Workflow To get an overview of the clusters performance either the Route Analysis RAN tuning report or the Data collection Report generator can be used 1. Through the charts find the clusters limitations considering Ec and Ec/No levels 2. Through the charts find the blocked and dropped calls

UE sends ‘Measurement Report’ to add/remove cell Network then sends ‘Active Set Update’ to UE to perform Handover Once successful, the UE sends the ‘Active Set Update Complete’ command If there is a change in the neighbor list, the network sends a ‘Measurement Control’ (when a call is setup, the first ‘Measurement Control’ consists of a full Neighbor List, and the network only has to inform the UE if there are changes!!!)

DL: Active Set Update Event 1a Generated by UE to add SC244 If Event1b: then remove If Event 1c: then replace If event 1d: then “change of best cell” When the Network Receives the Measurement Report to do a “handover”, the System will active resources and send the Active Set Update message to tell the UE that it now can perform the handover

Active set update complete and measurement control message UL: ACTIVE SET UPDATE COMPLETE Once UE manages to Sync with the Target Cell – or has it? It sends this message to inform the network of its success. DL: MEASUREMENT CONTROL This is only SENT by the network IF there is a change to the Monitored Set list. This only provide the ‘Delta’ to the UE I.e. what to add or what to delete for its Monitored SET!!!
