NOTICE • Advice Notice No. 62 Roosevelt County Electric Cooperative Inc. (“RCEC” or “Cooperative”) hereby provides notice of its filing with the New Mexico Public Regulation Commission (“Commission”) on or around April 1, 2020, of proposed rate schedules, under Advice Notice No. 62, to modify its Tenth Revised Rate No. 5—Lighting—to add options for three new lighting fixtures utilizing energy saving LED technology that will be available to customers. RCEC’s tariffs governing the purchases from and sales to Qualifying Facilities of electricity are also being updated and consolidated into a single rate. This update to RCEC’s Rate Nos. 10, 11, 12, 13 and 14 is being proposed solely to remove outdated language and references and to reflect the current practices of the Cooperative. The proposed changes will not increase the revenues or the rates of RCEC. I. Amount of Increase The requested rate change will not increase rates of the Cooperative. RCEC estimates that the new LED options available to customers will produce savings to members through enhanced efficiency, but this newer technology is simply being made available to members as an option and not a requirement. II. Customer Classes to Which the New Rates Apply The proposed rate changes will affect RCEC Rate Nos. 5, 10, 11,12, 13 and 14. Other proposed changes to RCEC rates are solely for the purpose of consolidating and updating language in the following RCEC rates to be consistent with Cooperative practices and Commission rules: Original Rate No. 10—

Qualifying Facility Purchase Rate RCEC Original Rate Nos. 10, 11, 12, 13 and 14 are being replaced by Revised Rate No. 11 to reflect current practices of the Cooperative and the existing rules and regulations of the New Mexico Public Regulation Commission regarding the purchase and sale of electricity in connection with Qualifying Facilities. There is no change in cost associated with these rates or the updates. III. The Impact on Residential Customers The proposed rates for Eleventh Revised Rate No. 5 are optional and will not adversely impact Residential Customer rates. The consolidation of current RCEC Rate Nos. 10, 11, 12 13 and 14 into Revised Rate No. 11 will also have no impact on the costs of the Cooperative or its members. These changes will not apply to residential customers. IV. Date of Filing RCEC intends to file the proposed rates with the Commission on or about May 1, 2020 to be effective on June 1, 2020. V. Member Notification Upon the request of a member, RCEC will promptly notify said member of the actual filing date of the rate schedules. VI. Automatic Effect of Rates The Schedules will go into effect automatically and without hearing, unless at least one percent or twentyfive (25) members of a customer class, whichever is fewer, file a protest with the Commission setting forth grounds for review of the proposed rates. The Commission will determine if the protest has provided just cause for review of the schedule. Such protest must be filed within twenty (20) days after RCEC files said schedules with the Commission. IF A HEARING IS HELD BY THE PUBLIC REGULATION COMMISSION, ANY COSTS INCURRED BY THE UTILITY MAY BE INCLUDED IN THE UTILITY’S FUTURE RATES, FOLLOWING THE UTILITY’S NEXT RATE CASE. VII. Procedure for Filing a Protest The procedures for protesting a proposed rate are set forth in the NMPRC Rule 17.9.540, a copy of which can be obtained upon request from or inspected at RCEC’s office at 121 North Main, Portales, NM 88130, telephone number 575-356-4491. A copy can also be obtained at the offices of the New Mexico Public Regulation Commission located at P.E.R.A. Resolution of Protest Prior to filing a protest with the Commission, a member of RCEC should attempt to resolve any grievance by presenting objections to RCEC in writing and allowing RCEC at least seven (7) days in which to attempt to resolve the objections or otherwise respond. IX.
