than 40 years old, and that the structure has experienced a “significant increase” in boat and vehicle traffic volumes within the last two decades.

However, the councillor said the letter did not include a timeline for a permanent solution.

“It’s not good enough because it leaves it open that these

unplanned, unexpected breakdowns will continue,” he said.

No schedule can be given until the consultant finishes analyzing what’s needed to restore and maintain the condition of the NCC’s assets, NCC spokesperson Danielle LeBlanc said in an email.

There were at least a halfdozen emergency closures earlier this year, Brockington said.

The swing bridge was scheduled to close for about a week in early April for preventive maintenance, but that was extended to a second week “due to unforeseen maintenance issues,” the NCC announced at the time.

The problems have been electrical and mechanical.

“As part of addressing the deferred maintenance of its assets, the NCC will be seeking to rehabilitate the bridge to ensure it is resilient and functional for the long term,” LeBlanc said.

While the bridge is considered to be in “fair condition,” many of its parts have reached the end of their life cycle given the age of the structure, said LeBlanc, noting this type of

But the foliage of the young English oak tree now taking root at the front of the Perley and Rideau Veterans’ Health Centre will one day shelter and provide shade to those who stop to read a nearby plaque, surrounded by small white stones.

Newell’s father, Harry, a military engineer, was wounded near Somme, France during the Great War, but was hospitalized when marching orders were issued to move the troops on to Vimy.

“That’s where he got gassed and shell-shocked,” Newell recalled.

join more than 6,000 other Canadians for the Vimy Pilgrimage, an overseas journey where they witnessed the dedication of the Canadian National Vimy Memorial on July 26, 1936 by King Edward VIII. It marks the site where Canadian troops took the Germanheld ridge, after the British and French tried and failed.

“It reminded me when I saw (the oaks) in 1936,” Newell said while admiring the sapling at the Perley Rideau. At 95 years old, he said he is now considered the lone survivor of the pilgrimage.

The oaks are now gone from the battle site. But there are efforts underway to repatriate the descendants of the original oaks from Canada back to their roots in France to help preserve Canada’s First World War legacy, McGuinty said during the unveiling ceremony at the Perley Rideau on Sept. 25.

The fact that those descendants remain are thanks to soldier Leslie Miller, from Milliken, Ont., who stood at Vimy Ridge in the aftermath of the battle scanning for a memento, though little remained due to the heavy shellfire.

“After the battle was won, many realized they had been part of something great,” McGuinty said of Miller and his fellow Canadian soldiers.

Miller found a half buried oak tree and collected a handful of acorns to be planted on his family farm, which he called the Vimy Oak Farm, now land owned by the Scarborough Chinese Baptist Church, where a grove of the storied oaks remains.

“However, there are no original oaks left on the Vimy Ridge battle site,” said McGuinty.

Young oak takes veteran back in time Continued from page 12

There is a plan to plant 100 of the Canada-grown oaks at the future Vimy Foundation Centennial Park near the battlesite memorial where they will serve as a living tribute marking the 100th anniversary of the battle and the ultimate sacrifice paid by Canadians.

The battle claimed the lives of almost 3,600 Canadian soldiers and wounded another 7,000, said Ron Buck, chair of the Perley Rideau’s board of directors.

BIRTH OF A NATION

“This battle, as you all know, was accepted as the birth of Canada as an independent nation,” said Buck, who spent 39 years in the Royal Canadian Navy, advancing to the rank of viceadmiral and serving as commander of the navy and vice-chief of the defence staff from 2001 to 2006.

“In April 1917, 170,000 Canadians in four divisions fought for the first time together as the Canadian Corps under Canadian command, achieving an outstanding victory where others failed,” he said.

The oak is a symbol of that.

The recent ceremony at the Perley Rideau demonstrates the importance of remembering “the service, heroism

and sacrifice of all who have served Canada,” Buck said, “and why this event is important in ensuring that we keep remembering those who served, so that we can continue to enjoy the freedoms that must never be taken for granted.”

Newell has returned to Vimy over the years, most recently in April for the 100th anniversary of the historic battle.

It should be compulsory for every Canadian to visit the battlefield, he said.

“Canada became a nation because of that battle,” said Newell. “Lord Byng (commander of Canada’s army during the war) said at five o’clock, as the battle was ending, ‘I just witnessed the birth of a nation.’ Before that, we were just a colony of Britain.”

Newell also served his country, as a flying instructor – the Harvard trainer and the Fleet Finch training biplane were his preferred aircraft – with the British Commonwealth Air Training Plan during the Second World War from 1942 to 1945.

The longtime Bel Air Park resident, who moved to the Perley Rideau earlier this year, did not enlist to follow in the footsteps of his father.

“I joined because I’m a Canadian,” Newell said. “I didn’t have to be conscripted.”

Long-term care problems spark fixes

It’s a tough job dealing with some of our most vulnerable residents, but the city says it is doing what it can to improve care at the four municipally run long-term care homes.

The oldest resident in the city’s homes is 109 years old, the youngest 43. Staff highlighted the differences, as well as the complex medical needs in a report to the community and

protective services committee on Sept. 21.

The report is part of the response to a “direction” from the province following a string of events, which included coveredup injuries and abuse at the Garry J. Armstrong home near New Edinburgh. The incidents resulted in a director referral order from the Ministry of Health and Long-Term Care, which made a series of suggestions — including the supervision of non-regulated staff, such as sup-

port workers.

Among the complaints was a staff member punching a resident in the face.

There are 712 residents at the city’s four long-term care homes. Garry J. Armstrong is the subject of four complaints under the Long-Term Health Care Act. There are 1,023 staff members for those homes. Residents could come in contact with as many as 15 staff daily and 468 of those staff members are per-

sonal support workers.

City manager Steve Kanellakos said staff, along with council, had a visceral response to the incident.

“Many of us have parents in long-term care facilities,” he said. “That said, staff is accountable for the service and care in our homes.”

Among the fixes proposed by staff are an advisory group, made up of families of residents, staff, stakeholders and management. There was a feed-

back session held at the Carleton Lodge in Nepean on Sept.

20, with more than 100 attendees and 40 pages of comments.

Janice Burelle, general manager of community and social services, said stakeholder engagement will continue into October.

Dean Lett, head of longterm care for the city, said all mandatory training on abuse will be done by Dec. 1 for current employees.

There are also plans for mandatory training to be done annually on things like infection control and abuse. All staff must follow residents’ care

plans 100 per cent of the time.

Not following can constitute abuse — especially if it’s things like a late meal or a missed dose of medication.

Jamie Dunn, executive director for the Civic Institute Professional Personnel, — the union that represents nurses who work in the homes — said members are overworked and underpaid, but attention to the issue has led to them being scapegoated.

“The finger pointing should stop and we should look for solutions,” he said.

Dunn said nurses are being assaulted at work and working without taking lunches or breaks.

“They’re often working later without being paid as well,” Dunn said.

Lett said he wanted to recognize that the city homes are lively, loving places, with activities that recognize different levels of cognition.

The issue of long-term care is complicated by the needs of the patients. Seniors are going into care later in life, often with several diagnoses and many suffer from dementia.

Included in the report was information about satisfaction surveys completed by residents and their families. Last year, 95 per cent of respondents said they were satisfied with their home.

Shad Qadri, who chairs the board of health, asked about the ability of residents with cognitive impairment to properly complete a satisfaction survey.

River Ward Coun. Riley Brockington was concerned about the disconnect between

the hours of care Ottawa provides and the province, as well as high scores on satisfaction surveys, paired with complaints of abuse by nursing staff.

“The comments from Mr. Dunn about overworked staff and the amount of resident care doesn’t mesh,” he said. “What am I missing here? How can satisfaction be so high? Are you just not asking questions that get to the heart of it?”

Lett reiterated that the set of incidents shouldn’t tarnish the city’s care as a whole. “I appreciate the reactions to this order and the disbelief that one of our staff would abuse a resident,” he said, adding the city was surprised to see three homes included in the order.

“The response was that inspectors felt there was a risk at the other facilities,” he said, adding any changes will be implemented across the board.

Adele Furrie, a member of the advisory board, commended the dedication of members during a difficult period, and said management should take responsibility for what happened but so should the ministry.

“The ministry should revisit

the standard. Does it really reflect today’s reality?” she asked, adding residents have more complex needs.

Furrie said the ministry should also look at the funding for personal support workers and whether they get paid adequately for their services.

The city provided $14.3 million toward long-term care last year, Burelle said.

Beverlee McIntosh, from the Ottawa Council on Women, said hours of care provided to seniors in Ontario is among the nation’s lowest.

The provincial average is 3.15 hours a day per resident. In Ottawa, that number is 2.56.

Committee chair Coun. Diane Deans asked if the hours of care provided by the city are enough. Burelle said staff is looking at the service delivery model to see if staffing levels could be brought up during peak times.

While Deans said staff have shown a “monumental effort” to deal with the problems, there needs to be a national strategy on long-term care. “What keeps me awake at night is the future, as baby boomers get older.”

The Humane Society of the United States (HSUS), publishers of Animal Sheltering magazine, just printed a feature article on the issue of backyard chickens. The demand for a bylaw to allow raising chickens in the urban parts of the city hasn’t come up in Ottawa lately. The OHS last corresponded with council on the issue in 2010, but the topic is too trendy not to rise again.

Back in 2010, the OHS provided a list of arguments and concerns, vehemently opposing urban chickens. The list was long and far-reaching, and included concerns about the care and welfare of the chickens, and the need to a plan to care for the chickens when no longer wanted or at-large. Other concerns ranged from noise to disease transmission.

Troubles in the Hen House

While the HSUS article acknowledges that, in some cases, chickens might be better cared for in a backyard than a factory farm, it adds a number of facts and anecdotal information that underscores that in most cases, urban chickens are a bad idea that is becoming more common. Untrained hobbyists read up on raising the birds online where misinformation is rampant, treating ailments with ineffective home remedies and leaving the animals to suffer. Chickens, descended from tropical ancestors and not designed for snowy winters, are left to freeze outside in harsh northern climates. The hatchlings are most often purchased online from hatcheries that sell to factory farms — the same industry the self-styled urban poultry producers are taking pains to avoid. Then, when the hobby grows tiresome, the chickens are abandoned.

The article points to some hard facts that were not available when the OHS was presenting our concerns to city council. The Centers for Disease Control and Prevention in the U.S. says it “‘…saw the largest number of illnesses linked to contact with backyard poultry ever recorded’ — eight separate outbreaks of human salmonella infections affecting 895 people from 48 states.”

T-bone crash near Greely claims life

A crash outside of Greely Friday night turned deadly.

Emergency crews were called to 8197 Parkway Rd. at Eighth Line Road east of Greely, where a pickup truck and a car collided on Sept. 22 just before at 6 p.m.

“A pickup T-boned a car on the passenger side,” said Marc-Antoine Deschamps, Ottawa paramedic spokesperson.

The car suffered extensive damage in the crash and had “to be cut in pieces” by Ottawa firefighters

so the passenger and driver could be pulled from the wreck, Deschamps said.

Both were unconscious and in critical condition when paramedics arrived on scene.

The female passenger, in her 20s, suffered a head injury. The male driver, in his 30s, also suffered head injuries and “deteriorated quite quickly” while en route to the hospital, Deschamps said.

The patient later succumbed to his injuries.

The driver of the pickup suffered a fractured ankle and was taken to hospital as a precaution, said Deschamps.

The Ottawa police collision investigations unit is leading the investigation.

Sex assault suspect arrested

A suspect wanted by Ottawa police in connection with the sexual assault of a woman at a Riverview Park apartment this month has been arrested.

Ottawa police announced Sept. 19 that Yannick Mugabo, 23, of Ottawa, was arrested by Montreal police in that city early in the morning on Sept.

18, and was scheduled to be brought back to Ottawa where

he will be formally charged.

A member of the public tipped police off about his whereabouts, according to Ottawa police.

Police here made a public appeal for help on Sept. 5 in identifying a man based on a series of images taken the day of the assault at an apartment on Riverside Drive near Smyth Road on Sept. 2 around 3:45 a.m.

Police urged people not to approach Mugabo if they spotted him.

“Montreal police have charged Mugabo with other charges, and he will not be coming to Ottawa until he appears in court in Montreal,” sexual assault investigators told Metroland Media.

The suspect, who Ottawa police say is known to them, is expected to face charges here of sexual assault, robbery, breaking and entering, fraud and breach of probation.

Investigators are concerned there may be other victims.

How to manage kids’ allowance

T

here’s no magic bullet when it comes to doling out cash to kids.

It’s a subject that comes up time and again among parents. As ages and stages change, the system of allowance that seemed to work for a while comes up empty.

As kids get older, they typically need more money for things, but with that cash comes responsibility.

“I don’t think you have to start giving allowance at three years old,” says Judith Cane, a money coach and financial planner in Ottawa. “When it comes time for them to start paying for things of their own, then they need an allowance.”

Cane notes that, even before children are old enough to handle money on their own, they should be given the opportunity to learn some lessons around how finances work. Something as simple as taking young children to the grocery store and teach-

ing them how to follow a list and compare prices is a great exercise. Giving kids a limit when buying back-to-school clothes can make a learning game out of money management.

Once kids get a little older and they’re starting to want spending money for collector cards, trips to the cinema or candy — from about age seven, depending on the child — that’s when a set weekly allowance can be introduced. Cane disregards the long-held tradition of tying allowances to kids’ chores. It undermines that message that, as a member of the family, kids should

be helping out around the house.

Basic allowance, says Cane, should be used as a money management tool.

There’s no hard and fast rule on how much to give, but half the child’s age weekly is a decent rule of thumb. Extra allowance can be effectively used as an incentive for kid chores that go above and beyond, says Cane; things like mowing the lawn, cleaning out the garage, or painting the bathroom.

Once the money is given, parents necessarily have to dictate how it’s used. “But really the children should make their own decisions about how to use the money.”

She adds that some kids may “give” in other ways, such as through church or a civic organization, so dictating they donate money when they have so little to work with may be going overboard. When it comes to saving, Cane doesn’t believe in kids saving just for the sake of having money in the bank.

“If they’re saving money, there should be a goal attached to it.”

about instant gratification of spending versus saving toward something long term.

When it comes to things like school lunches, birthday parties and other social activities outside of a child’s weekly budget, it’s up to the parents to determine who pays.

My son recently announced he wants to buy lunch at the cafeteria weekly. I told him it would come out of his own pocket. Cane suggests a more moderate approach for those who may want to deal with it differently.

“If it’s two dollars, say, then maybe that’s what you can contribute over and above the weekly allowance once a week or a few times per month to help the child buy a lunch out. It’s a compromise.”

The allowance years are time-limited, suggests Cane, and should be seen as a basic income to help kids learn to manage their finances from middle childhood until they’re working teens.

“As soon as a teenager gets a job, that should mark the end of the basic allowance from parents,” says Cane.

Lessons from Grandma

I

had the chance to hold a newborn baby girl the other day. I looked down at her squishy little face and thought, imagine if she lives to 102 like my grandmother?

That would bring us to the year 2119. What will life be like then?

How far will we advance – and in what ways will we be forced to go ‘back to basics’?

My grandmother Victoria was born in Gracefield, Que. in 1915.

She was one of three sisters. The girls went to a school run by nuns but Vicky was not destined for the convent. She married an Irishman and had five kids.

My mother was the only girl, among four brothers. There wasn’t much money to be had, but my mother learned how to cook a nutritious, satisfying meal out of very little. She certainly learned the value of a dollar.

Eventually Vicky left her husband and chose to raise her kids on her own. That couldn’t have been easy, with English as her second language, in Ottawa in the 1950s.

Vicky always had a way with

food – and she loved to feed people. She worked in the cafeteria at Carleton University for a time, as a caterer, and a server at the Chateau Laurier. She had an extremely strong work ethic and didn’t let language barriers or any other obstacles stand in her way.

I seem to have inherited her uberoptimistic personality, waking up after a negative experience with the attitude, “Today is another day. The slate is wiped clean. The possibilities are endless.”

My grandmother was one of the first people to teach me about a sustainable lifestyle. Living in a little renovated schoolhouse near Gracefield, she kept a garden, chopped wood to heat her house and traded goods for milk and eggs.

During blueberry season Grandma would take a few tin buckets to the rocky hillside and disappear for the morning. She brought back enough berries for everyone to enjoy fresh and for the winter too. Her raspberry preserves were my favourite, though. A spoonful of that sugary concoction with a blob of

other said I was old enough.

There were many little chores I was already doing, like keeping the wood box full, and making sure the pan under the icebox didn’t overflow. And now Mother said I was old enough to make butter! I was both delighted and annoyed. Delighted because this was a very important job, and annoyed because we always churned on Saturday morning, and this new chore was certainly going to cut into my playtime. My sister Audrey, who up to then, was in charge of the churning, was more than happy to give it up. I certainly didn’t have to be taught how to do it. Goodness knows I watched Audrey every

Saturday, and to me, all I had to do was sit on a chair, with the churn between my knees, and plop the plunger up and down in the cream until I made butter. It was an early fall day when Mother announced that was the Saturday when I would take on this new chore. The churn had been rolled into the kitchen, very carefully, because it was half full of cream, and

a chair put in front of it. I was ready to begin. But Mother said I would have to put on a big pinny, and it didn’t take me long to find out why. I had watched Audrey often enough to know that you simply grabbed the plunger with both hands and pumped until you could feel butter forming in the bottom of the churn. So I pulled up a chair, wrapped my bony knees around the churn, and began. Plop, plop, plop. I speeded up the pace, figuring the faster I went, the sooner I would be finished. The lid on the churn had a hole in the center big enough to give the plunger lots of room. It didn’t take me long to find out why I had to don the big flour-bag pinny. The cream splashed up

through the hole, and since I was so much shorter than Audrey, much of it hit me square in the eyes, and the front of the pinny was soon covered too.

Audrey said going faster did nothing to hasten the butter.

She was right ... my arms ached, and I could tell nothing was happening in the churn.

Also, my bottom started to develop pins and needles, so I had to stop the process to fetch a cushion from the couch to sit on. It looked to me like this was going to turn into an all-morning job. The wall clock ticked away, and I could feel my eyelids start to droop, and it felt like any minute I was going to keel over in a heap on the kitchen floor. And then it happened. The plunger was no longer splashing cream out the opening in the lid. It got heavier and heavier to pound,

even Mother and Audrey who were doing other things in the kitchen, knew that the moment had come. They could tell by the sound. My arms felt like lead. Mother came over and lifted the lid, peered inside, and said, “Well, good for you, Mary. You have made your first batch of butter.”

The rest of the job would be up to my sister and Mother.

With a big flat wood scoop, the butter was moved to the largest bowl we owned, and without measuring, Mother tossed in some salt. The butter was mixed and mixed until it was to Mother’s liking, and then pressed into the butter mold.

Packed down until it was a solid mass, the butter was then released from the mold onto waxed paper.

Audrey said it was exactly a pound when it came out. It

would be wrapped and put in the ice box, some of it peddled door to door in Renfrew, and the rest of it used on our own table. I had never been so tired in my life. I went over to the creton couch by the stove, and stretched out, aching from top to bottom.

I figured it was too soon to try to barter with my sister to change back to her making the butter, and me doing something that didn’t wear me down to a dishrag.

Mother could see the state I was in, but instead of giving me sympathy she said, “each Saturday it will get easier.

You’ll see.” I didn’t believe her for a minute. And I wondered how long it would take for that feeling of accomplishment for a job well done that Mother always talked about, would hit me.

Vote coming for Castor Valley crowding plan

Castor Valley Elementary School is heavily overcrowded, and staff are asking trustees to begin consulting residents on the best way to alleviate the issue.

At the committee of the whole meeting on Sept. 19, trustees carried a motion to create a consultation committee. A vote on whether the board will go forward with the committee was to be held Sept. 26.

Currently, the school is operating at around 150 per cent capacity, which is projected to reach 190 per

cent by 2021.

Because the school is located in such a rural area, it runs on private water and sewage services.

Those are also at capacity with very little room left. The school’s 12th portable classroom was built last summer. The main reason for the overcrowding is the early French immersion program. It’s one of three in the area along with Osgoode Public School and Kars on the Rideau Public School – both are also operating close to full at 93 per cent.

Staff have devised a plan that could alleviate the pressure on Cas-

tor Valley. According to a report, the introduction of an early French immersion program at Metcalfe Public School would offer a local alternative for students and help alleviate the problem.

Also considered in the consolidation is the rapid growth that Greely has seen over the last several years. According to the report, a new school is needed to accommodate growth. The immediate concern, though, is Castor Valley.

The problem with that part of the city is everything is spread out and having students move from one school to another is no easy feat,

the report said. As well, Metcalfe is the best viable option as it is a lot closer than other schools in the area that offer early French immersion.

“One of the challenges of the Osgoode area is purely, simply, geography,” said trustee Lynn Scott.

None of this will be brought forward without board approval after the consultation has been held. A working group of local staff and board members will be formed by the end of September and public meetings will be held. The final public consultation will be held in December and any decisions will be released in January.

No ‘blue babies’ in Greely: Darouze

Osgoode Coun. George Darouze has cried foul on media reports that water is toxic in Greely.

A staff report, detailing rising nitrate levels in the municipallyrun communal well at the Shadow Ridge development, was presented at the city’s environment committee Sept. 19.

Darouze said the summary of the report out in the public is inaccurate and has fostered a lot of anxiety among residents.

“There are no babies turning blue in Greely,” he said, referring to an illness that causes bottle-fed babies exposed to unsafe water to be deprived of oxygen, with potentially fatal consequences.

“People are worried about

their property values. It’s the first thing that comes up when you Google Greely now. Toxic water.”

The levels of nitrate in the well have been rising since 2009, but staff say it’s still within safe drinking levels.

The point at which it becomes unsafe is 10 mg/L. Right now, that number hovers around 4.5 mg/L. The city’s known about the issue since an open house held by the Raisin Region Conservation Authority in March 2012.

The solution presented was to dig deeper, into a cleaner aquifer.

Nitrates can get into ground water from leaking septic tanks, fertilizer run-off or the erosion of natural deposits underground.

The development served by the communal well is west of

Old Prescott Road. There’s a new subdivision planned for the land immediately to the east, but it will have a privately run well.

Darouze said only five per cent of Greely’s residents use the well in question, as most people are privately serviced. He called for a public meeting to help allay residents’ fears.

Kevin Wylie, general manager of public works for the city, said a statement about the water quality is in the works — there are also plans to let people know how they go about testing the quality of their water in private wells.

While there’s been no budget for the project presented, staff said design work on a deeper well could begin in 2019 or 2020. The estimates show that it may be 12 to 15 years before the water

reaches unsafe levels.

Adam Sooley, president of the Greely Community Association, agreed in a letter obtained by Metroland Media.

“Greely is a community of approximately 3,600 households and businesses, out of which less than 200 households are in the Shadow Ridge I and II,” the letter reads.

Sooley said all households using the Shadow Ridge II well system were notified and the issue is being monitored.

“Regular meetings have taken place, both with the residents and of Shadow Ridge II, as well as general meetings for the whole of Greely to keep everyone abreast of what was being done and how it was being addressed,” Sooley said.
