The challenge proposed in the fifth UFC discipline project was to develop a Theater, located in the ServiLuz neighborhood in Fortaleza. In order to serve a program of more than 8500 square meters, which included administration, test rooms, 200 parking spaces, stage, audience and foyer, I decided to arrange the building on 3 floors. The idea that guided the party was appropriation. By opting for the design of a building consisting of ramps, the purpose was to allow users to take ownership of the entire constructed object.

In addition, the ramps guarantee a privileged view of the sea, just ahead of the theater. The building was basically L-shaped, where small formal adjustments were made to fit the program to the terrain. This format allowed for ease of movement, use of natural ventilation and protection of sunlight. In addition, it allowed the creation of a large patio, also with a view to the sea. With regard to the construction system, priority was given to the use of local materials and construction techniques for rapid and inexpensive implementation, such as structural brick and precast concrete slab. In addition, as an alternative to a more sustainable occupation, it was decided to prioritize the use of bicycles instead of automobiles.

“[...] A space where the symbols, norms, values and experiences allow us to recognize people, establish coexistence and solidarity, recreate an identity that does not depend on that one produced by the society wide “(CHAUÍ, 1987, p. 70). Even in the XXI century, the problem of housing deficit in Brazil remains one of the most worrying. There are millions of people living in an irregular situation and conditions that do not guarantee a good quality of life. The premise of the project developed during the course of architectural design 3, seek to understand and identify the type of relationship between housing projects already implemented in Barro do Ceará, district of Fortaleza (among them, the Vila do Mar Social Complex) with the surroundings, predominantly industrial and commercial.

SOCIAL HOUSING

From the reality found on site, we prepared a proposal for a housing development with 640 units that were consistent with low and informal feedback from the neighborhood, in order to respect the human scale and allow greater interaction between the residents.

We developed five typologies, which include the diversity of family units, and from them, were thought five types of buildings characterized by the plurality of forms that easily allow expansion. With respect to the tectonic black, priority was given to using local materials and construction techniques quick and cheap implementation. “The housing deficit in Brazil is estimated at 5.2 million homes (2012). By 2024, this deficit will have grown par to 20 million households in a state of need. (FVG, 2014)

In order to allow a greater variety of formal compositions for the housing units, in addition to covering different peculiarities related to the needs and the size of the families, six typologies were conceived, starting from the minimum unit of 50m² (5mx10m), with two rooms, until the maximum typology of 100m² (5mx20m). The typologies also present a possibility of flexibilization, with the objective of allowing commercial activities, besides two of them being adapted for families with disabled family members

The challenge proposed in the second discipline project was to develop a School of Arts for the Technology Center of Ceará. In order to attend a program of 2,000 m² capable of covering five main areas - administration, plastic arts, visual arts, dance and music, it was decided to distribute the building on four floors, around a large patio, with the aim of interaction between users.

One of the main points of the building is the composition of the facade, for which blue and intercalated brises were thought, which can move and generate different compositions, depending on the position of the sun. The stair, which uses the same leaked brise elements, was thought out of the building, so that the relations between interior and exterior are deenerated more intensely. The large patio was designed to allow full integration with the building. Intense arborization, urban furniture and a geometric landscaping make up this meeting and leisure space for users and visitors to the arts school.

The Federal Brazlian Law of Technical Assistance (Law 11.888 / 2008) was the result of a historical struggle of several grassroots movements in partnership with urbanists and engeneers engaged with issues of the right to housing and the city. It provides professional and public services free of charge to the low-income population. Although it was enacted in 2008 it is still very little applied in Brazil

As a way to support the struggle of the popular organizations of the Grande Bom Jardim for the right to decent housing and other urban benefits, I developed my capstone project: “City by the people: an experience of technical assistance and participation in Bom Jardim ZEIS. ZEIS Bom Jardim was delimited by the Participative Master Plan of Fortaleza in 2009 as a result of the struggle of organized movements of the GrandeBom Jardim for the right to the city. Since then, residents of this area historically neglected by the government struggle to regulate this instrument. By understanding moradores as the main transforming agents of space and the advising as a possibility of dialogue between the technical knowledge and the informal processes of construction of the city, I sought to experience popular participation in some stages of urban planning for this area. The main result of this work was the Housing Improvement workshop in the Nova Canudos Community, in which a group of women can actively participate in the project improvement stages of their residences, in a process that sought to gain autonomy, individual and collective, and feminine empowerment of this group of dwellers about space and its production. In addition, in the context of the regulation of this ZEIS, a strategic plan was drawn up, based on a participatory diagnosis, which includes land regularization actions, management, access to urbanized land and social housing.

1 Housing improvements In order to experience the technical advisory process - the main focus of this work - we propose the Nova Canudos Community Housing Improvement workshop, which is presented as a way of empowering residents about the process of designing their residences

2 Restructuring the road system Related to the implementation of basic infrastructure, urbanization in this work was conceived from the Road Restructuring Plan, which aims to integrate the territory of ZEIS and, especially, the precarious settlements into the urban network of the city, besides improving the mobility of users and allowing the usual ways of integrating residents with the public area can continue to flow more smoothly.

3 Social Housing The acquisition of new housing units also relates to the housing shortage discussed in the Removal and Resettlement Plan. The proposal of Social Housing discusses two typologies that can be employed in the area of the ZEIS respecting the habitual forms of dwelling of the residents.

risk 4 Managing social and environmental CCVH CCVH These are measures to reduce or eliminate risk, such as drainage works, urbanization of the water resources margin and removal of families in areas at risk. Thus, the Environmental Recovery component presented aims to combine environment, education, leisure and income, bringing residents into the process of recovering the local environment as a means to prevent occupations from happening again and to continue the processes degradation of the environment..

5 Public facilities The public facilities designed for the ZEIS were defined based on the needs pointed out by the residents during the participatory diagnosis interviews. Proposals will be presented for four pieces of equipment: a multi-sport gymnasium, a training center, an association of recyclable waste pickers and a community center. .

6 Removal and resettlement plan Linked to the housing deficit, it is related to the need to remove families that are in a situation of environmental and urban inadequacy. In addition, the Removal and Resettlement Plan counts the families removed by the urbanization plans, mainly by the road restructuring plan presented, as well as the removals from the land used for the insertion of social housing...

The project developed is a Reference Plan for Intervention and Urban Planning (PRIOUS) of the Historic Center of Fortaleza, carried out for the discipline of Urban Planning 4. The objective was to present an urban project integrated to issues and studies on the quality of cities; urban sustainability; density, morphology and urban composition; and green infrastructures. Center of Fortaleza is a privileged neighborhood of the city, with a wide range of jobs, a strong dynamic of popular and specialized commerce, a large public transport service, the presence of government bodies, memory of historical heritage, a wide range of cultural facilities and public spaces. sing. However, due to a process of speculative urbanization, the Fortaleza Center, as well as other metropoles, was marked by the monofunctionality of its uses and the abandonment of activities during non-commercial hours. To try to change this scenario, this project developed five subsystems, : Road Subsistema; Public Transport Subsystem; Free Space Subsystem; Subsystem of Public Equipment; Subsystem of Furniture; and finally, Rainwater Drainage Subsystem.

Studying the socioeconomic, spatial and cultural aspects of Sédhiou and Senegal, the architectural design have a starting theme based on local memory, being possible to empower the inhabitants using elements of significance and representativeness from the project basis.As the local aspects are the background to develop a coherent project, gathering the main regional symbols, it resonates into three main principles: local memory, social sustainability and environmental comfort.

Starting from these principles, the developed program intends to reaffirm the Senegalese culture and identity found in the place, by dividing the design in four basic zones: Administration, Education, Exhibition and Performance. The Administration consist of management room and meeting room. The Education has multipurpose rooms, multimedia room, ateliers and library. In turn, the Exhibition happens in a permeable way along the building and finally the Performance is made of dance and music rooms. Besides these areas, we can find living spaces, which could be used also for meetings and performances, assisted by cafeteria and commerce areas. The designed program spreads on the place into a flexible and durable edification. His formal aspects were imagined to be organic, mutable and expandable. It can be divided or built in different stages and its rooms could change the destination according to users will, as the small unitary shapes, united by covered pathways, allow adaptations to future expansions. The materials used were selected from local sources: bricks, bamboos, tiles, shells and palm trees. As soon as these materials refer to the architecture designed on the site, they are re-signified and their cultural values become meaningful. That said, the flexibility and local references in this design proposal aim to allow the inhabitants from the city and even the country to identify the Cultural Center as a place of awareness and be independent agents to appropriate the building space.

WORKSHOP HOUSI NG IMPROVEMENTS

As a way to experience technical advice, with possibilities and obstacles, this work proposed the realization of the workshop “Housing Improvements in the Nova Canudos community: an experience of technical assistance and residents participation “in one of the most precarious settlements ZEIS of Bom Jardim.

The main objective was to create a group of women within the community, interested in making housing improvements in their residences and willing to participate in an advisory process that is associated, to the gain of autonomy,individual and collective, and to the expansion of the imaginary about space and through the democratization of knowledge. Holding the workshop for the women’s group emerged as an attempt to women’s empowerment and gaining autonomy over decisions to respect of living space from the knowledge about questions regarding the project to improve their residences. At the end of the workshop, it was hoped that this group might have processes such as architectural survey [design and measurement] and housing improvements project, and can become a reproducer of this knowledge within their families and even within the community New Canudos. In addition, this process had the objective of revealing how live the residents of the community, which are the greatest housing precariousness and what can be done to improve the houses of these people.

The workshop took place in the local community centre, Centro de Valorização da Vida Humana (CCVH) and was held once a month for a group of five woman. The initial idea was to show them all the process related to design housing improvements, so we started drawing the floor plan oh wich house, after they learned how to take the measurements and, in the end, they learned which kind of improvements their houses most needed. The main precariunesses of the houses were related to the environmental comfort, such lack of natural light and ventilation, once usually there was not any space between on house and another. In addition, the houses used to smaller for the number of family member, with lack of private spaces. The proposal tried, for which case, decrease this precariousness in order to provide a better life condition to the residentes. 1st meeting
