Winter Moratorium Begins November 15th
If you are having difficulty paying your utility bills due to the impact of the covid19 pandemic or for other reasons, the state of New Mexico has a regulation in place to protect low income utility customers from having their electricity or gas disconnected during peak winter months. This will take effect beginning November 15, 2020, and it will last until March 15, 2021.
Any customer qualifying for the low- income energy assistance program or (LIHEAP) will be protected by this moratorium from having their utilities disconnected due to late or non-payment during the coldest months of the year.
One requirement for this protection is that customers must be current and not past due on their bill. In the event that someone is past due and would otherwise qualify because of income, some flexibility exists. If the customer either agrees to pay the delinquent amount in full or if payment arrangements can be negotiated with the utility provider, the customer would qualify for the moratorium.
If you, or someone you may know, qualify for this protection from winter shut off, you can contact your local human services department at 800-283-4465, or apply online at www.yes.state.nm.us.
Once eligibility is established, it is highly recommended to contact the NORA office to provide the written proof of your status. This is particularly important in case you receive a disconnect notice during this time.
Please remember that the moratorium is intended to assist customers in need and not to be used as an excuse to become delinquent. Customers are still responsible for utility bills incurred during the winter. It is strongly urged to make every effort to pay these bills to avoid accumulating large balances.

NORA Electric Cooperative offers consumers an exceptional heating option that is clean, comfortable, safe, and affordable. The Electric Thermal Storage (ETS) Unit is a high-quality storage heating product available as a room unit, centrally ducted unit, or hydronic system capable of meeting the heating needs of residential and commercial applications.
The ETS works by storing immense amounts of heat inside high-density ceramic bricks. Heating elements within the bricks allow for the heat to be stored for extended periods of time. NORA offers ETS customers what is known as “off-peak” electricity. That means these customers receive a discount for using electricity during the low demand or “off-peak” hours. During the off-peak hours, the ETS will store electric energy as heat. This reserved heat is used to provide comfort during the peak hours and throughout the day. Since the ETS does not depend on drawing out electricity continuously, like a forced air heater does, customers will see savings over the conventional methods of heating. The average ETS system provides between 40%-70% savings in annual heating costs. Depending on the needs of the household, savings range from $500 to $2,000 per year.
If you are interested in purchasing an ETS unit, now is the time to order to ensure that the size and model you want will be available. NORA orders a limited stock of ETS units once a year in late summer or early fall in
3 Types of ETS Heating Systems:
1. Comfort Plus: This system is capable of heating your entire living area. It can serve as a standalone furnace, or it can be combined with a heat pump for air conditioning. This offers high efficiency at minimal cost. 2. Comfort Plus Hydronic: This technology employs the benefits of radiant heat simultaneously with duct heating. Your home can have radiant floor or baseboard heating while also using forced air throughout the area. 3. Room Heaters: Single units can be used in conjunction with a number of other heating methods in order to supplement the needs of the home.
This unit is ideal for difficult areas to heat within the home or for replacing wood stove heating.
Reasons to Choose ETS:
• More affordable than conventional heating • Easy to operate • Safe, clean, comfortable • No smoke, fumes, or mess • No constant maintenance or filters to replace • Nearly 100% efficient • Five-year limited warranty • Made in America
Where ETS Units Can Be Installed:
• Residential homes • Vacation homes or cabins • Mobile or manufactured homes • Apartments or condos • Offices and schools • Hotels and motels • Churches • Businesses and warehouses
accordance with the allotted budget. If you currently own an ETS unit and are enrolled in the Time-of-Use billing, NORA recommends scheduling annual maintenance prior to the winter season, to have it cleaned and to make sure that all time on the heater and electric meter are correct.
