If you are having difficulty paying your utility bills due to the impact of the covid19 pandemic or for other reasons, the state of New Mexico has a regulation in place to protect low income utility customers from having their electricity or gas disconnected during peak winter months. This will take effect beginning November 15, 2020, and it will last until March 15, 2021. Any customer qualifying for the lowincome energy assistance program or (LIHEAP) will be protected by this moratorium from having their utilities disconnected due to late or non-payment during the coldest months of the year. One requirement for this protection is that customers must be current and not past due on their bill. In the event that someone is past due and would otherwise qualify because of income, some flexibility exists. If the customer either agrees to pay

the delinquent amount in full or if payment arrangements can be negotiated with the utility provider, the customer would qualify for the moratorium. If you, or someone you may know, qualify for this protection from winter shut off, you can contact your local human services department at 800-283-4465, or apply online at www.yes.state.nm.us. Once eligibility is established, it is highly recommended to contact the NORA office to provide the written proof of your status. This is particularly important in case you receive a disconnect notice during this time. Please remember that the moratorium is intended to assist customers in need and not to be used as an excuse to become delinquent. Customers are still responsible for utility bills incurred during the winter. It is strongly urged to make every effort to pay these bills to avoid accumulating large balances.
